Free-to-air (FTA) TV is broadcast television you can watch without a subscription or a per-viewing charge. It describes what you pay to watch, not one particular technology: a service may reach your home by terrestrial broadcast or satellite. Streaming over the internet is a different delivery method, even when a smart TV puts broadcast and streaming services in the same menu.

What “free-to-air” means

In ordinary consumer use, FTA means a broadcaster makes television available without charging viewers a subscription or fee for each programme. Australia’s communications regulator ACMA uses this definition in its 2025 survey glossary, and Ofcom’s glossary similarly describes free-to-air broadcast content as available without a subscription: ACMA’s 2025 glossary and Ofcom’s glossary.

“Free” refers to the viewer charge for the broadcast service. It does not mean that every household can receive it without equipment, installation, or other costs. You may need an aerial, satellite dish, compatible tuner or receiver, and usable local coverage.

How free-to-air TV reaches a television

The delivery path depends on the service and country. The UK government’s technology explainer gives two broadcast examples:

  • Terrestrial broadcast: land-based transmitters send signals to an aerial. In the UK, Freeview is an example; reception generally requires an aerial and a suitable TV tuner or set-top box.
  • Satellite broadcast: a satellite dish receives the signal, which a compatible television or set-top box converts into picture and sound. Freesat is a UK example.

Freeview and Freesat are UK platform names, not universal names for free-to-air TV. The equipment and services available elsewhere vary. See the UK government’s delivery-method explainer for these examples.

Is free-to-air TV the same as streaming?

No. Broadcast FTA television is transmitted over terrestrial or satellite broadcast networks. Streaming, including internet protocol television (IPTV), sends programmes over an internet connection to a smart TV, streaming device, phone, tablet, or another connected device. Some televisions combine broadcast channels and internet services in one interface, but the shared screen does not make their delivery methods the same.

A free streaming service may not charge for a programme, but it is still internet-delivered rather than broadcast FTA. Internet access, a connected device, or the streaming service itself may involve costs.

Does free-to-air always mean unencrypted?

In everyday use, FTA usually means viewers do not pay a subscription or viewing fee. In technical descriptions, the distinction can be narrower: Ofcom’s technical glossary defines free-to-air signals as unencrypted signals that require no payment at reception. It distinguishes these from “free-to-view” signals, which are encrypted but can be received without payment. That distinction matters when discussing signal encryption and conditional-access equipment; it does not change the ordinary consumer meaning of FTA. See Ofcom’s technical glossary.

What you need to receive it

Start by identifying the local broadcast options, then match your equipment to the delivery path:

  1. Check what is available at your address. Coverage and reception quality vary by location; a general definition or platform description cannot confirm which channels you will receive.
  2. For terrestrial broadcast, use an appropriate aerial and a TV with a compatible tuner, or a suitable set-top box. An aerial’s presence alone does not guarantee reception at a particular address.
  3. For satellite broadcast, check that the service operates in your region and that you have a compatible dish and receiver.
  4. For internet streaming, use an internet-connected device and account or app as required by that service. This is a separate route from broadcast reception.

The UK government notes that universal access involves availability, affordability, and accessibility, rather than a single equipment checklist. In an answer published on 28 April 2026, the Department for Culture, Media and Sport said, “There is no single agreed definition of what it means for audiences to have universal access to free-to-air television.” This concerns universal access, not the everyday definition of FTA.
