Old wind turbine blades removed during repowering may be reused, processed for material recovery, used in cement production, incinerated, or landfilled. The route depends on the blade, local rules, transport, available facilities, cost, and contracts. In the U.S. baseline described in a 2025 Department of Energy guide, most retired blades still went to landfill because alternatives were less available and more costly.
Why repowering retires blades
Repowering does not always mean replacing an entire wind farm. In a partial repower, a project can upgrade components such as blades while keeping other infrastructure in service; a full repower can replace more of the installation. In either case, removed blades need an end-of-service route even if the project continues operating.
The U.S. Department of Energy’s WINDExchange Wind Energy End-of-Service Guide reports that 2,307 blades from 12 U.S. wind projects were taken out of service because of partial repowering in 2021. The same 2025 guide estimated 3,000–9,000 U.S. blade retirements per year for 2021–2026 and projected 10,000–20,000 annually by 2040. What routes are available for old blades?
“Recycling” can describe several different outcomes. Some routes keep blade sections intact; others reduce them to material or recover fibers. The European Commission’s 2023 summary compares seven blade end-of-life scenarios, including several recovery routes as well as incineration and landfill. Direct reuse of blade sections
Sections of a retired blade can be adapted for another use rather than broken down into feedstock. The DOE/NLR guide gives examples such as pedestrian bridges, playgrounds, benches, bike shelters, affordable housing, and noise barriers. Reuse requires a suitable design and buyer or project, and depends on the blade’s condition, safe handling, transport, and applicable permitting.
Mechanical recycling
Grinding or shredding reduces blades into smaller fractions that may be used in other products or in cement production. The receiving facility and end market determine what material it accepts and how the output is used. The DOE’s recycling overview reports mechanical recycling capacity of 3,000 blades per year at the Veolia facility in Louisiana, Missouri; that is stated facility capacity, not a measure of annual throughput. Thermal recovery
Heat-based processing can separate fibers from resin for potential use in new composite products. DOE describes Carbon Rivers’ work to recover glass fiber through thermal decomposition, including research with the University of Tennessee. This documents a development pathway; it does not mean that every region has a commercial facility available to process every retired blade.
Chemical recovery and solvolysis
Solvolysis uses chemicals to dissolve resin and recover fibers. In 2024, the National Renewable Energy Laboratory reported research on a biomass-derivable resin called PECAN, a 9-meter prototype blade, and a demonstrated chemical end-of-life process. The report described breaking down that prototype in six hours. These are prototype research results, not an established processing time or commercial-scale solution for legacy blades. Cement-kiln co-processing
Shredded blade material can be used in cement making, where it may substitute for some fuel and mineral inputs. This is a distinct material and energy recovery route, not the same as recovering intact fibers for new blades. It depends on nearby facilities, their specifications, and commercial arrangements.
Incineration or landfill
Incineration and landfill are also end-of-life routes. The DOE/NLR guide says most blades in its U.S. baseline were landfilled because alternatives had limited availability and higher cost. The guide notes that the total number recycled or repurposed compared with the number landfilled each year is difficult to determine. Landfill acceptance and disposal rules vary by jurisdiction and facility, so the U.S. baseline should not be treated as a universal outcome.

Why blades are more difficult to recycle than many turbine materials
Towers and nacelles contain substantial quantities of materials that are comparatively straightforward to recycle. Blades, by contrast, are large composite structures built for strength, low weight, and long service. They commonly combine glass or carbon fibers with resin in layered structures, which makes separating useful material more challenging than recovering metals.

The DOE/NLR guide estimates that 85%–90% of a wind turbine’s mass is made of materials readily recycled, excluding foundations, underground wiring, and project infrastructure. That figure describes the turbine overall, not the blade: blades and other composite components account for a much smaller 6%–14% of turbine mass in the guide. Blade size also makes cutting, storage, transport, and disposal logistics important parts of the decision.

What determines the route for a particular project?
There is no single disposal answer that applies to every repowering project. Owners and local decision-makers can use these checks when comparing proposals:
- Legal and contract fit: Check state and local requirements, permits, project decommissioning plans, landowner terms, and receiving-facility waste rules.
- Preparation and transport: Confirm whether blades must be cut or segmented on site, how they will be moved, and where processing is available.
- Capacity and cost: Ask for the complete handling and logistics cost, the facility’s available capacity, and whether that capacity is actually reserved for the project. A published capacity figure does not establish throughput or availability.
- Material outcome: Find out whether the proposal involves direct reuse, fiber recovery, material substitution, energy recovery, or disposal, and where any recovered output will go.
- Evidence and maturity: Distinguish laboratory prototypes and funded research from installed capacity and verified commercial processing. The PECAN prototype results, for example, do not establish a commercial route for existing blades.
The DOE/NLR guide identifies regulation, cost, demand, infrastructure, and agreements as factors shaping the choice. It does not establish a comparable cost for landfill versus each recovery route, so project-specific quotes and terms are necessary.
What the available figures do—and do not—show
The DOE/NLR guide reported more than 3,000 blades per year of U.S. recycling capacity as of 2022. Capacity is not the same as blades actually processed, and it does not show that a facility can accept blades from any project or location. Likewise, the guide’s retirement estimates through 2040 should not be read as measured totals.

Research can demonstrate that a material or process works on a prototype without establishing that a route is ready, available, or suitable for large volumes of older blades. NREL’s 2024 PECAN release quoted associate laboratory director Johney Green describing the method as “a critically important step” toward a circular economy for energy materials. That statement concerns the significance of the research, not proof of market readiness. The release also quoted study author Nic Rorrer: “Just because something is bio-derivable or recyclable does not mean it’s going to be worse.” The quotation refers to the prototype research context, not a general life-cycle finding for all blade recycling options.
