The cost of an AI data center is driven by three separate capital pools: IT equipment, facility infrastructure, and energy infrastructure. Accelerators and the servers that hold them can dominate the budget, while high-density racks raise spending on electrical distribution and cooling. Site power availability, land, labor, equipment lead times, local construction prices, redundancy, and the project’s definition of “per megawatt” can change the result by millions of dollars.

There is no universal AI data-center price. A facility-only estimate is not comparable with a figure that includes GPUs, networking, generation, batteries, or grid upgrades. The first job is to identify exactly what each number includes.

The three capital buckets behind an AI data center

The International Energy Agency (IEA) describes the boundary clearly in its Energy and AI report: “Data centre investment captures three categories of capital expenditure (capex), namely:” IT, non-IT and energy capex. Those categories prevent a common mistake—treating the concrete building and mechanical plant as the complete cost of an AI facility.

Capital bucket What it covers Why AI changes the cost
IT capex Accelerator servers, CPUs, memory, storage, racks, switches, optical equipment and cabling Accelerators are expensive and AI clusters require large quantities of tightly coupled compute and high-bandwidth networking
Non-IT capex Land preparation, building shell, electrical plant, cooling, fire protection, security and installation High rack power density requires larger distribution systems and more capable heat-removal equipment
Energy capex Grid interconnection, transmission and distribution work, on-site generation and batteries Insufficient grid capacity can force a project to fund new supply instead of simply connecting to an existing substation

The IEA’s definitions and investment discussion are in its 2025 report. A budget should show each bucket separately, even when one contractor delivers several of them.

IT equipment: accelerators, servers and the cluster around them

Accelerators are the largest swing factor

AI workloads use GPUs or other purpose-built accelerators in far greater concentration than conventional enterprise applications. The IEA reports, citing SemiAnalysis (2023), that accelerated servers are typically 10 to 30 times more expensive than conventional servers. That is an IEA-reported comparison, not a guaranteed multiplier for every generation, configuration or negotiated purchase.

The bill is not just for the accelerator cards. It includes the host servers, high-speed memory, local storage, chassis, racks, power supplies and management systems. A project buying a smaller number of very large systems can have a different cost profile from one buying many smaller nodes, even when the nominal IT megawatts are similar. Vendors’ discounts, delivery dates, export rules and the chosen accelerator generation can move the number substantially, and project-specific hardware prices are often private.

Networking is a separate budget line

Training clusters need a fabric that connects thousands of accelerators with predictable latency and bandwidth. Switches, network interface cards, optical transceivers, fiber or copper cabling, top-of-rack equipment and spine-leaf or other topologies therefore deserve their own estimate rather than being hidden inside “GPU cost.” Microsoft Research’s Rearchitecting the Datacenter Lifecycle for AI: A TCO-Driven Framework lists networking as a distinct capital and operating category. Its component inventory is available in the March 2026 paper.

Memory and storage affect both price and power

Large language models and other AI systems may require high-capacity, high-bandwidth memory and fast checkpoint storage. Storage arrays, metadata servers and data-ingest networks add capital beyond the accelerator nodes. They also draw power and generate heat, so a change in storage architecture can require changes in electrical and cooling design.

Non-IT infrastructure: turning a site into a usable facility

Land, site work and the building shell

Non-IT work starts before a rack arrives. Land acquisition or a powered-land premium, surveys, grading, roads, drainage, foundations and utility corridors establish the site. The shell then includes structural steel or concrete, roofs, walls, loading areas, offices, security and fire-rated spaces. Brownfield conversions can avoid some work but may reveal structural, zoning or utility constraints; a greenfield project usually offers a cleaner layout but carries more civil construction.

Local conditions matter. Wages, materials prices, taxes, permitting, seismic or wind requirements, weather, and the availability of skilled electricians and mechanics all change installed cost. The IEA notes that non-IT capex is strongly influenced by location.

Electrical distribution and backup

Inside the facility, the electrical path can include medium-voltage service, transformers, switchgear, protection and controls, uninterruptible power supplies, generators, power-distribution units, busbars and rack-level distribution. AI racks can draw far more power than the conventional racks for which older halls were designed. Designing for a future load may require larger rooms, busways and clearances even before the first expansion.

Redundancy is a design choice with a direct price effect. N, N+1, 2N and other arrangements change the number of transformers, UPS modules, generators, pumps and distribution paths that must be purchased and maintained. A quote that omits redundancy cannot be compared fairly with one that includes dual power paths.

Cooling is an engineered response to heat density

Every watt used by IT becomes heat that must be removed. The mechanical plant can include chillers, cooling towers or dry coolers, air-handling equipment, computer-room air handlers, pumps, piping, heat exchangers and controls. Microsoft Research includes chillers, CRAH/CRAC units, pumps, piping, liquid loops and airflow in its lifecycle inventory.

Air cooling may be adequate for some mixed-density halls. Direct-to-chip liquid cooling, rear-door heat exchangers or immersion systems can support denser AI deployments, but they require different manifolds, treatment, leak detection, service procedures and sometimes facility-water systems. McKinsey discusses liquid and immersion approaches for high-density environments in its data-center design analysis. These are design options, not interchangeable fixed-price packages.

Power availability can redefine the project

A data center needs reliable capacity, not merely a nearby transmission line. The interconnection study must establish how much power is available, when it can be delivered, what network reinforcements are required and how the load will be protected during faults. Scarce grid-connected capacity raises the value of suitable land and can push developers into a different market or a later delivery slot.

The energy-capex boundary may include a new substation, transmission or distribution upgrades, generation, fuel systems and battery storage. Some developers consider behind-the-meter gas generation or other supply options when grid upgrades are slow; those alternatives add equipment, permitting, fuel and regulatory risk. McKinsey describes interconnection delays and these possible supply responses, while the IEA separates generation, batteries and transmission/distribution from the facility’s IT and non-IT capex.

Transformers and power electronics are also schedule risks. As AI rack density rises, a project may need equipment with ratings that have longer manufacturing queues. Paying for expedited equipment, redesigning around an available rating or carrying a partially complete site can all raise the effective cost.

Why published cost-per-megawatt figures disagree

Several credible sources publish numbers that look incompatible because they measure different boundaries. The figures below should be read with their denominator, geography, date and scope attached.

Published figure What it measures Qualification
$6,000 per kW of IT load to more than $10,000 per kW Combined construction and installations IEA reporting in 2025, attributed to Turner & Townsend (2024); applies to some emerging-market and developing economies at the low end and many advanced economies at the high end. It is non-IT construction/installation scope, not a complete AI cost including accelerators.
$17.6 million per MW Average greenfield development cost for the most modern facilities Cushman & Wakefield’s 2026 U.S. development cost guide. It is a U.S. guide average, not a global rate or a guaranteed price for an AI project; the guide also reports a 21% per-MW increase from its previous report.
$38 billion per GW of IT power Modeled total assigned as $26 billion for compute and $12 billion for construction Epoch AI methodology estimate, not a transaction price or guaranteed budget. Hardware prices, negotiated deals, local labor, tax abatements and other assumptions change the result. Its cost per GW of total facility power is typically lower because overhead leaves less server capacity per GW.
11-fold increase from 2020 to 2025; another fourfold rise projected by 2027 AI-server power density IEA figures from its October 2026 executive summary. This describes power per server or rack density, not total data-center demand and not a direct construction-cost multiplier.

See the underlying methodology and definitions in the Epoch AI documentation and the Cushman & Wakefield 2026 guide. The IEA’s updated power-density discussion is in its October 2026 executive summary.

Location and delivery constraints that add indirect cost

Powered land and schedule

When grid capacity is scarce, land with a credible connection date can command a premium. A cheaper parcel without power may require years of studies and upgrades, making it more expensive after financing, option fees and delay are counted. McKinsey says the period from a service request to construction start can range from 12 to 36 months depending on design, location and execution. That is a project-delivery observation, not a guaranteed construction duration.

Labor, materials and equipment lead times

Electrical trades, commissioning specialists, controls engineers and refrigeration technicians are limited in many markets. Overtime, travel, retention and parallel shifts raise labor cost. Copper, steel, switchgear, transformers, chillers and generators can have long lead times; a redesign around substitute equipment may affect both price and performance. Cushman & Wakefield’s U.S. guide identifies skilled-labor shortages, long equipment lead times, wages and materials inflation among the forces behind its reported increase.

Taxes, incentives and local rules

Tax abatements, utility tariffs, development fees, water restrictions, noise limits and emissions rules can materially change a site’s economics. An estimate that assumes an incentive must label it as an assumption; the same facility without that incentive is a different project.

Initial capex is not the lifetime cost

Construction is only the first cash requirement. Operating expenditure includes electricity, water, maintenance contracts, spare parts, repairs, staffing, networking operations, software and support. The Microsoft Research framework treats these as separate lifecycle categories rather than folding them into the initial build number.

Replacement timing creates another major difference between an AI facility and a conventional building. The IEA reports that IT equipment in frontier AI applications can become obsolete four to six years after installation, while a transformer typically lasts about 30 years. These are general asset-life contrasts, not a promise that every server or transformer will follow the same schedule. A credible total-cost model therefore includes hardware refreshes, resale or disposal assumptions, software migration and the possibility that a new accelerator generation needs different power or cooling.

How to compare two AI data-center estimates

Use the following checklist before deciding that one quote is cheaper:

Comparison axis Question to ask
Capacity denominator Is the figure per MW of IT load or per MW of total facility power?
Geography and date Which country, market, price year and power-availability assumptions apply?
IT equipment Are accelerators, servers, memory, storage, switches, optics and cabling included?
Facility boundary Are land, civil work, shell, electrical plant, cooling, fire systems, security and commissioning included?
Energy boundary Does it stop at the grid connection, or include substations, generation, batteries and transmission/distribution upgrades?
Reliability design What redundancy level, backup duration and maintenance-bypass arrangement is priced?
Cost horizon Is this initial capex only, or does it include electricity, maintenance and hardware refresh?
Delivery assumptions Are labor availability, equipment lead times, schedule risk and incentives explicitly stated?

These distinctions follow the capital and lifecycle boundaries described by the IEA, Microsoft Research, Epoch AI and Cushman & Wakefield. A number with an unknown cell is not a complete benchmark; mark that item “not stated” instead of inferring it.

A practical budgeting sequence

  1. Define the load. State the planned IT MW, rack count, target rack density, accelerator type and expected growth. Keep IT load separate from total facility power.
  2. Confirm the power path. Obtain a utility capacity and interconnection timeline, identify required upgrades and price any on-site generation or storage separately.
  3. Choose the reliability and cooling concepts. Document redundancy, backup duration, air or liquid cooling, water use and maintainability before soliciting comparable construction bids.
  4. Build the IT bill of materials. List accelerator servers, CPUs, memory, storage, networking, optics, racks and spare equipment. Obtain dated, configuration-specific prices.
  5. Price the site and facility. Include land, civil work, shell, electrical and mechanical plant, controls, fire protection, security, installation, testing and commissioning.
  6. Add schedule and market allowances. Identify long-lead transformers, switchgear, chillers and generators; include labor escalation, logistics, financing during delay and contingency.
  7. Model the lifecycle. Add energy, water, maintenance, staffing, software, networking operations and the expected four-to-six-year frontier-IT refresh pattern, while treating long-lived assets separately.
  8. Publish assumptions beside every total. Label the geography, date, denominator, scope, currency, tax treatment and whether each number is a model, guide average or disclosed project budget.

Common budgeting mistakes and how to correct them

  • Using facility construction as the AI price: add IT and energy capex as separate lines; the IEA’s construction ranges exclude accelerator hardware.
  • Quoting one number per MW: state whether MW means IT load or total facility power and specify the location and price year.
  • Ignoring networking: obtain a network topology and optics bill rather than treating every dollar as GPU cost.
  • Assuming an existing grid connection is sufficient: require a utility study and an itemized interconnection scope.
  • Applying air-cooling assumptions to dense racks: test liquid or hybrid designs and price their plumbing, controls and service requirements.
  • Leaving redundancy undefined: state N, N+1, 2N or another target and show the resulting equipment count.
  • Counting only construction-day spending: include commissioning, delay exposure, electricity, maintenance and hardware refresh in the decision model.
  • Treating a forecast as a multiplier: the IEA’s power-density projections signal engineering pressure; they do not automatically multiply the construction bill.

Bottom line

An AI data center costs what its compute, power and heat-removal design requires at a particular site and date. The most reliable comparison separates IT, non-IT and energy capex; identifies the IT-versus-total-power denominator; and states the assumptions for land, grid work, redundancy, cooling, labor, equipment lead times and lifecycle replacement. Without those labels, two apparently precise cost-per-megawatt figures may be describing entirely different projects.
