European tech sovereignty is the European Union’s ability to develop, control and sustain critical digital capabilities— including technologies, data and infrastructure—so it can act independently and reduce strategic reliance on non-EU providers. It is not a synonym for keeping files on servers inside Europe. A sovereign approach also examines who can access data, which laws apply, who controls the provider, whether the software and hardware supply chain is transparent, how services keep running during a crisis, and whether an organization can switch providers.

The European Commission’s policy definition is: “Tech sovereignty is Europe’s ability to act independently in the digital world by developing and controlling key technologies, data, and infrastructure, while reducing reliance on non-EU providers.” The Commission published that wording on its current Strengthening Europe’s Tech Sovereignty policy page, accessed 13 October 2026.

What does European tech sovereignty mean?

In practical terms, sovereignty is a capability-and-control test applied across the technology stack. The stack includes semiconductors, data centres, cloud platforms, artificial intelligence, software, open-source components, connectivity, energy and the data those systems process. A country or organization is more sovereign when it can build or obtain essential capabilities from trusted sources, understand how they work, operate them safely, and maintain service without being exposed to a single external decision-maker.

That makes sovereignty a risk-management concept rather than a claim of complete self-sufficiency. European governments and businesses will still use global technologies where they are useful. The policy question is whether a dependency is understood, acceptable for the workload, and backed by alternatives, contractual protections and a realistic exit plan.

What changed with the EU’s June 2026 sovereignty package?

On 3 June 2026, the European Commission presented its European Technological Sovereignty package. It combines several initiatives rather than creating one single “sovereign cloud” law:

  • Chips Act 2.0, a legislative proposal concerning semiconductor capability.
  • Cloud and AI Development Act (CADA), a legislative proposal for data-centre, cloud and AI capacity.
  • EU Open Source Strategy, intended to strengthen open technologies and reduce dependence on closed suppliers.
  • Strategic Roadmap for Digitalisation and AI in Energy, linking digital infrastructure and energy planning.

CADA is a proposal, not an already applicable regulation. The Commission says it would aim to at least triple EU data-centre capacity within five to seven years, accelerate permitting and deployment, improve access to energy, land, water and financing, and provide enough computing capacity for AI, cloud services and data-intensive applications. It also proposes an EU-wide cloud and AI sovereignty assessment framework and common procurement arrangements for public administrations. Those are proposed targets and mechanisms; they are not completed outcomes or guarantees that capacity will be available in every region.

What is a sovereign cloud?

A sovereign cloud is a cloud environment designed and operated to satisfy defined sovereignty requirements for a particular workload. The requirements usually cover several dimensions at once:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Dimension Questions to ask
Data location and access Where is data stored and processed? Which support staff, administrators or subcontractors can reach it, and from which countries?
Legal exposure and control Which company owns the service, which jurisdictions can compel disclosure, and how are conflicting legal demands handled?
Operational autonomy Can European personnel run, patch and restore the environment if foreign staff, networks or suppliers become unavailable?
Ownership and personnel Who controls the provider and key subsidiaries? Are sensitive roles held by personnel subject to the required citizenship and security conditions?
Software and hardware supply chain Can the provider identify dependencies, verify updates and explain the provenance of critical components?
Security Are identity, encryption, logging, incident response and independent certifications appropriate to the workload?
Openness and interoperability Can applications use standard interfaces, export data and run on another platform without a full rewrite?
Environmental and resource effects What are the effects on electricity, water, land and emissions, and how resilient is the local supply?
Exit and switching How long would migration take, what would it cost, and are deletion and verification procedures documented?

The Commission’s procurement framework groups these concerns into eight objectives: strategic, legal, operational, environmental, supply-chain-transparency, technological-openness, security and EU-law-compliance considerations. A provider can therefore be strong on one dimension and unsuitable on another.

Does keeping data in Europe make a cloud sovereign?

No. European location is an important starting condition, but it addresses only where data is stored and processed. A service may keep workloads in an EU data centre while being controlled by a non-EU parent, relying on foreign administrators, using opaque proprietary software or depending on hardware and updates that the customer cannot inspect. Foreign legal orders may also create exposure even when the physical servers are in Europe.

Conversely, an environment operated by European companies may use technology originating outside Europe. The relevant questions are who operates the system, who can access it, what legal powers apply, how dependencies are managed and whether the customer has meaningful technical and contractual control. “Sovereign” should therefore be treated as an assurance claim tied to a workload and an assessment level, not as a geographic label.

How do the Commission’s proposed cloud-sovereignty levels work?

CADA describes four proposed levels for public-sector bodies to select according to risk. The Commission presents them as an assessment approach; they are not yet a settled legal certification scheme and do not guarantee that every workload is safe at a particular level.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Proposed level Core condition What it does not prove
Level 1 Data is processed and stored in infrastructure located in the EU. It does not by itself establish EU ownership, immunity from third-country law or control of the software supply chain.
Level 2 The provider demonstrates independence from third countries and transparency over its software supply chain. It does not necessarily mean the provider is EU-owned or that every component is European-made.
Level 3 The provider is owned and controlled from the EU and meets additional conditions, such as requirements concerning personnel citizenship. The Commission may recognize certain third-country providers. It is not a guarantee that all services in a provider’s catalogue meet the same level.
Level 4 The provider offers full transparency and control over its software supply chain and no third-country interference. The proposed framework does not remove the need for workload-specific security, resilience and exit testing.

A procurement team should record the level required for each data class and service, then verify the provider, region, operating model and subcontractors against that requirement. Selecting a higher level than the workload needs can increase cost or reduce available features; selecting a lower level can leave legal or continuity risks unresolved.

Which European cloud providers did the Commission select?

In April 2026, the Commission awarded four contracts that let EU institutions, bodies, offices and agencies procure sovereign cloud services for up to €180 million over six years. The award is a concrete example of public-sector assessment and supplier diversification, not a universal endorsement for every private-sector workload.

Awarded partnership or provider Details reported by the Commission
Post Telecom-led Luxembourgish-French partnership Includes OVHcloud and Clever Cloud.
STACKIT German provider selected under the framework.
Scaleway French provider selected under the framework.
Proximus-led Belgian-French-Luxembourgish partnership Uses S3NS, Clarence and Mistral.

The eligibility threshold was SEAL-2, described by the Commission as its Data Sovereignty level. Most awardees reached SEAL-3; the Proximus/S3NS partnership reached SEAL-2. The Commission specifically noted that this environment uses Google Cloud technology but is exclusively operated by EU companies. That detail illustrates why sovereignty assessments examine operation, ownership and control rather than assuming that technology origin alone decides the result.

The Commission also assessed technical quality, managed services, developer experience, automation and security certifications. An award does not mean that every service offered by a named provider has the same assessment, that all providers meet the same assurance level, or that the environment automatically fits a particular organization’s security, latency, sector or budget requirements.

How widely are European businesses using cloud services?

The Commission, citing Eurostat, reported that 45.2% of EU businesses used cloud services in 2023. Adoption varied by size: 77.6% of large enterprises, 59% of medium-sized enterprises and 41.7% of small businesses. These are observed 2023 figures, not measurements for 2026.

The EU Digital Decade objectives target 75% of European businesses using cloud-edge technologies by 2030 and deployment of 10,000 climate-neutral, highly secure edge nodes by 2030. Meeting those goals would expand the amount of business activity dependent on cloud and edge infrastructure, making portability, procurement safeguards and European capacity more consequential.

How can an organization compare cloud sovereignty?

Use a workload-by-workload assessment instead of assigning one sovereignty label to an entire company. The following sequence produces an auditable decision.

  1. Classify the workload and data. Identify personal, health, financial, government, intellectual-property and operational data, along with availability and recovery requirements.
  2. Map the service chain. Record the contracting entity, parent companies, data-centre locations, support locations, subprocessors, hardware suppliers and software dependencies.
  3. Check legal exposure. Ask which jurisdictions can compel access, how the provider notifies customers, where encryption keys are controlled and how conflicts with EU law are handled.
  4. Test operational control. Confirm who can administer systems, approve changes, respond to incidents and restore backups. Require evidence for staffing, privileged access and emergency procedures.
  5. Inspect supply-chain transparency. Request dependency inventories, update-signing practices, vulnerability handling, provenance information and the provider’s process for replacing a compromised component.
  6. Verify security and compliance evidence. Match certifications, independent assessments, logging, encryption and retention controls to the workload rather than accepting a generic badge.
  7. Measure openness and performance. Test standard APIs, export formats, network egress, identity integration, latency and the effort required to run the application elsewhere.
  8. Run an exit exercise. Estimate data volume, transfer time, transformation work, licence changes and downtime. Perform a sample migration and verify deletion at the old provider.
  9. Document the decision. State the required assurance level, accepted residual risks, review date, service-level remedies and the trigger for moving to another provider.

Why switching and interoperability are part of sovereignty

Dependency can arise from lock-in even when a provider is trusted today. Proprietary databases, specialised identity systems, unique APIs, bundled analytics and high data-egress charges can make a move technically or financially unrealistic. A provider that meets location and ownership requirements but cannot support an orderly exit still leaves the customer strategically exposed.

The Commission says the Data Act is intended to address cloud vendor lock-in, make switching fast, free and technologically fluid, promote interoperability and provide safeguards for international data transfers. Those statements describe the Act’s aims. Exact obligations, dates and exceptions depend on the enacted regulation and implementation guidance, so organizations should use the legal text and current guidance for compliance decisions.

In procurement, require documented export formats, tested interfaces, reasonable transition assistance, deletion certificates and a timetable for returning or destroying keys and copies. For software development, isolate provider-specific services behind replaceable components and keep infrastructure definitions, data schemas and operational runbooks under the customer’s control.

What are the practical trade-offs?

  • Feature breadth versus control: a highly controlled environment may offer fewer managed services or slower access to the newest features.
  • Resilience versus concentration: using several providers can reduce supplier concentration but adds integration, monitoring and skills requirements.
  • Local capacity versus environmental pressure: new European data centres improve capacity but consume electricity, water and land; CADA’s proposal explicitly addresses those resources.
  • Open technology versus support burden: open-source components can improve inspectability and portability, while the customer may assume more integration and maintenance work.
  • Higher assurance versus cost: stricter personnel, operating and supply-chain controls can narrow the market and increase procurement expense.

The right result is proportionality: apply the strongest controls to workloads whose exposure would harm public safety, fundamental rights, national resilience or essential business operations, while avoiding unnecessary restrictions on low-risk applications.

What should readers remember?

European tech sovereignty is the ability to act independently by controlling critical technologies, data and infrastructure and by reducing unacceptable dependence. A European server location helps, but sovereignty also requires legal clarity, operational autonomy, ownership and personnel controls, supply-chain transparency, security, openness, environmental responsibility and a credible way out. The June 2026 Commission package and its proposed Cloud and AI Development Act set policy direction and capacity targets; they do not yet turn every European cloud service into a sovereign one. Organizations should therefore assess each workload, demand evidence for the dimensions that matter, and test migration before they need it.
