A damaged subsea cable does not automatically switch off the internet. Internet providers normally reroute traffic onto another cable, a protected path, or a different network route. If those alternatives do not exist or do not have enough spare capacity, people in the affected area may notice slower speeds, higher latency, packet loss, or a complete interruption.

Repair is a marine operation: a cable ship locates the fault, retrieves the damaged section, cuts it out, and splices in spare cable. The International Telecommunication Union (ITU-T) gives a mean repair estimate of one to three weeks, but that is not a restoration deadline. Depth, weather, vessel availability, permissions, and the cause and location of the damage can make an individual incident faster or much longer.

How a subsea cable fault affects internet traffic

Submarine fiber-optic cables carry the overwhelming majority of intercontinental internet traffic. The ITU estimates that approximately 99% of the world’s Internet traffic uses submarine cables. More than 500 active and planned submarine cable systems were counted by the ITU in 2024. These systems interconnect with terrestrial fiber, data centers, internet exchanges, mobile-core networks, and satellite links.

A fault removes some transmission capacity from that interconnected system. Network operators do not generally wait for the physical cable to be repaired before trying to keep services running. Their protection and traffic-management systems detect a loss of transmission and move affected circuits or packet flows to an available route. ITU-T G Suppl. 41 describes the normal response this way: “In the event that a fault in the wet plant leads to a loss of transmission, the traffic is usually rerouted onto a protection path.”

“Usually” matters. Rerouting works only when an independent path reaches the same destination and has enough capacity. A break can therefore be almost invisible to customers in one country while causing severe congestion or an outage in another.

Will the internet go down when one cable breaks?

Not necessarily. The outcome depends on the network design serving the affected region, not simply on whether a cable has been damaged.

Network condition Likely user experience
Several geographically separate cables and ample spare capacity Little or no noticeable change; traffic is shifted to another route.
An alternate cable exists but is heavily loaded Slower downloads and uploads, higher latency, congestion at busy times, or intermittent packet loss.
Only one practical cable or landing point serves the area Major degradation or a regional outage until capacity is restored or a temporary workaround is installed.
The fault is in a route used by a particular provider, cloud region, or international destination Some websites, apps, countries, or business connections fail while other services continue to work.

A cable fault can also affect different customers unequally. An operator may have diverse routes for its core network but depend on one international transit provider, one cable landing station, or one terrestrial backhaul link. A household may still reach local websites while connections to distant services become slow or unavailable.

What determines whether service slows or stays normal?

Route diversity

Route diversity means having physically and logically separate ways to reach the same destination. Two circuits that appear to use different providers may still share a cable, landing station, beach manhole, power feed, or terrestrial fiber segment. Genuine diversity reduces the chance that one incident removes every path.

Operators can use automatic protection switching, traffic engineering, and multiple transit relationships to move traffic away from a failed route. The protection path may be another submarine system, a neighboring country’s landing point, or a long terrestrial route. The farther traffic has to travel after rerouting, the more likely latency will increase.

Spare capacity on the alternate route

Rerouting is not the same as creating new capacity. If an alternate path was already close to full, the additional traffic can produce congestion. The available guidance establishes that slower connectivity is possible, but it does not define one universal spare-capacity threshold at which every network begins to degrade. Capacity depends on the operator’s equipment, contracts, traffic mix, and time of day.

Dependence on a small number of landing points

A cable landing point is where a submarine system comes ashore and connects to terrestrial networks. A country with several independent landing points can often route around a local fault more effectively than one whose international connectivity converges at a single site. Damage to a shared landing station, nearby terrestrial backhaul, or the only power and transport links can affect multiple cable systems at once.

Repair readiness

Even when traffic can be rerouted, the network remains less resilient until the failed cable is repaired. The recovery schedule depends on whether a suitable repair vessel is nearby, whether it has the correct spare cable and equipment, and whether authorities can approve access to the repair area. The ITU’s February 2026 overview identifies vessel scarcity and permission or regulatory delays as resilience challenges.

Geography and local dependence

Small island developing states, least developed countries, and underserved regions may have fewer international systems and less alternative terrestrial infrastructure. A failure that is minor for a large, well-connected market can therefore cause a national or island-wide disruption elsewhere.

What users may notice during a cable incident

The visible symptoms depend on which route failed and how the provider responds.

  • Normal browsing but slow international services: local traffic may stay on regional networks while overseas traffic takes a longer path.
  • Higher latency: video calls, remote desktops, online games, and financial applications can feel delayed even when a speed test still shows a reasonable download rate.
  • Congestion at peak periods: service may work early in the day and slow down when the replacement route is busiest.
  • Selective failures: a cloud region, content platform, corporate VPN, or group of countries may be unreachable while other sites load normally.
  • Packet loss and instability: repeated retries can make pages stall, calls break up, or connections drop.
  • A complete outage: this is more likely where there is no usable alternate path, where several systems share the same landing infrastructure, or where the fault is accompanied by another network failure.

These symptoms are not proof of a subsea fault. Congestion, a damaged terrestrial fiber route, a data-center problem, a power failure, or an issue inside a provider’s network can look similar. Only the affected operator can confirm whether a particular household is included in a live incident.

  1. Detect and characterize the fault. Network monitoring shows a loss of transmission. Operators run electrical and optical tests, such as time-domain measurements, to estimate the fault’s distance and identify the affected cable segment.
  2. Coordinate the response. The cable owner or consortium arranges a repair vessel, spare cable, permits, port access, and navigation or environmental clearances. The vessel must be suitable for the cable’s depth and the seabed conditions.
  3. Locate the cable at sea. The ship travels to the estimated position and uses acoustic systems, grapnels, and remotely operated equipment to find and recover the cable. Exact conditions can make this stage difficult, especially in deep water or poor weather.
  4. Recover and cut out the damaged section. Technicians bring the cable aboard, inspect it, and remove the failed portion. The cable may have been severed by an anchor or fishing gear, stretched by a seabed event, or affected by another physical or thermal failure.
  5. Splice in spare cable. A replacement section carried by the ship is joined to the two sound ends. The splice is sealed and mechanically protected for service on the seabed.
  6. Test before redeployment. Optical, electrical, and insulation tests verify that the repaired span meets operating requirements. If results are satisfactory, the ship lowers the repaired cable back to the seabed and protects it where necessary.
  7. Restore normal routing. Operators gradually move traffic from the protection route back to the repaired system, watching for errors and instability. They may keep some traffic on alternate paths until the repair has been validated.

How long does an undersea cable repair take?

ITU-T G Suppl. 41 estimates a mean repair time of one to three weeks for a submarine cable fault. This is an average engineering estimate, not a promise that every customer will regain normal service within that period. It refers to the repair operation and can differ from the time needed to arrange temporary capacity or to restore an individual provider’s service.

Factor Why it changes the schedule
Fault location A remote or politically restricted area can require a longer voyage and more coordination.
Water depth and seabed Deep-water recovery and difficult terrain require specialized equipment and more cautious handling.
Repair-vessel availability A ship may already be committed to another fault or may need to sail from a distant port.
Cause and extent of damage A clean break, multiple faults, or damage near a landing station may require different work and materials.
Weather and sea conditions Rough seas can stop cable handling and delay safe operations.
Permits and permissions Authorities may need to approve entry, seabed work, or access to protected waters.

Service can improve before the physical repair if the operator leases capacity, changes routing, or activates a backup system. Conversely, the cable may be repaired while a provider still has a separate configuration, backhaul, or equipment problem to resolve.

Why do subsea cables fail?

The ITU-T technical guidance lists several causes of external cable faults:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Fishing activity and fishing gear contacting or dragging across a cable.
  • Ship anchors and other seabed operations.
  • Ocean currents that move or expose cable sections.
  • Geological events, including seabed movement.
  • Thermal failures and other equipment-related faults.

The ITU’s 2026 overview reports that around 200 submarine-cable faults occur globally each year and says more than 80% are caused by fishing and anchoring. These are approximate global figures, not a forecast for a specific cable or country. A separate ITU backgrounder reports more than 170 cable repairs worldwide in 2025, described as almost four repairs per week on average. “Faults” and “repairs” are different measures: they should not be treated as one exact annual total.

Why some regions are more vulnerable than others

Resilience is uneven. A heavily connected continent may have multiple landing stations, cross-border terrestrial routes, and enough spare capacity to absorb a single failure. An island or remote territory may depend on one or two systems, with little alternative infrastructure once a cable is cut.

Concentration creates several risks at once. Multiple cables may approach the same shore through a narrow corridor, share a landing facility, or rely on the same inland fiber route. A second cable on the same physical path may not provide true protection against an anchor strike, construction accident, storm, or landing-station failure. Limited regional repair capacity can then prolong the disruption.

ITU-ICPC resilience recommendations emphasize geographic diversity, redundancy, risk monitoring, preparedness, coordination, and streamlined repair permitting. Those measures reduce the impact of failures; they do not guarantee that every break will be invisible to users.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What network operators do to reduce the impact

  • Build diverse routes: connect to more than one cable system and more than one landing point where practical.
  • Reserve protection capacity: keep an alternate path available instead of relying only on routes that are already full.
  • Use automatic protection and traffic engineering: detect failed links and shift traffic quickly, then optimize the new route as conditions change.
  • Monitor the seabed and cable corridors: identify hazards and coordinate with shipping, fishing, and offshore construction activities.
  • Prepare repair agreements: maintain access to vessels, spare cable, trained crews, and tested procedures.
  • Coordinate with authorities and neighboring networks: speed up permissions and make cross-border capacity available during emergencies.

These measures address different failure points. A second cable helps only if it is genuinely independent; a protection route helps only if it has capacity; and a repair contract helps only if a ship and permissions are available when needed.

What you should do during a suspected cable outage

  1. Check your provider’s incident or status page. Look for a notice naming affected regions, services, or international routes.
  2. Compare local and international destinations. If nearby services work but particular countries or cloud regions fail, the problem may be route-specific.
  3. Test more than download speed. Note latency, packet loss, and whether video calls or VPN connections remain stable.
  4. Use the provider’s support channel. Give the time of the failure, affected destinations, and any traceroute or diagnostic information the provider requests.
  5. Do not assume a household device can repair the cable problem. A modem restart may clear a local fault, but only network operators and marine repair teams can restore a damaged subsea route.

General global information cannot determine whether a particular household is affected during a live incident. The local internet provider’s update is the authoritative source for your connection, estimated workaround, and restoration status.

The practical answer

When a subsea cable is damaged, operators normally reroute traffic. Customers may notice nothing, or they may experience slower and less reliable service if the alternate path is longer or congested. A serious outage is most likely where route diversity and spare capacity are limited, especially around a single landing point. Repair crews usually need a specialized ship and an estimated one to three weeks on average, with weather, location, vessels, permissions, and damage determining the actual time. The internet is a network of many routes, not one cable, but the resilience of those routes is highly dependent on geography and investment.
