When shark-eating orcas arrive, great white sharks can be killed or leave an aggregation site. The result is more than fewer white sharks: seals alter their movements and stress responses, other predators such as sevengill sharks may expand into the vacancy, and prey populations can shift. In False Bay, South Africa, this produced a documented local trophic cascade. It is not evidence that every marine ecosystem will respond identically.

The short answer: removing white sharks changes both predation and fear

Orcas (killer whales) affect marine food webs in two linked ways. Their direct attacks can reduce the number of white sharks, while their presence creates a lethal or perceived threat that makes surviving sharks avoid a site. White sharks therefore lose access to an aggregation area even when no individual shark is killed there.

That absence releases animals that previously faced white-shark predation or avoidance pressure. Cape fur seals may raft farther from shore and show lower stress, sevengill sharks can become more common, and those species then exert more pressure on their own prey. The chain can reach schooling fish and smaller benthic sharks. Scientists call these changes consumptive effects when they result from animals being eaten and risk effects when behavior changes because a predator might be present.

False Bay provides the clearest documented example. Researchers observed the disappearance of white sharks around Seal Island, followed by increases in seals and sevengill sharks and declines in some of the fishes and smaller sharks those predators eat. The evidence supports a localized cascade, while the precise contribution of orca predation, environmental conditions and other causes remains uncertain.

What changed in False Bay, South Africa?

False Bay covers nearly 1,000 square kilometers. Seal Island inside the bay can support as many as 60,000 Cape fur seals, according to the estimate reported by Hammerschlag, Herszkowit, Fallows and Couto in 2025. The island’s dense seal colony historically attracted white sharks, making it an important predator-aggregation site.

Observation What was recorded Why it matters
2017 carcasses Five white-shark carcasses were found with their livers removed. The injuries are consistent with the selective liver-feeding attacks attributed by South African National Parks (SANParks) to shark-eating orcas.
Filmed predation behavior Orcas held sharks semi-inverted and focused on the energy-rich liver; tonic immobility may have helped them handle the sharks. This is evidence of direct predation, not merely a fear response.
White-shark emigration SANParks reported that the orcas known as Port and Starboard were associated with white-shark emigration from Gansbaai. The site was eventually abandoned for 2.5 years. A predator can remove white sharks from a location without killing every shark that used it.
Replacement predator Bronze whaler sharks filled part of the vacated predator role in Gansbaai. The identity of a replacement predator matters; a food web does not simply become predator-free.
Sevengill sharks They were absent from pre-loss Seal Island boat surveys but averaged 0.96 ± 0.03 sightings per hour after the white-shark decline. The increase is consistent with release from white-shark predation or competition.

The 2025 False Bay study linked rising seal and sevengill numbers with declines in small fishes eaten by seals and smaller benthic sharks eaten by sevengills. These are correlations across pre-loss and post-loss periods, not a controlled experiment, but the sequence matches the expected food-web mechanism.

How a two-predator interaction becomes a trophic cascade

  1. Orcas create danger. A shark-eating orca pod can kill white sharks or make the aggregation site risky enough that sharks stop visiting.
  2. White sharks emigrate or disappear. Survivors may leave the bay, change their depth or timing, or avoid the seal colony. Local absence does not necessarily mean regional extinction.
  3. Seals change behavior and physiology. With fewer white sharks nearby, seals can spend more time away from the island. The False Bay study recorded reduced seal stress and increased rafting distances after the white-shark disappearance.
  4. A mesopredator expands. Sevengill sharks, which were not detected in earlier boat surveys around Seal Island, became regular sightings after white sharks declined. Removing an apex predator can release a smaller predator from control by predation or competition.
  5. Released predators consume more prey. More seals can increase consumption of small schooling fishes. More sevengills can increase attacks on smaller benthic sharks.
  6. Lower trophic levels respond. Changes in fish and smaller-shark abundance alter the distribution of energy through the food web, even though the original trigger was an interaction between two apex predators.

The early stages can happen quickly because behavior changes before population sizes do. The Frontiers study authors emphasized that altered antipredator behavior is likely to account for a substantial part of short-term effects. Longer-term abundance changes require recruitment, survival and movement to change as well.

Are seals increasing because white sharks disappeared?

In False Bay, seal numbers increased after white sharks declined, and the seals’ behavior changed in ways expected when predation risk falls. They showed reduced stress and rafted farther from Seal Island. When white sharks were common, remaining close to the island would have reduced exposure during trips through surrounding water; after the sharks disappeared, seals could forage farther away.

This does not mean every increase in seal abundance is caused solely by orcas. Seal populations also respond to prey availability, disease, breeding success, fishing pressure, weather and movement between colonies. The False Bay result is strongest as evidence that removing a major predator changed seal risk and space use, with a corresponding increase in local seals.

Why sevengill sharks appeared after the white-shark decline

Sevengill sharks are smaller predators that can overlap with white sharks in habitat and prey. Before the white-shark loss, boat surveys around Seal Island did not record them. Afterward, researchers measured an average of 0.96 ± 0.03 sightings per hour. That pattern is called a mesopredator release: a mid-level predator becomes more abundant or visible when an apex predator no longer suppresses it.

Several mechanisms could produce the change. White sharks may have eaten sevengills, forced them into less suitable habitat or competed with them for prey. Once that pressure eased, sevengills could use the island’s surrounding habitat more openly. Their increase then created a new source of mortality for smaller benthic sharks, helping explain the lower-trophic decline observed in the study.

A rise in sightings is not identical to a rise in total population. Survey detectability can change with water clarity, season, animal behavior and where boats sample. The study’s before-and-after pattern is important, but interpreting it requires those detection limits to be considered.

Direct predation versus fear-driven displacement

The False Bay evidence contains both pathways, and separating them is essential.

Direct predation

Five white-shark carcasses found in 2017 had their livers removed. SANParks identified Port and Starboard as the likely predators and described filmed attacks in which the orcas held sharks semi-inverted and targeted the liver, an organ rich in energy. Tonic immobility may have made the sharks easier to handle. These observations show that at least some white sharks were killed for food.

Risk and flight

The disappearance of white sharks from the aggregation site lasted far longer than an individual attack. SANParks reported a 2.5-year abandonment at Gansbaai associated with the arrival of the two orcas. Such emigration can be driven by a calculation in which the chance of encountering an orca outweighs the feeding benefits of remaining near seals. A shark that leaves survives, but the ecosystem still loses its local predation and intimidation effects.

Because direct kills and avoidance occur together, researchers cannot treat the event as a simple replacement of one predator by another. The local food web may change even when most white sharks are alive elsewhere.

How long and how far do the effects extend?

The strongest observations are local to aggregation sites. A 2.5-year absence is long enough to alter repeated seasonal interactions, but it does not establish a permanent regional shift. White sharks may return if orca activity changes, if prey conditions improve or if individuals learn that the risk has fallen.

False Bay’s size and the large Seal Island colony mean that local changes can involve substantial biomass. Nevertheless, a bay-wide observation should not automatically be extrapolated to all South African waters or to every ocean. Food-web responses depend on which prey are available, whether another predator fills the role, how mobile the species are and whether fisheries or climate conditions are changing at the same time.

What happened at Southeast Farallon Island in California?

California offers a comparable but not identical case. At Southeast Farallon Island, electronic-tagging data and long-term observations showed that killer-whale visits displaced white sharks and redistributed their foraging pressure on northern elephant seals. The observations indicate possible cascading effects, but the documented pathway differs from the False Bay case.

Comparison point False Bay, South Africa Southeast Farallon Island, California
Evidence for direct kills Five liver-depleted white-shark carcasses and filmed attacks associated with Port and Starboard. The cited observations emphasize displacement and redistribution of foraging pressure; a comparable series of carcasses is not established here.
White-shark response Emigration and a reported 2.5-year abandonment at Gansbaai. Electronic tags and long-term observations recorded displacement during killer-whale visits.
Prey response Seal stress and rafting behavior changed; local fish and smaller-shark declines coincided with predator increases. White-shark pressure on elephant seals was redistributed, with possible cascading consequences.
Replacement mesopredator Sevengill sharks became regular sightings around Seal Island; bronze whalers filled a predator role in Gansbaai. No equivalent replacement-mesopredator increase is established by the cited evidence.
Strength of inference Before-and-after observational comparisons with limited sampling periods and potential environmental confounders. Tagging and long-term observations provide movement evidence, but cascading effects remain described as possible.

The comparison shows why “orcas scare away sharks” is not a complete explanation. The same broad interaction can produce different results depending on prey species, habitat, predator replacements and the duration of shark absence.

What the studies can—and cannot—prove

The False Bay work compares periods before and after the white-shark decline. It does not randomly remove sharks while holding every other condition constant. The authors identify several constraints:

  • Environmental drivers: temperature, prey distribution, oceanographic conditions and human activity could influence predator and prey abundance at the same time.
  • Limited sampling: only two BRUVS (baited remote underwater video station) sampling periods were available for parts of the comparison.
  • Detection limits: an animal can be present but missed by a boat survey, camera or particular time window.
  • Uncertain cause of white-shark loss: orca predation may contribute, but the evidence does not establish it as the sole cause of a broader regional decline.
  • Correlation rather than isolation: increases in seals and sevengills coincided with lower numbers of some prey, but coincidence alone cannot quantify how much each predator caused the change.

These limits do not erase the observed pattern. They define its proper scope: a strong, mechanistically plausible local cascade associated with orca presence and white-shark loss, rather than a universal law for marine ecosystems.

How scientists test whether a cascade is real

Future monitoring can distinguish direct killing, fear effects and unrelated environmental change by combining several measurements:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Use satellite or electronic tags to track whether individual white sharks leave, change depth or return when orcas depart.
  • Record orca presence, pod identity, hunting behavior and the timing of shark disappearances.
  • Measure seal stress hormones, rafting distance, foraging routes and survival rather than relying only on seal counts.
  • Run standardized BRUVS, boat and acoustic surveys for sevengills, bronze whalers, smaller sharks and schooling fishes across the same seasons and locations.
  • Compare affected sites with similar nearby sites where orcas are absent or white sharks remain.
  • Account for water temperature, prey abundance, fishing activity, storms and visibility so that environmental changes are not mistaken for predator effects.

A convincing cascade should show a time-ordered sequence: orca arrival, white-shark displacement, a change in prey behavior or a replacement predator, and then a measurable response at lower trophic levels. Repeated observations across years and sites would strengthen causal confidence.

Why this matters for marine conservation

Apex predators structure ecosystems through presence as well as consumption. Removing or displacing a top predator can release several species at once, while introducing a new apex predator can create an unfamiliar combination of killing and fear. SANParks summarized the broader implication in 2024: “The presence of apex predators profoundly affects land and ocean ecosystem structure and function.”

For managers, protecting a single species is therefore not the same as preserving the interaction network around it. A count of white sharks, seals or sevengills without movement, behavior and prey data can miss the mechanism producing change. Monitoring should treat predator arrivals, departures and temporary absences as ecological events, not just population statistics.

The most defensible conclusion is specific: in False Bay, shark-eating orcas were associated with white-shark disappearance, altered seal behavior, increased sevengill sightings and changes in lower-level prey. Those linked responses demonstrate how one predator’s arrival can reorganize a marine food web, while the study’s observational design warns against assuming the same sequence everywhere.
