When it becomes more expensive to build a house, new-home prices usually face upward pressure, but they do not automatically rise by the same percentage as construction costs. A builder can pass some costs to buyers, absorb them by accepting a smaller profit, redesign the project, delay construction, or cancel it. Which response dominates depends on buyer demand, competing homes, land and regulatory costs, financing conditions, and how much new supply the local market can produce.

Higher building costs affect the market most strongly when housing is already scarce and buyers can support higher prices. If demand is weak, a builder may be unable to raise the asking price and may instead reduce margins or stop building. Existing-home prices are influenced indirectly: fewer financially viable new projects can restrict future supply, while mortgage rates, sellers’ willingness to move, and local conditions may matter more in the short term.

The short answer: costs push prices, but not one-for-one

A new home’s sale price pays for several things at once: construction, the finished lot, financing and overhead, marketing, and the builder’s profit. Because construction is only one part of the total, a 10% increase in one input does not imply a 10% increase in the sale price.

The National Association of Home Builders (NAHB) surveyed builders in fall 2024 and estimated that construction costs represented 64.4% of the price of a typical single-family home, finished-lot costs 13.7%, and builder profit 11.0%. The figures are a national cost-structure snapshot, not a price forecast for a particular city or house. The survey had usable responses from 41 builders and was not designed to represent the characteristics of the national average home; NAHB also says the sample is too small for geographic breakdowns. Costs vary with location, labor, land, materials, design, and building practices. NAHB’s 2024 cost breakdown explains those limitations.

Component of surveyed new-home price 2024 share What the figure means
Construction costs 64.4% Materials, labor, and other construction expenses in the surveyed cost breakdown
Finished lot 13.7% The completed building site, including the land component measured by the survey
Builder profit 11.0% Profit share reported in the surveyed price structure

Those percentages show why builders feel a cost shock, while also showing why the final price response is not mechanical. The construction share itself rose from 60.8% in NAHB’s 2022 comparison to 64.4% in 2024; that is a change in the composition of surveyed prices, not a 64.4% increase in home prices. NAHB’s comparison of the 2022 and 2024 surveys provides the year-to-year context.

How a builder responds to a cost increase

1. Raise the asking price

If homes are selling quickly, competing inventory is limited, and buyers can qualify for the higher payment, a builder may add some or all of the extra cost to the price. A supply-constrained market gives the builder more room to do this because buyers have fewer alternatives.

Passing through costs is not the same as proving that costs caused every increase in the market. Prices can rise at the same time as costs because demand is strong, mortgage conditions change, or available homes are scarce. No universal pass-through percentage applies to every builder or location.

2. Accept a smaller margin

A builder may hold the advertised price to protect sales velocity and absorb the increase through a lower profit. This is more likely when buyers are payment-sensitive or when competing builders are unwilling to move prices higher. The 11.0% profit share in NAHB’s 2024 survey illustrates that profit is a separate part of the price structure that can move independently of construction costs.

3. Change the design or specifications

Builders can reduce floor area, simplify rooflines, change finishes, revise appliance packages, or alter structural details while meeting applicable codes. These decisions can keep a project within a buyer’s price range, but they may reduce features or future resale appeal. The exact options depend on local codes, engineering requirements, contracts, and the stage of construction.

4. Delay, phase, or cancel a project

If the expected selling price no longer covers land, construction, financing, and a reasonable return, a builder can postpone starts, build fewer homes, or abandon a planned phase. This response matters beyond one subdivision: fewer starts mean less future inventory. In a market that is already short of homes, reduced construction can add price pressure later even if the original cost shock has faded.

Why a cost increase is not copied directly into the sale price

Think of a simplified price equation:

Sale price = land and finished lot + construction + financing and overhead + profit.

If only construction rises, the change in the total price depends on the size of that component and on who absorbs the increase. For illustration, if a hypothetical $400,000 home had the national survey’s 64.4% construction share, construction would account for about $257,600. A 5% increase in that component would be about $12,880. A builder could add all of that to the price, add only part, or add none and accept a lower margin. The calculation is an illustration, not a forecast for any real home.

Land can rise independently of materials. Local approval requirements, impact fees, zoning, labor availability, interest rates, and marketing costs can also move. Because these inputs do not change together or at the same speed, a single “builder-cost increase” is often an incomplete description of what happened.

What recent figures show—and what they do not prove

Figure Date and source Correct interpretation
64.4% construction-cost share NAHB fall 2024 survey, published January 2025 Share of the surveyed typical single-family home’s price, not a 64.4% price increase
60.8% construction-cost share NAHB 2022 comparison Earlier surveyed share used to show how the cost composition changed
13.7% finished-lot share NAHB fall 2024 survey Land and finished-site cost share in that survey
11.0% builder-profit share NAHB fall 2024 survey Reported profit portion of the surveyed sale price
6.7% median annual materials-cost increase NAHB/Wells Fargo Housing Market Index survey, July 2026 Median increase reported by builders for the same house; results varied by builder size
92% lumber PPI increase January 2022 versus the 2019 average, cited by Federal Reserve Governor Christopher J. Waller A pandemic-era historical example, not a current lumber price
About 40% increase in the constant-quality new single-family home price index 2020–2025, Census Bureau data cited by Federal Reserve Governor Michael S. Barr in September 2026 A period change that also reflected demand, supply, mortgage conditions, and other costs; it does not isolate construction costs
About 25% real increase in material and labor costs Since the mid-2000s, cited by Federal Reserve Governor Michelle W. Bowman Kugler in July 2025 A long-run comparison discussed alongside regulation, labor, tariffs, and supply constraints
About 3% of average new-home price attributed to tariff policy NAHB estimate cited in Kugler’s July 2025 speech A dated estimate covering tariff effects, including steel and aluminum tariffs; not a timeless economy-wide measure

These numbers document cost shares and episodes of price movement, but they do not provide an independent causal estimate saying that a particular percentage increase in materials produces a particular percentage increase in home prices.

Timing matters: lumber can move faster up than down

Lumber illustrates why the date of a cost measurement matters. NAHB says higher lumber-market prices can reach builders quickly through wholesalers and retailers. When lumber prices fall, the reduction may take a few weeks to a couple of months to reach builders because suppliers may need sustained declines before their average inventory cost falls. The timing varies with builder size, supplier size, contract terms, and relative buying power. That lumber-specific pattern should not be treated as a fixed lag for every material or labor input.

As NAHB director Jesse Wade summarized in the association’s lumber analysis, “The bottom line is that changes in softwood lumber prices directly impact the price of a new home.” NAHB’s framing-lumber analysis presents the statement and the inventory explanation. It does not claim that lumber alone determines a home’s price.

New homes and existing homes react differently

New construction

New-home prices are the most direct channel. Builders continuously update budgets, bids, incentives, and release prices. A cost increase can therefore appear in a new-home price list, a smaller floor plan, a changed specification package, or a slower construction schedule.

Existing homes

Existing homes have already been built, so today’s material invoice does not directly change their seller’s cost. Their prices respond mainly to local supply and demand, comparable sales, mortgage rates, employment, and sellers’ willingness to move. However, if higher costs prevent enough new homes from being built, the resulting shortage can support higher prices for both new and existing homes over time. The effect is indirect and can take longer to appear.

Federal Reserve officials have emphasized that housing supply constraints interact with labor and material inputs and demand rather than producing a single national pass-through rule. Kugler’s July 2025 speech also discussed local regulation, labor availability, tariffs, and mortgage-rate lock-in. Barr’s September 2026 speech linked post-pandemic input inflation with strong demand and constrained materials and labor supply, while noting that higher mortgage rates and owners’ reluctance to sell affect the number of homes available. Kugler’s speech and Barr’s speech describe these interacting forces.

When higher costs create the most price pressure

  • Demand is strong: Many qualified buyers are competing for each available home, making a price increase easier to sustain.
  • New supply is restricted: Zoning, permitting, infrastructure, land scarcity, or labor shortages limit the number of replacement projects.
  • Builders have committed land: A builder that already owns or controls lots may continue, but a higher cost can make the next land purchase fail its feasibility test.
  • Mortgage payments remain affordable enough: Buyers may accept a higher price if financing conditions support the resulting monthly payment.
  • Input increases are broad and persistent: A temporary spike can be absorbed; a prolonged increase is more likely to change project plans and future supply.

The opposite conditions weaken pass-through. If inventory is abundant, buyers are payment-constrained, or several builders compete aggressively, raising prices can slow sales. The builder then has stronger incentives to reduce specifications, offer incentives, accept a smaller margin, or delay starts.

How to analyze a city or neighborhood instead of relying on a national average

National figures are useful for context but cannot predict a particular local market. For a specific area, evaluate the variables below together:

  1. Identify the cost being measured. Separate lumber, concrete, labor, land, fees, financing, and total construction cost. A materials index is not the same as a complete project budget.
  2. Match the home type. Compare like with like: entry-level detached homes, luxury homes, townhouses, and multifamily units use different designs, sites, and labor mixes.
  3. Compare new and existing prices separately. A new-home price index and an existing-home repeat-sales measure answer different questions.
  4. Check the dates. Align the period of the input-cost change with contract timing, permit dates, construction starts, and the date a home actually closed.
  5. Measure supply response. Look at permits, starts, completed inventory, months of supply, vacant lots, and the time required to obtain approvals.
  6. Check demand and financing. Mortgage rates, credit standards, household formation, employment, and buyer income can either amplify or offset a cost shock.
  7. Account for local rules and labor. Impact fees, density limits, energy or safety requirements, and shortages of skilled workers can make one city’s cost structure unlike another’s.
  8. Separate nominal from inflation-adjusted figures. A price that rose in dollars may have changed differently after accounting for general inflation.

For a project-level estimate, the relevant question is not “How much did building costs rise nationally?” It is “Which inputs changed for this design, site, contract, and delivery date, and what selling price will local buyers support?”

What buyers should expect when a new-home price changes

  • Ask which specification, allowance, or upgrade changed rather than assuming every increase is a material-cost pass-through.
  • Check whether the quoted price is fixed, subject to allowances, or tied to construction milestones.
  • Compare the total payment and completed-home cost, including lot premiums, options, fees, and financing, not just the base price.
  • Ask how long the price is locked and what happens if construction is delayed.
  • Compare the new home with existing homes of similar size, location, condition, and completion date.

A lower price on a redesigned home may reflect fewer features rather than a genuine reduction in the builder’s cost. Conversely, a higher price may include a larger lot, upgraded finishes, or financing and carrying costs in addition to materials.

What builders and analysts should avoid concluding

  • Do not treat the 64.4% construction share as a forecast that home prices will rise 64.4% when costs rise.
  • Do not use the 2022 lumber example as a current lumber quotation.
  • Do not attribute the roughly 40% 2020–2025 new-home price-index increase solely to construction costs.
  • Do not apply the 6.7% July 2026 materials figure to every builder; NAHB reported variation by builder size.
  • Do not assume a national survey describes a specific metro area, subdivision, or house design.

Bottom line

Rising builder costs make new homes more expensive to produce and create upward pressure on prices, but the outcome is a negotiation among costs, margins, demand, and supply. Builders may raise prices, absorb the increase, change the product, or stop building. In a tight market, delayed or canceled construction can restrict future supply and eventually lift prices across both new and existing homes. In a weak market, buyers may resist and the builder may bear more of the increase. The reliable way to judge a local effect is to examine the specific inputs, project economics, inventory, mortgage conditions, and construction pipeline together.
