Ransomware recovery means containing the compromise, establishing what was affected, preserving evidence, removing the threat, and restoring critical services from verified clean backups. Bring in incident-response or digital-forensics specialists when your team cannot confidently scope or contain the incident, protect evidence, verify recovery sources, or restore systems without risking reinfection. There is no universal hiring threshold; the decision depends on the incident’s impact and your organization’s capabilities.

What to do first

Use your organization’s incident-response plan and isolate affected systems promptly. CISA’s #StopRansomware Guide, revised October 19, 2023, advises identifying impacted systems and isolating them. If multiple systems or network segments are involved, network-level isolation may be appropriate. Prioritize protecting critical services, while avoiding actions that could destroy evidence if investigators need it.

How ransomware recovery proceeds

1. Triage affected services and systems

Establish which systems are affected, what data they hold, and which services depend on them. Set restoration priorities around health and safety, essential operations, revenue, and other business-critical needs. A dependency-aware priority list helps teams restore services in a controlled order rather than bringing systems online indiscriminately.

2. Determine scope and preserve evidence

Review endpoint-protection alerts and logs for signs of additional affected systems or earlier access. Preserve relevant logs and other evidence before retention limits or remediation actions remove them. Memory is volatile, so it may disappear when a device is shut down or changed. If initial mitigation is not possible, CISA recommends capturing system images and memory from representative devices, as well as collecting relevant logs and malware samples.

3. Report and coordinate

Notify the appropriate internal leaders and security or IT teams, along with any managed or security providers and cyber insurer involved in your response plan. Depending on the incident, consider reporting to CISA, the local FBI field office, FBI IC3, or the local U.S. Secret Service field office. If personal or regulated data may have been exposed, follow your incident plan and applicable notification requirements.

4. Contain and eradicate before rebuilding

Establish the compromise’s scope and remove the threat before rebuilding or reconnecting systems. Restoring too early can reintroduce malware or give an attacker a route back in. Ask federal law enforcement about whether a decryptor exists for the specific ransomware variant; availability is not guaranteed, and a decryptor is not a substitute for containing the compromise.

5. Restore from trustworthy sources and review

Restore according to critical-service priorities from offline, encrypted backups, and keep the recovery environment clean. CISA’s guide instructs organizations to “Reconnect systems and restore data from offline, encrypted backups based on a prioritization of critical services.” Test restored systems and monitor them before expanding access or reconnecting them broadly. After recovery, record lessons learned and update the response plan and exercises.

When to hire a ransomware recovery specialist

Consider outside incident-response or digital-forensics help when your organization cannot confidently perform one or more essential tasks:

  • Determine the full scope of compromise, including whether access persists.
  • Contain affected systems and networks without disrupting critical services unnecessarily.
  • Preserve and interpret evidence, including volatile data.
  • Assess whether backups and recovery systems are trustworthy.
  • Restore critical operations safely and guard against reinfection.

Escalation is especially sensible when multiple systems or networks are affected, critical services are at risk, data theft may have occurred, or your internal staff have limited incident-response experience. These are practical decision signals, not a formal CISA rule requiring an organization to hire a provider.

External assistance is not limited to commercial providers

CISA describes federal assistance that may include remote assessment of a compromise, containment and mitigation recommendations, malware analysis based on voluntary submission, and help with criminal investigations. Federal assistance and commercial incident-response services are different options; confirm the available scope and current availability with the relevant organization. Your insurer, counsel, or regulator may also shape who should be involved and when.

Decision factor Internal response may be workable when Seek outside help when
Scope and containment Your team can identify affected systems, investigate persistence, and contain the incident. The scope is unclear, spread is continuing, or your team lacks the tools or experience to contain it.
Evidence handling Staff can preserve relevant logs, memory, and other evidence appropriately. Evidence may be lost, the incident may require forensic analysis, or criminal investigation is possible.
Restoration You can validate backups and restore services in a clean environment. You cannot establish that recovery sources are trustworthy or cannot restore without undue reinfection risk.
Operational urgency Internal capacity can meet recovery needs without putting essential services at unacceptable risk. Critical services are threatened or your team cannot keep pace with the operational impact.
Coordination Your team can coordinate required stakeholders and reporting. You need additional expertise coordinating with an insurer, law enforcement, counsel, or other responders.

Questions to ask a commercial provider

  • What ransomware incident-response and digital-forensics work have you handled that is relevant to our situation?
  • What is included in the scope, and what are the limits or dependencies?
  • How will you preserve evidence and document your findings?
  • Can you support containment, eradication, and safe restoration, or only a subset?
  • How will you coordinate with our insurer, counsel, internal team, and any government responders?
  • Can you provide references and explain how you will communicate progress and findings?

These are practical evaluation questions, not a certification checklist: CISA and NIST do not endorse a specific commercial provider through the guidance cited here.

What recovery does not mean

Buying backup hardware or recovery software does not resolve an active compromise. Preparedness investments can support later recovery, but the incident still requires containment, investigation, and careful restoration. Nor should a successful file restore be treated as proof that the attacker’s access has been removed; scope and containment must be addressed before affected systems return to normal use.

For organizations, the response sequence and coordination guidance are detailed in the CISA guide resource page. NIST’s ransomware protection and response overview provides access to related planning and response resources.
