An ineligible player may be removed from the event, replaced by a properly registered substitute, or trigger a larger roster consequence. The result depends on the reason for ineligibility, whether the invited roster is still intact, when a replacement is requested, and the specific Major organizer’s rules.
Which rules decide the outcome?
Valve’s CS Major Supplemental Rulebook provides the rules that Valve requires to be uniform across Major events. It is not the complete rulebook for any individual tournament. Valve’s document states: “This document does not contain all of the rules of the tournament; only the ones we require to be uniform across all Major events. For the complete body of tournament rules for your event, contact the tournament organizer.”
That distinction matters when a player is ruled ineligible. The supplemental rulebook establishes the common framework for invitations, registered substitutes, and the specific consequences associated with a VAC ban. The organizer’s published rulebook controls additional eligibility grounds, deadlines, evidence requirements, appeals, and any remedy not covered by Valve’s framework.

When an invited roster is no longer intact
The invitation can pass to another roster
Valve’s invitation rule is built around an intact roster. If an invited roster declines its invitation or is no longer intact, that roster does not participate. The invitation goes to the next-highest-ranked roster under the event’s ranking and invitation system.
This is an invitation consequence, not an automatic mid-match substitution. Once the roster fails the intact-roster requirement, the original team does not simply keep its place while replacing any player it wants. The event moves to the next eligible roster identified by the applicable ranking process.
If no additional roster is available
If there is no additional roster to receive the invitation, the remaining place is determined through a last-chance regional qualifier. The rule therefore provides a fallback for filling the field rather than allowing an invited but non-intact roster to participate by default.
The rulebook does not state that every kind of player ineligibility automatically makes a roster non-intact. Whether the roster has lost its intact status depends on the facts and the tournament’s full rules. A team should obtain the organizer’s ruling instead of assuming that any individual eligibility problem produces the same invitation result.

How a registered substitute can keep a team in the event
Only one substitute may be registered
A team can register one substitute for the Major. Registration alone does not make that player a universal replacement. The substitute must be usable without changing the invited Core Lineup’s Regional Assignment.
Regional Assignment is a roster-level condition. A replacement that would alter the Core Lineup’s assigned region cannot be treated as a valid substitute under this framework, even if the player is otherwise skilled, available, or listed with the organization. The organizer’s registration process is the place to verify that the proposed substitute satisfies this requirement.
Between matches: any reason is allowed
The team may use its registered substitute between matches for any reason. That covers situations such as illness, travel problems, personal circumstances, or another issue that makes a core player unavailable, provided the substitution remains within the roster and Regional Assignment requirements.

“Between matches” means the change is made after one match has ended and before the next match begins. It does not authorize a team to swap players after a map has started or to change the lineup at an arbitrary pause.

During a match or between maps: medical emergency only
A substitution during a match or between maps is permitted only for a medical emergency. A tactical preference, poor performance, technical inconvenience, ordinary illness, or disciplinary disagreement does not satisfy that timing rule on its own.
The medical-emergency limitation applies to the moment of the change. If the team knows before its next match that a player cannot continue, it should make the change between matches through the organizer’s required process rather than waiting until a map is underway.
The substitution cannot be freely repeated
Once the team has entered play with the substitute, it may continue with that substitute until the player from the Core Lineup returns. However, after the team reverts to the Core Lineup, it cannot use the substitute again. If another situation then prevents a core player from playing, the team must play short-handed or forfeit, subject to the event’s complete rules.

A team cannot rotate between the core player and the substitute every map or every match to manage fatigue, form, or changing availability. Before returning to the Core Lineup, the team should be certain that the core lineup can remain available for the rest of the relevant competition.

What changes when the player has a VAC ban?
Eligibility requires written Valve approval
The rulebook has a specific provision for a VAC-banned player. A player with a VAC ban cannot be qualified or allowed to participate in a qualifying event. In addition, a VAC ban on any account requires written approval from Valve before the player is eligible.
The “any account” language is significant. Eligibility is not limited to the Steam account currently listed on the team’s registration. A team dealing with a VAC-ban question should disclose the relevant account history and obtain written approval rather than relying on a new account, a name change, or an organizer’s informal indication that the player may compete.
The rulebook also defines a team-level ban
Valve’s rulebook states that a team on which a banned player has played between the first qualifier and the end of the event will be banned. The timing window begins with the first qualifier and continues through the end of the Major event.

This is a defined consequence for the stated banned-player situation. It should not be expanded into a claim that every form of ineligibility automatically bans the team. For a non-VAC eligibility dispute, the organizer must apply the relevant event rules and any other Valve provisions that actually cover the facts.

How a team should handle an eligibility problem
The rules do not create one universal procedure for every dispute, but the following order prevents the most serious mistakes:
- Identify the exact reason. Separate a VAC ban from an administrative problem, a roster-registration issue, a regional-assignment problem, a medical issue, or another ground in the organizer’s rules. Do not apply the VAC-banned-player sanction to a different category without a rule that says so.
- Check whether the invited roster is still intact. If it is not, determine whether the invitation must pass to the next-highest-ranked roster or whether a last-chance regional qualifier is required because no additional roster is available.
- Confirm the registered substitute. Verify that the player was registered as the team’s one substitute and that using the player preserves the Core Lineup’s Regional Assignment.
- Place the proposed change on the match timeline. A change between matches can be made for any reason under the supplemental framework. A change during a match or between maps requires a medical emergency.
- Decide whether the team can commit to the substitution. Once the team returns to the Core Lineup, it cannot use that substitute again. The team should account for the possibility of having to play short-handed or forfeit if a second problem occurs.
- Get a written ruling from the organizer. The event organizer has the complete tournament rules and is responsible for applying event-specific procedures. Written confirmation is especially important for a VAC-ban approval, a medical-emergency substitution, or a disputed intact-roster determination.
What players and viewers should expect
An ineligible player does not necessarily mean that the entire team disappears from the Major. If the invited roster remains eligible as an intact unit and a properly registered substitute is available, the team may be able to continue under the substitution limits. The timing of the change and the Regional Assignment condition are decisive.
Conversely, a team cannot assume that a substitute solves every problem. If the roster is no longer intact, the invitation can move to another ranked roster. If a VAC-banned player has played during the rulebook’s specified period, the team-level ban provision may apply. If a team has already reverted from its substitute to the Core Lineup, another replacement is not available under the supplemental rule.

The practical questions are: what caused the ineligibility, when was it discovered, was the roster still intact, was the substitute registered and regionally valid, and what has the organizer ruled?
Why the event’s own rulebook is decisive
Valve’s supplemental document is deliberately limited to rules that should be uniform across Majors. The organizer’s rulebook supplies the rest of the operating details, including the complete definition of eligibility, registration and roster locks, evidence standards, dispute deadlines, penalties, and match-administration procedures.
That is why two apparently similar cases can produce different practical outcomes at different events. The common Valve framework supplies the boundaries, but the organizer determines how a particular case is investigated and recorded. Before a team or player relies on a roster change, the current event rulebook and an official organizer decision should be treated as authoritative.
