Operating a restored steam locomotive takes more than skill with the controls: it requires locomotive-specific preparation, ongoing monitoring, coordinated crew work, and compliance with the railway’s safety procedures and the rules for the route and jurisdiction. There is no single worldwide license or qualification that covers every locomotive and railway.
What the operator is responsible for
A locomotive operator uses the controls to start, regulate, and stop the engine, but also watches its performance and operating condition throughout the journey. The operator must work with the train crew and relevant railway personnel, observe applicable speed and load restrictions, and report or respond to defects and hazards.
Australia’s TLIC3030 competency unit is a detailed example of the knowledge expected for operating and monitoring a heritage steam locomotive. It describes work performed within a team, generally with minimal supervision, and under workplace procedures, rail regulations, and codes. It is an Australian training framework, not a universal license.
What preparation before a run can involve
The railway’s own operating procedures and the locomotive’s approved requirements determine the actual checks. Preparation may include inspecting relevant systems, arranging fuel and water, lubricating, checking braking and safety equipment, and identifying and reporting defects. Lighting the fire and raising steam are also part of locomotive preparation, but involve hazards and should be performed only under the railway’s procedures and trained supervision.

Australia’s TLIB4077 assessment requirements include practical preparation tasks such as inspection, lighting the fire and raising steam, checking fuel and fluids, lubrication, hazard management, defect reporting, and specified minor maintenance. These assessment elements do not establish a universal checklist or authorize someone to carry out the work independently.
What happens during operation
During a journey, the operator manages the controls while monitoring the locomotive, communicating with the crew and other relevant railway personnel, and responding to changing conditions or reported problems. The Australian TLIC3030 assessment requirements cover controls for starting, accelerating, decelerating, and stopping, as well as knowledge of instruments, indicators, braking, safety systems, communications, documentation, speed and load limits, and hazardous-situation responses. Assessment is intended to take place in appropriate workplace operational situations; it is not a substitute for a railway’s own qualification process. See the TLIC3030 assessment requirements.

Fuel, water, and lubrication
Fuel and water arrangements depend on the locomotive and route. The cited Australian preparation requirements support checking fuel and fluid levels and carrying out lubrication, but do not set universal quantities, intervals, or infrastructure requirements. Those details must come from the locomotive’s requirements and the operating railway’s procedures.

A restored locomotive is not automatically ready to run. Its boiler and associated equipment need appropriate examination, maintenance, and competent repair under the requirements that apply to that locomotive and operation.

The Heritage Railway Association’s Boiler Code of Practice addresses steam locomotive boiler use, maintenance, and repair. Its stated audience includes mainline, standard-gauge, and narrow-gauge locomotive boilers typically used on gauges of 15 inches or above; it may also help operators of similar boilers. The association notes that the guidance can change without notice, so operators should check its current version and applicability.
For heritage vehicles on the Great Britain mainline, RSSB’s Engineering Requirements for Steam Locomotives and other Heritage Rail Vehicles, issue 2, describes periodic inspection of steam locomotive boilers by a competent person under the relevant written scheme of examination. It also addresses associated safety equipment—including safety valves, injectors, pressure gauges, and water-level indicators—and recognized boiler feedwater treatment. The document discusses records for steaming, washouts, examinations, repairs, and maintenance. Its scope is not a universal legal code for every country or railway.

How the requirements vary by railway and jurisdiction
Requirements depend on the operating organization, the role, the locomotive and boiler, the route, and the jurisdiction. Mainline operation and operation on a lower-risk heritage railway may have different authorization and oversight arrangements.

Does an operator need a license or formal qualification?
There is no single answer that applies worldwide. First identify the railway, locomotive, route, role, and jurisdiction. A training framework, an operator’s competence process, a boiler examination, and the railway’s authorization to operate are related but distinct matters. The Australian unit’s 12 July 2024 statement about licensing applies to that unit at publication and explicitly preserves applicable state or territory rail-safety requirements; it does not establish what a particular operator must hold today.
Quick Recap
- Identify the operation: establish whether the locomotive will run on a mainline or a heritage railway and which regulator’s rules apply.
- Identify the role: clarify whether the question concerns a driver, fireman, inspector, guard, dispatcher, or engineering staff member.
- Ask the operating railway: confirm its competence, training, assessment, supervision, and authorization requirements for that role.
- Confirm locomotive-specific obligations: check the applicable boiler examination, maintenance, operating limits, and safety procedures with the responsible railway and competent specialists.
