U.S. federal debt grows when the government spends more than it collects and borrows to cover the gap. The annual shortfall is the deficit, while debt is the accumulated balance of past borrowing. Four forces determine how quickly that balance rises: non-interest spending, tax and other receipts, interest paid on existing debt, and the growth rate of the economy. They interact: persistent primary deficits add debt, debt generates interest costs, and a larger debt burden can affect future growth and borrowing rates.

The Congressional Budget Office (CBO) February 2026 baseline projects continued deficits and a rising debt-to-GDP ratio, but those figures are conditional projections rather than guaranteed outcomes. Laws, court or administrative actions, interest rates, inflation, and economic performance can all change the path.

The basic mechanism: deficits become debt

A deficit is a one-year flow. It occurs when federal outlays exceed receipts during a fiscal year. The government finances that gap mainly by issuing Treasury securities. Debt is the stock of those outstanding obligations, accumulated over many years.

CBO’s February 2026 baseline estimates fiscal-year 2026 outlays of $7.4 trillion and receipts of $5.6 trillion, producing a deficit of about $1.9 trillion. The deficit is not necessarily identical to every dollar borrowed in a year: changes in the Treasury’s cash balance, timing of payments, and other financing transactions can also affect borrowing.

The budget can be separated into two pieces:

  • Primary deficit: non-interest spending minus receipts. Treasury uses this measure to show the underlying spending-and-revenue gap before financing costs.
  • Total deficit: the primary deficit plus net interest outlays. This is the shortfall that must be financed after interest on prior borrowing is included.

If the government runs a deficit, debt held by the public generally rises. A surplus would reduce the need for new borrowing, although the debt balance would decline only if the surplus were large enough to exceed interest and other financing effects.

The four drivers in one view

Driver How it changes debt growth What the 2026 CBO baseline indicates
Non-interest spending Higher outlays increase the primary deficit when receipts do not rise by as much. Outlays are projected at 23.3% of GDP in 2026 and 24.4% in 2036.
Revenue More receipts shrink the primary deficit; lower receipts enlarge it. Receipts are projected at 17.5% of GDP in 2026 and 17.8% in 2036.
Net interest Interest is added to the primary deficit and must itself be financed if not covered by receipts. Net interest rises from 3.3% of GDP in 2026 to 4.6% in 2036.
Economic growth Growth changes GDP, receipts, some spending, and the debt-to-GDP ratio; weak growth can worsen each relationship. CBO warns that mounting debt may raise economy-wide borrowing costs and slow output growth.

These categories are linked rather than independent switches. A recession can reduce tax receipts and increase safety-net spending at the same time. Higher interest rates can raise debt-service costs when securities mature and are refinanced. Faster economic growth can make a fixed debt balance smaller relative to GDP, but it does not automatically eliminate a cash deficit.

Spending: programs and interest that push outlays higher

Spending drives debt growth whenever federal outlays exceed the receipts available to pay for them. The composition matters because programs grow at different rates and respond differently to demographics, health costs, eligibility rules, and economic conditions.

Social Security and Medicare

In CBO’s 2026–2036 baseline, Social Security, Medicare, and net interest increase as shares of GDP. CBO’s 2025 long-term budget outlook also identifies Social Security and major health programs—particularly Medicare—as important sources of projected spending growth. An aging population increases the number of beneficiaries, while health-care costs affect spending per beneficiary. If those outlays grow faster than receipts, the primary deficit widens.

Discretionary spending

Discretionary programs are funded through annual appropriations. CBO projects discretionary outlays to decline as a share of GDP over part of the 2026–2036 period, partly offsetting growth in mandatory programs and interest. A falling share of GDP does not mean nominal discretionary spending must fall; it means that category grows more slowly than the economy under the baseline assumptions.

Emergency and countercyclical spending

Spending can jump during crises. Treasury’s FY2025 supplementary information describes larger primary deficits during the 2008–09 financial crisis and severe recession and again in 2020 during the pandemic downturn. Emergency support and temporary tax reductions were used to cushion households, businesses, and the recovery. Such episodes show why a single year’s deficit cannot by itself reveal the long-run structural trend.

Revenue: the other side of the primary balance

Receipts include individual and corporate income taxes, payroll taxes, and other federal revenues. They reduce the primary deficit when they rise faster than non-interest spending; when they fall, borrowing needs increase.

CBO projects receipts at 17.5% of GDP in 2026 and 17.8% in 2036. Those are baseline estimates, not a fixed tax capacity or a promise. Revenue depends on tax law, enforcement, the distribution of income, capital gains, employment, inflation, and the mix of economic activity. A change in legislation can alter receipts even if GDP is unchanged.

CBO’s long-term outlook attributes much of the projected later increase in receipts to higher real incomes and the resulting growth in individual income-tax receipts. That relationship is conditional: if incomes, employment, or taxable gains grow differently, receipts can diverge from the baseline. Likewise, a policy that changes rates, deductions, credits, or payroll-tax bases can move revenue independently of short-term output.

Interest: the feedback loop from past borrowing

Interest is both a consequence of earlier deficits and a current budget expense. CBO states: “The amount of the federal government’s net interest costs is mainly determined by the amount of debt held by the public and the average interest rate on that debt.” The statement appears in The Budget and Economic Outlook: 2026 to 2036 (February 11, 2026).

When Treasury securities mature, the government refinances them at then-current market rates. A higher rate therefore raises costs gradually as more of the portfolio turns over, rather than repricing every security on one day. A larger debt balance means that even a modest rate applies to more principal. If receipts do not cover interest, the government borrows to pay it, increasing the balance on which future interest is calculated.

CBO estimates an average interest rate on publicly held debt of 3.4% in 2026, rising to about 3.9% in the final years of its 2026–2036 projection. Net interest is projected to rise from $1.0 trillion (3.3% of GDP) in 2026 to $2.1 trillion (4.6% of GDP) in 2036. These are modeled averages across the outstanding portfolio, not the coupon on a single Treasury issue.

Economic growth changes the ratio—and can be affected by debt

Debt-to-GDP compares a stock of debt with one year of national output. If debt grows more slowly than nominal GDP, the ratio can fall even while the dollar debt balance rises. If GDP grows slowly or contracts, the same debt can represent a larger share of the economy. Growth also affects tax receipts and some benefit programs, so it influences the numerator as well as the denominator.

The relationship runs in the other direction. CBO warns that mounting federal debt may push up borrowing costs across the economy, reduce private investment, and slow output growth. That is a projected risk, not a mechanical one-year rule: the effect depends on monetary policy, global demand for Treasury securities, the economy’s productive capacity, and how quickly debt accumulates.

What the current projections show

CBO’s February 2026 baseline applies laws in place on January 14, 2026 and an economic forecast using information available through December 3, 2025. Its headline debt measure is debt held by the public.

Measure 2026 projection 2036 projection
Federal deficit $1.9 trillion; 5.8% of GDP $3.1 trillion; 6.7% of GDP
Debt held by the public 101% of GDP 120% of GDP
Outlays $7.4 trillion; 23.3% of GDP 24.4% of GDP
Receipts $5.6 trillion; 17.5% of GDP 17.8% of GDP
Net interest outlays $1.0 trillion; 3.3% of GDP $2.1 trillion; 4.6% of GDP

For a longer horizon, CBO’s June 2025 long-term outlook projects debt held by the public at 156% of GDP in 2055. Extending a baseline decades into the future magnifies uncertainty: demographic assumptions, productivity, interest rates, legislation, and recessions can all produce outcomes different from the central projection.

Debt held by the public versus gross federal debt

Debt measures answer different questions. Debt held by the public consists mainly of Treasury securities owned by individuals, financial institutions, businesses, state and local governments, the Federal Reserve, and foreign investors. It is the measure CBO uses for the 101% and 120% debt-to-GDP figures above because it reflects borrowing from outside the federal government.

Gross federal debt also includes Treasury securities held in federal government accounts, such as trust funds. Do not combine a gross-debt dollar amount with a debt-held-by-the-public percentage; they have different scopes. The U.S. Government Accountability Office reported publicly held debt of $31.3 trillion in April 2026. That observation is a point-in-time amount, not a CBO projection.

Why forecasts can differ

Forecasts are conditional models, not forecasts of an unchanging future. Compare them only when the fiscal year, debt definition, dollar-versus-GDP presentation, policy assumptions, and information cutoff are aligned.

Analysis What it reports How to interpret it
CBO, February 2026 Baseline through 2036; laws through January 14, 2026 and economic information through December 3, 2025. Uses the agency’s standard assumptions to show a reference path, including 101% and 120% debt held by the public as shares of GDP.
GAO, 2026 Current-policy simulation; separately reports 123% of GDP for debt in 2036. Not interchangeable with CBO’s baseline. The policy framework and modeling choices differ.

GAO’s assessment, The Nation’s Fiscal Health: Urgent and Sustained Action Needed to Improve the Fiscal Outlook, should therefore be cited as a separate scenario rather than treated as a correction to CBO. CBO also publishes alternative interest-rate and budget scenarios, including its September 24, 2026 report at cbo.gov/publication/62758.

How the drivers compound over time

  1. A primary deficit appears: non-interest outlays exceed receipts.
  2. Treasury borrows: new securities finance the shortfall, increasing debt held by the public.
  3. Interest is recalculated: rates apply as existing securities mature and new borrowing is issued.
  4. Total deficits may grow: if interest is not covered by receipts, it becomes another borrowing requirement.
  5. The economy responds: debt affects the interest bill and potentially private investment, while GDP growth changes the debt ratio and tax base.

This sequence explains why stabilizing debt requires more than stopping one temporary spending increase. Policymakers would need the primary balance, interest costs, and economic growth to interact in a way that prevents debt from rising faster than the economy over time.

How to read a new debt headline

  • Check whether the number is a fiscal-year flow (deficit) or a point-in-time stock (debt).
  • Identify debt held by the public versus gross federal debt.
  • Ask whether the figure is in dollars or as a percentage of GDP.
  • Separate the primary deficit from total deficits that include net interest.
  • Look for the projection date, policy assumptions, and economic-information cutoff.
  • Check whether a rate is a portfolio average, a market yield, or a one-time estimate.
  • Distinguish an official baseline from an alternative scenario or current-policy simulation.

What could change the path

Actual debt could differ from the baselines if Congress changes tax or spending law, agencies alter implementation, courts change the operation of a policy, interest rates remain above or below assumptions, or economic growth and inflation diverge from forecasts. Recessions commonly weaken receipts and increase automatic spending, while unusually strong growth can improve receipts and the debt-to-GDP ratio. None of these possibilities removes the accounting identity: over the long run, debt growth reflects the cumulative total deficits, including interest, adjusted for financing transactions.
