If a crypto-exchange app shuts down, your coins do not automatically move to your wallet. The app may be temporarily offline, withdrawals may be frozen, or the company may have entered insolvency, bankruptcy, liquidation, suffered a hack, or stopped operating. In each case, access and recovery depend on the exchange’s legal entity, custody records, available assets, governing law and any formal claims process.

Crypto left on an exchange is held in third-party custody, not in a government-insured bank account. If withdrawals still work, transferring assets to a wallet whose keys you control can reduce dependence on that exchange, but it also makes you responsible for the keys and recovery phrase. A new wallet cannot retrieve coins already locked at a failed exchange.

An app outage is not the same as an exchange failure

A blank screen, failed login or maintenance notice can result from an app bug, overloaded network, cyberattack or scheduled maintenance. It does not by itself prove that the company has failed. Use only the exchange’s verified website, status page and official announcements; do not follow links in unsolicited messages claiming to fix your account.

Temporary technical outage

During a short outage, balances and withdrawals may become visible again when systems recover. Avoid repeated transactions while the status is unclear, because a delayed interface can make it difficult to tell whether a withdrawal was submitted. Keep screenshots and transaction IDs for any pending action.

Withdrawal suspension

A provider can leave trading or account logins available while stopping withdrawals. Technical maintenance is one possible explanation, but a liquidity shortage is another. The Michigan attorney general’s consumer alert cites an exchange that paused withdrawals shortly before bankruptcy as an example of why a freeze deserves attention. A withdrawal halt is a warning sign, not proof that customer assets are gone.

Shutdown, insolvency or bankruptcy

If the company closes or enters a formal insolvency process, customers may have to submit claims and wait for instructions from a court-appointed administrator, trustee or liquidator. The amount and timing of any distribution can be uncertain. An app balance is evidence of what the platform displayed; it is not, by itself, proof that the same assets remain segregated and available.

Hack, fraud or an asset shortfall

If keys or systems are compromised, assets may be stolen or records may be incomplete. Recovery then depends on what remains, insurance or litigation recoveries, the custody contract and the applicable legal process. No general failure-rate, recovery-rate or average recovery-time figure applies to all exchanges.

Why exchange custody can leave access out of your hands

When you leave coins on a centralized exchange, the provider or a custody partner generally controls the private keys used to move them. You receive an account claim and an interface rather than direct control of the keys. The SEC Office of Investor Education and Assistance summarizes the risk this way: “If the third-party custodian is hacked, shuts down, or goes bankrupt, you may lose access to your crypto assets.” The statement appears in its December 12, 2025 Crypto Asset Custody Basics for Retail Investors bulletin and is a conditional warning, not a prediction that every customer will lose everything.

The SEC also cautions that customers of some crypto-asset securities entities may not know whether they retain legal ownership in bankruptcy or whether assets can be returned on demand. Ownership, segregation and creditor priority must be determined from the particular customer agreement, entity structure and court orders. Do not assume that a displayed “1 BTC” guarantees delivery of one bitcoin during a failure.

Is crypto on an exchange insured?

There is no general government guarantee for cryptocurrency held with an exchange. The Federal Trade Commission explains that cryptocurrency accounts are not government-backed or insured like U.S. dollars held in an insured U.S. bank account, and that the government has no obligation to recover funds when a storage company fails or is hacked. Its consumer guidance is available in What To Know About Cryptocurrency and Scams.

Do not describe exchange-held crypto as FDIC-insured, and do not assume SIPC protection applies. Protections for assets held through a registered broker-dealer can differ from protections offered by a crypto-asset company, as the SEC explains in its Investor Alert on crypto-asset securities. The exact entity named in your agreement and the service it provides matter more than the logo on the app.

Jurisdiction can change the legal outcome

There is no single worldwide rule for a failed exchange. Check the company’s legal entity, registered office, contract terms and the country whose courts supervise the process.

European Union example

For covered crypto-asset service providers, MiCA Article 70 requires arrangements to safeguard clients’ ownership rights, particularly in insolvency, and to prevent the provider from using client crypto-assets for its own account. This is an EU rule for providers and services within its scope; it is not a guarantee for every platform or customer worldwide.

United States and other jurisdictions

In the United States, SEC investor materials distinguish registered financial intermediaries from crypto-asset entities that may not provide the same protections. State regulators, federal courts and bankruptcy courts can each have different roles. A regulator complaint can document the problem, but it does not automatically return coins or establish your creditor priority.

If withdrawals still work, reduce exposure carefully

Moving assets before a freeze can remove them from the exchange’s custody, but a transfer is irreversible in many cases. Confirm every detail independently rather than acting on a rumor, countdown or social-media post.

  1. Confirm the official status. Open the exchange through a bookmark or an address you already trust. Check whether withdrawals are enabled for your specific asset and network.
  2. Prepare a wallet you control. Verify that it supports the exact asset and network. A destination that accepts one network may not accept a token sent on another.
  3. Copy and verify the address. Compare the first and last characters on the exchange screen with the wallet. For a large transfer, send a small test amount if fees and network conditions make that practical.
  4. Review fees and limits. Exchanges can charge withdrawal or network fees, impose daily limits, or require additional verification. Read the final confirmation screen before approving.
  5. Use strong account security. Enable multifactor authentication and a unique password. Never give an exchange employee, “support agent” or recovery service your password, authentication code, private key or seed phrase.
  6. Keep the records. Save the transaction ID, destination address, network, amount, fee and timestamp. Wait for the required blockchain confirmations and check the receiving wallet directly.

The SEC’s custody bulletin advises researching a custodian, understanding transfer charges and protecting private keys and seed phrases. Network transfers can be delayed or impossible to reverse once broadcast.

If the exchange announces a shutdown or bankruptcy

  1. Identify the legal entity. Save the exact company name, country, terms of service and account number shown in your agreement. A brand name may represent several companies with different obligations.
  2. Preserve evidence. Download statements, transaction history, deposit and withdrawal confirmations, wallet addresses, tax documents, support tickets and relevant emails. Capture the displayed balance with the date and time.
  3. Use verified notices only. Follow announcements on the company’s established domain and notices from a court-appointed administrator, trustee or claims portal. Check the web address carefully before entering credentials.
  4. Record every deadline. Claims forms, identity checks, objection periods and distribution elections can have strict closing dates. Keep copies of what you submit and proof of delivery.
  5. Contact the appropriate authority. A financial or consumer-protection regulator in your jurisdiction can explain complaint channels and official notices. For a substantial claim, obtain advice from a lawyer familiar with insolvency and digital assets.
  6. Expect verification. Administrators may require identity documents, transaction evidence and proof of ownership before recognizing a claim. Do not send more money merely because someone promises faster recovery.

Do not share a password, one-time authentication code, private key or seed phrase with anyone claiming to unlock the account. “Recovery fee” demands and impersonation messages commonly target customers after a failure.

What determines whether you get your crypto back?

Factor Why it matters
Custody structure Whether the exchange, a separate custodian or another entity controls the keys affects the asset trail and the party handling claims.
Contract and legal entity Terms may describe ownership, lending, rehypothecation, netting, governing law and dispute procedures. The named entity determines which court or administrator is involved.
Records and reconciliation Accurate deposits, withdrawals and identity records help establish the amount owed. Missing or conflicting records can delay verification.
Assets remaining If coins were stolen, lent out or are otherwise missing, a platform may not have enough to satisfy all claims.
Claims process Deadlines, claim categories, creditor priority, objections and court-approved distributions determine when and how payments occur.
Jurisdiction National and regional insolvency, custody and consumer-protection rules differ. A rule protecting clients in one country may not apply to an offshore affiliate.

Because these variables differ, no responsible general article can promise a recovery percentage, a deadline or a priority ranking from an app balance alone.

Why “proof of reserves” does not guarantee a withdrawal

A proof-of-reserves report can show selected assets at a particular time, but it is not necessarily a financial-statement audit. The SEC warns that scope, frequency, assets examined, assurance level, provider and public disclosure can vary. A snapshot may omit liabilities, related-party obligations, borrowed assets or assets held by another entity. Treat it as limited information, not proof that every customer can withdraw during a run.

Exchange custody versus self-custody

Consideration Exchange custody Self-custody
Private-key control The exchange or its custodian controls the keys. You control the keys and authorize transactions.
Provider failure Outage, freeze, insolvency or legal orders can block access. No exchange shutdown is required to access the wallet, but the device or software can still fail.
Recovery responsibility Account recovery and claims depend on the provider. You must protect and recover the seed phrase; losing it can permanently remove access.
Convenience Trading, account login and customer support may be simpler. Setup, backups and transaction verification require more skill and care.
Costs Trading, withdrawal and transfer fees depend on provider terms. Network fees still apply, and a hardware device usually costs money.
Asset and network support Limited to assets and networks the exchange enables. Limited by wallet software, device support and your ability to use the correct network safely.
Legal framework Governed by the provider agreement and applicable jurisdiction. There may be no intermediary to reverse an erroneous or unauthorized transaction.

Neither model removes all risk. Exchange custody concentrates dependence on a company; self-custody concentrates responsibility in the key holder.

What a hardware wallet can—and cannot—do

A hardware wallet is a physical cold-wallet device that keeps signing keys separate from an internet-connected computer. The coins remain recorded on their blockchains; the device stores the keys needed to authorize transactions. The SEC notes that physical cold-wallet devices typically cost money and that setting up and maintaining self-custody can require technical skill.

  • Buy only through a trustworthy source and verify the device’s setup instructions.
  • Generate the recovery phrase during setup and write it down offline as directed.
  • Never photograph, email or paste the phrase into a website or message.
  • Test that you understand the recovery procedure before transferring a large balance.
  • Check the asset, address and network on the device screen before signing.

A hardware wallet cannot pull coins out of an exchange that has frozen withdrawals. It changes custody only after an on-chain transfer reaches an address whose keys you control. The SEC’s guidance is unambiguous: “Never share your private keys, or seed phrases.”

Historical failures show why records and deadlines matter

Past exchange collapses, including the Mt. Gox failure discussed in the SEC’s Investor Alert on Bitcoin and other virtual-currency-related investments, demonstrate that recovery can involve years of legal and administrative work rather than an instant account reversal. Historical cases are not templates for a current platform: the governing entity, court, assets and claim rules must be checked separately.

Practical warning signs after a shutdown

  • Withdrawal promises that require an upfront “unlock,” “tax” or “verification” payment.
  • Messages requesting your seed phrase, private key, password or one-time code.
  • New domains or social accounts pretending to be the administrator.
  • Pressure to act before a countdown expires or to move funds to an unknown “recovery wallet.”
  • Requests to install remote-access software or hand over control of your computer.

Use the official claims channel, verify the domain character by character and independently confirm contact details. If you already sent credentials or a seed phrase to a scammer, secure any remaining accounts immediately; a compromised seed phrase should be treated as permanently exposed.
