Chrome does not put several copied links into one universal “multi-link” file format. A normal copy operation places more than one clipboard representation on the clipboard, chiefly text/plain and text/html. A text-only program reads the plain-text version, while a rich-text editor can read the HTML version and keep the links clickable. On Windows, Chromium also registers URL-specific clipboard formats, but those are interoperability options rather than a guaranteed container for every group of web links.
What Chrome actually places on the clipboard
A clipboard copy is best understood as a bundle of flavors, sometimes called formats or MIME types. The application receiving the paste chooses the flavor it understands. Chrome can therefore provide several representations of the same selected content instead of choosing one format for all destinations.

ChromeOS documentation lists the five plain-text and HTML variants above for clipboard items copied via Chrome or dragged from Chrome. Chromium’s Windows implementation registers URL, Mozilla URL, plain-text and HTML formats as separate options. The receiving program is free to select whichever representation it supports.

Why the same links look different after pasting
The destination application, not Chrome alone, determines the visible result. A basic text editor normally asks for text/plain. A word processor, email composer or other rich editor may request text/html. Two applications can make different choices even when the clipboard contents are identical.

There is no promise that every target will use the same line breaks, labels, escaping, order or URL visibility. Those details are influenced by the selected DOM content and by the receiving application’s paste rules. The documented clipboard formats establish what Chrome can offer, not one fixed serialization for every possible selection.
Does Chrome copy a list of URLs?
Not as a universal default for ordinary web-link selections. The frequently mentioned text/uri-list flavor is documented in ChromeOS material for files, where it is described as a CRLF-separated list of file: URLs. That description should not be generalized to mean that a group of HTTP or HTTPS links selected on a web page is automatically written as one text/uri-list value.
If you select several anchors in page content and press Ctrl+C on Windows or Linux, or Command+C on macOS, Chrome supplies text and HTML representations of the selection. A receiving program can turn the plain text into lines, or use the HTML anchors, but Chrome does not document one mandatory “URL list” layout for that operation.
Selection source matters
Copying visible page content is different from copying the contents of the browser’s address field. Selecting several links in a page gives the clipboard the selected DOM content. Copying an address-field value normally gives a single URL as text. An extension or web application can also generate its own list and write a custom payload; that behavior belongs to the extension or application, not to Chrome’s built-in page-copy representation.

What the Windows URL formats mean
Chromium’s Windows clipboard code registers a URL flavor and the Mozilla URL flavor in addition to plain text and HTML. The source comment for text/x-moz-url describes its value as URLnTitle for a URL entry. A compatible Windows application can therefore obtain both a destination and a title without parsing HTML.
That detail is useful for interoperability, but it is easy to overread. The documented comment describes one URL entry, and the presence of a URL flavor does not establish a universal multi-link container. Chromium also checks plain text and HTML independently, so programs that do not understand the URL-specific flavor can still paste one of the standard representations.
How to inspect what was copied
You can compare the representations without assuming that one application is the definitive answer.

- Paste into a plain-text editor. Record whether the result contains link labels, visible URLs, line breaks or surrounding page text.
- Paste the same clipboard contents into a rich-text editor. Check whether the labels are clickable; that indicates the editor consumed HTML or another rich representation.
- On Windows, test a program known to support URL clipboard formats if you need to see whether it requests a URL-specific flavor.
- Compare the results without expecting identical ordering or spacing. The selected content and each target’s paste policy can change the presentation.
A clipboard viewer can expose registered formats, but its display is also dependent on the operating system and viewer. Seeing several entries is normal: the entries are alternative representations offered for negotiation, not several separate copies of the selection.

How to produce a dependable URL list
If your goal is one URL per line, do not rely on a rich paste target to invent that layout. Use a process that explicitly extracts the links.
Manual extraction
- Copy the selected links from Chrome.
- Paste into a text editor that does not apply rich formatting.
- Remove labels or surrounding text if the plain-text paste includes them.
- Check each line for a complete
http://orhttps://address before importing the list elsewhere.
This approach is portable, but it may require cleanup when the selection contains headings, nested elements or link labels without visible URLs.
Use a page script or extension
A site or extension can deliberately gather anchor destinations and write a known representation. The standard Clipboard API can write plain text and HTML, for example:

]);This example is application code, not Chrome’s hidden default format. It requires a secure context and whatever user permission or gesture the page’s clipboard operation demands. A cooperating destination can then choose the plain URL list or the HTML links. Code that writes JSON, Markdown or another private MIME type is likewise defining an application-specific format.

Custom clipboard formats in Chromium
The Async Clipboard API historically supported text/plain, text/html and image/png. Custom web formats became available in Chromium 104 on desktop and mobile. A web app or extension can use that capability to add a structured payload such as JSON while still supplying a normal text fallback.
Custom formats improve cooperation between software that was designed to understand them, but they reduce portability. A destination that does not recognize the custom type will ignore it and use a standard flavor, if one exists. Therefore, a custom JSON or Markdown payload should never be described as the format Chrome uses for every ordinary copy operation.

“My text editor pasted labels, so Chrome did not copy the URLs.”
A text editor generally requests plain text. If the selected page showed linked words rather than printed addresses, the plain-text flavor may contain those words. The HTML flavor can still contain the destination URLs in anchor attributes. Paste into a rich editor or extract the href values with a script when you need addresses rather than labels.

Clickable links normally indicate that the destination consumed HTML. HTML is a clipboard flavor, not a standalone file saved by Chrome. The document may preserve anchors while a text editor receives only their text.

“I expected one CRLF-separated web URL list.”
The documented text/uri-list behavior concerns file URLs. It is not evidence that ordinary web selections are serialized that way. Generate a line-separated list explicitly if an importer requires one.
“A Windows program shows URL and title, but another program does not.”
Clipboard negotiation is application-specific. The first program understands Chromium’s registered URL flavor; the second may request only plain text or HTML. Both results are consistent with the same copy operation.

Bottom line
For normal multi-link copying, Chrome’s portable baseline is a set of plain-text and HTML clipboard flavors. Rich editors can preserve clickable anchors; text-only programs read text; Windows applications may additionally negotiate URL-specific formats. Chrome does not document one universal file or MIME serialization for a group of web links, and text/uri-list should not be assumed to be the default for them. When a specific URL-list layout matters, create that layout deliberately with manual extraction, a script or an extension.
