Neither “grass-fed” nor “regenerative” proves that beef has a smaller environmental footprint. “Grass-fed” is a defined feed-and-pasture claim, while “regenerative” is a voluntary environmental marketing claim whose meaning depends on the producer’s standard and evidence. To compare beef responsibly, you must examine the specific practice, the measured result, and the life-cycle boundary behind any environmental statement.

A label can describe how cattle were raised without reporting greenhouse-gas emissions, land use, water use, biodiversity, or total impacts. The same label may therefore cover systems with very different outcomes in different regions and management conditions.

What the grass-fed label actually establishes

USDA’s feed and access definition

The U.S. Department of Agriculture’s Food Safety and Inspection Service (FSIS) defines “Grass (Forage) Fed” as a ruminant diet in which grass and forage are the feed source for the animal’s lifetime, except for milk consumed before weaning. Eligible forage includes grasses, forbs, browse, and cereal-grain crops while they are still in the vegetative stage. Grain and grain byproducts are excluded, and the animal must have continuous pasture access during the growing season. See the FSIS explanation of grass-fed meat.

Those requirements answer two practical questions: what the animal eats and whether it can reach pasture during the growing season. They do not set a maximum greenhouse-gas intensity, a soil-carbon target, a water-use limit, or a biodiversity requirement. “Grass-fed” is therefore a production-description claim, not an environmental-performance score.

What the label does not tell you

  • It does not state emissions per kilogram of beef or total emissions from the farm.
  • It does not establish how much land, water, fuel, or fertilizer the system uses.
  • It does not report whether soil carbon increased, stayed stable, or declined.
  • It does not identify the animal’s growth rate, slaughter age, transport distance, processing impacts, or food-waste rate.

Two operations can meet the same feed definition while differing substantially in climate and land outcomes because of rainfall, pasture productivity, stocking rate, animal genetics, feed quality, and management.

What “regenerative” means on a beef package

A voluntary claim, not one federal certification

FSIS lists “Raised using Regenerative Agriculture Practices” among voluntary environment-related marketing claims. Its August 2024 guidance says such claims should be truthful and substantiated, encourages documentation such as environmental data or studies, and encourages third-party certification. The guidance does not create one universal regenerative-beef definition or one required outcome threshold. Read the August 30, 2024 FSIS constituent update and the FSIS guideline on substantiating animal-raising and environment-related claims.

Why the word requires investigation

“Regenerative” may refer to a package of practices such as managed grazing, keeping living roots in soil, maintaining ground cover, integrating livestock with crops, or reducing synthetic inputs. The exact combination is not fixed by the word alone. One producer may publish soil-carbon measurements; another may document practices but no quantified environmental outcome.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look for the named certifier or producer standard, the practices required, the audit method, and the results measured. FSIS’s notice on the guideline’s availability explains the agency’s approach to substantiation. If a package supplies none of this information, “regenerative” cannot by itself support a comparison with another beef product.

Why a production label is not a carbon-footprint result

Environmental performance depends on the accounting frame. A study can report greenhouse gases per kilogram of edible beef, emissions per acre, total emissions from a farm, or changes in soil carbon. Those metrics answer different questions. A system that produces less beef per acre may have a lower emissions rate per animal but require more land for the same amount of food. Conversely, a higher yield per animal can lower emissions per kilogram without improving every local land or water outcome.

Climate accounting also involves methane from digestion, nitrous oxide from soils and manure, carbon dioxide from energy and land-use change, and any credited or debited changes in soil and vegetation carbon. Whether a study includes or excludes each component can change the result. A label that names a practice does not reveal those calculations.

What the 2025 PNAS modeling study found

The study-specific result

A 2025 study in the Proceedings of the National Academy of Sciences, titled “US grass-fed beef is as carbon intensive as industrial beef and ≈10-fold more intensive than common protein-dense alternatives,” modeled U.S. beef systems using a defined greenhouse-gas accounting framework. It found grass-fed beef emissions were comparable to, or often higher than, industrial U.S. beef in the modeled cases. For extensive systems using low-quality rations, modeled emissions were 40–100% higher than industrial beef. The paper is available at PNAS.

How to interpret that finding

The result applies to the study’s herd model, assumptions, geography, and emissions boundary. It is not a measurement of every grass-fed farm, and it does not show that grass-fed beef performs worse on every environmental dimension. The analysis addresses modeled greenhouse-gas intensity; it does not settle questions about biodiversity, soil condition, local water effects, animal welfare, or other outcomes.

The practical lesson is methodological: do not infer a climate advantage from the grass-fed name. Ask which systems were compared, what functional unit was used, which life-cycle stages were counted, and whether the result is modeled or measured on the particular operation you are considering.

Where beef fits in U.S. greenhouse-gas emissions

The USDA Agricultural Research Service reported in 2019 that beef cattle production across seven U.S. regions accounted for 3.3% of all U.S. greenhouse-gas emissions. That figure is a national assessment statistic, not the footprint of a package of beef and not a direct grass-fed-versus-conventional comparison. The regional scope and year must stay attached to the number; details are in the USDA ARS summary.

National totals provide context for the sector’s scale, but they cannot tell you whether one ranch, brand, or label performs better. Product-level comparisons require data from the relevant farms and a matching accounting method.

Use a whole-life-cycle boundary before comparing products

USDA ARS describes beef sustainability as a life-cycle question running from resource production through consumption and waste. Its project summary covers a full U.S. beef life-cycle assessment and identifies food waste as a major contributor across impact categories. See Environmental sustainability of United States beef.

When reading an environmental claim, check whether it includes:

  • Feed, fertilizer, pasture establishment, and other resource production.
  • On-farm methane, manure, fuel, electricity, and land-use changes.
  • Animal transport, slaughter, processing, refrigeration, and retail.
  • Consumer cooking, disposal, and the amount of food wasted.

Also identify the impact categories. Greenhouse gases are only one dimension. Land occupation, water withdrawals, nutrient runoff, soil condition, habitat, and biodiversity may move in different directions. A claim that reports only carbon cannot be presented as proof of a better overall environmental outcome.

Comparison axis Grass-fed Regenerative
Claim definition Feed must be grass and forage for life, except pre-weaning milk; grain and grain byproducts are excluded; pasture access is required during the growing season. Voluntary environment-related claim; the specific practices and thresholds depend on the producer or certifier.
What the claim directly describes Diet and pasture access. Declared land-management or environmental practices.
Verification information The cited FSIS definition does not state a universal audit frequency or public audit method. FSIS encourages substantiation and third-party certification; a universal certifier, audit frequency, and standard are not established.
Measured environmental result Not inherent in the label; emissions, soil, water, and biodiversity results are not specified. Not inherent in the word; look for named metrics, methods, dates, and locations.
Geography and boundary Not specified by the feed definition. Not specified by the claim itself.
Climate conclusion Cannot be assumed from the label; the 2025 PNAS model found comparable or higher emissions in its modeled grass-fed cases. Cannot be assumed without the underlying standard and evidence.

How to evaluate a package or producer claim

  1. Copy the exact wording. Distinguish “grass-fed,” “grass-finished,” “raised using regenerative agriculture practices,” and “climate-friendly.” Similar-sounding terms may have different definitions.
  2. Find the governing standard. For a grass-fed claim, check the FSIS definition. For a regenerative claim, identify the producer’s published standard or the certifier named on the package.
  3. Check verification. Ask who audits compliance, what records are reviewed, how often inspections occur, and whether the audit protocol is public. If the information is unavailable, record that limitation rather than assuming certification.
  4. Identify measured outcomes. Look for greenhouse-gas emissions, soil-carbon sampling, land-use data, water measurements, or biodiversity indicators. A practice list is not a measured result.
  5. Match the functional unit. Confirm whether figures are per kilogram of beef, per kilogram of protein, per animal, per acre, or for the whole operation. Do not compare unlike units.
  6. Read the boundary and date. Note whether feed production, processing, transport, retail, consumption, and waste are included, and the years represented by the data.
  7. Separate trade-offs. Record climate, land, water, nutrient, and biodiversity findings separately. Do not collapse them into one “better” score unless the study explicitly does so.

Common interpretation errors

“Grass-fed is automatically better for the climate”

The feed definition contains no emissions target, and the 2025 PNAS model did not find a universal climate advantage. Grass-fed systems can have different outcomes depending on pasture quality, animal productivity, methane assumptions, and land conditions.

“Regenerative” is a standardized federal certification

FSIS treats the phrase as a voluntary marketing claim and encourages substantiation. It does not supply one federal regenerative protocol with a uniform pass/fail environmental threshold.

The 3.3% figure is a product footprint

The USDA ARS number covers beef cattle production across seven U.S. regions in a 2019 national assessment. It cannot be assigned to an individual steak or label.

One carbon number describes total sustainability

Greenhouse-gas intensity does not reveal every effect on land, water, soil, habitat, or waste. A credible comparison names the impact categories and explains what was counted.

Questions labels alone cannot answer

  • Did pasture management increase or decrease soil carbon over a measured period?
  • How many hectares were required to produce the same amount of edible protein?
  • What were methane and nitrous-oxide emissions under the farm’s actual conditions?
  • How much feed, fuel, fertilizer, and water entered the system?
  • What happened during drought, winter housing, or periods when pasture was unavailable?
  • How much product was lost before purchase or wasted after purchase?

Those answers require farm records, transparent methods, and comparable life-cycle studies. They cannot be reconstructed from a short front-of-pack phrase.

Bottom line for shoppers and readers

Treat “grass-fed” as a defined diet-and-pasture description and “regenerative” as a voluntary claim that needs a specific standard and substantiation. Neither word, standing alone, establishes lower greenhouse-gas emissions or a better overall environmental outcome. The strongest comparison is the one that names the practice, identifies who verified it, reports measured results, and uses the same geography, time period, functional unit, and life-cycle boundary for every product.
