Tidal-energy projects can affect marine life through several pathways: animals may encounter turbine blades or support structures; operating equipment produces underwater sound; export and inter-array cables create electromagnetic fields; anchors, foundations and cables alter habitat; moorings can create entanglement hazards; and animals may avoid or change how they use the site. The best available evidence is broadly reassuring for some interactions at the small number of devices studied, but collision risk, cumulative effects and consequences at large-array scale remain uncertain.

Those conclusions apply most directly to tidal-stream turbines. They should not be treated as a complete ecological assessment of tidal-range barrages or lagoons, which can alter estuary-scale flows, sediment transport and habitat in different ways.

Which environmental impacts are possible?

A tidal project does not have one single “marine-life impact.” Risk depends on the device, installation method, location, species present and whether the project has one machine or a large array. The main pathways identified by the 2024 OES-Environmental State of the Science synthesis are summarized below.

Potential pathway Animals or processes that could be affected What current evidence shows Important boundary
Turbine or structure encounters Fish, marine mammals and diving birds No collision had been recorded in the limited small, non-commercial deployments summarized by the U.S. Department of Energy (DOE) in 2020; a 2021 fish review found collisions rare in the studies it examined. Few devices and difficult observations mean collision probability is not fully established, especially for larger arrays.
Operational underwater noise Fish, marine mammals and other sound-sensitive species The DOE’s 2020 summary found no evidence that operational marine-energy noise harmed animals; the 2024 synthesis says noise risk from a small number of devices may be retired in its framework. Installation and construction noise are separate questions and cannot automatically be covered by an operating-noise finding.
Electromagnetic fields (EMF) from cables Species that detect or respond to electrical or magnetic cues The DOE reported no evidence of harm from cable EMF in its 2020 account; the 2024 assessment supports retiring some small-device EMF risks under its evidence framework. Cable type, burial, distance, species and array size still matter.
Habitat and flow changes Seafloor communities, plankton, fish habitat, sediment and food webs No significant habitat changes were reported for the small devices studied at the time of the DOE’s earlier summary. Later DOE guidance says habitat risk is likely low when rare or fragile habitats are avoided. Foundations, anchors, cables and energy extraction can have different local and cumulative effects.
Entanglement Marine mammals, turtles, birds and other mobile animals No observed potential entanglement changes were reported for the deployments described in the 2020 DOE summary. Mooring layouts and cable configurations differ, so low observed risk is not proof that entanglement is impossible.
Displacement and changed habitat use Fish, marine mammals, birds and fisheries-related activity Reviews identify avoidance, altered movement or attraction to structures as possible effects. Whether displacement occurs, and whether it is harmful, is site- and species-specific.

Can tidal turbines hit fish, marine mammals or birds?

Moving blades and fixed structures create the most intuitive concern: an animal could enter the rotor swept area or strike a support component. The DOE’s 2020 summary said no collision had been recorded among the small, non-commercial marine-energy devices available for review at that point. A 2021 peer-reviewed review of fish effects likewise described collisions as rare in the field and laboratory studies it assessed.

That wording describes observations, not a guarantee of safety. Tidal channels can be fast, turbid and difficult to observe, and a dead or injured animal may not be detected. The 2024 OES-Environmental synthesis therefore keeps collision as an incompletely understood risk: deployment numbers remain low, usable observations are limited and results from one device cannot establish a rate for a different rotor, site or array.

What developers investigate

  • Which species use the channel, at what seasons and life stages.
  • Whether animals approach, avoid or pass through the rotor-swept area.
  • How rotor speed, lighting, acoustic conditions and current direction affect encounters.
  • Whether multiple devices create a cumulative barrier or narrow a migration route.

Monitoring may combine visual observations, acoustic or imaging systems, tagging and environmental measurements. No single method works in every current, depth or visibility condition.

Does operating equipment make harmful underwater noise?

Rotating machinery, generators and moorings can produce underwater sound. Sound may matter to animals that use hearing for communication, navigation, predator detection or feeding. In its 2020 account, the DOE reported no evidence that operational noise from the marine-energy devices then studied harmed animals. The 2024 synthesis concludes that noise risks for a small number of devices can be retired within its risk-assessment framework.

“Operational” is a crucial qualifier. Pile driving, vessel traffic, anchoring, cable installation and other construction activities can produce different and sometimes more intense sounds. A finding about a turbine running after installation should not be extended automatically to every construction phase or every technology. Regulators normally evaluate installation, commissioning and routine operation as separate activities.

Can submarine power cables affect marine animals?

Subsea cables carrying electricity generate electromagnetic fields. Some fish and invertebrates can detect electrical or magnetic cues, so scientists consider whether a cable could alter movement, orientation or feeding. The DOE’s 2020 summary found no evidence of harm from electric-cable EMF in the deployments it reviewed. The 2024 OES-Environmental work lists EMF as a potential stressor but supports retiring certain small-device risks under its framework.

That conclusion is scale-specific rather than universal. Field strength changes with cable design, current, burial depth, shielding and distance. A single buried export cable presents a different exposure pattern from a dense network of inter-array cables. Baseline surveys and post-installation observations are needed where sensitive species or migration corridors are present.

How can projects change habitat, currents and ecosystems?

Anchors, foundations, scour protection and cables disturb the seabed during installation and occupy space during operation. New hard surfaces can provide attachment points for fouling organisms, while construction can temporarily resuspend sediment. A device also extracts a small amount of energy from moving water and may alter local turbulence or flow around its structure.

The DOE’s earlier summary reported no significant habitat changes for the small devices studied at that time. Its 2021 account states that habitat risk is likely low when projects avoid rare or fragile habitats. The 2024 synthesis treats habitat and oceanographic effects from a small number of devices as candidates for risk retirement, not as a blanket conclusion for every array, estuary or seabed type.

Questions that require site-specific analysis

  • Could anchors or cable trenches overlap eelgrass, coral, shellfish beds, spawning grounds or other sensitive habitat?
  • Will scour protection change the mix of seabed species?
  • Could altered turbulence affect sediment transport, water clarity or plankton distribution?
  • Does energy extraction influence a migration route, nursery area or a food-web interaction?
  • Could many devices produce a system-wide flow change that would not appear around one machine?

These are ecological questions rather than engineering assumptions. The answer depends on local bathymetry, currents, sediment, species and the number and arrangement of devices.

Is entanglement a realistic concern?

Mooring lines, power cables and associated hardware can create an interaction pathway for large mobile animals. An animal could contact, wrap around or become trapped by equipment if line tension, slack, spacing or surface expression creates an accessible loop.

The DOE’s 2020 summary reported no observed potential changes from entanglement for the deployments it described. The 2024 synthesis nevertheless continues to track entanglement as a stressor. The practical interpretation is that no problem was observed in those configurations—not that every mooring plan is risk-free. Design reviews examine line geometry, pretension, cable routing, maintenance conditions and the species known to use the area.

Could animals be displaced or attracted?

Animals may avoid a project area because of structures, vessel activity, sound or altered flow. Avoidance can reduce access to feeding or nursery habitat and may increase travel costs. Conversely, foundations and other hard surfaces can attract fish or invertebrates by providing shelter or food, producing aggregation without proving that the population has increased.

The 2021 fish review identifies displacement around arrays as a possible effect, and the 2024 synthesis includes displacement among the stressors it evaluates. Whether a change in habitat use is harmful depends on duration, the availability of alternative habitat, predator-prey relationships and fishing pressure. A project assessment should therefore measure both presence and behavior before and after installation, rather than treating fewer observations as proof of injury.

Why project type and scale change the answer

Comparison Why the distinction matters
Tidal-stream turbine versus tidal-range barrage or lagoon The 2024 international synthesis focuses principally on tidal turbines. Barrages and lagoons can alter estuary-scale water levels, flushing, sediment transport and habitat connectivity, so turbine findings do not fully evaluate them.
One or a few devices versus a commercial array Small-device evidence cannot establish cumulative collision, barrier, flow, noise, EMF or food-web effects when many machines operate together.
Installation versus operation Vessels, anchoring, drilling, pile driving, trenching and cable burial create different disturbances from a turbine running during normal operation.
Different sites and receptors A sparsely used channel differs from a migration corridor, protected habitat or breeding area. Local species, seasons and physical conditions determine which pathways deserve the most attention.

The 2024 synthesis identifies system-wide effects and tropical and subtropical ecosystems as topics needing dedicated understanding. A result from a temperate single-device trial should not be generalized to a large tropical array or an estuary-spanning structure.

How environmental assessment and monitoring reduce uncertainty

Developers and regulators generally combine baseline studies, careful siting, engineering controls and post-installation monitoring. The DOE describes this evidence as useful for project siting, engineering design, operational strategies and monitoring-program design. The European Commission’s 2020 review covers tidal and wave energy interactions with protected habitats and species and discusses mitigation approaches.

  1. Define the receptors. Identify fish, marine mammals, birds, invertebrates, habitats, fisheries and ecosystem processes that could be exposed.
  2. Build a baseline. Measure seasonal abundance, movement, habitat condition, currents, sediment and existing vessel or acoustic activity before construction.
  3. Select and design the site. Avoid rare or fragile habitats where possible; route cables and place anchors to reduce sensitive-area disturbance; consider migration paths and protected sites.
  4. Separate life-cycle phases. Assess construction, installation, commissioning, routine operation, maintenance and decommissioning rather than treating “the project” as one exposure.
  5. Set monitoring triggers. Use observations and thresholds appropriate to the species and pathway, with adaptive responses if unexpected interactions occur.
  6. Report and adapt. Compare post-installation results with the baseline, investigate anomalies and adjust operating procedures or equipment when evidence warrants it.

No monitoring package is universally sufficient. Turbidity, depth, current speed, species behavior and visibility determine whether cameras, acoustic instruments, tagging, surveys or other methods can provide usable evidence.

What the global project record can—and cannot—show

Pacific Northwest National Laboratory reported in 2024 that 86 marine-renewable-energy projects had significant environmental assessments or monitoring. The inventory comprised 40 tidal projects, 39 wave projects, two ocean-current projects and five riverine projects.

Those are project counts, not counts of animals harmed, projects proven safe or studies with identical methods. They show that environmental assessment has been undertaken across a substantial set of projects, while leaving the quality, duration and findings of individual monitoring programs different from one another.

How strong is the overall evidence?

The most recent international synthesis available for this topic is the 2024 OES-Environmental report. Its conclusions are encouraging for several pathways at the scale studied, but the underlying field evidence remains constrained by the small number of deployments and the difficulty of observing animals around operating turbines.

In the DOE’s 2020 report summary, Alejandro Moreno, then Former Associate Principal Deputy Assistant Secretary in the Office of Energy Efficiency & Renewable Energy, wrote: “While more research is needed as technologies and industries advance, the results to date are extremely positive, finding that the impacts of single devices and small arrays on marine life is likely minimal.” The sentence is deliberately limited to single devices and small arrays and explicitly says more research is needed.

There is no reliable, general percentage for injury, mortality or population-level impact that can summarize all tidal-energy projects. “No recorded collision” refers to limited observations; “risk retired” refers to a framework-based conclusion for specified interactions and small numbers of devices. Neither statement means that collision, cumulative effects or every project design has been ruled out.

What a responsible conclusion looks like

Tidal-stream projects can affect marine life through encounters, noise, EMF, habitat and flow changes, entanglement and displacement. Current evidence is broadly reassuring for operational noise, cable EMF and several habitat-related questions around the small number of devices studied. Collision and large-array effects remain the most important uncertainties because observations are difficult and deployments are still limited.

Responsible development therefore depends on matching the assessment to the technology and site: avoid rare or fragile habitats, distinguish installation from operation, monitor the species and pathways that matter locally, and treat small-device findings as evidence—not as a universal guarantee for every tidal project.
