A solar farm does not automatically send every panel to a landfill when it stops operating. The owner first decides whether to keep the plant running, repair it, repower it with newer equipment, or fully decommission it. In a decommissioning, crews isolate and remove the electrical system, inventory and sort modules and other hardware, direct usable items toward legitimate reuse, send suitable materials to capable recyclers, manage residuals under the waste rules that apply at the site, and restore the land or prepare it for an agreed new use. The exact route depends on equipment condition, panel chemistry, contracts, permits, recycler capacity, and local law.

Decommissioning is one of four end-of-performance choices

Reaching the end of an original operating contract or a period of declining output does not force immediate dismantling. The U.S. Department of Energy identifies four possible paths:

Path What happens When it can fit
Continued operation The existing array keeps generating electricity, with ordinary maintenance and compliance work. The equipment remains safe and productive, and contracts, permits, leases and grid arrangements can continue.
Refurbishment Inspections identify failed or degraded parts; selected modules, inverters, wiring or other components are repaired or replaced. Repair costs are justified by remaining output and the site can operate under its existing approvals.
Repowering Modules and often inverters are replaced with newer models. Some racking, cabling, substations, permits or interconnection capacity may be retained. New equipment can produce more energy or improve reliability while the location and some infrastructure remain useful.
Decommissioning Hardware is disconnected and removed, materials are routed for reuse, recycling or disposal, and the property is restored or adapted. Continuing operation or rebuilding no longer makes technical, contractual, permitting or economic sense.

Project owners weigh equipment condition and expected output against operating and repair costs, remaining contract and lease terms, permit and interconnection status, the feasibility and cost of reuse or recycling, and the condition required after work. There is no universally best route.

How long does a photovoltaic plant last?

DOE guidance describes a typical photovoltaic-system performance period of 20 to 30 years. A separate Berkeley Lab survey of U.S. solar-industry professionals, reported by DOE, found that the average panel operational lifespan increased from around 20 years in 2007 to 25–35 years in 2025. These are contextual estimates from different descriptions, not a guarantee that every project will run for a particular number of years. A well-maintained plant may continue beyond its initial period, while storm damage, declining production, failed equipment, a changed power contract or permit constraints can bring work forward.

What a full decommissioning includes

The panels are only one part of a utility-scale installation. A removal scope can include modules, trackers or fixed racks, pile or concrete foundations, above- and below-ground cables, combiner boxes, inverters, transformers, switchgear, fencing, security equipment, weather stations, operations buildings and enclosures. If the project has storage, battery containers and their electrical equipment are included as well. The exact list comes from the project agreement, engineering drawings, permits and local requirements.

The decommissioning sequence

1. Confirm the trigger, scope and responsibilities

The owner reviews the lease, power-purchase agreement, interconnection agreement, permits and the decommissioning plan prepared when the system was developed. Those documents should identify who pays, who may remove equipment, the timing after cessation, the required land condition, and how records and waste determinations are retained. The team also checks local solid-waste rules, transportation restrictions, recycling outlets and any requirement to notify an agency.

2. Make the site electrically and physically safe

Qualified personnel shut down generation, isolate the array from the grid, discharge or secure stored energy, and lock out circuits before dismantling. Inverters, transformers, capacitors and batteries can retain hazardous energy after the sun is no longer producing power. A work plan addresses energized conductors, lifting operations, damaged modules, fire protection, traffic and storm-water controls.

3. Remove and inventory equipment

Crews take down modules and racking, then remove or leave foundations and underground works according to the approved scope. Each batch is recorded by module type, manufacturer, model, condition and quantity. Photographs, serial numbers, test results, ownership status and chain-of-custody records help prove where equipment went and support a legitimate reuse claim. Separate batteries and electronic equipment from ordinary scrap at the start.

4. Triage modules by condition

Modules with intact glass, frames, junction boxes and acceptable electrical performance can be candidates for reuse or refurbishment. Cracked, delaminated, burned, water-damaged or electrically unsafe panels are normally routed to recycling or disposal evaluation. Keep likely reuse candidates physically separate from damaged modules; mixing them can cause an entire shipment to be managed as a hazardous or regulated load when unusable panels are present.

5. Route working equipment to legitimate reuse

Reuse can mean redeployment at another project, refurbishment followed by resale, donation or shipment to a reseller that will repair and install the panels. EPA guidance treats a panel genuinely used to generate power, and a panel sent to a reseller for legitimate reuse or repair, differently from material discarded as waste. The owner should retain inspection data, buyer or receiving-site information and evidence that the destination intends to use or repair the equipment.

A second-hand module is not automatically installable. The receiving project must check electrical ratings, compatibility with inverters and racking, product condition, warranty status, fire separation, building and electrical codes, and grid-interconnection requirements. EPA notes that the U.S. secondary market has not yet gained broad traction and that these regulatory checks can determine whether reuse is practical.

6. Send suitable materials to an appropriate recycler

Recycling is a processing route, not a promise that every component becomes a new panel. A facility must accept the particular module chemistry and have capacity for the project’s volume. Before shipment, the owner verifies acceptance criteria, packaging, transportation rules, reporting and what the facility does with recovered and residual fractions.

How panel chemistry changes recycling

Crystalline-silicon modules

Most conventional modules contain an aluminum frame, glass, copper conductors, polymer encapsulant and backsheet, silicon cells and a junction box. Typical processing removes the frame and junction box before thermal, mechanical or chemical treatment separates the laminated layers. Crushing, shredding and milling can recover glass, aluminum and copper. Some polymer or other remaining fractions may be incinerated or otherwise managed rather than recovered as a saleable material.

Thin-film cadmium-telluride modules

Thin-film cadmium-telluride panels require a different process because the semiconductor layer and construction differ from crystalline silicon. EPA reports that at least one U.S. manufacturer operates dedicated facilities that recover semiconductor material along with glass and copper. That example demonstrates technical capability, not universal availability; a recycler in a particular region may accept only specified chemistries and quantities.

Why recycling capacity matters

EPA describes the U.S. panel-recycling industry as new and still growing. Technical methods exist, but large-scale recycling is not yet routine everywhere. Transport distance, minimum loads, contamination, packaging and market value can affect whether a proposed outlet can take a decommissioned farm’s material. A project plan should identify an actual receiving facility rather than assuming that a generic electronics recycler can process every module.

Where the rest of the equipment goes

Equipment Likely disposition Important checks
Aluminum or steel racking Reuse, resale or scrap-metal recycling. Confirm alloy, coatings, contamination and whether foundations or trackers are included.
Copper cables and conductors Reuse where safe or metals recycling after isolation and removal. Document that circuits are de-energized and separate contaminated material.
Inverters, switchgear and controls Testing and reuse, electronics recycling or regulated disposal. Retain data on hazardous components and the receiving facility’s acceptance rules.
Transformers Reuse, specialist equipment recovery or disposal through an approved channel. Check oils, electrical condition and transport requirements.
Energy-storage batteries Reuse, manufacturer or specialist battery recycling, or regulated disposal. Identify chemistry, state of charge, damaged cells and fire-safe packaging.
Fencing, enclosures and buildings Reuse, demolition-material recycling or disposal. Inspect for contamination and determine whether the permit requires removal.

DOE recommends recycling as much equipment as possible and properly disposing of electronic components that cannot be recycled. EPA indicates that inverters may fit electronic-waste pathways, racking may go with similar scrap metals, and batteries may use established battery-recycling programs. Acceptance rules and commercial volumes must be confirmed with each facility.

When a panel is hazardous waste

A discarded photovoltaic panel is not automatically hazardous, and it is not automatically nonhazardous. Under the federal Resource Conservation and Recovery Act framework described by EPA, a panel is hazardous waste if it is listed or exhibits a hazardous characteristic. The most common concern EPA identifies is toxicity from lead or cadmium measured with the Toxicity Characteristic Leaching Procedure. Some end-of-life panels test hazardous and others do not.

The generator is responsible for making the determination using testing or reliable generator knowledge. If a panel is determined hazardous and is being disposed of, it must be managed under the applicable hazardous-waste rules. Legitimate reuse and certain recycling exclusions can change the regulatory treatment, but only when their conditions are met. State programs may be stricter or may differ in how federal provisions are adopted, and shipments crossing state lines can encounter additional requirements.

A practical sorting and documentation rule

  • Identify panels with a reasonable prospect of reuse before they are mixed with damaged stock.
  • Keep cracked, burned, contaminated or otherwise unsuitable modules in a controlled, labeled area.
  • Record the basis for reuse, recycling or disposal decisions, including tests, photographs, quantities and destinations.
  • Ask the receiving facility which packaging, labeling, manifests and transporter qualifications it requires.
  • Obtain confirmation of receipt and retain recycling or disposal certificates with the project closeout file.

Site restoration after equipment leaves

Decommissioning is complete only when the property meets the approved end condition. Work may include pulling piles, removing concrete, taking out underground cables, grading ruts, replacing topsoil, controlling erosion, reseeding native vegetation, repairing drainage and removing roads or fences that are no longer authorized. Some agreements allow infrastructure or foundations to remain for a new use; others require a condition close to the pre-project landscape. The plan and local permit, rather than a generic industry assumption, determine the result.

North Carolina as a state-specific example

North Carolina law illustrates why location matters; it is not a nationwide standard. For a utility-scale project covered by that statute, the owner must notify the state within 30 days after cessation, disconnect the project, remove specified equipment, reuse or recycle practicably recyclable components, properly dispose of residual nonhazardous components, comply with hazardous-waste rules for hazardous photovoltaic modules, and restore the property close to its pre-project condition or to an agreed alternative. Another state, county or municipality may set different deadlines, equipment lists or restoration standards.

What should be settled before construction or closure?

A credible plan answers these questions in writing:

  • What event starts decommissioning, and who has authority to declare it?
  • Which party owns modules, racking, cables, batteries and salvage value?
  • Who pays for labor, transport, testing, recycling, disposal and restoration?
  • Which permits, agencies, utilities, landowners and neighbors must be notified?
  • What facilities can accept the actual module chemistries and project-scale quantities?
  • What evidence will demonstrate legitimate reuse, compliant recycling and lawful disposal?
  • What land condition, vegetation standard or alternative use is required at handover?

Reviewing this plan during operation matters because recycler capacity, waste rules, equipment ownership and site obligations can change before the panels reach retirement. DOE also recommends considering whether existing site infrastructure is worth retaining for a refurbishment, repowering project or a different approved use.

How to evaluate a proposed disposition route

For each module batch, compare reuse eligibility, chemistry, physical and electrical condition, destination, the receiving facility’s capability and the waste rules in every jurisdiction crossed. For the project as a whole, compare the four end-of-performance options using output, repair and operating costs, contract and permit status, interconnection, component-routing feasibility and the required final site condition. A route that looks attractive on material value can fail if the buyer cannot meet code, the recycler lacks capacity or transport and regulatory costs exceed the expected recovery.
