Existing fixed-rate Treasury notes and bonds generally rise in market price when comparable Treasury yields fall. Their scheduled coupon payments do not change. Because the buyer pays more for the same future cash flows, the bond’s yield to maturity falls until it is competitive with newly issued securities.
The relationship applies to secondary-market prices, not to every Treasury product in the same way. The size of a price move depends on maturity, coupon, duration and features that can change cash flows. A Treasury’s promise to pay interest and principal at maturity also does not guarantee the price you would receive if you sell before maturity.
Why falling yields push existing Treasury prices higher
A fixed-rate Treasury promises a defined stream of payments: periodic interest and repayment of face value at maturity. Suppose a newly issued Treasury with similar risk and maturity begins offering a lower market yield. An older bond with a higher fixed coupon is more attractive, but buyers will not pay unlimited amounts for it. Its price rises until the return available to a new buyer, measured as yield to maturity, is aligned with prevailing yields.
This is a market-pricing process. The coupon is written into the security’s terms; the market price changes as investors trade it. Yield to maturity is the annualized return implied by that price and the promised cash flows, assuming the bond is held to maturity and the calculation’s other assumptions hold. Paying a higher price for unchanged cash flows necessarily produces a lower yield.

The U.S. Securities and Exchange Commission summarizes the rule this way: “A fundamental principle of bond investing is that market interest rates and bond prices generally move in opposite directions.” The statement describes a general direction, not a promise of a particular percentage change.
Coupon, market price and yield are different numbers
| Term | What it means | What happens when the price rises |
|---|---|---|
| Coupon or stated interest rate | The fixed rate used to calculate scheduled interest on a fixed-rate note or bond. | It stays the same. A price change does not reset the coupon. |
| Market price | The amount the security can trade for in the secondary market, often quoted as a percentage of face value or as a dollar amount. | It rises when comparable yields fall, all else equal. |
| Yield to maturity | The return implied by the purchase price, coupon payments and repayment of face value at maturity. | It falls because the buyer pays more for the same cash flows. |
TreasuryDirect describes the relationship in terms of par value: when a note or bond’s yield to maturity is above its stated interest rate, its price is below par; when the two rates are equal, it trades at par; and when the yield is below the stated rate, its price is above par.
The SEC’s numerical illustration
The SEC’s June 26, 2013 Investor Bulletin uses a hypothetical $1,000 Treasury bond with a 3% coupon. Initially, it has 10 years to maturity and trades at par. In the illustration, one year passes, leaving nine years to maturity, and market rates fall from 3% to 2%. The example shows the bond’s price rising to $1,082 and its yield to maturity becoming 2%.

| Situation in the SEC example | Coupon | Remaining maturity | Market yield | Illustrative price |
|---|---|---|---|---|
| Initial condition | 3% | 10 years | 3% | $1,000 (par) |
| After market rates fall | 3% | 9 years | 2% | $1,082 |
| Reciprocal rising-rate illustration | 3% | 9 years in the bulletin’s comparison | 4% | $925 |
These dollar figures belong only to the SEC’s published hypothetical. They are not current Treasury quotes and should not be treated as a universal estimate for a one-percentage-point rate move. A bond with a different coupon, maturity, price or cash-flow structure would produce a different result.
How large can the price increase be?
There is no single percentage increase that applies whenever Treasury yields decline. Interest-rate sensitivity varies across securities, even when they are issued by the same government.
Maturity and timing of cash flows
With other characteristics held equal, a longer-maturity bond generally reacts more strongly to a yield change than a shorter-maturity bond. More of the long bond’s value comes from payments far in the future, so discount-rate changes affect those payments more heavily. A bond approaching maturity has fewer future payments exposed to the new yield.

Coupon size
Lower-coupon bonds generally have greater rate sensitivity than higher-coupon bonds with otherwise comparable terms. A higher coupon returns more cash earlier, reducing the portion of value dependent on distant payments. This is a comparative rule, not a guarantee that every lower-coupon security will outperform every higher-coupon security.

Yield must be expressed in decimal form in this approximation. For example, a duration of 7 and a yield decline of 0.01 (one percentage point) suggests an increase of roughly 7%, before allowing for convexity and other features. The estimate is local and approximate: it becomes less precise for larger yield moves, and the duration itself can change as the bond’s price, maturity and cash flows change.
Convexity and changing cash flows
Price and yield do not form a perfectly straight line. Convexity describes the curvature of that relationship. It is one reason the gain from a yield decline may differ from the loss caused by an equal-sized yield increase.
Some securities also have cash flows that can change when rates move. FINRA notes that mortgage-backed securities may not rise by a symmetric amount when yields decline because homeowners may refinance and the underlying loans can be paid off sooner. Callable bonds can similarly be redeemed by the issuer when refinancing becomes attractive. In those cases, the investor may receive principal earlier and lose the opportunity to keep a high coupon for as long as expected.

What a higher Treasury price means for an investor
If you already own the bond
A price increase creates a market-value gain on paper. Your fixed coupon payment does not increase, however. The security continues to pay according to its terms, while the quoted price reflects what another investor might pay today.
If you sell before maturity
Selling converts the market value into a realized sale price, which may be above or below your purchase price after considering accrued interest, transaction costs and the price available at the time. Falling yields can help a holder of a fixed-rate Treasury, but the exact result depends on the bond’s current price and the yields for comparable securities at the moment of sale.
If you hold to maturity
Subject to the Treasury’s terms, you receive scheduled interest and face value at maturity. A temporary market-price gain or loss does not change those contractual payments. Holding to maturity does not eliminate opportunity cost: a bond paying a below-market coupon may leave you earning less than a newly purchased security, and inflation can reduce the purchasing power of the payments.
The SEC emphasizes that the U.S. government’s guarantee of timely interest and principal at maturity does not guarantee the market price for a sale before maturity. Credit protection and price protection are separate concepts.
Identify which Treasury security you are discussing
“Treasury bond” is often used loosely, but Treasury products have different payment mechanics. The fixed-coupon explanation fits notes and bonds most directly.
| Security | Basic payment feature | How to interpret a yield decline |
|---|---|---|
| Treasury bills | Marketable securities that mature in one year or less and are sold at face value or at a discount rather than with regular coupon payments. | The bill’s price and discount yield move according to its short remaining term; do not describe it as a conventional semiannual coupon bond. |
| Treasury notes | Fixed-rate marketable securities that pay interest every six months and return face value at maturity. | An existing note generally rises in price when comparable yields fall. |
| Treasury bonds | Longer-term fixed-rate marketable securities that pay interest every six months and return face value at maturity. | They generally have more rate sensitivity because their cash flows extend farther into the future. |
| Treasury Inflation-Protected Securities (TIPS) | The principal rises or falls with inflation or deflation, and the fixed interest rate applies to the adjusted principal. | Market pricing reflects both real-rate changes and inflation-index adjustments, so a nominal-yield explanation alone is incomplete. |
| Floating Rate Notes | The interest rate floats rather than remaining fixed for the entire term. | Do not apply the fixed-coupon rule without accounting for the floating-rate feature. |
How to analyze a particular Treasury when yields fall
- Confirm the instrument. Check whether it is a bill, fixed-rate note, fixed-rate bond, TIPS or Floating Rate Note.
- Compare like with like. Use a market yield for a similar maturity, coupon structure and credit market, rather than comparing a 30-year bond with a three-month bill.
- Check the remaining maturity. More time to maturity generally means greater sensitivity to the same yield change.
- Find the coupon and cash-flow schedule. Lower coupons usually carry more rate sensitivity when other characteristics are alike; callable or prepayable cash flows require additional caution.
- Review duration. Use the security’s stated or calculated duration for a first approximation, remembering that the result is not exact.
- Account for convexity and special features. For a large move or a security with calls, prepayments or inflation adjustments, a straight duration estimate can be misleading.
- Decide whether your question concerns price, income or both. A higher quote can create a sale opportunity, but it does not raise the coupon payment you receive while holding the bond.
Common mistakes and how to avoid them
- Confusing coupon with current yield. The coupon is fixed for a fixed-rate security; the yield quoted in the market changes with price.
- Assuming every Treasury rises by the same amount. Maturity, coupon, duration, convexity and cash-flow options produce different responses.
- Treating the SEC example as a forecast. The $1,082 and $925 values are dated hypothetical illustrations from 2013, not current market statistics.
- Ignoring the sale date. A government guarantee covers the promised maturity payments, not the price available in a secondary-market sale.
- Applying the rule to floating-rate or inflation-linked securities without qualification. Their payments or principal can adjust, changing the way market yields affect value.
- Using duration as a promise. Duration is an estimate around a particular yield level; convexity and changing cash flows can make the actual result differ.
Bottom line for the reader’s question
When comparable Treasury yields fall, prices of already-issued fixed-rate Treasury notes and bonds generally go up. The coupon remains fixed, while the higher market price lowers the bond’s yield to maturity for a new buyer. Longer-maturity and lower-coupon bonds usually move more for a given yield change, and duration provides only an estimate because convexity and changing cash flows can alter the result. Whether the move helps you financially depends on whether you sell, hold to maturity, or need to reinvest the proceeds at the lower prevailing yields.
