Short answer: Your shortcut library can reappear on the new iPhone through iCloud Sync, but the Action button’s selected action is a separate, per-device setting. Apple documents how to migrate data and how to configure the button, but does not explicitly guarantee that every Action button assignment survives every Quick Start, iCloud, or computer-backup transfer.
After setup, open Settings > Action Button, confirm the action, choose the intended shortcut if necessary, and press and hold the button once. Treat personal automations separately because Apple says they do not sync to other devices.
The two settings that people call an “Action Button shortcut”
When someone says their Action Button shortcut transferred, they may be referring to two different things:
- The shortcut itself: an item in the Shortcuts app, including its name, actions and position in your collection.
- The Action button assignment: the instruction saved in the new iPhone’s Settings > Action Button screen, such as Silent Mode, Focus, Camera, Flashlight, Voice Memo, a control, an accessibility feature or a particular shortcut.
These settings are related but are not the same record. iCloud Sync can keep the shortcut collection updated across devices signed in to the same Apple Account. That does not amount to an Apple guarantee that the Action button’s per-device assignment will be restored by every migration method.

The practical outcome is straightforward: migrate the phone normally, then verify the button manually. If the shortcut appears in the Shortcuts app but is not selected under the Action Button settings, select it again.
What Apple documents about migration
Apple lists three standard ways to move data and purchased content to a new iPhone:

None of these descriptions specifically guarantees that an Action button assignment survives in every case. That is why checking the setting after migration is more reliable than assuming that Quick Start, iCloud or a computer backup reproduced the old button behavior.

How shortcut syncing works
On the old iPhone, open Settings > Shortcuts and turn on iCloud Sync. When the new iPhone uses the same Apple Account and iCloud Sync is enabled, Apple says the shortcut collection and its order stay updated across devices.
This synchronization concerns the collection in the Shortcuts app. It is not a promise that each device has the same hardware-button assignment. A shortcut can therefore be present and fully usable in the app while the Action Button screen is still set to another action, or to no selected shortcut.

Sync also depends on the shortcut being available in the collection before you switch. If a shortcut was deleted, stored only in a different account, or still waiting to upload, it may not be available when you configure the button on the new phone. Check the Shortcuts app itself rather than relying on the Action Button chooser to prove that syncing finished.
What to do before you switch phones
A short pre-switch check prevents most confusion later:
- Open the Shortcuts app and run the shortcut you intend to use. Confirm that it appears in the collection with the expected name.
- Go to Settings > Shortcuts and verify that iCloud Sync is on.
- Note the current Action button choice by opening Settings > Action Button. If the action is Shortcut, note the specific shortcut selected beneath it.
- Review any personal automations that the button or shortcut depends on. Do not assume these automations will be copied just because ordinary shortcuts sync.
- Make sure the old phone has completed the backup or is ready for the Quick Start transfer you plan to use. Keep it available until the new phone has passed your checks.
Writing down the selected action is useful when the old phone is being traded in or erased immediately after setup. It also distinguishes a missing shortcut from an unselected button assignment.
Quick Start, iCloud and computer backup: which route should you use?
Choose direct Quick Start when both phones are available
Direct Quick Start is convenient when the old iPhone is in your possession and working. Keep the devices close together and connected to power while the transfer runs. Both phones remain occupied until the direct transfer completes.
This route moves the data Apple includes in the setup transfer, but it still does not remove the need to inspect Settings > Action Button. Transfer completion and button-assignment verification are separate tasks.

Choose an iCloud download when you need the new phone sooner
Quick Start can use an iCloud download instead of a direct device-to-device transfer. Apple says downloads can continue in the background, allowing you to begin using the phone while remaining content arrives.

If it is present, configure the button and test it. If it is absent, leave the old phone intact and allow the restoration to complete before troubleshooting further.
Use a computer backup when that is your established workflow
A Finder, Apple Devices or iTunes backup is another documented migration path. Restore the backup according to Apple’s setup prompts, then perform the same shortcut and Action Button checks. The backup method does not create a documented exception that guarantees the old assignment will be reproduced.
Optional wired migration
For a move from an iPhone 15 or later to another iPhone 15 or later, Apple specifies a USB-C Charge Cable for a wired migration. A cable is not required for Quick Start over Wi-Fi or for restoring from iCloud.
Other combinations of iPhone models may require a different cable or an adapter. Check Apple’s instructions for the exact models involved before buying or connecting anything. Do not interpret the availability of a wired route as a requirement to switch phones; it is an optional method for compatible devices.

Set up the Action Button on the new iPhone
Once the migration has completed far enough for Settings and Shortcuts to be available, configure the button directly:
- Open Settings.
- Tap Action Button.
- Swipe through the available actions and select the one you want.
- If you choose Shortcut, tap the chooser beneath the action and select the exact shortcut from the list.
- If you choose Controls or Accessibility, select the specific control or accessibility function requested on that screen.
- Leave Settings and press and hold the Action button to test the result.
Apple notes that Shortcut, Controls and Accessibility require a specific option beneath the main action. If you select the category but do not select its underlying shortcut, control or accessibility function, the button does nothing. This is a common reason a user concludes that migration failed when the assignment is simply incomplete.

Shortcuts and personal automations are not interchangeable. Apple’s Shortcuts User Guide states: Personal automation shortcuts don’t sync to other devices.
A current Apple guide in another locale also describes personal automations as disabled by default during sync.
If your Action button shortcut depends on a personal automation, inspect that automation on the new phone instead of expecting it to appear or run exactly as it did before. Open the Shortcuts app, review the Automation section and check each trigger, action and enabled state. Recreate or enable the automation only after confirming that its dependent apps and permissions are available.
This limitation does not mean every ordinary shortcut is lost. It means the automation layer needs its own review and should not be used as evidence that iCloud Sync or the phone migration failed.

Why the shortcut is missing or the button does nothing
The shortcut collection has not finished syncing
With an iCloud download, content can arrive in the background. Keep the new iPhone connected to power and a reliable network, then reopen Shortcuts after the download progresses. Confirm that iCloud Sync is enabled under Settings > Shortcuts and that the same Apple Account is signed in.
The Action Button still points to another action
Open Settings > Action Button. The shortcut may be present in the app but not selected in the button’s chooser. Select Shortcut, choose the intended item and press and hold the button.
A category was selected without its required detail
For Shortcut, Controls and Accessibility, inspect the option beneath the category. Selecting only the category leaves no specific operation to perform, so the button can appear configured while doing nothing.

The shortcut relies on a personal automation
Check the Automation section separately. Personal automations do not sync to other devices, and their enabled state may not carry over. Rebuild the automation if required, then test the underlying shortcut independently in the Shortcuts app.
The transfer is still in progress
Do not erase the old iPhone while an iCloud download or other restoration is incomplete. Wait for important apps and data to arrive, then repeat the shortcut and button checks. Apple does not publish a universal transfer duration; network conditions and the amount of data determine the time.
A verification checklist before erasing the old iPhone
- The intended shortcut is visible in the new iPhone’s Shortcuts app.
- Opening the shortcut directly completes its expected task.
- Settings > Action Button shows the desired action.
- If the action is Shortcut, the exact shortcut is selected beneath it.
- If the action is Controls or Accessibility, the specific option is selected.
- Pressing and holding the button produces the expected result.
- Any personal automation involved has been reviewed, recreated or enabled as needed.
- Important apps, permissions and data have finished restoring.
Keep the old iPhone until these checks pass and other critical information has been confirmed. This gives you a recovery path if the new phone still needs a shortcut, permission or automation recreated.
The bottom line
Switching iPhones can bring your ordinary shortcuts back through iCloud Sync, but that does not prove that the Action button assignment transferred. Apple’s public guidance explains the migration routes and the button’s setup screen without guaranteeing preservation of every assignment. Finish the transfer, verify the shortcut collection, open Settings > Action Button, reselect the shortcut or other action when necessary, and test the button before retiring the old phone. Personal automations require a separate inspection because they do not sync like ordinary shortcuts.
