An M&E (mechanical and electrical) contractor should review cash and forecast accuracy, liquidity, receivables and payables, revenue and gross margin, overhead, net result, work in progress (WIP), billing and collection status, estimated cost to complete, expected final job profit, and backlog every month. Company totals alone are not enough: each material project needs its own cost, margin, WIP and cash-timing review.
The purpose is to connect accounting results with the timing and risk of construction work. A profitable job can still consume cash when wages, suppliers and subcontractors are paid before the customer pays. Use consistent definitions, compare actual results with the previous forecast and earlier periods, explain material variances, and assign an owner and due date for each corrective action.
The monthly metrics that matter most
A useful monthly pack answers four questions: Can the business meet its obligations? Are jobs earning the margin expected? Is reported revenue supported by work performed and collectible billing? What will the current workload do to future cash, capacity and profit?

| Review area | Core measures | Decision it supports |
|---|---|---|
| Cash and liquidity | Available cash, rolling cash forecast, working capital, current or liquid-asset ratios, receipts and payments due | Whether payroll, suppliers, tax, debt and project commitments can be funded |
| Receivables and payables | Receivables aging, disputed amounts, expected collection dates, payables aging and near-term due dates | Which collections or supplier discussions need action now |
| Revenue and job performance | Recognized revenue, direct labor, materials, subcontractors, gross profit, gross margin and estimate-to-complete | Whether each job and the company are on track for the expected final result |
| WIP and billing | Work performed, earned revenue, costs incurred, applications or invoices, billings, cash collected, retainage and under/overbilling | Whether reported progress is being converted into billings and cash |
| Overhead and net result | Indirect labor, office costs, vehicles, insurance, finance costs, operating profit and net result | Whether gross profit covers the operating structure |
| Backlog and capacity | Contracted backlog, near-term expected work, forecast margin, mobilization cash and labor capacity | How future work affects revenue, staffing and liquidity |
These are management measures, not a universal accounting policy. Contract wording, jurisdiction, accounting basis and the mix of service work versus fixed-price projects affect revenue recognition, WIP, retainage and ratio calculations. Keep the same definitions each month and have a construction accountant resolve treatment questions.

Cash, liquidity and forecast accuracy
Start with the cash position
Show opening cash, receipts during the month, payments during the month and closing cash, separated by operating, investing and financing activity where useful. Identify restricted cash or funds that cannot be used for ordinary obligations. List payroll, tax, debt, supplier, subcontractor and overhead payments due before the next expected customer receipts.
Cash is a timing measure. It does not replace the income statement: revenue can be recognized before collection, and a deposit or loan can increase cash without creating operating profit.
Maintain a rolling cash forecast
A practical forecast uses weekly detail for the near term and a longer monthly horizon for project commitments. Include expected customer receipts by project, applications for payment, retention or retainage release, supplier and subcontractor payments, payroll, taxes, equipment, debt service and overhead. Record the assumption behind every material receipt or payment: invoice date, approval status, contractual due date, expected customer behavior or procurement schedule.

At each review, compare the prior forecast with what actually happened. DFARS contractor cash-flow guidance emphasizes testing forecast assumptions against actual cash flows. RICS construction cash-flow practice information likewise addresses preparing forecasts and comparing actual expenditure with forecast expenditure. MCAA guidance specifically discusses preparing forecasts at both project and company level for mechanical contractors. These principles are useful beyond federal contracting, but DFARS requirements do not automatically govern a private M&E business.
Measure forecast variance
For each major category, show forecast, actual and variance. A simple percentage is (actual − forecast) ÷ forecast × 100; where the forecast is zero or very small, use the absolute variance and explain it instead of presenting a misleading percentage.
- Receipt variance: a customer paid later, paid less, or did not approve a billing as expected.
- Labor variance: hours, overtime, wage rates or staffing differed from the plan.
- Materials variance: price, quantity, delivery timing or procurement terms changed.
- Subcontractor variance: certification, progress or payment timing moved.
- Overhead variance: a recurring cost was omitted, duplicated or incurred earlier than planned.
Do not merely label a variance “timing.” State what moved, why, whether it is one-off or recurring, and how the next forecast changes.

Use liquidity ratios carefully
Common measures include working capital (current assets minus current liabilities), the current ratio (current assets divided by current liabilities) and a liquid-asset or quick ratio (liquid assets divided by current liabilities). Define which balances are included, especially contract assets, WIP, inventory, restricted cash and disputed receivables. A ratio can look strong while cash is tied up in unbilled work or slow-paying customers.

Compare the measure with the company’s own history, contract cycle, borrowing terms and upcoming commitments rather than applying a generic threshold.
Receivables and payables: convert accounting balances into actions
Receivables review
Reconcile the receivables ledger to the general ledger, then age balances by customer and project. Separate approved, submitted, not-yet-submitted, disputed and retained amounts. For each material overdue item, record the invoice or application date, contractual payment date, dispute reason, responsible contact and next action.
- Verify that the work was certified or accepted under the contract.
- Check that change orders, variation approvals and supporting documents are complete.
- Distinguish a customer’s normal approval cycle from a genuine credit problem.
- Update the cash forecast when an expected receipt slips.
Payables review
Age supplier and subcontractor balances and list amounts falling due before the next forecast receipts. Check unrecorded invoices, retention owed, disputed amounts and payment terms. A short-term decision to delay a payment may protect cash but can affect supply continuity, subcontractor relationships, credit terms or project progress; document the trade-off.
Read both ledgers together
Receivables and payables should be viewed by project as well as in total. A job may show positive gross profit while its cash conversion is negative because labor and materials are paid weeks before the customer pays. Escalate a project whose collection timing no longer matches its cost curve, even if its accounting margin has not changed.
Revenue, direct cost and gross margin by job
Use a consistent job-cost structure
For each material project, report recognized revenue and direct costs under stable categories such as labor, materials, subcontractors, plant or equipment used on the job, and other directly attributable costs. Show budget or original estimate, current forecast, month actual, cumulative actual and estimate to complete.

Reforecast the final job result
Expected final cost equals cumulative cost incurred plus the current estimate to complete. Expected final profit equals the current revenue forecast minus expected final cost; expected final margin is expected final profit divided by expected final revenue. If the contract value or scope changes, show the approved change separately from an internal estimate change.
Update the estimate when productivity, design information, procurement, access, sequencing, schedule, labor availability or subcontractor pricing changes. Do not wait for the cost to appear in the ledger if the project team already has credible evidence of a future overrun.
Interpret gross margin in context
Gross profit must be sufficient to fund overhead and produce an acceptable operating result. Review the trend across several months and compare each job with its own current estimate and prior forecast. One month can be distorted by a large billing, material delivery, holiday period or cost accrual.
Moss Adams’ 2024 mechanical-contractor financial-statement table displays gross-profit percentages of 15.40%, 17.12%, 15.37% and 17.50% for successive reported periods. Those figures describe a historical cohort in that report; they are not recommended margins or a promise of what any individual contractor should earn. Do not apply a general-contractor benchmark to an M&E subcontractor without checking the trade cohort, period and accounting definitions.
WIP, billing position and retainage
Reconcile progress to the ledger
For every material job, bring together the contract value and approved changes, work performed or earned revenue, costs incurred, billings submitted, cash collected, retainage or amounts held back, and the latest estimate of final cost and profit. The report should make it possible to explain why earned revenue, billing and cash do not match.
Identify underbilling and overbilling
Underbilling generally means the value of work performed exceeds amounts billed; overbilling means billings exceed the value of work performed under the chosen accounting method. Neither label is automatically good or bad. Underbilling can consume cash and indicate delayed applications, while overbilling can provide cash ahead of cost but may create future delivery obligations. Contract terms and the applicable accounting framework determine the proper calculation.

Investigate common WIP warning signs
- Costs incurred rise faster than earned revenue without an approved scope or schedule explanation.
- Applications for payment are delayed because daily records, sign-offs or change documentation are incomplete.
- A disputed invoice is included in the cash forecast as though collection were certain.
- Retainage is treated as immediately collectible despite a contractual release condition.
- The expected final margin falls, but the WIP schedule still uses the old estimate.
- Job costs are posted to the wrong project or period, making both WIP and margin unreliable.
Construction cash-flow guidance supports aligning forecasts with project progress and actual expenditure. Read WIP with collection timing: a profitable job can still create a cash squeeze when the contractor funds payroll and suppliers first.

After reviewing gross profit, analyze the costs that support the whole business rather than one job. Typical categories include estimating and project-management salaries not charged directly to jobs, office rent, software, vehicles, insurance, professional fees, training, depreciation, interest and other financing costs.
Compare actual overhead with budget and prior months, separating recurring run-rate costs from one-time items. Then assess operating profit and net result. If gross margin is stable but net result is deteriorating, overhead, financing or exceptional costs may be the cause. If overhead is controlled but net result remains weak, investigate underpriced work, productivity, write-offs, unallocated labor or incomplete cost capture.
Allocate shared costs consistently when using departmental or project profitability reports. Changing the allocation method from month to month can create a false trend even when the company’s total result is unchanged.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Backlog, workload and future cash needs
Backlog is the contracted work remaining to be performed, supplemented where useful by near-term expected work that is not yet contracted. Report the source and status of each amount: signed contract, approved variation, probable award or early-stage opportunity. Show expected revenue timing, forecast margin, mobilization cost and labor or subcontractor capacity.
A large backlog does not demonstrate healthy cash or profitable work. A project may require substantial procurement or mobilization before the first bill, compete for scarce electricians or engineers, or carry a margin below the company’s current run rate. Review backlog beside the cash forecast and expected final margins, not as a standalone success metric. No single backlog threshold applies to every M&E contractor.

A repeatable monthly review process
- Close the books. Reconcile bank accounts and control accounts, confirm job coding, accrue known labor and supplier costs, and ensure material costs and billings are recorded in the correct period.
- Assemble the pack. Produce the income statement, balance sheet, cash report, rolling cash forecast, receivables and payables aging, job-level WIP, cost-to-complete schedules and backlog report.
- Check data quality. Tie subledgers to the general ledger, investigate unusual journals, and confirm that project managers have supplied current progress, hours, procurement and change-order information.
- Compare performance. Show actual against the prior forecast, budget, prior month and a useful trailing trend. Explain the largest revenue, cost, margin, cash and WIP variances.
- Reforecast jobs. Update expected final cost, revenue, profit and margin for every material project, documenting the reason for each change.
- Resolve cash actions. Re-time receipts and payments using realistic approval and collection dates; identify funding or procurement decisions before they become emergencies.
- Assign accountability. Record one owner, one due date and a measurable next step for every material action, then review completion at the next meeting.
This cadence is a practical management routine synthesized from construction cash-flow and project-financial guidance, not a universal regulatory timetable.
How to make comparisons fair
Use the same revenue, cost, WIP, retainage and ratio definitions every month. If a definition changes, restate the prior period where feasible and label the break in the series. Compare a project with its current estimate and previous forecast before comparing it with an external statistic.
When presenting industry data, identify the publisher, report year, trade cohort and statistic type. The Moss Adams 2024 figures above are historical mechanical-contractor context, not a target. The evidence does not support a universal good margin, accounts-receivable-days figure, current ratio or backlog target for all M&E contractors.

Practical dashboard and action log
A concise front page can show closing cash, next-payroll and next-tax coverage, forecast-versus-actual cash variance, overdue receivables, near-term payables, revenue, gross margin, operating result, under/overbilling, number of jobs with a margin reduction, and contracted backlog. Put the detailed schedules behind it so a manager can trace every headline number to a project or ledger balance.
Use an action log with these fields:
- Issue and affected project or account
- Financial effect and whether it affects cash, profit, compliance or delivery
- Root cause and supporting evidence
- Action required
- Named owner
- Due date
- Expected result or revised forecast assumption
- Status at the next monthly review
The log turns a reporting meeting into a control loop: detect, explain, decide, assign and verify.
Frequently Asked Questions
Why can an M&E contractor be profitable but short of cash?
Profit is recorded when revenue and costs are recognized, while cash depends on when customers pay and when wages, suppliers, subcontractors, tax and debt are paid. Underbilling, retainage, disputed invoices or delayed applications can leave cash negative on a job that still has a positive forecast margin.
Is there a standard gross-margin target for M&E contractors?
No universal target is established for all M&E contractors. Trade mix, contract risk, geography, accounting definitions and overhead differ. Compare each job with its current estimate and prior forecast, and treat external figures as clearly labeled historical context.
What should a WIP report contain?
For each material project, include contract value and approved changes, work performed or earned revenue, costs incurred, billings submitted, cash collected, retainage or amounts held back, estimated cost to complete, expected final cost, and expected final profit or margin.
