Before lowering a cloud security finding’s severity, preserve the original record and collect current, resource-specific evidence. Verify what the detector actually claimed, then assess exploitability and business impact separately. Your decision record should identify whether the finding is a false positive, a remediated issue, or a real residual risk accepted with compensating controls.

A lower severity is a risk decision—not proof that the weakness disappeared. Record the evidence date, reviewer, owner, approver, rationale, links or snapshots, and the event that will trigger the next review.

Why a severity downgrade needs evidence

Cloud security tools identify conditions that may increase risk; they do not make the final risk decision for your organization. A severity value expresses a judgment about likelihood and impact in a particular context. AWS Security Hub, for example, models likelihood using factors such as public or automated exploit awareness, ease of discovery, and ease of exploitation. Impact represents the harm if exploitation succeeds.

Microsoft Defender for Cloud adds context such as the resource’s configuration, network connections, internet exposure, data sensitivity, lateral-movement possibilities, and attack paths when prioritizing recommendations. The same technical condition can therefore deserve different treatment on two resources.

Do not use a workload deadline, an old scan result, or an unexplained console edit as evidence. A defensible downgrade shows what was observed, when it was observed, how it changed the risk assessment, and who accepted the decision.

First preserve the finding and its history

Capture the original state before changing severity, status, suppression, or ownership. Export the provider record or take an immutable snapshot if your platform supports it. Keep the original description and detector output alongside your review notes.

Minimum identity fields

  • Cloud provider and service (for example, Security Hub, Defender for Cloud, or Security Command Center).
  • Account, project, or subscription; region or location; and environment (production, development, or test).
  • Finding ID, control or detector name, and detector or control version when available.
  • Affected resource identifier, resource type, and current existence state.
  • First observed and last observed timestamps, current severity, workflow status, and any prior status changes.
  • Source record, evidence snapshots, related tickets, and the identity of the person or automation that changed each field.

AWS finding history is designed to show changed fields, the time of each change, and the user or role that made it. Control findings can also reflect later check results while retaining earlier results in history. Use that history to establish what the detector saw at each point instead of relying on the current screen alone.

Test whether the detector’s claim is still true

Write the detector’s assertion in one sentence before evaluating it. Examples include “this storage resource is publicly readable,” “this identity has a high-risk permission,” or “this host exposes a vulnerable service.” Then gather evidence for that exact assertion on the named resource.

Configuration and telemetry to collect

  • Current configuration, policy, access-control entries, encryption settings, and service-level security options.
  • Network interfaces, security groups or firewalls, routes, load balancers, private endpoints, and DNS records relevant to reachability.
  • Recent audit logs, access logs, flow logs, vulnerability scans, and control-check results that cover the observation period.
  • Resource tags, ownership, deployment state, and whether the identifier was reused after deletion or replacement.
  • Rule scope, exclusions, exceptions, and the detector version that generated the finding.

Check that the resource still exists and that the rule applies to its current type and region. A stale identifier, an out-of-scope test account, or a detector that misread a policy can support a false-positive disposition. Be precise: explain which part of the detector’s claim is wrong and cite the configuration or telemetry that proves it.

What qualifies as a false positive

A false positive means the finding did not correctly identify a vulnerability. It is not simply a finding that is inconvenient, low priority, or temporarily unreachable. For example, if a rule reports public access but the current policy and effective access evaluation show that no principal outside the intended boundary can read the resource, document that mismatch. If the rule is correct but the business has chosen to tolerate the condition, the result is accepted risk instead.

Assess exploitability independently

After validating the detector’s factual claim, determine how an attacker could use the condition. Keep this analysis separate from impact so that a low-likelihood, high-impact issue is not silently treated as low risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence for likelihood and attack paths

  • Internet exposure: public IP addresses, publicly resolvable names, externally reachable load balancers, and effective firewall paths.
  • Internal reachability: routes from user networks, build systems, partner connections, and other cloud accounts or projects.
  • Known public or automated exploit activity relevant to the service, version, and configuration.
  • Required privileges, authentication barriers, exploit complexity, and the ease with which the resource can be discovered.
  • Attack-path analysis showing whether the finding enables lateral movement to identities, control planes, or other sensitive resources.
  • Compensating barriers such as network segmentation, workload identity restrictions, web-application controls, or mandatory approval gates.

Do not infer “not exploitable” merely because no incident appears in logs. Absence of evidence may reflect short retention, incomplete telemetry, or an attacker who has not yet acted. State the coverage period and visibility limits of every negative observation.

Measure potential impact

Describe what could be harmed if the condition were exploited, using the affected asset rather than a generic severity label.

Impact evidence

  • Service and asset criticality, including customer-facing, safety-related, identity, or control-plane roles.
  • Data classes stored, processed, or reachable through the resource; identify sensitive, regulated, or proprietary data.
  • Permissions granted to the affected principal or workload and the resources those permissions can reach.
  • Plausible confidentiality, integrity, and availability consequences, including destructive or irreversible actions.
  • Dependencies and blast radius: shared networks, credentials, orchestration systems, backups, and downstream services.
  • Recovery requirements, contractual obligations, and regulatory consequences relevant to the organization.

Use concrete relationships. “The role can read the production database and assume two deployment roles” is more useful than “high impact.” If no sensitive data or privileged path is reachable, record how that was verified and which boundaries enforce it.

Collect remediation or compensating-control evidence

A downgrade can follow a verified fix, a documented false positive, or an accepted residual risk. These outcomes require different proof.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remediated finding

Show the change that removed the condition and a subsequent validation. Include the deployment or change record, the before-and-after configuration, the validation command or control check, and the timestamp of a clean rescan. A stale finding that has not been rechecked is not remediation. Neither is an administrative severity edit.

Accepted residual risk

Use this category when the condition is real but the organization deliberately tolerates the remaining exposure. Record the business justification, current likelihood and impact, compensating controls, residual-risk statement, accountable owner, decision authority, and review or expiry trigger. Track it in the organization’s risk registry or equivalent governance process. Acceptance does not make the condition a false positive and does not remove the obligation to monitor it.

False positive

Document the detector mismatch, the affected scope, the evidence date, and the rule or configuration that proves the mismatch. If the mismatch applies only to one resource, do not suppress the detector globally. Define the exception narrowly and set a review trigger for rule, resource, or architecture changes.

Use provider-specific status semantics carefully

Workflow labels differ between cloud services. Treat a status change as a lifecycle action, not as evidence by itself.

Situation Evidence to retain Typical handling
Detector is wrong Exact claim, current resource state, rule scope or version, and proof of the mismatch Record as a false positive; apply a narrowly scoped exception or mute where supported
Condition was fixed Change record, before/after settings, validation result, and fresh scan or control check Mark remediated only after verification
Condition remains and is tolerated Risk analysis, compensating controls, owner, approver, residual risk, and review trigger Register as accepted risk; keep monitoring
Threat investigation is incomplete Investigation scope, affected identities and resources, logs reviewed, and open actions Keep the finding active while investigation and containment continue

Google Security Command Center guidance distinguishes a false-positive threat from a true threat: for a false positive, it recommends leaving the finding ACTIVE and muting it so the record remains available for audit and compliance. For a true threat, eliminate the threat and complete a thorough investigation before changing it to inactive. Do not copy these labels to another provider without checking that provider’s current workflow semantics.

Make the downgrade decision explicit

There is no universal cross-cloud severity threshold in the provider guidance. Apply your organization’s risk appetite, approval rules, regulatory duties, and retention policy, and state those local rules in the decision record.

Decision sequence

  1. Freeze the baseline. Save the original finding, history, detector details, and current resource state.
  2. Validate the claim. Reproduce the rule’s condition or show exactly why it does not apply.
  3. Score likelihood. Record exposure, exploit evidence, required privileges, discovery difficulty, and attack paths.
  4. Score impact. Record asset criticality, data sensitivity, permissions, blast radius, and likely confidentiality, integrity, and availability harm.
  5. Classify the outcome. Choose false positive, remediated, or accepted residual risk; do not combine these categories.
  6. Obtain approval. Route the record to the role required by your policy, such as the service owner, security risk owner, or compliance authority.
  7. Apply the smallest workflow change. Adjust severity, mute, suppress, or close only within the documented scope.
  8. Set the next trigger. Use a date or event such as a detector update, architecture change, new internet exposure, ownership change, or compensating-control failure.

Comparison framework for several findings

Factor Questions to answer
Likelihood and exploitability Is the resource reachable? Is exploitation public or automated? What privileges and paths are required?
Impact and criticality What data, identities, services, and recovery obligations are exposed?
Context Does an attack path or lateral-movement route connect the resource to higher-value assets?
Evidence quality How recent, complete, and resource-specific are the configuration, telemetry, and validation results?
Disposition Is the correct action correction, false-positive handling, or governed risk acceptance?

Write an auditable decision record

A reviewer who was not present should be able to reconstruct your reasoning. Use a consistent record in the ticketing, governance, or risk system:

Common downgrade mistakes and fixes

Changing severity because the asset is “internal”

Internal networks can still provide reachable attack paths and lateral movement. Demonstrate effective segmentation, identity boundaries, and routes instead of relying on the word internal.

Confusing a temporary fix with remediation

A short-lived firewall rule, disabled account, or paused workload may reduce exposure without removing the underlying weakness. Record its expiry, owner, and residual risk, then require a permanent validation.

Suppressing a detector globally

A resource-specific exception can hide future real findings. Scope the exception to the account, resource, rule, and reason that were reviewed, and set a trigger for re-evaluation.

Using a clean scan as proof of safety

A scan covers only its test conditions and time window. Pair it with configuration evidence, network context, and impact analysis, and state what the scan could not observe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Closing an unresolved threat

For suspected compromise, preserve the finding and investigation trail, contain the threat, review affected identities and resources, and document eradication and validation before marking it inactive. An unresolved investigation is not a downgrade justification.

When to reopen or reverse a downgrade

Define reversal conditions at the time of approval. Reopen the finding when the resource becomes internet reachable, permissions expand, sensitive data moves in, a compensating control expires or fails, the detector changes materially, new exploit intelligence appears, or a validation check returns to a failing state. Link the new evidence to the prior decision so the history shows why the risk changed.

The durable outcome is not the lower number in a console. It is a traceable decision that another reviewer can verify, challenge, and update as the cloud environment changes.

Frequently Asked Questions

What is the difference between a false positive and accepted risk?

A false positive means the detector did not correctly identify a vulnerability. Accepted risk means the condition is real, but an authorized decision-maker tolerates the residual exposure, usually with compensating controls and a recorded review trigger.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does lowering severity mean the finding is fixed?

No. Remediation requires evidence of the change and a subsequent validation or clean check. A severity edit, mute, or suppression changes workflow treatment but does not remove the underlying condition.

Should a false-positive threat finding be marked inactive in Google Security Command Center?

Google’s guidance recommends leaving a false-positive threat finding ACTIVE and muting it, which preserves the audit and compliance record. Confirm the current semantics of your specific provider before applying an equivalent action.
