Ethereum’s gas limit is a limit on computation, not a price and not an amount of ETH. For one transaction, it is the maximum gas that transaction may consume. For a block, it is the combined execution budget for every transaction included in that block. The distinction matters: a simple transfer uses about 21,000 gas, while contract interactions can require far more, so a block gas limit cannot be converted into a fixed number of transactions.
Current Ethereum documentation describes a 30 million gas block target and a 60 million gas block ceiling. Since the Fusaka upgrade activated on December 3, 2025, EIP-7825 also limits any single transaction to 16,777,216 gas (224). Those figures describe different scopes and should not be confused.
Gas limit, gas used and gas price are different things
Ethereum charges for computation with a unit called gas. Each operation—such as transferring ETH, reading contract storage or changing a token balance—has a protocol-defined gas cost. Gas itself is not ETH and is not a currency that you buy separately.

- Gas limit: the maximum quantity of computation the transaction is allowed to use.
- Gas used: the amount of computation actually consumed when execution finishes.
- Fee per gas: the ETH price applied to each unit of gas used.
The basic charge is gas used × effective price per gas. Setting a higher gas limit does not automatically make the transaction more expensive. If execution uses less than the allowance, the unused gas is not charged and is returned to the sender. A higher gas price can make a transaction more attractive to a validator, but it does not increase the computation available to that transaction.
The two meanings of “gas limit”
Transaction gas limit
Wallets and transaction APIs commonly expose a gasLimit field. It is the sender’s allowance for one transaction. A wallet estimate is intended to cover the operations that transaction is expected to perform, with enough headroom for normal variation.
Ethereum.org’s gas documentation uses a standard ETH transfer as the baseline: 21,000 gas. If you send a simple transfer with a 50,000-gas limit and execution uses 21,000, the remaining 29,000 gas is returned. The limit is therefore an upper bound, not a prepaid amount.

If execution begins and then reaches the limit, the transaction runs out of gas: state changes are reverted, but the gas consumed up to the failure is still charged. Raising the limit can prevent an avoidable failure, but it cannot repair a contract that is deliberately reverting for another reason.

Block gas limit
The block gas limit applies to all transactions in one block. Ethereum’s consensus rules require the sum of gas used by the included transactions to remain within that block’s ceiling. A block containing many 21,000-gas transfers can fit more transactions than a block filled with complex contract calls, even when both blocks have the same gas limit.
Ethereum.org’s “Blocks” documentation describes the block gas limit as adjustable by consensus, with changes of up to 1/1024 from the preceding block. It is therefore a network parameter that can move over time rather than a permanently fixed number.

The 60 million figure is a documented network reference, not a promise that every block uses all available gas. A particular block’s observed limit can change, so a claim about a live block should include the observation time and be checked in a current block explorer.

Why a block gas limit is not a transaction count
It is tempting to divide 60 million by 21,000 and call the result Ethereum’s transactions-per-block capacity. That would describe only a hypothetical block made entirely of standard ETH transfers. The calculation gives roughly 2,857 such transfers, but real blocks mix transfers, token operations, swaps, contract deployments and other calls with different execution costs. Some transactions also use substantially less than the limit assigned by the sender.

The block limit is therefore a computational budget. Capacity rises when the included workload is cheap and falls when the workload is expensive. There is no single transaction count that accurately represents the limit for every block.
Why the per-transaction cap was added
EIP-7825 introduced the 16,777,216-gas ceiling as block capacity increased. The cap prevents one transaction from requesting an allowance large enough to consume most or all of a block, regardless of the block gas limit chosen by validators. It does not reduce the block’s total budget; it limits the maximum share one transaction can request.
A transaction that specifies more than 16,777,216 gas is rejected under the protocol rule. This cap is separate from the 30 million target and 60 million block ceiling, so comparing the numbers without their scopes leads to the wrong conclusion.
How the gas limit affects fees and inclusion
Base fee and priority fee
Under EIP-1559, the fee market has a base fee and a priority fee (often called a tip). The protocol adjusts the base fee according to how much gas the previous block used relative to the 30 million target:

- Usage below the target pushes the base fee downward.
- The base fee is burned rather than paid to the validator.
- A priority fee can encourage a validator to include one transaction ahead of others.
A wallet’s maxFeePerGas is the highest total per-gas offer the sender is willing to make. The actual charge is based on gas used and the effective base-fee-plus-tip amount, not automatically on the maximum values entered in the wallet.
More capacity does not automatically mean cheaper transactions
A higher block limit allows more total computation in a block, but fees still respond to demand. If users immediately fill the additional capacity, blocks can remain above the target and the base fee can continue rising. Conversely, unused capacity can put downward pressure on the base fee. Capacity and price are related through demand, not through a rule that makes every increase in the limit reduce fees.

The limit is too low before execution
Some clients identify an insufficient allowance during estimation or validation and prevent submission. The remedy is to rerun the wallet’s estimate or set a higher limit consistent with the contract’s expected work. Do not multiply the limit blindly: a larger allowance does not fix an invalid contract call, a failed permission check or an incorrect parameter.

Execution runs out of gas
If the transaction starts and consumes the entire allowance, the EVM stops execution. State changes from that transaction are reverted, but the gas already consumed is paid. The original transaction cannot be “resumed”; you must send a new transaction with a sufficient limit after identifying why the estimate was low.

The transaction uses less than the limit
Unused gas is returned. For example, a 50,000-gas limit on a 21,000-gas transfer leaves 29,000 gas unused. The sender still pays for the 21,000 gas actually consumed, multiplied by the effective price per gas.
The requested limit exceeds the protocol cap
After Fusaka, a transaction cannot specify more than 16,777,216 gas. If software constructs a larger value, the protocol rejects it; lowering the value to the cap is not a guarantee of success because the contract may still require less, may revert for another reason, or may be incompatible with the transaction’s parameters.
Practical guidance when sending a transaction
- Let the wallet estimate gas. Estimation simulates the call with its destination, calldata and current state. A plain ETH transfer normally estimates near 21,000 gas; a contract interaction can vary widely.
- Review the transaction type. Confirm whether you are sending ETH directly or calling a contract. Token transfers, approvals, swaps and deployments are not priced like a basic transfer.
- Keep the estimated limit within the protocol cap. Since Fusaka, the maximum transaction gas limit is 16,777,216. A wallet or library should enforce this before signing.
- Set the fee fields separately. The gas limit controls allowable work.
maxFeePerGasandmaxPriorityFeePerGascontrol the fee offer. Increasing the limit is not a substitute for choosing a suitable fee. - Check the simulation result and balances. You need enough ETH for the maximum possible fee and the transfer value. A transaction can fail for insufficient funds even when its gas estimate is correct.
- After submission, inspect gas used. A receipt shows the amount actually consumed. Compare it with the limit to see whether the estimate had substantial headroom.
How to interpret Ethereum’s throughput
Ethereum has one block proposal opportunity per 12-second slot under normal operation, but a missed slot produces no block. Even when every slot is filled, the 60 million-gas ceiling describes work per block, not a guaranteed transactions-per-second figure. To estimate capacity for a specific workload, you need that workload’s measured gas usage, the gas limit of the relevant blocks and the actual block production history.

Questions to ask when a transaction is delayed or fails
- Was the transaction included? If not, inspect the fee offer and current demand; the gas limit alone does not determine ordering.
- Was it rejected before inclusion? Check whether the requested gas limit exceeded 16,777,216 or whether the client’s estimation and validation failed.
- Did it revert with an out-of-gas error? The allowance was exhausted during execution. Re-estimate after checking the contract call and its inputs.
- Did it revert for another reason? A higher gas limit cannot fix authorization failures, expired slippage settings, invalid calldata or contract logic that intentionally reverts.
- Are you quoting a current network figure? Block limits and fee conditions change. Use a current explorer and state the observation time instead of treating a historical block value as permanent.
The essential distinction
The transaction gas limit answers, “How much computation may this one transaction consume?” The block gas limit answers, “How much total computation may all transactions in this block consume?” The 16,777,216-gas protocol cap applies to the first question; the 30 million target and 60 million ceiling apply to the second. Fees depend on gas actually used and the effective per-gas price, while inclusion depends on demand and fee-market incentives. Keeping those scopes separate is the key to understanding Ethereum’s capacity without mistaking gas for ETH, price or a fixed transaction quota.
