Bitcoin prices move when the balance between buyers, sellers and available liquidity changes. Federal Reserve policy is one influence, but it is not the whole explanation. Investment-fund flows, regulation, adoption, the U.S. dollar, risk appetite, geopolitical events, miner and large-holder selling, leverage, market liquidity, and confidence in Bitcoin’s network can all push the price higher or lower. These forces interact, so a coincident ETF outflow or headline is evidence of timing—not proof that one factor alone caused a move.
1. Demand and access change faster than the protocol
Bitcoin trades in open spot markets as well as through institutional products. A change in who can buy, how easily they can buy, or how much they want to allocate can alter price even when the Fed has not changed its policy rate.
Exchange-traded product flows
Spot Bitcoin exchange-traded products (ETPs) create a regulated access route for investors who cannot or do not want to hold coins directly. When those products receive net inflows, their issuers generally need to acquire bitcoin for the product. Outflows can create selling pressure or reduce a major source of incremental demand.

Regulation and market access
Rules can affect perceived legitimacy, custody requirements, reporting costs, the ability of financial institutions to participate, and the number of venues available to traders. A rule that makes access easier can expand demand; an enforcement action, banking restriction or legal uncertainty can shrink it. The effect depends on the jurisdiction and on whether markets had already priced in the change.
Adoption, perception and investor preference
Use by businesses, consumers and financial institutions can broaden the pool of potential buyers. Public narratives also matter: changing views about Bitcoin’s scarcity, usefulness or legitimacy can alter portfolio allocations before on-chain usage changes. An SEC-filed annual report lists worldwide adoption and use, maintenance of the network software, consumer demographics and public tastes, perceived scarcity, fraudulent or illegitimate actors, and political, economic and regulatory conditions among factors that can affect market price. The filing’s wording is intentionally broad; it identifies possible influences, not a precise forecasting model. Read the 2025 annual report.
2. Risk appetite, the dollar and geopolitics are separate macro channels
“Besides Fed policy” does not mean monetary conditions are irrelevant. Investors respond to the broader financial environment, including real yields, credit availability, the U.S. dollar and willingness to own volatile assets. These variables can change between rate decisions.

Risk appetite
When investors are reducing exposure to risky assets, they may sell bitcoin alongside equities, high-yield credit and other speculative positions. When risk appetite returns, bitcoin can attract capital even if the policy rate is unchanged. The relationship is not stable enough to use as a rule: bitcoin can rise during a risk-off episode or fall during a rally in other assets.

Dollar strength
Bitcoin is commonly quoted in U.S. dollars, and a stronger dollar can make dollar-denominated risk assets less attractive to global investors. Dollar moves also reflect funding conditions and international demand for liquidity. A weaker dollar can support nominal prices, but it does not guarantee a bitcoin rally because crypto-specific selling may dominate.
Geopolitical uncertainty
Wars, sanctions, elections and trade disputes can change expected growth, liquidity and cross-border capital flows. In its discussion of the second quarter of 2026, a Bitcoin trust cited tighter financial conditions, a stronger U.S. dollar, geopolitical uncertainty, ETF outflows and a more hawkish rate outlook. That passage explains one quarter; it is not a universal formula. The Bank for International Settlements (BIS) also cautioned against automatically calling bitcoin a safe haven: during geopolitical tensions in early March 2026, its behavior was puzzling, although it ended the period above pre-conflict levels after an earlier decline. 3. New issuance is programmed, but sellable supply is not fixed
Bitcoin’s protocol limits the rate at which new coins are created, yet the price depends on the amount that existing owners and miners are willing to sell at current prices.
Block subsidy and the halving schedule
The 2025 filing records a block reward of 3.125 BTC. It is expected to halve after every 210,000 blocks, with the next halving expected around mid-2028. A halving reduces the flow of newly issued bitcoin to miners; it does not mechanically predict a price increase. Demand may fail to grow, holders may sell, or the market may have anticipated the event already.

Miner selling and operating margins
Miners receive rewards but must pay for electricity, equipment, hosting and financing. If margins become inadequate, they may sell more of their rewards to fund operations, increasing liquid supply. If margins improve, miners may retain more coins. On-chain transfers alone do not reveal whether a miner is selling into the market, moving coins between its own wallets or securing working capital, so a transfer is not proof of price causation.
Large-holder concentration
As of December 31, 2025, the largest 100 wallets held approximately 15% of circulating bitcoin, according to the Bitwise Bitcoin ETF Trust filing. Wallet counts cannot establish that 100 known people or firms own those coins: one owner can control multiple wallets, and one wallet can represent custodial holdings for many clients. A large holder’s distribution can add supply, but the timing, purpose and ultimate owner may be unknown. The filing is available at the SEC-hosted Form 10-K.
4. Leverage and liquidity can turn an ordinary move into a crash
Bitcoin’s price is discovered across many trading venues. Thin order books, fragmented liquidity and derivatives positioning can make a modest spot move trigger much larger changes.

Traders who borrow to buy bitcoin can be liquidated when prices fall. Their exchanges or brokers then sell collateral, adding another wave of supply. Short positions can create the opposite effect when rising prices force buybacks. The BIS reported that bitcoin fell about 50% from its 2025 highs and said liquidations of leveraged long crypto positions probably exacerbated the decline. “Probably” is important: the BIS offered a qualified assessment, not proof that liquidations initiated the fall. Liquidity and reference prices
A market with deep bids and offers can absorb large orders with less slippage. When liquidity retreats, the same order can move the quoted price substantially. A trust’s filing says its benchmark provider evaluates platform oversight, market efficiency, volume, transparency and data integrity when identifying a principal market. That helps explain why reference prices and venue quality matter when comparing a move reported by different services.
How leverage interacts with other drivers
Leverage usually amplifies an initial catalyst rather than replacing one. A regulatory surprise, fund outflow or macro shock may start a move; clustered stop-losses and margin calls can accelerate it. Conversely, short covering can magnify a rally that began with ordinary buying.

Bitcoin is also a software network. Confidence in its reliability and usefulness can influence whether people hold or use it, although network metrics do not provide a dependable short-term price signal.
Fees and settlement
High transaction fees or slow settlement can reduce demand for some payment and transfer uses. The 2025 filing reports average daily fees ranging from $0.31 to $124.17 per transaction between January 1, 2023 and December 31, 2025; the average daily fee was $0.65 on December 31, 2025. These are historical filing figures, not a current fee quote. Fees can spike when demand for block space exceeds capacity, then fall as congestion clears.

Security and mining incentives
Users and investors must trust that the network will continue to resist attacks and settle transactions as expected. A successful attack, a serious software failure or materially weaker mining incentives could damage confidence. The converse is not a guaranteed rally: stable security is a prerequisite for utility, not a standalone trading signal.
6. A practical framework for explaining a price move
When bitcoin rises or falls while the Fed is on hold, examine the evidence in a consistent order rather than assigning the move to the loudest headline.
- Check demand and access. Look for spot ETP or ETF net flows, changes in institutional positioning, exchange access and regulatory announcements. Record the date and region; a U.S. flow series does not describe every global buyer.
- Check the macro backdrop. Note the dollar, real yields, credit conditions, equity volatility and geopolitical developments. Distinguish a broad risk-off move from a crypto-specific event.
- Check potential supply. Investigate miner economics, known distributions and large-wallet movements, while recognizing that wallet identity and transfer purpose may be uncertain.
- Check derivatives and liquidity. Review open interest, funding, liquidations, bid-ask depth and venue differences. A liquidation report describes forced transactions after prices move; it may not identify the original trigger.
- Check the network and policy fundamentals. Consider software changes, security incidents, congestion, fees and rules that affect long-term access or use. Avoid treating any single metric as a reliable near-term forecast.
- Label the strength of the conclusion. Say whether an observation is contemporaneous evidence, an issuer’s explanation of a period, or a demonstrated causal finding. Available public filings and the BIS commentary more often support the first two categories than the third.
7. How the drivers combine in common scenarios

8. What these indicators can—and cannot—tell you
- Flows are useful for measuring access and positioning, but they are often reported with a delay and can reflect a reaction to price rather than a cause.
- Regulatory headlines can change the addressable market, yet the effect depends on implementation, geography and whether the news was already expected.
- Wallet concentration identifies potential supply risk, not the identity, intention or timing of a seller.
- Halvings change issuance, not the demand schedule or the willingness of current holders to sell.
- Liquidation data explains acceleration, but not necessarily the first transaction that moved the market.
- Fees, settlement and security describe network health, but none supplies a reliable standalone price forecast.
The most defensible explanation therefore combines several contemporaneous observations and states the uncertainty plainly. Bitcoin can move without a Fed announcement because its price reflects a global, continuously traded market in which demand, liquid supply, leverage, macro conditions and confidence change at different speeds.
