In India, “privatisation” of the space sector means opening more space activities to private companies and suppliers, not selling the Indian Space Research Organisation (ISRO) or transferring the Department of Space to private ownership. The policy direction is expanded private participation across the space value chain while the government retains policy, public-service, authorization, supervision and national-interest responsibilities.

The Indian Space Policy 2023 allows Indian users to obtain communications, remote-sensing, data and launch services from either public or private providers. Private entities can potentially build launch vehicles and satellites, provide space services, use government infrastructure and establish facilities, but they must operate within authorization and supervision arrangements managed by the Indian National Space Promotion and Authorization Centre (IN-SPACe).

What “privatisation” means in India’s space sector

In ordinary discussion, privatisation can imply that a public organisation is sold or replaced by private owners. That is not what India’s space reforms establish. In this context, the word is shorthand for liberalisation: allowing non-government entities to participate directly in activities that were historically led, controlled or supplied mainly by public institutions.

  • Who operates an activity? A private company may build a satellite, operate a launch vehicle or provide data services if it is authorised.
  • Who supplies the service? Indian users may procure qualifying space technology and services from public or private sources.
  • Who regulates and supervises the activity? The government, through its policy and institutional framework, continues to set the rules and protect strategic, security and national interests.
  • What happens to ISRO? ISRO remains India’s public space agency; private participation is not defined as a reduction or replacement of its public role.

Therefore, a more precise description is expanded private participation under public regulation, rather than wholesale privatisation of ISRO.

What changed after the 2020 reforms and the 2023 policy

India began a formal reform push in 2020 to bring non-government entities into a broader range of space activities. The Indian Space Policy 2023 sets out the direction in more detail. It describes private participation across the space economy, including the creation of both space-based and ground-based assets.

The policy also changes the way demand can be met. It states that Indian consumers of space technology or services may buy from either public or private providers. The policy’s wording is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Thus, Indian consumers of space technology or services (such as communication, remote-sensing, data-services, launch-services, etc), whether from public or private sectors, shall be free to directly procure them from any source, whether private or public.”

This is a procurement principle, not a promise that every service is immediately available from a private supplier. Availability still depends on an entity’s capabilities, applicable rules, authorization and the requirements of the specific service.

Policy question Direction under the reform framework
Can private entities participate in space activities? Yes, across more of the value chain than a conventional supplier-only role, subject to authorization and applicable rules.
Can users choose a private provider? Indian consumers of qualifying space technology and services may procure from public or private sources.
Does the government leave the sector? No. It retains policy responsibilities, national-priority public goods and services, and regulatory and supervisory functions.
Is ISRO being sold or abolished? No. ISRO continues as the public space agency.
Is private access unrestricted? No. IN-SPACe authorization and supervision, including consideration of strategic and security interests, remain part of the framework.

Who does what?

Understanding the institutions is the quickest way to avoid the common mistake of treating all reform bodies as interchangeable.

Institution or participant Role in the reformed framework Practical meaning
Government of India and the Department of Space Set policy and retain public responsibilities, including space-based public goods and services required for national priorities. The state remains responsible for the policy environment and missions or services that serve national needs, even when private operators participate.
IN-SPACe An autonomous agency in the Department of Space that promotes, enables, authorizes and supervises non-government space activities. It is intended to be the single-window interface between ISRO and private participants, including for proposed launch vehicles, satellites, services, infrastructure and facilities.
ISRO India’s public space agency, continuing its public and national-mission role. Private participation is not a programme to reduce ISRO’s role. ISRO can continue research, development, missions and public capabilities while industry expands around it.
NewSpace India Limited (NSIL) Commercialisation and industry-led use of mature ISRO capabilities. NSIL’s commercial role is distinct from IN-SPACe’s facilitation and authorization role.
Non-government entities Companies and other private participants that undertake authorised space activities. They can move beyond subcontracting into building assets, operating services and establishing facilities, subject to the applicable framework.

What private companies may be able to do

The policy and IN-SPACe descriptions cover a broad range of activities rather than a single private niche.

Build launch vehicles

Private entities may participate in the development and operation of launch vehicles. Authorization is still required, and a launch activity must be assessed within the applicable strategic, security and national-interest framework.

Build and operate satellites

Satellites are explicitly included in the activities that non-government entities may undertake. This can include creating space-based assets for communications, remote sensing or other authorised services.

Provide space-based services

Private providers may offer services using space assets or space-derived data. The policy specifically identifies communications, remote sensing, data services and launch services as examples of services that consumers may procure from either public or private sources.

Use government infrastructure

IN-SPACe’s remit includes enabling non-government entities to use government space infrastructure. Access is not automatic ownership or unrestricted use; it is part of an authorization and facilitation framework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Establish facilities and ground assets

The reform direction includes ground-based assets and the establishment of new facilities. A private participant may therefore be involved in more than the spacecraft itself, including supporting infrastructure required to deliver a service.

How authorization works in principle

IN-SPACe is described as a single-window interface, but “single window” does not mean “automatic approval.” Authorization is the gate that allows a non-government activity to proceed within the rules.

  1. Define the proposed activity. The applicant must identify whether it intends to build or operate a launch vehicle, satellite, service, facility or other space asset or activity.
  2. Engage through IN-SPACe. IN-SPACe is the designated interface for promoting, enabling, authorizing and supervising non-government space activities.
  3. Provide the information needed for assessment. The activity is considered within the relevant policy, technical and public-interest framework. The exact submission requirements depend on the activity and the operative rules.
  4. Undergo strategic and security scrutiny. A Department of Space Parliamentary response published on 29 July 2026 said authorization applications are evaluated with strategic, security and national interests in view.
  5. Receive authorization before proceeding. A company should not interpret the policy’s permission for private participation as permission to begin an unapproved launch, satellite operation or service.
  6. Operate under supervision. IN-SPACe’s remit includes supervision as well as promotion and authorization, so an approved activity remains within the regulatory framework after approval.

This structure balances market entry with controls over activities that can affect national security, strategic capability and the safe use of space.

What privatisation means for ISRO

The clearest answer to “Is India selling ISRO to private companies?” is no. ISRO’s own clarification on the reforms states: “Participation of private sector in space is not about reducing ISRO’s role.”

ISRO remains the public space agency. Its role can include public missions, research and development, national-priority capabilities and the transfer or commercial use of mature technologies through the appropriate public institutions. The presence of private launch providers, satellite builders or service companies does not turn ISRO into a private company.

The reform instead changes the division of labour:

  • ISRO continues to perform public and strategic functions.
  • Private entities can develop and operate additional capacity.
  • NSIL handles commercialisation and industry-led use of mature ISRO capabilities.
  • IN-SPACe provides facilitation, authorization and supervision for non-government activities.
  • The Department of Space and the government retain policy and national-priority responsibilities.

What the latest activity figures show

A Department of Space response to Parliament, posted on 29 July 2026, reported 108 authorizations granted to non-government entities. The same response reported $187 million in investment for 2026.

Figure What it measures How to read it
108 authorizations Authorizations granted to non-government entities, as reported in the 2026 Parliamentary response. A dated activity count; it should not be presented as an all-time cumulative total without additional evidence.
$187 million Investment reported for 2026 in that same response. A figure for investment reported in 2026, not a lifetime sector total or a forecast.

These figures demonstrate that the framework is being used, but they do not by themselves show the revenue, profitability, launch frequency or market share of private companies. They are indicators of authorizations and reported investment at a particular point in time.

Foreign investment: what the reform summary establishes

The Government of India’s 2024 reform summary says the Cabinet eased the space-sector foreign direct investment policy by prescribing liberalized thresholds for different sub-sectors and activities. That summary does not provide the threshold schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

As a result, a company or investor should not rely on a single headline percentage. The applicable threshold can depend on the activity category and the route permitted under the operative policy. Anyone assessing ownership, funding or a proposed investment should check the current official FDI rules and identify the relevant sub-sector and route before drawing a conclusion.

Why the government is opening the value chain

Allowing private participation can expand the number of organisations able to design, finance, manufacture and operate space systems. The policy approach can produce several practical effects:

What the reform does not guarantee

Several assumptions go beyond what the policy establishes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It does not guarantee unrestricted launches

Private launch activity remains subject to authorization and supervision. Strategic, security and national-interest considerations can affect an application.

It does not guarantee immediate private alternatives for every service

The policy gives consumers freedom to procure from a public or private source where an authorised provider and suitable service exist. It does not state that a private option must be available for every mission or location.

It does not remove the public sector

The government continues to provide public goods and services for national priorities, and ISRO continues as the public agency.

It does not make every private participant an ISRO contractor

Some companies may work with public institutions, while others may develop independent assets or services. Participation in the space economy is broader than subcontracting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

It does not make authorization a commercial endorsement

Authorization permits an activity within the regulatory framework. It is not, by itself, a guarantee of funding, customers, technical success or profitability.

What different readers should take from the policy

For a potential space company

The opportunity is broader than supplying parts to ISRO, but the first practical question is whether the planned activity falls within the non-government activities that require IN-SPACe authorization. The company should define its asset or service, identify the relevant rules, prepare for strategic and security scrutiny, and treat supervision as an ongoing obligation rather than a one-time formality.

For a customer of space services

The policy supports a choice of public or private suppliers for communications, remote sensing, data and launch services. Compare providers on the service actually offered and confirm that the provider is operating within the applicable authorization framework; the word “private” alone does not establish quality or suitability.

For an investor

The reform opens more possible business models, but authorization, national-interest review and activity-specific FDI rules remain material factors. Investment analysis should distinguish a company’s proposed activity from the broader policy announcement and should use the current operative FDI text rather than an undated summary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a citizen asking whether public control is ending

Public control is not ending in the sense of the government abandoning space policy or ISRO. The state is changing from being the only major operator in many parts of the value chain to being a policy-setter, public-service provider, authorizer and supervisor alongside private participants.

Common misconceptions, answered directly

“Does privatisation mean ISRO will become a private company?”

No. ISRO remains India’s public space agency. The reform expands the role of non-government entities around the public system.

“Can a private company launch a rocket in India?”

Private entities may participate in launch-vehicle activities, but a proposed activity requires authorization and remains subject to strategic, security and national-interest evaluation.

“Who approves private space activities?”

IN-SPACe is the autonomous Department of Space agency designated to promote, enable, authorize and supervise non-government space activities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Can Indian users buy space services from private companies?”

Yes. The Indian Space Policy 2023 says consumers may directly procure qualifying space technology and services from public or private sources, subject to the availability of an authorised provider and the applicable rules.

“Are the 108 authorizations and $187 million cumulative totals?”

Not on the evidence available here. The 108 figure is the number reported in the Parliamentary response posted 29 July 2026, while $187 million is investment reported for 2026. Neither should be described as an all-time cumulative total without a source that defines it that way.
