Hand-arm vibration syndrome (HAVS) is a work-related condition that can damage blood vessels, nerves, muscles and joints in the hands and arms. It can develop after regular, frequent exposure to vibration from power tools, hand-guided equipment or a vibrating workpiece. The risk depends on both vibration magnitude and exposure time, so there is no single daily-use duration that makes every tool and task safe.

Early signs such as tingling, numbness, reduced touch sensation, weaker grip or fingers turning white should be reported promptly. Symptoms alone do not establish a diagnosis: a clinician or occupational-health professional can assess them alongside the person’s work and exposure history. This guide explains how vibration causes harm and what workers and employers can do to reduce risk.

What is hand-arm vibration syndrome?

Hand-arm vibration is mechanical vibration transmitted into a person’s hands and arms. It may come from holding a vibrating power tool, guiding vibrating equipment, or gripping a workpiece that is vibrating because it is being processed by machinery. When exposure is regular and frequent, it can lead to lasting ill health. The Health and Safety Executive (HSE) describes HAVS as an outcome of vibration exposure at work, not a condition limited to one trade or one particular tool.

HAVS can involve several parts of the hand and arm:

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
  • Blood vessels: vibration can affect circulation in the fingers, causing episodes in which fingers turn white. Blood flow returning can make them red and painful.
  • Sensory nerves: damage may cause tingling, numbness or difficulty feeling touch properly.
  • Muscles and joints: workers may experience reduced hand strength and other musculoskeletal effects.

These effects can interfere with ordinary tasks that rely on sensation and grip, such as handling small objects or controlling equipment. Symptoms and their progression vary from person to person. Continued exposure can worsen them, and some effects may become permanent. A person’s symptoms cannot, by themselves, confirm HAVS; their work and exposure history also matter, so an occupational-health professional or clinician is the appropriate person to assess concerns.

How power tools can cause HAVS

A powered tool creates vibration as it operates. When a worker holds or guides it, some of that vibration is transmitted through the hand into the arm. The amount reaching the worker depends on the tool and task, the vibration level, the time spent exposed, how the equipment is maintained, the grip and force used, and working conditions. Holding a vibrating workpiece can also transmit vibration even when the worker is not holding the tool that generated it.

Examples of equipment and tasks associated with hand-arm vibration include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Breakers and hammer drills.
  • Grinders and sanders.
  • Chainsaws and brush cutters.
  • Other powered hand tools and hand-guided equipment.
  • Work that involves holding material against powered machinery that makes it vibrate.

These examples do not mean that using any one tool inevitably causes HAVS. Risk is about exposure: a tool’s vibration level and how long and how often a person is exposed to it. Tool choice, task design, maintenance, grip and environmental conditions all matter. For example, forcing a tool or using a blunt cutting part may make work less efficient and increase the effort required. A suitable, well-maintained tool and a different work method may reduce exposure, but neither should be treated as proof that risk has been eliminated.

It is useful to consider the whole task rather than just the tool’s name. A grinder used briefly for one job and a tool used repeatedly through a shift do not represent the same exposure pattern. Nor does the same model necessarily suit every task. When comparing options, consider the vibration level for the same suitable job, how long the tool will be used, and whether a different method could avoid or reduce vibration altogether. The available guidance does not establish a model-by-model ranking, so a product label or general claim should not replace task-specific assessment.

What symptoms should workers look for?

HSE identifies tingling and numbness, reduced ability to feel things properly, loss of hand strength and finger blanching as warning signs. Blanching means that fingertips turn white; when circulation returns, they may become red and painful. Cold or wet conditions can provoke or worsen these attacks.

Symptoms may not appear in the same way or at the same pace for everyone. A worker should not wait for symptoms to become severe before raising a concern. Report new or recurring symptoms promptly to the employer or the person responsible for workplace health checks. A clinician or occupational-health professional can consider the symptoms together with the person’s work tasks and exposure history; this article cannot diagnose HAVS.

When reporting a concern, it can help to describe the tasks and tools involved, how often and for how long they are used, and whether symptoms coincide with cold or wet conditions. These details support an assessment; they do not replace one. Workers should use the workplace reporting or health-check route rather than trying to decide for themselves whether a particular number of minutes proves that their exposure is safe.

HSE puts the prevention message plainly: “Hand Arm Vibration Syndrome (HAVS) caused by exposure to vibration at work is preventable, but once the damage is done it is permanent.” This is general prevention guidance, not a prediction of what will happen to a particular person.

How much vibration exposure is too much?

There is no universal safe daily-use time for a vibrating tool. Exposure depends on vibration magnitude as well as duration, and the relevant details vary by tool and task. A simple count of minutes at work cannot substitute for an appropriate exposure assessment. Grip, force, maintenance and the work setting also affect the overall picture, so workers should not treat a rough time prompt as personal clearance to continue.

As rough screening prompts, HSE says there may be an exposure problem if workers regularly use hammer-action tools for more than about 15 minutes a day, or rotary and other-action tools for more than about an hour a day. These are prompts to investigate exposure, not guaranteed safe-use allowances. Being below either figure does not prove that a worker is protected; being above it is a reason to examine the work and controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

HSE also warns that keeping exposure just below the UK Exposure Limit Value may still result in many workers developing HAVS. That is why employers should not treat the limit as a target that makes exposure harmless. They should use suitable information about the tool and task to assess exposure and reduce it where practicable. The 15-minute and one-hour prompts are not substitutes for that process, and should not be interpreted as daily allowances that can be used without regard to vibration level.

How workers and employers can reduce risk

Effective prevention focuses on assessing exposure and changing the work to reduce it. Buying a lower-vibration tool can help, but tool selection is only one part of a control plan. HSE recommends considering whether the task can be done another way, checking expected vibration before purchasing or hiring equipment, and ensuring workers know how to use and maintain it appropriately.

Choose the method and equipment for the task

  • Consider whether the task can be completed with a method that avoids or reduces hand-arm vibration.
  • If vibrating equipment is needed, choose a suitable tool that produces less vibration for the task. Check likely vibration information before purchase or hire.
  • Do not assume that tools are interchangeable: compare vibration for the same suitable task, rather than choosing on tool type or appearance alone.

In practice, the comparison should include both vibration and the likely time exposed. A lower-vibration option may be relevant only if it is suitable for the work; a change in method may be a better option than continuing with a vibrating tool. There is no substantiated model-specific product ranking or price information in the guidance cited here. A purchase or hire decision should therefore be task-specific and part of an exposure-control plan, not treated as a stand-alone guarantee of safety.

Maintain equipment and avoid unnecessary effort

  • Keep tools maintained and cutting parts sharp so equipment can work efficiently.
  • Use the tool as intended and avoid gripping or forcing it, or the workpiece, more than necessary.
  • Investigate whether worn, damaged or poorly suited equipment is making a task harder or increasing exposure.

Maintenance matters because a tool or cutting part that is not working efficiently can make the task harder. Workers should tell a supervisor if equipment appears unsuitable or difficult to use rather than compensating by applying unnecessary force. The aim is to make the task efficient while reducing vibration exposure, not simply to push through the work faster.

Plan exposure and provide workplace support

  • Reduce sustained periods of vibration exposure. Where practicable, plan other work between periods using vibrating equipment.
  • Assess risk using appropriate information about the tasks and tools, rather than relying only on daily-time rules of thumb.
  • Provide workers with information and training about vibration risks, controls and symptom reporting.
  • Under the applicable UK framework, employers should assess risk, put controls in place and arrange health surveillance where required or indicated.

Alternating tasks can reduce continuous time spent with vibrating equipment, but informal breaks alone do not establish that exposure is controlled. Employers should look at how the work is actually done, identify suitable controls and review whether they reduce exposure. Workers should receive enough information to understand the risks, use equipment as intended and know how to raise symptoms or concerns. Health surveillance is a workplace measure where risk remains; it does not replace prevention.

Keeping hands warm and dry and maintaining circulation may help workers cope with cold or wet conditions that can bring on painful blanching attacks. These supportive practices do not replace reducing vibration exposure.

UK duties and US guidance: understand the geography

The exposure prompts and employer obligations described here are UK-specific HSE guidance. In the UK, employers should assess the risk from work-related vibration, take steps to control exposure, inform and train workers, and provide health surveillance where required under the applicable framework. HSE’s Hand-arm vibration at work: A brief guide, INDG175(rev3), is identified as a 2012 publication.

US readers should not assume that UK regulatory values or duties automatically apply to their workplace. The US Occupational Safety and Health Administration (OSHA) provides workplace material on vibration hazards in contexts such as woodworking and sawmills. Employers and workers should follow the requirements that apply in their jurisdiction and use relevant occupational-health expertise when assessing exposure. The OSHA examples are workplace guidance, not a basis for applying UK exposure prompts or obligations in the United States.

When to act

Workers who notice tingling, numbness, reduced sensation, weaker grip or fingers turning white should report the symptoms promptly through their workplace health-check process or to their employer. A record of the tasks performed, tools used, time spent on them and conditions such as cold or wet can help a health professional assess the situation. Employers should take reports seriously and review the exposure assessment and controls rather than relying on the worker to solve the problem by changing grip or taking informal breaks alone.

For workers, the key action is early reporting. For employers, it is to assess exposure and reduce it through the work method, equipment, maintenance, planning, training and health surveillance as appropriate. If a worker is worried, they should not wait for the next scheduled check or use the rough daily prompts to rule out a concern; they can raise it through the available workplace route and seek an appropriate health assessment.

Frequently Asked Questions

What kinds of tools and equipment can cause ill health from vibration?

Common examples include breakers, hammer drills, grinders, sanders, chainsaws, brush cutters and other powered hand tools or hand-guided equipment. Vibration can also reach the hands through a workpiece held against powered machinery. The risk depends on the vibration level and exposure time as well as the task, equipment condition, grip and working conditions.

Does using a power tool for less than 15 minutes a day mean I am safe from HAVS?

No. HSE’s rough prompt of more than about 15 minutes a day for hammer-action tools is a screening cue, not a guaranteed safe-use limit. There is a separate rough prompt of more than about an hour a day for rotary and other-action tools. Exposure assessment should use appropriate information about the tool and task; being below a prompt does not prove there is no risk.

Can HAVS symptoms go away?

Symptoms and their progression differ from person to person, and continued exposure may make effects worse or permanent. The available guidance does not provide an individual prognosis. Report symptoms promptly and have them assessed by a clinician or occupational-health professional alongside your exposure history.

What should I do if my fingers turn white or my hands tingle at work?

Report new or recurring symptoms promptly to your employer or workplace health-check contact. Note the tools and tasks involved, how often and for how long you use them, and whether cold or wet conditions coincide with symptoms. Those details can help an occupational-health professional or clinician assess the concern; symptoms alone do not diagnose HAVS.

Do gloves or keeping warm prevent HAVS?

Keeping hands warm and dry may help with cold or wet conditions that provoke or worsen painful blanching attacks, but it is supportive practice, not a substitute for controlling vibration exposure. Prevention focuses on assessing the task and reducing exposure through the work method, suitable equipment, maintenance and planning.

What should an employer do to reduce hand-arm vibration risk?

Employers should assess exposure using appropriate tool and task information, consider another work method or suitable lower-vibration equipment, maintain tools and sharp cutting parts, avoid unnecessary force and plan work to limit sustained exposure. They should provide information and training and arrange health surveillance where required under the applicable UK framework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

HAVS can affect circulation, sensation, strength, muscles and joints, and regular exposure to vibrating tools or workpieces can lead to lasting harm. There is no universal safe-use time: assess the task and tool, reduce exposure where practicable, and report symptoms early. The HSE values and duties discussed here are UK-specific; workers elsewhere should follow the requirements that apply in their jurisdiction.
