Short answer: your crypto can become inaccessible through the app even while the underlying blockchain keeps operating. If the company later becomes insolvent or files for bankruptcy, you may have to assert a claim in a legal proceeding. Whether you receive the same assets, a different amount, or anything at all depends on the account contract, how the platform held or used customer assets, the assets available to the estate, and the law governing the case. There is no general guarantee of instant access or full recovery.
This explanation is U.S.-centered because the strongest regulatory and bankruptcy material concerns U.S. entities and proceedings. Other countries can apply different insolvency rules.
A withdrawal freeze is an access problem, not proof that the blockchain has stopped
When an exchange app says withdrawals are suspended, the platform is refusing—or is unable—to process transfers from its internal system to an external wallet or another service. The relevant blockchain network may continue confirming transactions normally. The freeze is therefore a problem with the intermediary, its systems, its liquidity, its legal position, or its policies—not necessarily with the network supporting the token.

A freeze alone does not establish insolvency, fraud, or a permanent loss. It can result from financial distress, a technical incident, maintenance, a security investigation, legal or regulatory restrictions, or another operational decision. Regulators identify suspended withdrawals as a risk of crypto intermediaries but do not prescribe one universal cause or duration.

What you may see in practice
- The app may show a pending withdrawal indefinitely or reject new requests.
- Trading may continue while withdrawals are disabled, or every account function may be restricted.
- Only particular coins, networks, countries, or account types may be affected.
- A displayed balance can remain visible even though you cannot transfer or spend it.
That displayed balance is an accounting entry at the platform. It is not, by itself, proof that the platform has segregated the same coins for you or that you have an immediately enforceable right to a particular blockchain address.
What changes if the company fails or enters bankruptcy
Failure adds a legal ownership and priority question to the access problem: which assets belong to customers, which belong to the company, and how should competing claims be handled? The Securities and Exchange Commission (SEC) warns that customers of crypto entities may cease to have legal ownership of deposited assets, may be unable to get them back when they want them, and may face uncertainty about recovery in bankruptcy.
A bankruptcy court may examine the account agreement, the entity that actually held the assets, records of customer balances, transfers between affiliated companies, lending or rehypothecation arrangements, and applicable state or federal law. Treatment can differ even between products offered in the same app. A company filing discussing U.S. bankruptcy law described uncertainty over whether bitcoin held by a bankrupt custodian would be property of the bankruptcy estate and whether the owner would be treated as a general unsecured creditor. That uncertainty is not a prediction for every case; it shows why the contract and facts matter.

- Return of identifiable assets: If assets were properly held in custody and the law recognizes the customer’s ownership, a court could authorize transfers or distributions of those assets.
- A money or crypto distribution: Customers could receive a percentage of allowed claims, sometimes in cryptocurrency and sometimes in cash, depending on the plan and available assets.
- General unsecured treatment: If the customer has only a contractual claim against the company, recovery can depend on what remains after higher-priority claims and administrative expenses.
- Long delays: Claims review, investigations, litigation, and plan voting can take months or years.
- Partial or no recovery: If assets are missing or liabilities exceed available property, the estate may not be able to satisfy every claim.
No general rule promises that the number of coins, their current dollar value, or the amount originally deposited will be returned.
Why account terms and custody arrangements matter
Read the agreement for the exact legal counterparty—not merely the name on the app. Look for language explaining whether the platform is a custodian, principal, borrower, broker, or agent; whether it can lend, stake, pledge, or otherwise reuse assets; and what rights you have if it suspends withdrawals or becomes insolvent.
Questions to answer from the agreement
- Which legal entity holds the account and in what jurisdiction is it organized?
- Does the contract say you retain title to specific assets, or that you hold a claim for an equivalent amount?
- Can the company commingle customer assets with its own or with other customers’ assets?
- Can it lend, stake, pledge, or transfer coins to an affiliate?
- What events permit a withdrawal suspension?
- Which law, court, arbitration clause, and claims procedure apply?
Terms can change, and a platform’s marketing statement is not a substitute for the signed agreement and transaction records.

Why “proof of reserves” does not settle the question
A proof-of-reserves report or attestation is generally a point-in-time snapshot of specified assets. The SEC cautions that such assessments are not as rigorous or comprehensive as financial-statement audits. A snapshot may omit liabilities, undisclosed borrowing, customer claims, assets held elsewhere, or transactions that occurred after the measurement date.
Recommended Free Tools
When evaluating a reserves claim, ask whether it covers all legal entities and wallets, identifies liabilities as well as assets, explains the measurement date, and is accompanied by an independent audit. Even a favorable snapshot does not determine your priority in a bankruptcy or guarantee that withdrawals will remain available tomorrow.
Crypto accounts do not carry the same protections as insured bank deposits
The SEC distinguishes crypto-entity accounts from FDIC-insured bank deposits and SIPC-covered accounts holding certain registered securities. It states that “There are no such protections for accounts that you place with crypto asset entities,” in the context of that comparison. Do not assume that a platform’s relationship with a bank, a dollar balance in the app, or a familiar payment feature makes the crypto itself FDIC-insured or SIPC-protected.
Protection depends on the exact entity and product. A cash balance held through a separate regulated bank arrangement can have different treatment from tokens held by an exchange, but the presence of one protected product does not extend that protection automatically to every asset in the app.
What the Celsius and FTX cases demonstrate
Celsius: a freeze followed by bankruptcy
The Commodity Futures Trading Commission (CFTC) said Celsius froze customer withdrawals on June 12, 2022, and filed for bankruptcy on July 13, 2022. The CFTC reported that the filing revealed liabilities exceeding assets by more than $1 billion. Its complaint described approximately $20 billion deposited by customers; that figure is the CFTC’s account of allegations and context, not an independently audited measure of every customer balance.
The sequence illustrates why a temporary-looking app message can become a formal claims process, but it does not establish that every withdrawal freeze will follow the same path.

FTX: custody and segregation claims can be tested by events
The CFTC reported that FTX customer funds were commingled and misappropriated despite public claims about custody and segregation. In a later court order, the CFTC announced that FTX and Alameda were required to pay $12.7 billion in monetary relief to FTX customers and fraud victims, including $8.7 billion in restitution and $4 billion in disgorgement. Those are case-specific amounts ordered in that proceeding, not a typical recovery figure or a payment every customer should expect.
CFTC Chairman Rostin Behnam described the failure this way: “FTX used age-old tactics to create an illusion that it was a safe and secure place to access crypto markets. But the basic regulatory tools, like governance, customer protections, and surveillance that exist to identify misconduct and ultimately prevent collapse, were simply not there.”
Separate enforcement does not automatically pay an individual claim
In 2026, the Federal Trade Commission reported that Celsius founders agreed to pay a total of $16.5 million to resolve FTC charges. The release said proposed stipulated orders would have the force of law when approved and signed by the district court judge. Do not treat that announcement as confirmation that court approval occurred or as a promise that a particular customer will receive a specific amount. Enforcement penalties, bankruptcy distributions, and private claims are separate mechanisms.

Act methodically. A rushed transfer, repeated failed requests, or reliance on social-media rumors can make your records harder to interpret.
- Confirm the scope. Save the exact in-app notice, email, status page, and timestamp. Check whether the restriction affects one asset, one network, a region, or all withdrawals.
- Preserve evidence. Export account statements, deposit and withdrawal histories, wallet addresses, transaction IDs, tax records, support tickets, identity-verification messages, and the version of the account terms in effect when you deposited.
- Check the blockchain independently. For a completed withdrawal, verify the transaction ID on the relevant network explorer. A transaction shown as confirmed is different from a request that exists only inside the exchange.
- Read official notices and court filings. Use the platform’s legal-entity name, regulator announcements, and any bankruptcy docket—not screenshots or anonymous posts—to determine whether a formal proceeding has begun.
- Do not pay an unverified “recovery agent.” People who promise guaranteed access, demand upfront cryptocurrency, or ask for your seed phrase may be attempting a second theft.
- Secure accounts that remain under your control. Change reused passwords, enable strong multifactor authentication, review API keys and withdrawal addresses, and beware of phishing messages exploiting the freeze.
- Obtain professional advice when the amount is material. A lawyer familiar with the governing jurisdiction can interpret the contract and claims deadlines. A tax professional can address reporting separately; a tax record is not proof of ownership in bankruptcy.
How to compare custody options before moving funds
No arrangement removes every risk. Compare the specific counterparty and product rather than relying on a brand reputation or an app’s user interface.
| Decision axis | What to verify | Why it matters |
|---|---|---|
| Legal counterparty | Exact operating entity and jurisdiction | Determines the contract, regulator, court, and insolvency rules that may apply. |
| Custody terms | Title, segregation, commingling, lending, staking, and reuse provisions | Shows whether you may own identifiable assets or only have a contractual claim. |
| Solvency evidence | Liabilities, audit scope, measurement date, and affiliated-entity coverage | Prevents a reserves snapshot from being mistaken for a full solvency opinion. |
| Withdrawal controls | Limits, review periods, supported networks, and suspension clauses | Reveals how dependent access is on the platform’s operations and decisions. |
| Applicable protections | Whether any protection applies to this exact product | Stops assumptions that FDIC or SIPC coverage extends to exchange-held crypto. |
| User control | Who controls the private keys and recovery process | Identifies whether a platform can block transfers and where security responsibility sits. |
Self-custody changes the risk profile
Holding private keys outside an exchange can reduce dependence on that exchange’s withdrawal system. A hardware wallet is one possible tool, but it is not a guarantee of recovery and this evidence does not compare particular products.

Self-custody transfers responsibilities to you: protecting the seed phrase, creating reliable backups, checking destination addresses, resisting malware and phishing, and planning for incapacity or death. Losing the keys, exposing them, or sending assets to the wrong network can make recovery impossible even when the blockchain is functioning. The choice is therefore between different risks, not between risk and no risk.
How to interpret a frozen account without overreacting
If withdrawals resume quickly
Document the interruption and review the terms anyway. A resumed service does not prove that the platform’s custody, liquidity, or governance is sound.
If only one network or token is affected
Check whether the issue is network congestion, maintenance, or a platform-specific integration problem. Do not infer that all assets or all customers face the same condition.
If the company announces insolvency
Stop relying on ordinary support channels for legal answers. Identify the court, case number, claims agent, bar date, and instructions for submitting evidence. Missing a deadline can affect your ability to participate.
If the app disappears
Use preserved statements and transaction records to reconstruct your claim. Contact the administrator through independently verified court or regulator information, not links sent in unsolicited messages.

An exchange is an intermediary, not the blockchain. When it freezes withdrawals, your ability to use the intermediary can stop while the network continues. When the company fails, access becomes a question of custody, contract, assets, and insolvency law. Keep records before a problem occurs, understand whether the platform can reuse your assets, and never treat a reserves snapshot or an app balance as a guarantee of immediate withdrawal or full recovery.
