When a Flock contract ends, camera data is not necessarily deleted all at once. Under Flock’s current standard U.S. Terms & Conditions, the customer owns its Customer Data, but Flock says it will delete Confidential Information within 90 days after termination only if the customer requests deletion. Some data may be retained under legal or policy exceptions. Separately, license plate reader (LPR) data can be permanently deleted under a rolling retention period before the contract ends. Customers who need records should download them while they still have authorized access and check their signed agreement for the rules that apply to their account.

What happens to the data when a Flock contract ends?

There is no single end-of-contract event that automatically preserves or deletes every record. Three rules matter, and they can operate on different timelines:

  • Ownership: Flock’s standard Terms & Conditions say that, as between Flock and the customer, all right, title, and interest in Customer Data belong to and are retained by the customer.
  • Rolling retention: A record may expire under its applicable retention period while the service is still active. Flock’s Evidence Policy gives seven calendar days from capture as the standard LPR retention period unless the individual customer agreement specifies another period.
  • Termination deletion: After termination, the standard terms say Flock will delete Confidential Information within 90 days if the customer requests deletion, subject to specified retention exceptions.

These rules do not mean every record is available until the contract ends, or that every copy or data type is necessarily removed on the same date. The customer’s signed Terms & Conditions, Order Forms, special terms, product-specific provisions, and applicable law determine the precise result.

In practical terms, the key question is not simply whether the organization owns its data. It is whether the particular record is still within its retention period, whether the organization can still access and export it, and whether it has submitted the request that triggers the standard post-termination deletion clause. Those questions should be answered before access ends, not after.

What Flock’s standard terms say about ownership and deletion

The customer retains ownership

Flock’s current standard U.S. Terms & Conditions state that Customer Data belongs to and is retained by the customer. Ownership, however, is not the same as perpetual access: the terms make access to Customer Data available through the Web Interface during the applicable Retention Period. They do not promise an alternative export method after that period ends.

This distinction matters during a transition. A statement that the customer owns data does not itself specify how long the data remains on the platform, when account access shuts off, or whether Flock will provide an export after access ends. The published terms and policies described here direct customers to download needed material during the applicable retention period; they do not establish an after-termination recovery service.

Deletion requires a customer request

The standard terms state: “Upon termination of this Agreement, at Customer’s request, all Confidential Information will be deleted within 90 days.” The request is significant: the clause does not describe the 90-day deletion as automatic regardless of whether the customer asks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same section allows Flock to retain information it is obligated to keep under an applicable legal obligation or policy. The terms give inter-agency audit-log integrity and metadata used for evidentiary authentication as examples. Flock says it will continue to maintain confidentiality for information retained under that exception. The clause therefore does not establish that all data is erased within 90 days in every circumstance.

Also note the wording: this is a deletion provision for “Confidential Information,” not an unqualified statement that every item a customer might call camera data is erased in the same way. The published materials do not define a universal, item-by-item post-termination deletion schedule for every product and derivative. Ask Flock to identify what it treats as within the request, what it must retain, and the basis and expected handling for any retained material.

Flock says it will remove applicable hardware

The standard terms say Flock will remove applicable Flock Hardware upon termination or expiration of the agreement or an applicable Order Form, within a commercially reasonable time period. That wording does not give a fixed number of days. Confirm the removal schedule, who coordinates access to the site, and whether the executed documents contain additional transition or fee terms.

Hardware removal and data deletion are separate contract issues. A customer should not assume that taking down equipment itself deletes stored records, or that a deletion request sets the equipment-removal date. Get both timelines in writing, including any site-access arrangements and any transition provisions in the signed documents.

Why some camera data may disappear before termination

Termination deletion and routine retention are different processes. A rolling retention window can expire while a subscription is active, so waiting until the contract ends to collect evidence may be too late.

LPR retention: seven calendar days is the stated standard, not a universal guarantee

Flock’s Evidence Policy states that its standard retention period for LPR data is seven calendar days from capture. This is Flock’s published 2026 standard and applies unless an individual customer agreement specifies another period. The policy says LPR data is permanently deleted and irretrievable after the applicable period expires.

The seven-day figure is not a blanket retention promise for every Flock product, record type, or customer. The standard Terms & Conditions refer to the applicable Order Form for the Retention Period, and the Evidence Policy recognizes agreement-specific exceptions. An agency seeking a longer period may also face jurisdiction-specific rules and approval requirements; confirm the current policy and local law for the relevant agency.

For example, the policy’s seven-day standard is measured from the date of capture, not from the day the contract is canceled. If a record has already passed the applicable period by the time staff begin offboarding, the termination clause should not be read as a way to restore it: Flock’s policy says expired LPR data is permanently deleted and irretrievable.

Download footage before the applicable period expires

Flock’s Privacy Policy says footage is accessible during the subscription and applicable retention period, and advises customers to download it before that period ends if they need continued access. The Terms & Conditions likewise describe access through the Web Interface during the applicable Retention Period. Do not assume a termination request can retrieve records that have already expired from the rolling schedule.

Build the export step around the shortest applicable deadline. Decide which evidence, images, video, audit records, or other records the organization must preserve, and make sure staff with authorized access have time to retrieve them before retention expires or the service transition is complete. Check the downloaded files for completeness and usability; the published documents do not promise an alternate export route after the Web Interface access window.

De-identified material for internal product improvement

Flock’s Privacy Policy says less than 1% of images may be used in de-identified form, with metadata and identifying information stripped, for internal machine-learning product improvement. This is a company-published figure, not an independent measurement. The policy does not clearly establish whether every such derivative is removed after a particular customer terminates service, so a standard termination deletion request should not be treated as proof that those separately described materials are all removed.

If this distinction matters to the organization, ask specifically how the deletion request applies to the de-identified material described in the Privacy Policy. The published language cited here does not supply a customer-specific answer or a separate post-termination deadline for it.

How to prepare before ending service

Use this sequence while the organization still has authorized access and before any relevant retention period expires.

  1. Gather the executed contract documents. Locate the signed Terms & Conditions, every Order Form, signed Special Terms, state- and product-specific terms, and amendments. Flock’s standard terms define the agreement to include these documents and set an order of precedence for conflicts: signed Special Terms rank above the standard Terms & Conditions, which rank above an Order Form excluding its Special Terms. Read the actual documents rather than relying on a policy summary.
  2. Map the records and retention windows. Identify the products and data types in use, then check the applicable Order Form and product-specific terms for each retention period. Do not assume the LPR default governs every dataset. Check for legal holds, investigations, public-records matters, and agency or jurisdictional records schedules.
  3. Export what must be preserved. Use the Web Interface while access remains available and the relevant retention period is open. Identify the evidence, images, video, audit records, and other materials the organization needs to retain. Confirm that the downloaded files are complete and can be opened by the people who will need them.
  4. Send a written deletion request. The standard terms make deletion within 90 days conditional on a customer request. Ask Flock to confirm receipt, the anticipated deletion timing, and which records—if any—it expects to retain under a legal or policy exception, including the reason and expected handling.
  5. Coordinate equipment removal and service transition. Confirm when Flock will remove applicable hardware, how site access will be arranged, and whether the executed contract includes other transition or removal terms. Keep a written record of the agreed schedule.

It can help to make an offboarding inventory with one row for each product or record category. For each, note the applicable Order Form, retention deadline, responsible staff member, export status, and any preservation hold. This is not a substitute for the contract or agency records rules; it is a way to avoid treating all data as if it shared the same retention clock.

Which contract documents control?

Flock’s standard Terms & Conditions incorporate more than the general terms page: the agreement includes product- and state-specific terms, security documents, the Reinstall Fee Schedule, and each Order Form. The terms also specify how signed special terms and other documents rank when provisions conflict. That makes the executed contract set—not a general webpage—the key to answering customer-specific questions about retention, access, deletion, and equipment.

Public policy pages cannot establish the exact deadline or exception scope for a particular agency without its executed documents, product configuration, relevant state or local law, and records schedule. A public customer contract is an example of terms that may differ, not a rule that can be applied to every Flock customer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When reviewing the documents, compare the relevant terms rather than looking for a single “cancellation” clause: the product and data type; the Order Form’s retention period versus the Evidence Policy default; whether deletion requires a request; the legal, policy, or evidentiary exceptions; what export access is available and when; and hardware removal or transition obligations. These are the practical comparison points that determine what happens in a particular offboarding.

What to ask Flock before the account closes

  • What is the applicable retention period for each product and data type under our Order Forms?
  • When will Web Interface access end, and what records can we download before then?
  • Will you process our written deletion request, and what date do you expect deletion to be complete?
  • What information will be retained under a legal or policy exception, for what reason, and under what confidentiality protections?
  • When will applicable hardware be removed, and what transition steps or contract terms affect that schedule?

Use the answers to reconcile the organization’s record-preservation duties with the contract’s deletion and removal process. For a specific agency, the signed agreement and applicable records obligations are essential to a reliable conclusion.

Frequently Asked Questions

Does Flock automatically delete camera data when a contract ends?

Not necessarily. Under Flock’s standard Terms & Conditions, deletion of Confidential Information within 90 days after termination is stated to occur at the customer’s request, and the clause allows retention where a legal obligation or policy requires it. Check the signed agreement for customer-specific terms.

Can a city download Flock camera footage before canceling?

Flock’s published terms describe access through the Web Interface during the applicable retention period, and its Privacy Policy advises customers to download footage before that period expires. The organization should export needed records while it still has authorized access; the published terms do not promise an alternative export method after the period ends.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How long does Flock keep license plate reader data?

Flock’s current Evidence Policy states a standard period of seven calendar days from capture, unless the individual customer agreement specifies otherwise. It says LPR data is permanently deleted and irretrievable after the applicable period expires. Check the relevant Order Form and local requirements.

Does the 90-day deletion deadline cover every Flock record?

The standard clause says that, upon termination and at the customer’s request, Confidential Information will be deleted within 90 days. It includes exceptions for information Flock must retain under an applicable legal obligation or policy, with inter-agency audit-log integrity and evidentiary-authentication metadata given as examples. The clause is not a blanket guarantee that all records and derivatives are removed on one date.

Who owns Flock camera data after the service ends?

Flock’s standard Terms & Conditions say that, as between Flock and the customer, all right, title, and interest in Customer Data belong to and are retained by the customer. Ownership does not by itself guarantee ongoing platform access: the terms make access available through the Web Interface during the applicable retention period.

When does Flock remove its cameras after termination?

The standard Terms & Conditions say Flock will remove applicable Flock Hardware upon termination or expiration within a commercially reasonable time period, without specifying a fixed number of days. Confirm the schedule and logistics under the executed contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Flock’s standard terms say customers own Customer Data, but post-termination deletion of Confidential Information within 90 days requires a customer request and is subject to legal or policy retention exceptions. Meanwhile, LPR data may expire much earlier under its rolling retention period—seven calendar days from capture is Flock’s stated standard unless the customer agreement says otherwise. Review the signed contract set, download records before access or retention ends, and get written confirmation of deletion exceptions and hardware-removal timing.
