“GST 2.0” is shorthand for the rate-rationalisation and trade-facilitation measures recommended at the 56th GST Council meeting in 2025. For most revised goods and services rates, the stated start date was 22 September 2025. The registration threshold for goods did not change. Businesses must still determine tax from the exact HSN or SAC classification, the applicable notification, the time-of-supply rules and any input-tax-credit (ITC) condition. The named tobacco products were an exception to the 22 September start date and require a later notification before their rates change.
What “GST 2.0” means in practice
GST 2.0 is not a separate tax or a single replacement rate. It is a popular description of the 2025 package of GST rate changes and process reforms. The authoritative material comes from the 56th GST Council recommendations, Ministry of Finance FAQs and subsequent Central Tax notifications. A Council recommendation is not automatically enforceable law: the rate applies only when the relevant notification is issued and the GST portal implements the associated process.
For each invoice, your decision should therefore be based on five facts:
- the exact HSN (goods) or SAC (services) classification;
- the CGST, SGST/UTGST or IGST rate in the controlling notification;
- the effective date for that classification;
- any compensation-cess or composition-scheme treatment; and
- whether the notified rate permits or requires ITC.
Do not use a general “GST 2.0 rate” in accounting software. A product family can contain items with different classifications and rates.

When the revised GST rates started
The 56th GST Council press release and the Ministry of Finance FAQ stated that revised rates for services and most goods would apply from 22 September 2025. That date is not universal. Pan masala, gutkha, cigarettes, chewing tobacco products such as zarda, unmanufactured tobacco and bidis were listed as retaining their then-existing GST and compensation-cess rates until the compensation-cess loan and interest obligations were discharged and a later date was notified.
Before changing a tobacco product’s rate, verify the later notification. Do not apply 22 September 2025 to an exception merely because the item appears in a general rate-change summary.
| Change or process | What the official material says | How to use it |
|---|---|---|
| Most revised goods and services rates | Stated implementation date: 22 September 2025 | Apply only to classifications covered by the relevant notification. |
| Specified tobacco products | Existing GST and compensation cess continued until a later notified date | Check the subsequent notification before invoicing. |
| Trade-facilitation process reforms | The Council said implementation dates would be notified later. | Treat the recommendation as pending until a notification or portal advisory confirms it. |
| Inverted-duty refund facilitation | A 90% provisional refund was recommended on a risk and data-analysis basis, pending statutory amendments. | Confirm current CBIC rules and eligibility; this is not an unconditional entitlement. |
Which notifications and classifications control your rate
The Ministry of Finance’s 18 September 2025 FAQ identifies Notification No. 9/2025-Central Tax (Rate), dated 17 September 2025, as the revised CGST rate notification for goods and Notification No. 10/2025-Central Tax (Rate) as the related exemption notification. The FAQ also identifies Notification No. 13/2025 for handicrafts, Notification No. 2/2025-Compensation Cess (Rate) for cess amendments and Notification No. 14/2025 for the brick special composition scheme.

Examples from the official FAQ
The FAQ gives examples rather than a universal rate card:
| Category mentioned in the FAQ | Illustrative treatment | Important qualification |
|---|---|---|
| Small cars | Moved from 28% to 18% | Only vehicles meeting the stated classification qualify. |
| Specified mid-size and large cars and other qualifying vehicles | 40% | The 40% figure is not a rate for all vehicles; the defined criteria apply. |
| Motorcycles up to 350cc | 18% | Engine capacity and classification matter. |
| Motorcycles above 350cc | 40% | Do not infer the rate for other two-wheelers. |
| Bicycles and parts | 5% | Use the precise HSN description, not a general “cycle” label. |
These examples show why a rate-master update must be HSN-specific. If the commercial description, technical specification or unit of measure changes, have the classification reviewed instead of copying the rate from a similar item.

Did GST registration limits change?
No. The Ministry of Finance FAQ posted on 3 September 2025 states: “No, there is no change in threshold of the registration required for goods under CGST Act, 2017.” The 2025 rate decisions did not alter the goods-registration threshold. Continue applying the existing registration rules, including provisions that can require registration regardless of turnover for particular activities or categories.

How to handle invoices, advances and stock during the transition
GST is charged on a supply, not simply on stock held in a warehouse. Stock on hand does not by itself decide whether the old or revised rate applies. For a transaction straddling the change, apply the time-of-supply rules, including Section 14 of the CGST Act, to the actual supply, invoice and payment facts.
Use a fact pattern, not just the invoice date
The FAQ explains that, for a covered supply where payment is received after the rate change, the time of supply can be the earlier of the payment date or invoice date under the specified Section 14(a)(i) situation. Where payment was received before the change, the receipt date can determine the time of supply. Advances, incomplete supplies and other combinations require the relevant statutory rule for that transaction.
The Ministry of Finance summarised the principle as: “The GST rate will be determined as per the time of supply provisions.” That means an invoice issued after 22 September is not automatically taxed at the revised rate, and an invoice issued before that date is not automatically taxed at the old rate. Document the dates and the provision used for every exceptional transaction.
Transition checklist
- Record when the goods or service was actually supplied, or when the relevant service milestone occurred.
- Record the invoice issue date and whether the invoice was validly issued under the applicable rule.
- Record each payment or advance receipt date, including amounts received before and after the effective date.
- Apply the specific Section 14 or other time-of-supply provision to that combination.
- Show the selected rate and a short internal explanation in the transaction file.
- Issue any required credit or debit note using the rate and documentation rules applicable to that note.
Goods already in transit
The FAQ says there is no mandatory requirement to cancel and regenerate an e-way bill solely because the GST rate changed while goods were in transit. An existing in-transit e-way bill remains valid for its original validity period. A change in tax rate does not remove the need to correct an e-way bill for an independent error, such as a wrong vehicle number, expired validity or incorrect document details.

Practical system changes
Set an effective-from date in the tax master rather than overwriting historical rates. Test quotations, sales orders, point-of-sale bills, export or inter-State invoices, credit notes, debit notes, purchase entries and tax reports. Check contract clauses that quote a tax-inclusive price: the economic result can differ from a tax-exclusive contract even when the tax calculation is correct.
Service rates can change your ITC position
A lower percentage does not always mean a better cash result. Some service entries carry a “without ITC” condition. The Ministry of Finance’s FAQ-2 says hotel accommodation valued at or below ₹7,500 per unit per day is taxed at 5% without ITC. It also describes 5% without ITC as mandatory for specified beauty and physical well-being services.
Before selecting a service code, compare the notified rate with its ITC condition. If the entry requires 5% without ITC, do not claim credit merely because the supplier’s invoice contains GST. The supplier and recipient should use compatible classifications and retain evidence of the value threshold or service description where it controls the rate.

The September 2025 GST Council newsletter reported that the GST Portal would restrict filing of covered returns after three years from their due dates. The forms listed included GSTR-1, GSTR-1A, GSTR-3B, GSTR-4, GSTR-5/5A, GSTR-6, GSTR-7, GSTR-8, GSTR-9 and GSTR-9C. The September newsletter described implementation from the October 2025 tax period; a later Council newsletter search result reported enforcement from the November 2025 period, effective 1 December 2025.
Because portal enforcement dates and eligibility can change, check the current GST Portal advisory before relying on a cutoff. The operational rule is still clear: identify old unfiled periods now. A return that is technically late can become impossible to file through the portal once the applicable three-year restriction is enforced.
Monthly ITC reconciliation
- Download the relevant supplier invoice and credit-note data from the GST portal.
- Match supplier GSTIN, invoice number, invoice date, taxable value and tax amounts to the purchase ledger.
- Separate eligible ITC from blocked, ineligible, duplicate or incorrectly classified credits.
- Check whether a service was taxed under a mandatory “without ITC” entry.
- Record credits claimed in GSTR-3B and any reversals, with the reason and period.
- Contact suppliers about missing or incorrect invoices and retain the correspondence.
- File only after the reconciliation differences have an owner and a documented treatment.
This control is practical accounting guidance; it does not replace the statutory conditions for claiming credit.

Invoice Management System changes
The same September newsletter reported changes from the October 2025 period to the Invoice Management System. Certain credit notes and downward amendments could remain pending for a limited period—one month for monthly filers or one quarter for quarterly filers. Recipients could declare ITC already availed and reverse it fully or partly where applicable. If the credit had not been availed, the newsletter said no reversal was needed.

1. Build an affected-supply register
List every product and service sold or purchased around the rate change. Include HSN or SAC, old rate, revised rate, compensation cess, ITC condition, effective date, business unit and tax jurisdiction. Mark tobacco exceptions separately until their later date is confirmed.
2. Validate the legal source
Attach the controlling notification—such as Notification Nos. 9/2025 or 10/2025-Central Tax (Rate), where applicable—to each register line. Check related handicraft, cess or brick-composition notifications and the corresponding IGST or SGST/UTGST treatment.
3. Test transaction timing
Take samples of pre-change invoices, post-change invoices, advances, partial deliveries, contracts with tax-inclusive prices, returns and goods in transit. Apply time-of-supply rules and record the result. Escalate unusual combinations to a qualified GST adviser.

5. Reconcile ITC and credits
Run the supplier-to-books reconciliation before each GSTR-3B. Track credit notes through the Invoice Management System, including pending responses and reversals. Retain an audit trail for every difference.
6. Clear aged returns
Prepare a list of all unfiled returns and their original due dates. Prioritise periods approaching the applicable three-year portal restriction, while confirming the live filing eligibility for each form.
7. Review refunds
If your business has an inverted-duty-structure claim, assess whether the current rules permit provisional processing and what risk-based evidence is required. The Council’s 90% figure was a recommended facilitation measure pending statutory amendments, not a blanket promise of payment.
Common mistakes and how to correct them
- Applying 22 September to every product: separate the named tobacco exceptions and verify later notifications.
- Using a product name instead of an HSN: obtain the technical description and classify the actual supply.
- Changing a rate because stock was purchased earlier: determine the tax from the supply and time-of-supply facts.
- Using invoice date alone: examine payment receipts, advances and the applicable Section 14 rule.
- Claiming ITC on a 5% without-ITC service: check the condition attached to the service entry before posting credit.
- Regenerating every e-way bill: a rate change alone does not require cancellation and regeneration of a valid in-transit e-way bill.
- Leaving old returns for later: portal restrictions can prevent filing after the applicable three-year period.
- Treating a Council recommendation as enacted law: wait for the notification or portal advisory that makes the measure operative.
What to compare when a transaction has multiple possible treatments
For any disputed or borderline supply, compare the alternatives in a written matrix rather than choosing the lowest percentage:
| Comparison point | Question to answer |
|---|---|
| Classification | Which exact HSN or SAC description matches the goods or service? |
| Rate | What old and revised rates are stated in the controlling notification? |
| Date | Which effective date applies, and is there a product-specific exception? |
| Other levy | Does compensation cess or another component apply? |
| ITC | Is credit allowed, restricted or expressly disallowed? |
| Timing | What do the supply, invoice, payment and advance dates produce under time-of-supply rules? |
| Portal action | Is a return, credit note or Invoice Management System response subject to a deadline? |
Official statements and evidence limits
The Ministry of Finance FAQ posted on 3 September 2025 says there was no change in the goods-registration threshold and that GST rate is determined under the time-of-supply provisions. The 56th GST Council press release states that the date for process reforms would be notified later. These statements should be read with the final notifications and current portal advisories, not used as substitutes for them.
The official publications provide legal dates, thresholds and operational instructions, but they do not establish a general measured reduction in compliance cost or filing time. Claims about savings, speed or error reduction require separate evidence and should not be inferred from the rate changes alone.
Frequently Asked Questions
Do I need to cancel an e-way bill when a GST rate changes during transit?
No, not solely because of the rate change. The official FAQ says a valid in-transit e-way bill remains valid for its original validity period. Correct it only when another rule requires correction, such as an incorrect vehicle or expired validity.
Recommended Free Tools
Is the 90% inverted-duty refund automatic?
No. The 56th GST Council recommended risk-based provisional refunds of up to 90%, pending statutory amendments. Check the current CBIC procedure and eligibility before filing.
Can I use the old GST rate for goods purchased before 22 September 2025?
Purchase date or warehouse stock does not by itself determine the rate. Apply the time-of-supply rules to the actual supply, invoice and payment facts.
