In South Korea, exchange registration is part of a regulatory reporting and anti-money-laundering regime for covered virtual-asset service providers (VASPs). It can affect whether a provider may handle won-linked transactions and what identity or transfer information it requests. It does not mean the government guarantees the exchange, approves every product, or promises users will recover assets if something goes wrong. This explainer reflects rules and announcements current as of 13 October 2026.
What “registration” means in South Korea
South Korea’s system is a reporting-and-acceptance regime under the Act on Reporting and Using Specified Financial Transaction Information. Covered VASPs submit reports to the Korea Financial Intelligence Unit (KoFIU), which operates under the Financial Services Commission (FSC). The framework combines reporting with anti-money-laundering duties and information-security requirements.
The word “registration” is useful shorthand, but it should not be read as a government endorsement of a business or a guarantee that its services are safe. It describes a regulatory status within this reporting framework. The regime is about whether a provider is subject to the relevant obligations and has met conditions for its report to be accepted—not whether a particular coin is a sound investment, a platform will remain solvent, or a customer will be made whole after a loss.
Which services may be covered
The law and FSC guidance concern activities that include buying, selling, exchanging, transferring, brokering, custody and management of virtual assets. Exchanges and custodians are examples; some wallet services may also be covered. The business model and activities matter, so a crypto-related website, peer-to-peer service or wallet should not automatically be assumed to be a registered VASP—or to require the same treatment as an exchange.

For users, this distinction matters because familiar labels are not enough to establish a provider’s legal status. An app can make it easy to trade or move tokens while its actual role in the transaction determines which regulatory requirements apply. The FSC’s examples are guidance, not a rule that every service using the word “wallet” or “exchange” has identical obligations.
What registration can mean for using an exchange
Won deposits and withdrawals depend on more than registration
For VASPs handling fiat-linked activity, qualifying real-name verified deposit-and-withdrawal bank accounts are among the conditions relevant to an accepted report, alongside information-security requirements such as ISMS certification. In practical terms, an exchange’s ability to accept won deposits or pay out won can depend on its qualifying bank relationship and the bank’s and provider’s onboarding rules.
That does not mean every registered VASP offers a won market, or that every person can open or use a linked account. A person’s eligibility and access may depend on the provider’s procedures and account requirements. Registration alone therefore cannot answer whether you can fund a particular service in won: confirm that the exchange supports won transactions and check its current bank-linking and onboarding conditions.

Expect identity and anti-money-laundering checks
Providers have AML-related customer-checking duties, so users may be asked for identity and transaction information. A public blockchain may display transfers without a conventional bank, but that does not make a customer anonymous to the VASP handling the transaction. Do not treat registration as a privacy promise; it is part of a regime that includes financial-crime controls.
These duties can also affect how a provider handles a transaction that appears to need additional review. The rules described here establish provider obligations; they do not guarantee a particular verification method, response time or outcome for a user. Check the exchange’s own current instructions rather than assuming that another platform’s identity process applies.
Asset transfers can trigger information requirements
The travel rule requires information to accompany specified virtual-asset transfers handled through VASPs. It is a provider-side compliance obligation, but users may experience it as requests for sender or recipient details, extra checks, or limits on which transfers the provider will process. Registration does not mean every withdrawal to every destination will be accepted.

South Korea’s current rules distinguish domestic transfers between registered VASPs from certain overseas transfers. Those categories have different requirements, so a transfer between two domestic registered providers should not be assumed to follow the same process as a withdrawal to an overseas provider or a wallet service.
What changed in 2026
On 11 August 2026, the FSC announced that the government had approved changes to VASP registration and AML rules. The registration provisions and provisions on notification of sanctions to retired employees took effect on 20 August 2026. The announcement describes expanded scrutiny of major shareholders and qualifying standards concerning ownership, financial soundness, expertise, systems, cybersecurity, internal controls and relevant past penalties.
The same announcement says some other changes, including certain AML provisions, take effect six months after promulgation. The announcement’s date is not itself the date of promulgation, and the available information here does not establish that those later provisions are already operative as of 13 October 2026. Do not apply the future-effective provisions as if they were already in force; their operative date depends on promulgation and implementation.

Domestic VASP-to-VASP transfers: all amounts
From 20 August 2026, the domestic travel rule applies to transfers between registered VASPs regardless of amount. The receiving provider must also secure the information supplied by the sender. This is a change from a threshold-based approach: the new domestic rule is not limited to transfers of KRW 1 million or more.
The FSC’s proposal published on 30 March 2026 cited its finding that about 60 percent of domestic VASP-to-VASP virtual-asset transfers in the second half of 2025 were below KRW 1 million. The FSC connected the expansion to closing a perceived gap, and its August approval extended the rule to all amounts. The figure describes those transfers in that period; it is not a measure of all crypto transfers, current transaction volumes, or the share of transfers that are suspicious.

Overseas transfers: conditional rules and reporting
Overseas transfers remain conditional under the framework described in the FSC’s 11 August 2026 announcement. The same announcement says transfers of KRW 10 million or more to overseas VASPs or digital-wallet service providers are to be reported to KoFIU irrespective of risk level. These are obligations assigned to providers. They do not promise that an individual transfer will be accepted, nor should the domestic all-amount rule be treated as a complete description of overseas transfer requirements.

Before sending assets abroad, check the sending provider’s current destination, identity-information and withdrawal requirements. A transaction may be subject to provider checks even when the user knows the destination address. The applicable process can depend on whether the recipient is an overseas VASP or wallet service provider and on the rules governing that route.

The Virtual Asset User Protection Act took effect on 19 July 2024. It adds safeguards focused on how VASPs handle customer assets and market conduct; it sits alongside the AML reporting regime rather than replacing it.
- Customer deposits must be safely kept at banks.
- VASPs must separate users’ virtual assets from their own and hold the types and amounts owed to customers.
- VASPs must maintain insurance or a reserve fund for liabilities arising from hacking or certain network incidents.
- VASPs must continuously monitor suspicious transactions and report them.
- The FSC has supervision, inspection and sanctioning powers under the framework.
These duties can reduce some risks and create obligations around customer assets and incident response, but they are not a guarantee that assets cannot be lost or that every loss will be reimbursed. The FSC stated on 17 July 2024: “Virtual asset users should be aware that the Virtual Asset User Protection Act does not guarantee the safety of their virtual assets.” That caution is central to interpreting both the protection law and an exchange’s registration status.
How to assess an exchange before using it
Registration is one useful regulatory check, not a complete due-diligence process. For a specific service, verify its current status through current official information and then examine the features that affect your intended use. Registration status, banking access and transfer support can change, so a past statement or an exchange’s general claim may not settle the current position.
- Confirm the provider and its current reporting status. Make sure you have identified the legal provider you intend to use, not only an app, brand or third-party interface. Check current official status rather than relying on an old article or an assumption based on the service’s name.
- Check whether you can use won. If you need won deposits or withdrawals, confirm that the service supports them, what qualifying bank arrangement applies, and what user onboarding conditions the bank and provider impose.
- Review identity requirements and eligibility. Find out what customer and transaction information is required for account opening and the activities you plan to perform. Do not assume that a blockchain transfer can be made anonymously through a regulated provider.
- Check the specific market and asset. Registration does not establish which tokens, trading pairs or services an exchange supports. Confirm that the asset and transaction type you need are available under the provider’s current rules.
- Check transfer destinations and conditions. Determine whether the intended recipient is another domestic registered VASP, an overseas provider, or a wallet service provider. Ask what sender or recipient information and other checks apply to that route.
- Understand custody and incident protections. Review how the service holds customer assets and what procedures apply to an outage, hack or other incident. Statutory duties do not remove the need to understand the exchange’s custody arrangements or the limits of recovery protections.
What registration does—and does not—tell you
| Question | What registration or the related rules can tell you | What it does not establish by itself |
|---|---|---|
| Is the provider within a regulatory reporting framework? | Covered VASPs report to KoFIU under the specified-financial-transactions law and face AML and information-security requirements. | That the provider is risk-free, government-endorsed, or certain to remain available. |
| Can I deposit or withdraw won? | Qualifying real-name verified bank accounts are relevant to VASPs conducting fiat-linked transactions. | That every registered VASP offers won service or that every customer qualifies for a linked account. |
| Can I transfer crypto freely? | Travel-rule information duties apply to specified transfers handled by VASPs; domestic transfers between registered VASPs are covered for all amounts from 20 August 2026. | That every transfer, destination or withdrawal will be accepted, or that overseas transfers follow the domestic rule. |
| Are my assets guaranteed safe? | The 2024 user-protection law sets asset-separation, customer-deposit and certain incident-liability safeguards. | That losses are impossible or every customer will recover every asset. The FSC expressly cautions that the Act does not guarantee asset safety. |
How to interpret the status without overreading it
A useful way to read registration is as evidence of entry into a particular compliance framework, not a prediction about investment performance or a promise of uninterrupted access. The 2026 changes add more explicit scrutiny of owners and organizational qualifications, while the travel-rule expansion changes the information duties associated with domestic transfers. Neither development converts a report status into a safety rating.
For an individual decision, separate three questions: whether the provider is currently within the applicable reporting regime, whether it supports the service and account route you need, and what protections and limitations apply if assets are held or moved through it. A “yes” to the first question cannot answer the other two. The rules described here are general information as of 13 October 2026, not a determination that any named exchange is registered or available to a particular user.
