Retired data-center equipment does not all go straight to a landfill or recycling plant. Depending on its condition, data-security requirements, and the options available locally, it may be redeployed, refurbished, dismantled for usable parts, recycled for materials, or disposed of. Reuse and refurbishment generally keep equipment in service longer; recycling is a later option when continued use is not practical.
What happens when a data center retires equipment?
A server can be retired because it no longer suits a particular workload, not because it has stopped working. A technology refresh may therefore create equipment that is unwanted for its original role but still capable of another use. The International Telecommunication Union (ITU) and World Bank’s 2023 guide describes organizations moving away from short refresh cycles and discusses secondary use as a way to extend server lifespans.
Once equipment is taken out of service, its next destination depends on several practical questions: Does it work? Can it be securely prepared for another user? Is reuse or parts recovery feasible? Can a downstream handler manage it responsibly? What routes are available under local rules and infrastructure? Those answers determine whether an item stays in use, is dismantled for components, enters a recycling stream, or is disposed of.

Retirement describes a change in an organization’s use or ownership; it does not by itself establish that the equipment is unusable or will be discarded. The U.S. Environmental Protection Agency (EPA) distinguishes e-waste from the broader stream of used electronics and recognizes the value of reuse, refurbishment, and recycling.

The main routes for retired data-center equipment
| Route | What it means | When it may fit |
|---|---|---|
| Redeployment or reuse | Equipment continues to be used, potentially by a different team or for a different purpose. | It remains functional and can meet the needs of another workload or user. |
| Refurbishment | Equipment is prepared or repaired to extend its useful life. | It can be made useful again, and the work is feasible. |
| Parts recovery | Usable components are removed for reuse or refurbishment. | The whole device is not a suitable reuse candidate, but some components may be. |
| Recycling | Equipment is processed to recover materials. | Reuse or parts recovery is not practical, and an appropriate recycling route is available. |
| Disposal | Equipment is discarded rather than kept in use or materially recovered. | The available route and applicable local requirements determine what happens. |
These outcomes are possibilities, not a guarantee that every retired item follows a particular route. A device’s condition, secure handling needs, and the capability of the organizations handling it all matter. Even when equipment is sent to a recycler, the label alone does not establish what share will be reused, recycled, or otherwise handled downstream.
Why reuse comes before recycling
The ITU and World Bank’s 2023 guide presents a waste hierarchy of prevention, reduction, reuse, recycling, recovery, and disposal. The ordering matters: keeping a working server in service through redeployment or refurbishment extends its useful life, while recycling recovers materials after equipment is no longer being used as a product. The hierarchy is a way to prioritize options, not a promise that reuse is feasible for every server.
Servers typically have a one-to-five-year lifespan, potentially extending to as long as 10 years with secondary use, according to the ITU and World Bank guide. These are general descriptions, not a fixed replacement schedule or a guarantee for an individual machine. Actual service life depends on whether the equipment can continue to meet a user’s requirements.

The same 2023 guide reports that 47% of data centers renew systems every one to three years, while another 28% renew every four to five years. These figures describe refresh patterns cited by the guide; they do not mean that equipment is necessarily discarded at the end of each interval. The guide also says longer refresh cycles are becoming more common.
Reuse can also be connected to responsible recycling. The EPA notes that responsible recycling can increase access to reusable and refurbished equipment. In practice, a route may involve more than one step: equipment may be assessed for continued use, parts may be recovered, and material recycling may follow for what remains unsuitable for reuse.
What material recovery can—and cannot—do
When continued use is not suitable, equipment can be dismantled or processed to recover parts and materials. IT asset disposition providers and recyclers may harvest or refurbish components as well as recycle equipment. This is not the same as saying every component or material will be recovered: the outcome depends on the item and the capabilities of the downstream system.

Data-center equipment can contain different materials assembled into complex products. The ITU and World Bank guide specifically notes that server racks contain mixed metals that can be difficult to separate and sort. That creates a design and recovery challenge: recovering materials from an item is not always a simple matter of sending it to a recycling facility.

Relevant distinctions include whether devices are assessed for reuse, whether usable parts are recovered, what material recovery is available, and whether downstream handling is documented. A declared recycling destination should not be treated as proof that all material was recycled or that the route kept every item out of disposal.
Data security and responsible downstream handling
Servers and other data-bearing electronics require attention to data as well as materials. A disposition route needs to address what happens to stored information before equipment is reused, resold, dismantled, or recycled. EPA says the R2 and e-Stewards certification standards include secure practices, management of downstream handlers, and destruction of data on used electronics.

For businesses and large purchasers in the United States, EPA recommends using certified electronics recyclers. Certification is a useful due-diligence consideration because it addresses areas that matter beyond the initial handoff, including environmental practices, worker health, security, downstream management, and data destruction. It does not remove the need to confirm that a provider and its route are suitable for a particular organization or location.
Availability of providers and legal requirements vary by location. An organization should check the rules that apply where its equipment is handled and establish how the chosen provider documents data destruction and downstream processing. The cited EPA guidance identifies R2 and e-Stewards as the two accredited certification standards it recognizes; it does not establish that a certified provider is available in every locality.
What happens if equipment is handled improperly?
Improper recovery can put workers and the environment at risk. EPA gives open-air burning and acid baths as examples of unsafe practices and describes toxic materials leaching into the environment. These are examples of improper handling, not a description of how all recyclers operate.

This is one reason the destination and handling chain matter. Sending equipment away does not, by itself, show that workers were protected, that data was securely destroyed, or that materials were managed responsibly. For a business, checking certification and asking about downstream handlers can help assess those aspects of the route.
How large is the e-waste problem?
Global e-waste figures provide context, but they should not be mistaken for data-center-specific totals. The Global E-waste Monitor, produced by ITU and UNITAR, estimated that the world generated 62 billion kilograms of e-waste in 2022. It reported that 22.3% was documented as formally collected and recycled in an environmentally sound manner. Those numbers cover e-waste overall—not servers or data centers alone—and distinguish total generation from the portion documented as formally collected and recycled.
The same 2024 Monitor estimates a USD 37 billion loss in the 2022 global e-waste management system and identifies USD 78 billion in externalized costs. These are estimates for the global system, not costs caused solely by data centers. The Monitor projects 82 billion kilograms of global e-waste in 2030 and, under its business-as-usual scenario, projects that documented formal collection and recycling would be 20%. The 2030 figures are scenario projections, not measured outcomes.

The available figures do not establish a global total for e-waste generated specifically by data centers. Applying the overall e-waste numbers to data-center equipment would overstate what those statistics show. What they do illustrate is the distinction between equipment becoming waste and that waste being formally collected and recycled in an environmentally sound way.
How an organization can assess its options
A practical assessment begins with the equipment and follows it through the proposed route. The goal is to choose the highest feasible option in the waste hierarchy while accounting for secure data handling and local requirements.
- Check whether the equipment is still usable. Retirement from one workload does not prove that a server or component has stopped working. Consider whether redeployment, secondary use, or refurbishment is feasible.
- Determine how data will be handled. Before any transfer, confirm how data will be destroyed or otherwise securely managed. EPA identifies data destruction and secure practices as elements of the R2 and e-Stewards standards.
- Ask what the provider will do with each category of equipment. Clarify whether it may be reused, refurbished, dismantled for parts, recycled, or disposed of. These routes can differ across devices and components.
- Check downstream oversight. Find out whether downstream handlers are managed and whether the organization can document the route beyond the first recipient.
- Confirm local availability and requirements. Provider availability and legal requirements depend on location; an appropriate route in one place may not be available or sufficient in another.
These checks help avoid treating “recycled” as a complete description of what happened. They also make it easier to compare options on the questions that matter: whether equipment remains functional, whether its useful life can be extended, whether data is protected, what materials can be recovered, whether later handlers are overseen, and whether the route meets local requirements.
