When a Layer 2 sequencer goes down, the network’s usual fast route for submitting and ordering transactions can become unavailable or delayed. You may see a failed submission, a transaction that stays pending, or stalled processing. That does not by itself show that your funds are lost—or that a transaction has reached finality. The fallback, waiting time, and recovery consequences depend on the specific Layer 2. Arbitrum documents one example: users can submit through a parent-chain Delayed Inbox and, if the message remains unprocessed, use a force-inclusion process after a stated waiting period.
What a sequencer outage changes
A sequencer is the ordinary fast path for receiving and ordering transactions on a Layer 2. If it is unavailable, users may be unable to submit transactions through the usual interface, or submissions may be delayed or rejected. An application can also appear stuck if it depends on that route. The exact symptoms depend on the chain, the endpoint being used, and the incident; a failure at one endpoint is not enough to establish that every route to the network is unavailable.
The key distinction is between the sequencer’s normal service and the underlying ability to get a transaction processed through any documented fallback. Some networks provide a parent-chain bypass; others may have different recovery mechanisms. Do not assume that every Layer 2 has Arbitrum’s Delayed Inbox, force-inclusion procedure, or timing.

Transaction progress can involve several separate milestones: a submission endpoint accepts a request, the sequencer orders it into an L2 block, transaction data is posted to the parent chain, and the relevant parent-chain state reaches finality. These milestones are not interchangeable. A response that indicates sequencing is not, by itself, proof that data has been posted to the parent chain or that the transaction is finalized there.

Arbitrum’s chain information specifically says a successful eth_sendRawTransaction response means the sequencer has sequenced the transaction into an L2 block. Batch posting and parent-chain finality are later, distinct steps. When checking an explorer or application, look for what its status label actually represents rather than treating “submitted,” “confirmed,” and “final” as synonyms.
Can you still make a transaction?
Possibly. First establish whether the problem is a general sequencer incident, a particular application, or the endpoint you are using. Check the affected chain’s official status page and documentation for its current submission and recovery process. The status page is only a snapshot; it can change while you are checking it, and a status page for one network says nothing about another.
If a transaction request times out, do not assume it was accepted. Check the chain’s guidance for that exact error and inspect the transaction state before trying again. Retrying blindly can be wrong if the original transaction was accepted or if the error was terminal rather than transient. Arbitrum documents a concrete example of this distinction in its chain information:

- Its sequencer endpoint uses a bounded background queue, with a documented default queue timeout of 12 seconds. The value is a documented configuration and may change.
- A
context deadline exceededresponse in that queue-timeout case means the transaction was not accepted and is safe to retry, according to Arbitrum’s documentation. - Terminal errors such as a nonce error or contract revert should not be blindly retried. Resolve the cause or follow the chain or application’s instructions instead.
Those error meanings describe the documented Arbitrum endpoint behavior, not a universal rule for other chains or endpoints. If you are unsure whether a request was accepted, check the official endpoint guidance and transaction record before resubmitting.
Arbitrum’s documented fallback: the Delayed Inbox
Arbitrum documents a route for sending a message through its parent-chain Delayed Inbox without relying on the sequencer. Its transaction lifecycle documentation says this can be used when the sequencer is offline or refusing to process a transaction. This is a chain-specific mechanism; users should not apply its procedure or timing to another Layer 2 without that network’s own documentation.
- Confirm the affected network and incident. Check Arbitrum’s official status information and current transaction lifecycle guidance. Verify that the issue concerns the sequencer route rather than a wallet, application, or individual endpoint.
- Review the transaction and fallback instructions. The Delayed Inbox is a parent-chain submission path, not simply another sequencer endpoint. Follow Arbitrum’s current instructions for submitting the relevant message and for any required contract interaction.
- Allow for the documented force-inclusion period. Arbitrum’s cited documentation describes a 24-hour period before force inclusion is available if the message remains unprocessed. The same documentation says Censorship Timeout can shorten the period in applicable situations. These are Arbitrum-specific values and conditions, and configuration or documentation can change.
- Use force inclusion only as documented. If the message remains unprocessed after the applicable delay, Arbitrum describes calling
forceIncludeon theSequencerInbox. Verify current eligibility and instructions before taking action; a delayed-inclusion operation is not a generic remedy for every failed transaction. - Track each stage independently. Check whether the parent-chain message was submitted, whether it became eligible for inclusion, and whether it was included and executed on L2. Submission to the fallback path is not the same as L2 execution or parent-chain finality.
The 24-hour period is not a promise that a transaction will be completed exactly at that time. It describes when the documented force-inclusion route becomes available if the message remains unprocessed, subject to applicable conditions. The practical path also depends on current network state and the transaction’s own status.

What happens to deposits and other delayed messages?
A sequencer outage should not be confused with cancellation of a parent-to-child message such as a deposit or retryable ticket. Arbitrum’s documentation says the sequencer releases these delayed messages after reasonable confidence in parent-chain finality. For an L2 settling to Ethereum, it gives 40 Ethereum blocks as an example threshold. That is an example in Arbitrum’s documentation, not a general threshold for Layer 2 networks, and an outage does not establish that a deposit was cancelled.
For a delayed deposit, check the transaction on the parent chain and then the relevant L2 status. A parent-chain transaction can be recorded while its corresponding L2-side processing has not yet occurred. The separate stages explain why an apparent delay does not alone prove that the deposit failed or that the L2 transaction is complete.
Does a sequencer outage put funds at risk?
An outage means the ordinary transaction path may be interrupted; that fact alone is not evidence that balances have disappeared or that a particular transaction succeeded. It can still matter operationally: you may be unable to move assets or interact with a contract through the usual route until service returns or a fallback can be used. The actual state of a transaction, and the fallback available to you, depend on the chain and the transaction’s progress.

Arbitrum’s FAQ describes the sequencer’s role as privileged over transaction ordering, and says that after the sequencer commits to an ordering by posting a batch on Ethereum, it has no say over what happens next—execution. That is a statement about Arbitrum’s documented design, not a blanket guarantee about every network or every kind of failure. For an asset-sensitive decision, verify the relevant transaction and chain state through official network information rather than relying only on a wallet’s pending indicator.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How recovery can affect transaction ordering
When service resumes, transactions may not simply appear in the order a user expected from the moment of submission. Arbitrum’s FAQ warns that recovery after a sufficiently prolonged outage can result in a reorganization involving transactions timestamped before a force-included message. This is an Arbitrum-specific caveat. The documentation does not make it a universal consequence of sequencer outages, nor does it mean every recovery produces a reorganization.
Recommended Free Tools
If you used a delayed submission, continue checking its inclusion and execution status after the sequencer returns. Do not treat the end of the incident as confirmation that every pending or force-included transaction has completed. Follow the network’s incident and transaction guidance if an explorer’s status changes or differs from the status you previously saw.

What to check during an outage
- Identify the network. Confirm the exact Layer 2 and chain, not just the application or wallet showing the error.
- Check official incident information. Use that network’s status page and current documentation; status is time-sensitive, and an operational indicator is not a guarantee that a particular transaction worked.
- Record the transaction details. Keep the hash, error text, endpoint, and approximate submission time so you can check whether the request was accepted rather than sending duplicates.
- Separate endpoint failure from transaction failure. A timeout, nonce problem, and contract revert can call for different responses. Apply only the chain-specific guidance for the error you received.
- Find the documented fallback. Determine whether the chain supports parent-chain or another bypass path, what delay applies, and whether using it requires a contract call or special tooling.
- Verify completion at the right stage. Distinguish sequencer acceptance, L2 inclusion or execution, data posting to the parent chain, and parent-chain finality where the network documents those stages.
Why there is no single Layer 2 outage timeline
Layer 2 networks differ in whether they provide a bypass submission path, how a fallback is invoked, how long inclusion can take, and what their confirmation stages mean. Recovery behavior for queued or delayed transactions is also chain-specific. The detailed timings in Arbitrum’s documentation—24 hours for the described force-inclusion period, a 12-second default queue timeout, and the 40-block Ethereum finality example—describe different parts of Arbitrum’s process. None should be copied as a general Layer 2 specification.
For another network, look up the current official documentation for its fallback mechanism, eligibility conditions, timing, required tooling, and incident recovery steps. If those details are not documented for the chain in question, do not infer that a sequencer outage can be bypassed in the same way as Arbitrum.
