Surveillance camera resolution describes how many pixels make up an image, usually shown as width × height or as an approximate megapixel count. More pixels can make more detail visible, but they do not guarantee that footage will identify a person or read a plate: the lens, field of view, lighting, image processing, compression, and the resolution actually recorded or streamed all matter.
What camera resolution measures
Resolution is the pixel detail captured by a camera or displayed in its video. A label such as 1920 × 1080 gives the image’s horizontal and vertical pixel dimensions. Megapixels express the approximate total number of pixels: multiply the width by the height, then divide by one million.
For example, 1920 × 1080 contains about 2.07 million pixels, commonly rounded to 2.0 megapixels. The U.S. Department of Homeland Security’s Video Security Systems handbook defines resolution as the level of detail a sensor, camera, or monitor can capture or display.
Common surveillance-camera resolution labels
These formats and approximate megapixel equivalents are examples listed by the Federal Highway Administration (FHWA), not an exhaustive list or a guarantee of what a particular camera records.

| QSXGA | 2560 × 2048 | 5.2 MP |
FHWA’s chapter on camera and communications equipment lists these examples. “4K” and “8K” refer approximately to 4,000 and 8,000 horizontal pixels, respectively, according to Sony’s explanation of 4K and 8K. The DHS Digital Video Quality Handbook appendix says 4K provides four times the resolution of 1080p HDTV video when other parameters are equal.
Why more pixels do not automatically mean better identification
More pixels provide more potential image detail. They cannot recover detail that the camera did not capture clearly or that was lost later. DHS identifies imaging hardware, image processing, lens, illumination, and compression efficiency as factors affecting identification. Accordingly, a resolution label alone cannot establish whether a face, vehicle, or license plate will be identifiable at a particular distance.

Field of view and subject size
The camera spreads its available pixels across the scene. With the same output dimensions, a wide view places fewer pixels across a given subject than a tighter view. Lens choice, camera placement, and the subject’s distance therefore influence how much detail appears in the image. FHWA discusses lenses and field of view as factors affecting image quality and zoom.

Low or uneven illumination can affect captured detail, while image processing and compression can change how much of that detail survives in the final video. A high pixel count should be treated as one part of the imaging system, not a standalone measure of real-world identification performance.

Captured resolution versus recorded or streamed resolution
A camera’s maximum or internal output may differ from the resolution saved by a recorder or sent in a stream. FHWA notes that systems can stream a lower-resolution feed than the camera’s operational feed, for example to manage bandwidth costs. Check the actual recording and stream settings when assessing the footage a viewer will receive.
How to evaluate resolution for a surveillance system
There is no universal minimum resolution that guarantees identification in every scene. Assess the specific scene and the complete video path rather than choosing on megapixel count alone.

What a camera resolution test chart can tell you
A printed resolution chart gives a camera a target to image, helping demonstrate and compare system resolution against stated parameters. DHS describes this type of chart in its Video Security Systems handbook. It can help assess system output under the conditions of the test, but it does not establish that a subject will be identifiable in every real scene, distance, lighting condition, lens setup, or compressed recording.
