A leap second does not trigger one universal behavior in software. The result depends on the operating system, time-synchronization client, clock source, runtime, database engine and application assumptions. A host may repeat a wall-clock second, gradually smear the adjustment, or apply another implementation-specific correction. That can create duplicate or non-increasing civil timestamps, while a database exposes whichever time model and clock input it uses. PostgreSQL, for example, explicitly documents that it does not handle leap seconds.
What a leap second changes
Coordinated Universal Time (UTC) can receive an inserted second at the end of a UTC day. The purpose is to keep UTC close to Earth-rotation time. Network Time Protocol (NTP) can announce that an event is due, but NTP does not force every endpoint to represent it in the same way.
POSIX time is the source of much of the ambiguity. POSIX requires every day to contain 86,400 seconds and does not prescribe a universal representation for a leap second. As the NTPsec documentation puts it, “The problem is that POSIX requires 86400 seconds in a day, and there is no prescribed way to handle leap seconds in POSIX.” An implementation therefore has to decide how its kernel, time daemon, libraries and applications will reconcile an extra UTC second with a fixed-length POSIX day.
The practical consequences are conditional, not automatic. A repeated wall-clock second can produce duplicate timestamp values, but that does not mean every leap-second event breaks every application. Systems using a gradual smear do not expose a discrete inserted second at all. Systems that receive different time policies can temporarily disagree with one another.

How the event reaches a machine
- UTC authorities announce the event. A leap event is scheduled and signaled through time-distribution systems.
- NTP carries a warning. The NTP reference documentation says an endpoint can pass the event to a kernel that supports it or let time-synchronization software apply the correction.
- The operating system chooses a representation. A Unix-like kernel may repeat the last wall-clock second, while another implementation may step or otherwise adjust its clock.
- Runtimes and libraries read that clock. Language date-time APIs generally expose the host’s civil-time behavior; they do not make an operating system leap-second-aware by themselves.
- Applications and databases persist or compare the result. Uniqueness, ordering and cross-machine comparisons depend on the timestamp type, clock source and application logic.
Because each layer can make a different choice, testing only the database or only the NTP daemon is insufficient. The complete path from reference source to application code determines what users observe.
Direct leap handling versus a leap smear
There are two broad operational strategies. Direct handling keeps the supplied clock aligned with the leap event, potentially exposing a repeated or adjusted wall-clock value. Smearing changes the clock rate over an interval so clients never see one abrupt inserted second.
| Choice | What an application sees | Main trade-off |
|---|---|---|
| Direct leap handling | A repeated second or another implementation-specific wall-clock adjustment may be visible. | Closer to unsmeared UTC at the event, but wall-clock readings may stop advancing normally and can repeat. |
| Smear time source | The source clock runs slightly fast or slow over a window; no discrete extra second is exposed to clients following that source. | Continuity is easier for many applications, but the indicated time differs from unsmeared UTC during the window. |
| Mixed sources | Some machines follow smeared time while others follow non-smeared UTC. | Nodes can disagree temporarily, creating ordering and audit problems. |
A smear is not “more correct” for every use. It is an operational choice. Systems that need legally or scientifically correct unsmeared UTC must verify that the selected smear is acceptable before adopting it.
Google’s documented smear
Google’s public NTP documentation describes a 24-hour linear smear running from noon to noon UTC and says Google has used leap smearing since 2008. The documented frequency adjustment is about 11.6 parts per million; the page date is not stated in the available documentation. A client synchronized to that source follows the gradual rate change and therefore does not observe a single inserted second. During the interval, its displayed time is intentionally different from unsmeared UTC, then realigns after the smear.

AWS time-source distinction
AWS documents different behavior for its time-delivery paths. Amazon Time Sync Service over local NTP and AWS public NTP pools smear during a leap event, while the PTP hardware clock follows UTC leap-second behavior. AWS explicitly states that “The PTP hardware clock, however, does not provide a smeared time option.” A fleet should not combine these paths casually during an event; machines can have different civil times even while each source is operating as documented.
Can a leap second create duplicate timestamps?
Yes, under a common direct-handling strategy. If a kernel repeats the final wall-clock second, two different events can receive the same displayed timestamp. A log line, message, database row or object key that uses only that wall-clock value can therefore collide.
Even when values are not exactly duplicated, a wall clock can fail to be strictly increasing around an adjustment. Code that sorts records by timestamp alone can produce ambiguous ordering. “Latest record wins” logic, cursor pagination, cache expiry, replicated-event ordering and timestamp-based primary keys are all exposed if they assume civil time is a unique, ever-increasing sequence.

Use a wall clock for civil timestamps that people and external systems must read, and document the host’s time source and leap policy. A monotonic clock is not a replacement for a real date and time: it usually has no meaningful calendar epoch and is intended for intervals.

A safer event-record design
- Store a unique event identifier independent of the timestamp.
- Record the wall-clock time for human and interoperability needs.
- Record a monotonic or sequence value when local ordering or duration measurement matters.
- Include the producing host or process identity when records from multiple machines are merged.
- Define tie-breaking rules before a duplicate civil timestamp occurs.
These measures do not eliminate clock disagreement, but they prevent one repeated second from becoming a data-model failure.
What databases actually do
A database does not automatically become leap-second-aware merely because it stores a column called UTC or uses a “timestamp with time zone” type. Its behavior is determined by the engine’s timestamp semantics, conversion rules, version, operating-system clock and the source used by the client or server process.
PostgreSQL as a documented example
PostgreSQL documentation states that leap seconds are not handled. PostgreSQL stores timestamp-with-time-zone values internally as UTC and converts them for display using the configured time zone, but its documentation qualifies that this is not leap-second-aware UTC. The internal representation therefore should not be interpreted as a count of physical seconds including inserted leap seconds.
For PostgreSQL applications, a repeated host wall-clock reading can still lead to equal application-generated timestamps, and a smear source can produce values that differ from an unsmeared reference. The database will persist and compare values according to PostgreSQL’s documented time model; it will not reconstruct a leap-second distinction that the model does not represent.

Do not generalize one engine’s behavior
Other database engines may choose different timestamp ranges, epoch conversions, precision, timezone handling or leap policies. Before relying on a behavior, check the exact database type and version, whether the server or client supplies the current time, how values are normalized, and whether special leap-second notation is accepted or rejected. A test on PostgreSQL is evidence about PostgreSQL, not about every SQL or NoSQL system.
Where distributed systems run into trouble
Leap events become operationally significant when multiple machines make decisions from civil time. A few examples illustrate the failure modes:
- Duplicate keys: two inserts derive the same timestamp-only identifier during a repeated second.
- Ambiguous ordering: event A and event B have equal timestamps, so a query cannot establish which happened first.
- Clock-source divergence: one node follows a smear and another follows direct UTC, making cross-node timestamps temporarily incomparable.
- Incorrect expiry: a wall-clock step makes a token, lease or cache entry appear older or newer than its elapsed lifetime.
- Audit disputes: a record created during a smear does not match an external system that requires unsmeared UTC.
- Monitoring anomalies: dashboards may show a flat or backward-looking interval even though processes continue running.
None of these outcomes is inevitable. They occur when an application treats a civil timestamp as a monotonic counter, a unique identifier or a universal measure of elapsed time.
Engineering checklist before an event
- Inventory every time source. Record whether each host uses local NTP, a public NTP pool, PTP, a hypervisor-provided clock or another source. Determine whether it smears or reports leap announcements directly.
- Make the fleet consistent. Do not mix smeared and non-smeared sources in one synchronized workload during the event unless the resulting offset is explicitly designed for and monitored.
- Inspect timestamp assumptions. Search for timestamp-only keys, strict-increasing assertions, “greater than last seen” filters, time-based pagination and cross-host ordering logic.
- Separate elapsed time from civil time. Use the platform’s monotonic clock where available for durations, deadlines and retry calculations.
- Verify database semantics. Check the engine and version documentation, including precision, timezone conversion and leap-second treatment. Treat PostgreSQL’s documented behavior as one example, not a universal rule.
- Define a source-of-truth policy. Decide whether your records must match unsmeared UTC, a provider’s smear, or simply maintain internal consistency.
- Coordinate external interfaces. Confirm the policy used by payment, identity, logging, telemetry, legal-retention and scientific systems that exchange timestamps with you.
How to test applications
Testing should exercise the assumptions that ordinary date tests miss. In a staging environment, feed a simulated sequence containing a repeated wall-clock second, a gradual smear and a temporary offset between two hosts. Then verify that:

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
- event identifiers remain unique when timestamps repeat;
- ordering uses a documented tie-breaker;
- timeouts and retries depend on elapsed time rather than a wall-clock jump;
- database comparisons and indexes behave as expected at the chosen precision;
- replication, queues and deduplication tolerate equal timestamps;
- monitoring and alert thresholds do not generate false incidents;
- exports identify the clock policy when an external consumer needs unsmeared UTC.
Run the same scenarios through the production operating-system image, time daemon, runtime and database versions. A library-level unit test cannot reveal a kernel or provider-level policy mismatch.
Precision, compliance and the longer-term policy
For ordinary business applications, a consistent smear or a well-tested direct-handling policy is usually an operational decision. For legal, scientific or high-precision records, the requirement may be stricter: the consumer may need an unsmeared UTC representation, a traceable time source or a domain-specific time scale. NTPsec documentation cautions that smearing may not suit sites requiring legally correct timestamps.
AWS reports that the General Conference on Weights and Measures (CGPM) decided to abandon leap seconds by or before 2035. That policy horizon does not remove the immediate engineering issue: AWS says its NTP paths will still smear if a leap event occurs before the transition, while the PTP hardware clock will continue to follow UTC leap behavior. Provider documentation and international policy can evolve, so teams with long-lived infrastructure should re-check both.
