Florida’s proposed Starship operations could bring frequent rocket launches, landings, sonic booms, temporary beach and wildlife-refuge closures, and airspace restrictions to the Space Coast. The Federal Aviation Administration’s figures are modeled outcomes for proposed operations, not a record of Starship flights from Florida. Two projects must be kept separate: the Kennedy Space Center Launch Complex 39A (LC-39A) plan and a different proposal at Space Launch Complex 37 (SLC-37) at Cape Canaveral Space Force Station.

There are two Florida Starship proposals, not one

The LC-39A and SLC-37 projects involve the same vehicle family but different sites, federal actions, annual scenarios, and approval stages. Combining their numbers would overstate or misstate what either project proposes.

Project Location Annual scenario analyzed Current review status Authorization still needed
LC-39A Kennedy Space Center Up to 44 launches, 44 Super Heavy landings, and 44 Starship landings FAA Record of Decision signed January 29, 2026 A vehicle operator license meeting safety, risk, and financial-responsibility requirements
SLC-37 Cape Canaveral Space Force Station Up to 76 launches and 152 landings in the separate Department of the Air Force analysis FAA supplemental environmental review and license-modification process underway; the announced scoping comment period closes October 14, 2026 FAA license modification and additional airspace analysis

What the LC-39A plan covers

The FAA’s LC-39A environmental impact statement (EIS) evaluates infrastructure, Starship-Super Heavy launches, stage landings, associated prelaunch operations, and temporary airspace closures. In the modeled maximum year, up to 44 launches could occur, with up to 44 Super Heavy landings and up to 44 Starship landings. Depending on the mission, a stage could land at LC-39A, on an ocean droneship, or in a designated ocean area.

Why the SLC-37 numbers cannot be added to LC-39A

SLC-37 is a separate action at Cape Canaveral Space Force Station. The Department of the Air Force’s 2025 EIS analyzed up to 76 launches and 152 landings annually for that site. Its Record of Decision authorized specified construction and operations subject to further FAA work, while the FAA is conducting a supplemental review for the required license modification. Those figures are not an expansion of the LC-39A scenario.

What the LC-39A environmental decision does—and does not—authorize

The FAA selected its preferred LC-39A alternative in a Record of Decision dated January 29, 2026. That completes the environmental decision for the federal action; it does not itself authorize a Starship launch.

The FAA says a vehicle operator license remains subject to separate safety, risk, and financial-responsibility requirements. The operator must satisfy those requirements before licensed operations can proceed. Consequently, the EIS numbers describe the scale of activity analyzed, not a guaranteed launch calendar or a promise that every analyzed event will occur.

“Assuring reliable and affordable access to space through U.S. space transportation capabilities is a fundamental goal of the U.S. space program.”

The FAA EIS attributes that statement to the 1994 National Space Transportation Policy. It explains the policy context for the review, not an assurance about launch frequency at either Florida site.

What nearby residents could experience

Rocket noise would be the most direct effect

The FAA identifies significant noise effects under its criteria. At representative locations outside Kennedy Space Center and Cape Canaveral Space Force Station, modeled outdoor maximum levels exceed 97 A-weighted decibels. This is a peak estimate at selected receptor locations, not a claim that every neighborhood would receive the same level.

For late-night operations, the EIS models an indoor-awakening likelihood as high as 82 percent for exposed people. It models late-night events as roughly half of annual events at sensitive locations outside the installations. These are statistical model outputs for the proposed operating scenario, not measurements of completed Florida Starship flights.

The same analysis says day-night average propulsion-noise levels remain below 65 dB DNL outside the installation boundaries. That average metric does not cancel the short, high-level launch event or the modeled nighttime awakening risk; it measures a different aspect of exposure.

Sonic booms could affect a broad off-installation area

For sonic-boom noise, the EIS projects levels above the 60 dB C-weighted DNL compatibility threshold over 28,595 acres (11,572 hectares) of off-installation land. The area figure describes modeled compatibility contours. It does not mean every acre would experience an identical boom or that damage to buildings is expected.

Public beaches and wildlife areas could close temporarily

Temporary safety restrictions could affect the southern portion of Merritt Island National Wildlife Refuge and Canaveral National Seashore, including Playalinda Beach. For the LC-39A scenario, the FAA estimates:

  • 33 to 44 full-day closures each year.
  • Up to 33 additional half-day closures.
  • Up to 60.5 full-day equivalents annually when the half-days are combined with full days.

The restricted-access interval is not necessarily the time a visitor loses. Staff may need to clear the area before a launch or landing window, and they must confirm that it is safe before reopening. Scrubbed attempts, weather, and changing mission conditions can therefore make an individual closure shorter or longer. The FAA says the extent of those practical effects cannot be quantified in advance.

Air-quality modeling flags an issue without proving a violation

The EIS estimates annual nitrogen-oxide emissions of 385.66 tons for the LC-39A proposal. That is about 54 percent above the report’s 250-ton-per-year insignificance indicator threshold. The FAA characterizes the effect as potentially significant unless localized dispersion modeling demonstrates that the emissions would not cause or substantially contribute to an ambient air-quality violation.

Crossing an indicator threshold is not the same as documenting a local regulatory violation. The report also says ground-level effects from launch-vehicle emissions released above the atmospheric mixing layer would be negligible. The final significance determination depends on the required localized analysis.

No large community-wide socioeconomic shift is anticipated in the EIS

The FAA does not anticipate significant socioeconomic effects from the LC-39A proposal because it does not expect a large personnel change that would produce substantial economic growth or disrupt the physical arrangement of communities. That conclusion concerns population, employment, and community structure; it does not remove the separately identified noise, air-quality, or public-access effects.

What airline passengers could experience

Launch hazard areas can reach far into the Atlantic

For launches and Super Heavy reentries, the FAA models hazard areas extending eastward over Atlantic routes by about 1,600 nautical miles (approximately 3,000 kilometers). Depending on the mission, dozens of coastal and deep-water oceanic airways could be closed temporarily, forcing aircraft to reroute.

Reentry hazard areas can also extend west of Florida over the Pacific, Central America, the Gulf of Mexico, the Caribbean, Florida, and the Atlantic. The EIS says those areas could require departure stops at multiple airports while controllers coordinate a safe route.

Modeled delays are averages, not an itinerary forecast

Operation FAA modeled average expected delay Modeled upper duration Possible controls
Launch About 40 minutes Up to two hours Ground stops, miles-in-trail spacing, rerouting, and airspace closures
Super Heavy or Starship reentry About 40 minutes Up to one hour Ground stops, rerouting, departure holds, and route closures

A flight will not automatically receive the maximum delay whenever a Florida launch occurs. Restrictions vary with the mission profile, hazard area, weather, traffic volume, and the reliability of previous operations. A flight far from Florida may be unaffected, while a route crossing a specific hazard area could face a hold or reroute.

How airlines receive advance notice

The FAA models coordination through Notices to Air Missions (NOTAMs), ground stops, miles-in-trail controls, and rerouting. It says NOTAMs are issued at least 48 hours before launch or reentry activity expected to affect airspace. That notice supports planning, but a NOTAM does not guarantee that the final closure shape or timing will remain unchanged; operational conditions can require adjustments.

In a September 2025 update, SpaceX argued that many critical routes would remain open and that localized closures could be released shortly after liftoff. That is the company’s position. It does not replace the FAA’s modeled range of potential restrictions and delays.

Practical planning for residents and visitors

If you live near the Space Coast

  • Treat late-night launch windows as potentially disruptive even when a daily-average noise metric appears moderate.
  • Follow county, refuge, seashore, and installation notices for evacuation or access instructions rather than relying on a launch date alone.
  • Expect schedules to move because of weather, technical issues, range safety, or a scrubbed attempt.
  • Keep the LC-39A and SLC-37 calendars separate; an announcement for one site does not establish activity at the other.

If you plan to visit Playalinda Beach or nearby public lands

  1. Check the managing agency’s access notice before traveling, not just the advertised launch time.
  2. Allow for visitor-clearing time before the formal restricted interval and reopening checks afterward.
  3. Have an alternative destination in case a full-day or half-day closure is extended.
  4. Recheck conditions after a scrub because the next attempt may use a different window or closure duration.

If you are flying through Florida

  1. Check your airline’s operational updates and the FAA’s published notices during the 48 hours before a planned activity.
  2. Build connecting-time margin rather than assuming the EIS average of about 40 minutes applies to your itinerary.
  3. Ask the airline about rerouting or rebooking policies if a ground stop or departure hold develops.

What remains undecided

LC-39A licensing and operating details

The environmental review is complete, but the FAA has not said that completion guarantees a license. Safety analysis, public-risk limits, and financial responsibility remain licensing conditions. The final launch cadence, exact flight paths, landing locations, operating hours, and closure schedules therefore remain dependent on later approvals and mission-specific planning.

Localized air-quality findings

The 385.66-ton nitrogen-oxide estimate triggers further scrutiny under the EIS framework. A localized dispersion analysis must determine whether the proposed emissions could cause or substantially contribute to an ambient standard violation. Until that work resolves the issue, the threshold exceedance should be read as a modeled concern, not a measured breach.

SLC-37’s supplemental review

The FAA’s SLC-37 supplemental environmental review is a separate process from the LC-39A Record of Decision. As of the FAA page updated October 5, 2026, its announced scoping period for the license modification remains underway, with public comments due October 14, 2026. The SLC-37 proposal’s 76-launch and 152-landing scenario should not be treated as approved activity or combined with LC-39A’s 44-launch scenario.

The bottom line for the Space Coast and travelers

For nearby residents, the clearest modeled consequences are intense launch noise, possible nighttime awakenings, sonic-boom exposure over a large off-installation area, and recurring temporary closures of beaches and wildlife lands. For airline passengers, the main consequence is mission-dependent rerouting or delay, with FAA estimates averaging about 40 minutes but reaching two hours for some launch-related situations. The LC-39A environmental decision is complete, yet licensing and detailed operating conditions remain; SLC-37 is a separate proposal still moving through supplemental review.
