If you simply stop using Steam, Valve’s reviewed policies do not set a general inactivity deadline for Steam Wallet funds. The important exception is account deletion: deleting the account permanently removes its wallet balance, and the funds cannot be recovered. Japan also has a separate six-month expiry rule for unused funds.
Stopping use is different from deleting the account
Steam Wallet is an account-associated prepaid balance, not a bank account. The Steam Subscriber Agreement explains how wallet funds may be used, but the reviewed agreement does not state that a balance automatically expires merely because you stop signing in or leave the account unused.
That is a statement about the current agreement reviewed, not a promise that policies, laws or account-specific decisions can never change. An account could still be affected by a restriction, termination, fraud investigation, regional rule or another support issue. If Steam displays a warning or expiration date in your account, follow that notice rather than assuming the general rule applies.

Under the general policy, nonuse by itself is not described as a wallet-expiration event. The balance remains associated with the Steam account while the account remains available to you. You do not need to buy a game or sign in on a particular schedule simply to avoid an inactivity deadline stated in the reviewed agreement.

Leaving the account untouched also does not turn the balance into cash. Steam Wallet funds can be used through Steam for eligible subscriptions, related content and hardware, but the agreement says they have no cash value and are not exchangeable for cash. They are generally non-refundable and non-transferable except where the Steam refund policy provides a specific route.
The agreement also allows Valve to turn funds it considers unclaimed property over to the applicable authority. That clause is not written as a worldwide inactivity countdown, so it should not be interpreted as proof that every unused balance expires after a set number of years.
Deleting the account permanently removes the wallet balance
Account deletion is a separate, irreversible choice. Steam Support’s Account Deletion – Common Questions page states: If you delete your Steam account, game licenses, community profile, gifts, inventory items, wallet funds, and other associated information will be deleted permanently and will not be recoverable.

The published support process includes a support review. After the request is reviewed, Steam restricts the account for 30 days and queues it for deletion. During that period, contact Steam Support immediately if you changed your mind or believe the request was made in error. Once deletion is completed, the wallet funds are not restored.
Deleting an account also does not create a right to a refund. The Subscriber Agreement says cancellation does not itself entitle you to money back, and unused wallet funds are not refunded when Valve restricts or terminates an account for a breach or for improper or illegal activity. Those situations are different from voluntarily leaving an account unused.

When a Steam Wallet refund may be possible
Valve’s Steam Refunds policy provides a narrow exception for wallet funds purchased on Steam. You may request a refund within 14 days of the purchase if none of those funds have been used. The 14-day period is measured from the purchase, not from the last time you used your Steam account.

This is a conditional refund request, not a general withdrawal right. Using any portion of the purchased funds can make the transaction ineligible under the stated condition. Steam must still process the request under its refund policy, so do not treat the 14-day window as a guaranteed approval or as permission to exchange an old balance for cash.
How to assess an unused-funds refund
- Identify the date on which the wallet funds were purchased on Steam.
- Confirm that the request is being made within 14 days of that purchase.
- Check whether any part of those purchased funds has been spent. The policy condition is that none of the funds have been used.
- Submit the request through Steam’s normal refund support flow and wait for Valve’s decision and delivery of any approved refund.
Funds added through another route, funds outside the 14-day period, or funds already used should not be described as covered by this exception unless Steam Support confirms otherwise.
Japan has a separate six-month expiry rule
The Subscriber Agreement includes a regional rule for Japanese subscribers: wallet funds expire if they remain unused for six months after being added, as required by Japanese law. The Steam Wallet display shows the balance and expiration dates for those funds.

This six-month term applies to the Japanese rule described in the agreement. It is not evidence of a worldwide six-month inactivity deadline, and it should not be applied to accounts in other countries. If you are in Japan, open the wallet and check the expiration date attached to each relevant addition rather than relying on the general nonuse explanation.
What to check before you stop using Steam
If you are taking a long break but intend to keep the account, make a record of the balance and review any notices in the wallet. A short checklist reduces the chance of confusing an ordinary unused balance with a deletion or regional-expiry case.

- Look for expiration dates or regional notices displayed with the balance, especially if you are a Japanese subscriber.
- Keep purchase records for any wallet funds that might still be within the 14-day unused-funds refund window.
- Do not spend funds you may want to include in a refund request; the exception requires that the purchased funds have not been used.
- Do not submit an account-deletion request merely to stop using Steam. Deletion removes the wallet funds permanently.
- Secure the account with your normal Steam account-security measures so that an unauthorized person cannot spend the balance while you are away.
If Steam restricts or terminates the account
An account restriction is not the same as inactivity. The Subscriber Agreement says Valve will not refund unused wallet funds when it restricts or terminates an account for a breach or for improper or illegal activity. This limitation can apply even though the funds were never spent.

If you see an unexpected restriction, contact Steam Support before attempting deletion or creating a replacement account. Explain the account-specific problem and ask what, if anything, can be done with the wallet balance. Do not assume that a refund, transfer to another account or cash payment is available; the general wallet terms rule out those outcomes unless a specific policy exception applies.
Common misunderstandings
Does logging in periodically protect the balance?
The reviewed general agreement does not impose a sign-in schedule. Logging in is not presented as a requirement for preserving an ordinary balance, although you should still monitor notices that apply to your jurisdiction or account.
Can I transfer the balance to another Steam account?
Generally no. Valve describes wallet funds as non-transferable and usable only through the associated Steam account for eligible Steam purchases. A gift card or a new wallet addition is not a mechanism for moving an existing balance out of the account.
Can I sell the balance or withdraw it to a bank?
No general cash-out route exists in the stated terms. Steam Wallet funds have no cash value and are not exchangeable for cash. The limited refund policy for a recent, unused Steam purchase is different from selling, transferring or redeeming an established balance.
Will deleting only the Steam client delete the funds?
Uninstalling the Steam application is not the same action as requesting account deletion. The deletion consequence described by Steam Support follows an account-deletion request, not merely removing the software from a computer. Keep the account credentials safe if you may return later.
Bottom line for an unused Steam Wallet
For most regions, simply stopping use of Steam is not described in the reviewed agreement as an automatic wallet-expiration event. The balance is not cash and generally cannot be transferred. A recent Steam purchase of wallet funds may qualify for a refund request within 14 days only when none of those funds have been used. Japanese subscribers must follow the separate six-month expiration rule shown in their wallet. Most importantly, do not delete the account to take a break: account deletion permanently removes the wallet funds and they cannot be recovered.
