Dynamic pricing means a restaurant can change a menu price when conditions change—for example, by time of day, demand, supply, season, location, or ordering channel. The price can move up or down. Surge pricing is the narrower, increase-only version: prices rise during a high-demand period.
For fast-food customers, that could mean seeing different prices for the same item at lunch and mid-afternoon, in an app versus at a counter, or during a busy event versus a quiet period. Whether that actually happens depends on a chain’s policy and technology. The evidence available through October 2026 does not verify that dynamic, customer-facing menu prices are widespread or that any particular chain currently uses them.
Dynamic pricing and surge pricing are not the same
Dynamic pricing is the broad category. A business adjusts prices as measurable conditions change. A restaurant might lower a price during a slow period, raise it when an ingredient is scarce, or show a different price in a delivery channel. The defining feature is movement in response to conditions, not movement in only one direction.
Surge pricing is a subset of dynamic pricing. It means increasing prices during unusually strong demand, such as a rush period. Every surge-pricing system is dynamic, but a dynamic system can also provide discounts. The distinction matters because the public reaction to Wendy’s 2024 announcement treated “dynamic pricing” as though it automatically meant a lunch-time surcharge.

These labels describe pricing mechanisms, not a promise about what a particular chain does. A “daypart” menu can be a scheduled menu change without any algorithm changing the price minute by minute.
What a customer could see at a fast-food restaurant
The customer-facing result depends on five design choices: the trigger, the direction of change, the scope, the notice provided before payment, and how often the price changes.
Time-of-day changes
A restaurant could schedule a discount in a slow period or change which items are offered at breakfast, lunch, and dinner. Digital menu boards make those changes easier to display. A scheduled offer is more predictable than a price that changes every few minutes, but both can fall under a broad dynamic-pricing strategy.

Demand-based changes
A system could react to order volume. If it raises prices during the busiest period, that is surge pricing. If it lowers prices when demand is weak, it is still dynamic pricing but not surge pricing. The available evidence does not establish a standard fast-food formula for how much prices would move.
Ordering-channel differences
A price can vary by channel without changing at the restaurant counter. The Associated Press described an operator using algorithm-assisted prices for third-party delivery orders: one sandwich was reported at a regular $12, $12.60 during a peak period, and $11.05 during a slower period. Those figures are a reported example from Rachel’s Kitchen, not an industry average and not evidence of Wendy’s prices. The same operator said its physical locations did not use that method.
Location or item differences
A company could apply a rule only to certain stores, menu items, or delivery zones. A customer ordering a shake might therefore encounter a different rule from someone ordering a burger, even at the same brand. No evidence reviewed here establishes that a particular chain has adopted this scope.

What appears before checkout
The practical question is whether the final price is visible before the customer commits. A clearly labeled price in the app or on the menu lets a customer compare options. A price that changes between the menu screen and payment, or is disclosed only in fine print, is more likely to feel unfair even if the numerical change is small.

Wendy’s became the best-known fast-food example after a February 2024 earnings call. CEO Kirk Tanner said, “Beginning as early as 2025, we will begin testing more enhanced features like dynamic pricing and daypart offerings, along with AI-enabled menu changes and suggestive selling.” The Associated Press reported that the company planned about $20 million in U.S. company-operated digital menu boards and about $10 million over the next two years for global digital-menu enhancements. Those were historical investment plans, not measurements of customer savings or proof that a test occurred.
News coverage and public criticism interpreted the announcement as possible surge pricing. In a February 28, 2024 statement to the Associated Press, Wendy’s said: “Wendy’s will not implement surge pricing, which is the practice of raising prices when demand is highest. We didn’t use that phrase, nor do we plan to implement that practice.”

The company described a different intended use for digital menus: they “could allow us to change the menu offerings at different times of day and offer discounts and value offers to our customers more easily, particularly in the slower times of day.” That language leaves room for time-based offers and menu changes, but it rejects raising prices specifically when demand is highest.

Why customers react differently to variable prices
Potential benefit: a discount for choosing a quiet period
If a restaurant offers a lower price when traffic is light, a flexible customer could save money by visiting then. This design can spread demand across the day and give customers an alternative to a uniform price increase. A witness at a 2024 U.S. Senate hearing on dynamic, surveillance, and personalized pricing made this economic argument: differentiated prices can let some people select a lower-cost option rather than requiring everyone to pay one higher price. That is testimony about a possible benefit, not evidence that a fast-food program delivered it.
Potential drawback: a familiar meal costs more at the moment of need
A customer who has limited time at lunch may be unable to wait for a cheaper period. A peak surcharge can therefore feel like a penalty for ordinary demand rather than a voluntary trade-off. The Associated Press quoted GlobalData managing director Neil Saunders: “But if one minute a burger is $5 and the next minute it’s $6, and then it goes up and down again, they will simply get annoyed. And they’ll probably go elsewhere.” That is Saunders’s assessment, not a measured statistic about customer behavior.

Predictability and perceived fairness
Fortune’s reporting on McKinsey guidance emphasized pricing guardrails: changes should not feel random, unfair, or disconnected from the value provided. Customers generally need to know what causes a change, how long it lasts, and whether the same price is available through another channel. A discount that is clearly labeled can feel like a choice; an unexplained increase can feel arbitrary even when the amount is modest.
How to tell what price you will actually pay
When a menu may vary, use the ordering screen—not a remembered price—as the final reference.
- Check the channel. Compare the restaurant’s own app, its website, the in-store menu, and any third-party delivery listing. Delivery fees and markups can be separate from a menu-price change.
- Confirm the store and time. Select the exact location and review the price immediately before ordering. A different store or daypart can show a different menu.
- Read the offer terms. Look for the eligible time window, required items, location limits, and whether the discount applies before taxes and fees.
- Review the cart total. Make sure the item price, service fee, delivery fee, tax, and tip are separated. A higher total is not automatically evidence of dynamic menu pricing.
- Save evidence of an unexpected change. A dated screenshot showing the item, location, channel, and checkout total is useful when asking customer support to explain a discrepancy.
Questions to ask before judging a pricing system
- Does the policy allow prices to rise, fall, or both?
- Is the trigger a published time window, current demand, supply conditions, location, or ordering channel?
- Is the price locked when the item enters the cart, or can it change before payment?
- Can customers see the final price before submitting an order?
- Does the rule apply in the restaurant, only in an app, only to delivery, or only to selected items?
- How frequently can the price change?
- Is there a comparable fixed-price option for customers who cannot shift their meal time?
What is known—and not known—about fast-food adoption
The documented material supports the general definition, Wendy’s February 2024 statements, contemporary criticism, and the reported delivery-app example. It does not establish an adoption rate across the industry, an average price increase, or the effect on a customer’s yearly food spending. It also does not verify which chains have live, customer-facing dynamic menu prices in October 2026.

That distinction prevents two common mistakes. First, an operator’s delivery example cannot be presented as proof that all fast-food restaurants change in-store prices. Second, Wendy’s 2024 intention and clarification cannot be turned into a claim about its current menus without newer company or menu evidence.
Bottom line for fast-food customers
Dynamic pricing is a flexible category in which prices may rise or fall as conditions change; surge pricing is the high-demand, upward-only version. Wendy’s said in 2024 that it would not use surge pricing, while describing digital menus, daypart offerings, and slower-period discounts as possible features. Until a restaurant clearly states the covered channels, triggers, timing, and customer notice, check the price for your specific store and order rather than assuming that a national policy applies everywhere.
