There is no dependable single price or completion date for a U.S. factory. The answer changes with the product and production process, the region, the condition of the site, available labor and utilities, permits, building scope, process equipment, and what you mean by complete. A credible estimate states those assumptions first, then sequences planning, construction, equipment installation, commissioning, qualification, and production ramp.

Why a factory estimate needs explicit assumptions

Two buildings with the same floor area can have radically different budgets and schedules. A warehouse converted for simple assembly may need modest building work but extensive electrical, compressed-air, environmental-control, and production-line upgrades. A greenfield chemical, food, semiconductor, medical-device, or battery operation may require specialized rooms, safety systems, waste handling, testing, and product qualification before it can ship saleable output.

That is why a useful estimate defines at least six things:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Product and process: what is made, in what sequence, at what volume, and with which equipment.
  • Location: state, region, community, parcel, and whether the project uses an existing building or raw land.
  • Site condition: topography, soil, drainage, access, disaster exposure, and existing structures.
  • Infrastructure scope: electric, gas, water, wastewater, telecommunications, roads, rail, and other services already available versus requiring expansion.
  • Regulatory path: land-use approvals, environmental reviews, air permits where applicable, building permits, inspections, and operating approvals.
  • Definition of completion: a weather-tight building, installed equipment, safe operation, first product, qualified product, or stable full-rate production.

Without those statements, a quoted total or date creates false precision. The U.S. Department of Commerce SelectUSA site-selection guidance emphasizes that construction cost and timing vary widely across the country and that workforce, logistics, real estate, business and tax climate, permits, and utilities all belong in the location decision.

The cost drivers that move the estimate

1. Product, process, and production volume

The manufacturing process determines the building layout, structural loads, environmental controls, utility demand, safety systems, and equipment package. A line designed for low-volume prototypes has different needs from a high-throughput operation that must run continuously. Equipment may also dictate floor loading, ceiling height, vibration control, clean zones, temperature or humidity limits, fire protection, and material-flow paths.

Define the process before asking contractors for a fixed number. A scope that says only “build a 200,000-square-foot factory” leaves out the items that can dominate cost: process tools, installation, controls integration, testing, spare capacity, and operator training. The equipment list should identify what is purchased, what is fabricated, what arrives from overseas, and what must be engineered specifically for the site.

2. Site and region

Land price is only one part of location economics. A site with an existing building may reduce shell construction but still require demolition, reinforcement, new docks, upgraded power, wastewater work, or remediation. Raw land may offer a better layout yet demand grading, roads, storm-water controls, foundations, utility extensions, and longer permitting.

Regional construction conditions affect labor availability, contractor capacity, material logistics, weather windows, and inspection queues. Local taxes, development fees, and business conditions change operating economics as well as the initial budget. SelectUSA specifically advises evaluating real estate, labor, logistics, utilities, permits, and the tax and business climate together rather than treating land cost as the deciding number.

3. Workforce and training

Manufacturers must test whether the chosen area has enough workers with the required skills at sustainable wage levels. The relevant mix can include production operators, maintenance technicians, controls engineers, quality specialists, supervisors, environmental staff, and managers. A labor market that looks large in aggregate may still lack the specialized skills needed to start the line.

Recruiting and training capacity affects both cost and schedule. A community college, workforce board, or local training provider may help create a pipeline, but curriculum development, trainers, recruiting, and paid training time need to be planned. Hiring late can delay commissioning because equipment cannot be run, maintained, or qualified without prepared personnel.

4. Utilities and infrastructure

Confirm the capacity available at the property, the cost of adding capacity, recurring rates, connection responsibilities, and the lead time for service. The questions differ by process: a power-intensive plant may need a substation or transmission upgrade; a water-dependent process may require new treatment and discharge capacity; a facility with hazardous or unusual waste may need specialized handling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Utility diligence should document the provider’s written commitment, the point of connection, required easements, design responsibilities, construction milestones, and temporary-service plan. Deloitte’s greenfield site work describes reviewing utility infrastructure and expansion proposals during diligence. A verbal statement that capacity is nearby is not the same as an energized service date.

5. Permits and operating environment

Land-use rules, environmental reviews, air-permitting requirements, building approvals, fire-code reviews, and operating permits can establish the critical path. Processing time depends on the jurisdiction, the completeness of the submission, public or agency review, and whether the process changes during design.

Screen locations for regulatory fit before buying land. A site that cannot obtain the required permit, discharge authorization, or traffic approval is not a bargain. Keep a permit register with the responsible party, required documents, submission date, review dependencies, expected decision, and conditions that must be incorporated into design.

6. Ground, access, and natural-disaster conditions

Topography, soil bearing capacity, groundwater, drainage, seismic exposure, flood risk, wind, hurricanes, wildfire, and other hazards influence foundations, grading, structural design, insurance, and downtime protection. Access matters during construction and operation: oversized equipment may need route surveys, bridge checks, escorts, or road improvements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Transportation links to suppliers and customers also affect working capital and schedule risk. Evaluate highways, ports, airports, rail, and the last-mile route to the parcel. Deloitte’s U.S. plant-location example includes field checks of soil, access, utility provisions, transportation, labor, and training capacity rather than relying solely on desktop maps.

7. Building, equipment, and integration scope

A factory budget normally spans land and sitework, building structure and envelope, internal rooms, utilities, process equipment, installation, controls, information systems, safety systems, testing, and professional services. The balance differs by industry. A simple shell may be inexpensive relative to the production line; a specialized process may reverse that relationship.

Procurement timing is a cost driver because long-lead equipment can control the construction sequence. Design must release foundations, embedded items, power, ventilation, and controls interfaces early enough for equipment installation. Changes after concrete, steel, or utilities are installed are usually more expensive and can force rework.

How long a greenfield factory takes

Deloitte describes a broad four-phase journey. The ranges below are advisory planning frames, not measured national averages and not a promise that every project will finish within the maximum. Activities overlap, and the meaning of completion must be stated.

Phase Typical activities Deloitte advisory range What can control the phase
Planning Business case, process definition, site screening, due diligence, concept design, approvals strategy, and financing decisions Approximately 6–24 months Product requirements, site choice, permitting path, utility feasibility, funding, and decision speed
Execution Sourcing and procurement, detailed design, site and building construction, utility work, and equipment installation Approximately 12–36 months Long-lead equipment, contractor capacity, weather, ground conditions, utility extensions, design changes, and inspections
Startup Commissioning, safety and functional testing, operator preparation, process stabilization, and product qualification when required Approximately 6–12 months Equipment integration, controls performance, staffing, quality requirements, validation, and corrective work
Ramp Scaling output, improving yield and cycle time, balancing labor and materials, and optimizing the process Approximately 6–24 months Demand, supplier readiness, workforce learning, quality performance, maintenance, and process capability

The ranges should not be added mechanically to create a guaranteed completion date. Planning may overlap early procurement; construction can continue while equipment is installed; commissioning can begin in completed areas; and qualification may extend after the building is operational. The government guidance establishes that construction duration varies widely by U.S. location but does not provide a single national factory-building duration.

A disciplined way to compare candidate sites

Start with a requirements brief

Write the non-negotiable requirements before reviewing communities: land or building area, expansion room, floor loading, clear height, power demand, water and wastewater needs, emissions profile, transportation modes, hiring volume, skill mix, target production date, and acceptable disaster exposure. Separate must-haves from preferences so a low-cost site cannot hide a fatal constraint.

Screen locations against the same scorecard

Dimension Evidence to collect
Workforce Available labor by skill, wage conditions, competitors for talent, training partners, and recruiting capacity
Real estate and site Parcel or building control, expansion options, access, title constraints, soil, topography, drainage, and environmental condition
Utilities Current capacity, connection point, expansion cost, rates, reliability, redundancy, disposal sources, and connection lead time
Permits and regulation Land-use compatibility, environmental and air-permitting requirements, review sequence, taxes, fees, and operating conditions
Logistics Highway, port, airport, rail, supplier and customer proximity, oversized-load routes, and congestion exposure
Community and incentives Local support, training commitments, infrastructure participation, and written incentive terms with performance conditions

Move from desktop screening to field diligence

Shortlisted sites need physical and documentary verification. Walk the property with civil, utility, environmental, construction, and operations specialists. Confirm survey data, borings, drainage, access geometry, utility routes, and service-provider commitments. Ask what must be built off-site and who pays. Record assumptions and unresolved items in a risk register with an owner and decision date.

Negotiate only after feasibility is clear

Community discussions are more productive when the project requirements are known. Negotiate land, infrastructure participation, training support, tax treatment, permitting coordination, and incentives with written milestones and remedies. A nominal incentive does not offset a utility extension that arrives after the equipment installation window.

Build an estimate that can survive review

  1. Define the basis of design. State product, annual or hourly capacity, operating pattern, process steps, equipment assumptions, building area, quality requirements, and expansion phase.
  2. Freeze the site assumption. Identify the parcel or building, ownership status, survey, geotechnical information, environmental findings, access, and disaster criteria.
  3. Map every utility interface. Obtain written capacity and schedule information for power, gas, water, wastewater, communications, and specialized services. Distinguish existing capacity from project-funded expansion.
  4. Create a permit matrix. List each approval, design input, submission dependency, review authority, and required operating condition.
  5. Separate scope packages. Price sitework, building, utilities, process equipment, installation, controls, testing, professional services, training, and startup activities separately so omissions are visible.
  6. Set procurement dates from the production path. Identify long-lead items, release dates, factory-acceptance tests, shipping, customs or transport constraints, installation windows, and spare-parts needs.
  7. Model the schedule by dependencies. Show design releases, permits, earthwork, foundations, steel, envelope, utility energization, equipment arrival, installation, commissioning, qualification, and ramp. Mark activities that can overlap and those that cannot.
  8. Define contingencies by risk. Carry explicit allowances for unknown ground conditions, utility scope, design development, escalation, and schedule disruption. Do not hide them in an unexplained percentage.
  9. Set completion gates. Agree whether the target is substantial completion, safe operation, first conforming product, qualified product, or sustained rate. Each gate needs acceptance criteria and an owner.

Choosing land before checking utilities

A parcel can look available while power, water, wastewater, or gas capacity is years away. Obtain provider letters, expansion designs, cost responsibility, and milestone dates before committing.

Treating construction completion as production readiness

A finished envelope does not prove that equipment communicates, recipes run, operators are trained, quality systems work, or product is qualified. Put commissioning and qualification gates on the master schedule.

Ignoring labor until hiring begins

Late recruiting can leave expensive equipment idle. Validate the labor market and training pipeline during site selection, then schedule recruiting, onboarding, and hands-on training around installation and commissioning.

Assuming all sites follow the same permit path

Regulatory requirements differ by process and jurisdiction. Have local specialists confirm land-use, environmental, air, fire, building, and operating approvals before fixing the date.

Relying on a single optimistic schedule

Maintain a base schedule and a risk-adjusted view that identifies the critical path, float, long-lead exposure, weather windows, inspection dependencies, and recovery options. Update it when design, utility, or permit assumptions change.

What a realistic decision package should contain

Before approving a site or announcing a completion date, the decision package should let an independent reviewer trace every major assumption. Include the process description, capacity model, site plans, due-diligence reports, utility correspondence, permit matrix, workforce plan, logistics analysis, equipment list, procurement schedule, construction estimate, startup plan, risk register, and completion definitions.

The package should also show alternatives: existing building versus greenfield, phased capacity versus full build-out, and sites with different utility or labor profiles. The best location is not necessarily the one with the lowest land price. It is the option whose total scope, approvals, infrastructure, workforce, and schedule can be demonstrated and managed.

The practical answer

The cost and timeline of a U.S. factory are driven less by square footage than by the interaction of process requirements, site conditions, infrastructure, regulation, labor, equipment, and the definition of readiness. Use the SelectUSA location factors to screen regions, apply the staged diligence approach illustrated by Deloitte, and treat the 6–24-month planning, 12–36-month execution, 6–12-month startup, and 6–24-month ramp ranges as advisory planning frames. A defensible number emerges only after the facility scope, site, utility commitments, permits, procurement sequence, and completion gates are explicit.
