Launching a satellite startup in India takes more than incorporating a company and booking a rocket. First define exactly what the business will do: build and operate a spacecraft, sell satellite data, run ground infrastructure, develop launch systems, create a spaceport, or manufacture components. Each activity sits in a different policy category, can trigger a different foreign-investment route, and may require its own engagement with the Indian National Space Promotion and Authorization Center (IN-SPACe).
IN-SPACe is the central authorization and facilitation body for non-governmental space activity. The Indian Space Policy 2023 describes it as a single-window agency, but the broad policy does not provide one universal checklist, price, approval timeline or funding requirement for every startup. Your mission, payload, orbit, communications architecture, launch arrangement and customers determine the detailed work.
Start by defining which kind of satellite business you are building
“Satellite startup” is not a single regulatory or commercial category. Before seeking investment or preparing an authorization application, write a one-page description of the activity, the customer and the physical assets involved. The main groups identified in India’s space-policy and foreign-direct-investment frameworks are:
| Business activity | Typical product or operation | Why the distinction matters |
|---|---|---|
| Satellite manufacturing and operation | Designing, owning and operating a spacecraft | Space-object establishment and operation are among the activities for which IN-SPACe authorization is relevant; the FDI automatic-route ceiling is up to 74%. |
| Satellite data products and services | Processing imagery, analytics, communications capacity or other space-enabled services | Data and service sales are treated separately from building a spacecraft, while the FDI ceiling in the cited policy summary is also up to 74%. |
| Ground and user segments | Ground stations, terminals, mission-control systems or user equipment | These can involve access to Department of Space facilities and have their own FDI classification. |
| Launch vehicles and spaceports | Building launch systems, operating launch systems or creating a facility to launch and receive spacecraft | Launch-vehicle activity and spaceport creation have a lower automatic-route FDI ceiling of up to 49%. |
| Components and subsystems | Supplying satellite, ground-segment or related systems and parts | Manufacturing relevant components and systems/subsystems is listed with up to 100% automatic-route FDI. |
A company can span several rows. If it will both manufacture a satellite and sell data, or build a payload and operate a ground station, have counsel map every activity rather than assuming the most favorable classification applies to the entire company.

IN-SPACe is the central authorization point
ISRO describes IN-SPACe as “a single-window, independent, nodal agency that functions as an autonomous agency in the Department of Space (DOS).” Its responsibilities include promoting, enabling, authorizing and supervising non-governmental entities’ space activities, including building launch vehicles and satellites, providing space-based services, using Department of Space/ISRO infrastructure and establishing new space infrastructure. See the IN-SPACe overview.
The Indian Space Policy 2023 says IN-SPACe “shall function as an autonomous Government organization, mandated to promote, hand-hold, guide and authorize space activities in the country.” The policy names authorization categories including establishing or operating space objects and launching and operating launch vehicles, including suborbital launches.
That mandate is not a blanket approval for every action by a company. A startup must identify the actual mission and activity, then follow the current IN-SPACe procedure that applies to it. Company incorporation, a funding round or a supplier contract does not by itself authorize a flight or an on-orbit operation.

A practical sequence for forming the venture
1. Describe the mission and the customer
State what you will put in orbit or deliver to users. Include the spacecraft or component, payload purpose, target orbit, expected users, data flows, ground equipment and launch concept. If you are not operating a spacecraft, say whether you sell processed data, provide a ground service or manufacture hardware for another operator. This definition drives the regulatory and ownership analysis.
2. Create an activity-to-authorization map
Make a table that links each planned activity to its likely authorization question. For example, “operate an Earth-observation satellite” raises the space-object establishment and operation issue; “offer a ground station as a service” raises ground-segment and facility-access questions; “develop a small launch vehicle” raises launch-vehicle authorization and range or spaceport coordination questions.
Use the current IN-SPACe authorization information as the starting point, then verify the live norms and guidelines for your specific mission. The broad policy establishes IN-SPACe’s role, not the complete list of application documents, engineering evidence or review stages.

3. Set the ownership and financing structure
Apply the FDI route to each activity before signing term sheets. The Ministry of Commerce and Industry’s March 5, 2024 policy review gives the following automatic-route ceilings:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Activity group | Automatic-route FDI ceiling | What happens above the ceiling |
|---|---|---|
| Satellite manufacturing and operation; satellite data products; ground and user segments | Up to 74% | Government route applies above 74%. |
| Launch vehicles and associated systems or subsystems; creation of spaceports for launching and receiving spacecraft | Up to 49% | Government route applies above 49%. |
| Manufacturing components and systems/subsystems for satellites and ground/user segments | Up to 100% | The cited policy summary permits up to 100% through the automatic route for this listed manufacturing group. |
These are entry-route thresholds, not a statement that every investor, instrument or transaction is otherwise unrestricted. Confirm the current consolidated FDI policy, sector definitions, beneficial ownership questions and transaction-specific filings with qualified advisers. The official figures come from the Ministry of Commerce and Industry/Press Information Bureau release of March 5, 2024. The Prime Minister’s Office announcement provides additional policy context.
4. Decide whether you need public facilities or launch coordination
IN-SPACe’s role includes enabling non-government entities to use Department of Space-owned facilities, and its authorization information describes involvement in prioritizing the launch manifest. Treat both as processes to arrange, not automatic entitlements. Availability, technical compatibility, scheduling and commercial terms must be confirmed for the particular case.
The Department of Space reform program also describes NewSpace India Limited (NSIL) as an aggregator of user requirements. That supports an institutional ecosystem around commercial interfaces, but it does not guarantee a facility, launch slot, customer contract or price for a new company. The reform background is available on ISRO’s private-sector reforms page.
5. Prepare the mission-specific compliance file
Once the activity and ownership route are clear, assemble the evidence that the applicable IN-SPACe process requests. The exact checklist depends on the mission. At minimum, organize the following questions so that engineering, legal and commercial teams are working from one configuration:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Who owns and controls the spacecraft, payload, ground equipment and operational data?
- What orbit, launch vehicle, launch site and deployment arrangement are proposed?
- What frequencies, communication links and ground-station locations will be used?
- What safety, collision-avoidance, cybersecurity, environmental and end-of-life measures apply?
- Who is responsible for operations, incident response, insurance, liability and customer support?
- Which data will be collected, transferred, processed or sold, and to whom?
- Which Department of Space or ISRO facilities, testing resources or launch-manifest coordination are being requested?
The high-level sources do not establish a universal document list, technical standard, insurance amount, fee, review duration or launch price. Do not insert a generic number into a business plan; obtain the current, activity-specific requirements after the mission is defined.

How the main business models compare
A useful comparison focuses on what you sell and what must be operationally true, rather than treating every space company as a satellite operator.
| Model | Core asset and customer promise | Primary planning questions | FDI reference in the 2024 policy review |
|---|---|---|---|
| Own and operate a satellite | Spacecraft capacity, observations or communications delivered over time | Can the payload meet customer needs? Who controls mission operations, data and spacecraft safety? | Up to 74% automatic route for satellite manufacturing and operation. |
| Sell satellite data or derived services | Analytics, imagery, communications or other outputs rather than the spacecraft itself | What data rights, processing pipeline, service-level commitments and customer integrations are needed? | Up to 74% automatic route for satellite data products. |
| Operate ground or user infrastructure | Stations, terminals, mission-control capability or connectivity to users | Which sites, spectrum, facilities and network interfaces are required, and will public infrastructure be requested? | Up to 74% automatic route for ground and user segments. |
| Build launch vehicles or a spaceport | Launch capacity or a facility for launching and receiving spacecraft | What vehicle, range, site, safety case and launch-manifest process are involved? | Up to 49% automatic route for listed launch and spaceport activities. |
| Manufacture components and subsystems | Hardware sold to satellite, ground-segment or other space-system builders | Which qualification, quality, export-control, testing and customer-acceptance requirements apply? | Up to 100% automatic route for listed component and subsystem manufacturing. |
The policy percentages do not tell you which model is profitable or easiest. They only identify the foreign-investment entry route for the stated activity groups. Commercial readiness still depends on customer evidence, technical maturity, supply-chain capability and credible access to launch or operations.

- Define the activity classification and corporate entities.
- Identify the IN-SPACe authorization category for each activity.
- Confirm the FDI route and any government-approval trigger.
- Specify launch, orbit, payload, communications and ground architecture.
- Identify every public facility, testing resource or launch-manifest request.
- Track unresolved requirements as decisions, owners and deadlines rather than assumptions.
Commercial and delivery plan
- Document named customer problems and the evidence that customers will pay for the output.
- Set technical milestones for payload, spacecraft, software, ground systems and operations.
- Show how the company will obtain launch access and maintain service if the schedule changes.
- Budget engineering, testing, people, insurance, legal work, operations and contingency without relying on an invented “typical satellite cost.”
- Define data ownership, service levels, support and renewal terms before promising performance.
The available official material does not support a universal funding requirement, authorization timeline, launch price, market-size estimate or probability of mission success. Those figures must be developed for the specific design and commercial model.
Common planning errors and how to avoid them
Calling every activity “satellite operation”
A data company, component manufacturer and launch-vehicle developer may all describe themselves as space startups, but they do not face the same authorization or FDI analysis. Fix this by listing every revenue-generating and mission-critical activity separately.
Assuming one approval covers the entire company
IN-SPACe is a single-window authorization agency, not a universal corporate license. Fix this by mapping each spacecraft, launch, ground and service activity to the applicable current procedure.

Treating FDI percentages as unrestricted ownership rights
The 74%, 49% and 100% figures describe automatic-route ceilings for specified groups. They do not remove other corporate, investment, security or transaction requirements. Fix this by having counsel validate the classification and route before accepting funds.
Counting on an ISRO facility or launch slot
IN-SPACe can facilitate access and participate in launch-manifest prioritization, but availability and scheduling are case-specific. Fix this by making facility access and launch coordination explicit workstreams with written confirmation.
Publishing a generic budget or timeline
Mission design, payload complexity, launch arrangement, facilities and customer commitments vary too widely for a single credible number. Fix this by producing a bottom-up plan tied to the chosen orbit, hardware, operations and authorization path.
What a founder should have before approaching investors or regulators
- A concise mission definition naming the activity, customer and physical assets.
- An activity matrix showing which parts involve spacecraft, data, ground systems, launch systems, spaceports or components.
- An ownership chart and FDI-route analysis based on the March 2024 thresholds.
- A preliminary mission architecture covering payload, orbit, communications, ground segment and launch.
- A list of requested public facilities, testing resources and launch coordination.
- A risk register covering technical readiness, supply chain, data handling, safety and operations.
- A customer plan that distinguishes validated demand from future assumptions.
- A schedule and budget built for this mission, with unknown regulatory items clearly flagged for confirmation.
That package will not replace an IN-SPACe application or other approvals, but it gives advisers, investors and government counterparts the information needed to identify the correct path.
Bottom line
To launch a satellite startup in India, first classify the exact business, then map each activity to IN-SPACe authorization, choose an ownership structure that fits the relevant FDI route, and confirm any facility or launch-manifest needs. The governing framework is enabling, but it is not a one-size-fits-all checklist. Your orbit, payload, data, launch arrangement and operating model determine the detailed approvals, technical evidence, schedule and cost.
