Short answer: A spacecraft fission reactor is designed to remain subcritical during launch and ascent. It is not allowed to begin a self-sustaining chain reaction until the spacecraft reaches its approved operating orbit or interplanetary trajectory. At the end of the mission, operators shut it down and follow a destination-specific disposal plan. For a low-Earth-orbit system, U.S. policy calls for controlled placement in a sufficiently high orbit so radioactive fission products can decay for a long period before eventual atmospheric reentry, while reducing the chance of collision with other spacecraft.
That procedure applies to fission reactors, not radioisotope thermoelectric generators (RTGs) or radioisotope heater units. Those systems produce heat from radioactive decay and do not have a reactor core that can become critical.
The reactor’s lifecycle in one view
| Mission phase | Reactor state | Primary safety objective | What happens next |
|---|---|---|---|
| Prelaunch and ascent | Subcritical and not operating | Prevent an accidental chain reaction and limit radiological consequences if the launch vehicle or spacecraft fails | Safety analyses and launch authorization cover credible accident scenarios, including an unplanned reentry |
| Operating-orbit arrival | Ready for controlled startup | Start only after the spacecraft reaches its approved orbit or trajectory | The mission follows its design-specific startup and power-management plan |
| Normal operation | Critical and producing useful heat or electricity | Control power, temperature, reactivity and spacecraft functions within approved limits | Operators continue monitoring and execute contingency procedures if systems deviate |
| End of mission | Shut down and made permanently safe | Prevent an uncontrolled reentry or long-term hazard to other missions | Earth-orbit systems use a controlled disposal orbit; interplanetary systems follow a destination-specific plan |
The key principle is that launch safety and final disposal are designed together. A reactor is not treated as ordinary spacecraft hardware that can simply be switched off and abandoned.
Why a reactor stays subcritical during launch
“Critical” has a precise nuclear-engineering meaning: the reactor sustains a chain reaction in which each generation of fissions produces, on average, enough neutrons to cause the next generation. A subcritical core cannot sustain that process. Keeping the core subcritical prevents the reactor from producing significant fission power while it is still attached to a launch vehicle, passing through the atmosphere or exposed to the most uncertain accident conditions.

The governing policy wording is direct: “Nuclear reactors shall not be made critical before they have reached their operating orbit or interplanetary trajectory.” This sentence appears in United Nations principles reproduced in NASA technical material. It is a rule about fission reactors; it should not be applied to radioisotope power systems, whose heat comes from spontaneous radioactive decay rather than a controlled chain reaction.
What “subcritical” does not mean
- It does not mean the spacecraft contains no radioactive material. Fuel and other activated or radioactive components may still be present.
- It does not mean every conceivable launch accident has zero radiological risk. A broken vehicle, fire, explosion or impact can damage hardware even when the core is not operating.
- It does not require one universal mechanical design. Different reactors can use different fuel arrangements, neutron-control devices, shielding and launch locks to preserve a subcritical configuration.
What must happen before launch approval
Before a nuclear spacecraft can launch, the mission team performs a nuclear-flight-safety analysis and obtains the reviews and approvals required for that mission. NASA’s current Nuclear Flight Safety directive describes a graded, risk-informed process: the depth of analysis and the responsible authorities depend on the mission category and NASA’s role.
The analysis considers the complete system rather than the reactor in isolation. Typical subjects include the spacecraft, launch vehicle, ground operations, planned trajectory, recovery or breakup behavior, and credible accident conditions. One important case is an unplanned orbital reentry that could return radioactive material to Earth. The process is intended to demonstrate that risks are controlled to the applicable standards; it is not a promise that every imaginable accident is physically impossible.

Questions the safety review has to answer
- Can the core remain subcritical during normal ascent, launch-vehicle breakup and other credible mechanical disturbances?
- What happens if the spacecraft loses attitude control, power or communications?
- Could a failed launch place the reactor on an uncontrolled trajectory or cause it to reenter?
- How are radioactive fuel and fission products contained in the accident environments the analysis credits?
- Which command, hardware or operational action initiates startup, and how is an inadvertent command prevented?
- What evidence shows that end-of-mission disposal can be achieved with the required reliability?
The answers are specific to the reactor and mission. A conclusion reached for one design cannot automatically be transferred to another.
When and how the reactor is started
Once the spacecraft reaches its planned operating orbit or interplanetary trajectory, the mission may begin startup under its approved operating plan. “Reaches orbit” is not itself a universal command time: the mission must also satisfy its own attitude, power, communications and health checks before operators enable the startup sequence.

Startup is a design-specific operation
Startup can involve moving control elements, changing the reactor’s geometry, enabling instrumentation and increasing power in controlled steps. The exact sequence depends on the reactor type and its flight software. A NASA environmental assessment for the proposed Demonstration Rocket for Agile Cislunar Operations (DRACO) describes gradual power increases as a way to reduce the consequences of thermal or mechanical failures during startup. That is an example from the DRACO concept, not a standard sequence required for every spacecraft reactor.
The same assessment identifies startup-related reactor damage as a case that could create debris. This illustrates why startup is treated as a separate safety phase even though the spacecraft is already in its operating environment. A reactor that is safely subcritical during ascent still has to be brought to power without exceeding structural, thermal or control limits.

During operation, the reactor’s control and protection systems regulate reactivity and remove heat. The spacecraft converts that heat to electricity, thrust-system power or another mission product, depending on the architecture. Operators monitor temperatures, pressures, power, radiation sensors, control-element positions and spacecraft attitude. Automatic trips and command limits are intended to place the system in a safe state if monitored conditions leave approved ranges.
Those engineering details are not interchangeable between missions. Fuel form, coolant, conversion equipment, shielding and control philosophy all affect the operating limits and the accident analysis.
What “end of mission” means for a reactor
End of mission is a planned sequence, not simply the moment a spacecraft stops sending useful data. The mission team shuts down the reactor, places it in a stable nonoperating condition and executes the approved final-disposition commands. The destination determines what that final state should be.

Low-Earth-orbit missions
For a reactor that has operated in low Earth orbit, U.S. policy calls for a highly reliable operational system that achieves effective, controlled disposition. The usual policy concept is to raise or otherwise place the reactor in a sufficiently high orbit. The orbit must last long enough for fission products to decay until their radioactivity is comparable to that of uranium-235 before the hardware eventually reenters the atmosphere. The orbit should also reduce collision risk to other spacecraft.
“Sufficiently high” is a performance description, not a single altitude printed for every mission. Required lifetime depends on the reactor’s radioactive inventory, orbital characteristics, expected atmospheric behavior, collision environment and the reliability of the disposal system. A 2023 NASA technical paper describes broad convergence around reliable permanent shutdown plus high-orbit disposal, while noting that the phrase “sufficiently high” remains ambiguous.
NASA’s 2026 directive requires low-Earth-orbit space nuclear-systems missions to demonstrate that their designs enable this disposal outcome. It also calls for involvement by NASA’s Orbital Debris Program Office in safe storage and orbital-decay considerations. Because directives can be revised, a mission team must use the active revision in force at its launch-approval date.
Why the reactor is not simply allowed to reenter immediately
Immediate or uncontrolled reentry would bring the post-operation radioactive inventory back through the atmosphere before it has had time to decay. Controlled high-orbit storage separates shutdown from reentry by a long natural-decay interval and gives mission planners a predictable final state. It also avoids creating a new collision hazard in the heavily used lower-orbit environment.
Interplanetary and planetary missions
An interplanetary spacecraft does not automatically use the low-Earth-orbit disposal pathway. Its final state may involve heliocentric orbit, impact avoidance, a planetary orbit, a controlled landing or another destination-specific outcome. The appropriate plan depends on the target body, trajectory, reactor inventory, reentry or impact environment and applicable safety requirements. It is therefore incorrect to say that every reactor is boosted to a named Earth orbit or that every reactor eventually reenters Earth’s atmosphere.

What happens if something goes wrong?
Accident risks are evaluated by mission phase and by the particular reactor and trajectory. The DRACO environmental assessment is useful because it shows the kinds of scenarios a real analysis can examine, but its numerical results belong only to that proposed mission concept and its assumptions.
Inadvertent criticality before the test orbit
One DRACO case considered an accidental loss of control before the demonstration test orbit. The concept included a self-destruction system intended to disrupt the reactor geometry if that type of launch accident occurred. This is not a universal requirement: not every spacecraft reactor has a self-destruct system, and one mission’s mitigation cannot be presented as a general industry feature.
Water impact after mission end
The DRACO assessment also analyzed a water-impact scenario at the end of mission. Its consequences depend on the assumed impact location, release mechanism, reactor inventory and exposure model. Those assumptions are why the result should not be used as a prediction for another reactor.
Numerical examples from the DRACO assessment
The assessment estimated “hundreds of years” of natural orbital and radionuclide decay before reentry for that mission concept. It used a design probability criterion of less than 1 in 1,000,000 for the assessed criticality event. In its modeled land-impact cases, it calculated a public dose of 2.4 rem for a uranium-release scenario and 460 rem for an accidental-criticality scenario. These are calculated scenario results, not measured outcomes, universal limits or performance claims for spacecraft reactors generally.

The reviewed policy and technical material does not provide a common dataset sufficient to rank particular reactor missions on all of these axes.
Reactor versus radioisotope power system
A fission reactor and an RTG are both nuclear power sources, but their launch and end-of-mission behavior differ fundamentally. A reactor contains a configuration that must be kept subcritical until an approved startup point. An RTG contains radioactive material that generates heat continuously through decay; it has no criticality startup command. Its launch safety analysis focuses on containment and impact behavior rather than preventing an inadvertent chain reaction.
That distinction matters when reading statements about “nuclear spacecraft.” The rule that a reactor must not be made critical before its operating orbit does not describe an RTG, and an RTG’s disposal plan cannot be assumed to be the reactor policy described above.
The practical answer to the reader’s two questions
What happens at launch?
The reactor remains subcritical and nonoperating. Before launch, authorities review a graded, risk-informed safety case covering the spacecraft, launch vehicle, operations and credible accidents, including possible unplanned reentry. Only after the spacecraft reaches its approved operating orbit or interplanetary trajectory can the mission begin its design-specific startup.
What happens at end of mission?
The reactor is shut down and placed in a planned final state. For low-Earth-orbit missions, the policy goal is reliable controlled disposal into a sufficiently high orbit, allowing fission products to decay for a long period before eventual reentry while limiting collision risk. For interplanetary missions, the final destination and safety method are chosen for that trajectory rather than copied from an Earth-orbit rule.
