India’s draft National Steel Policy: Vision 2047 targets 604 million tonnes (MT) of crude-steel capacity and 505 MT of finished-steel demand by 2047. It also sets objectives of 531 MT of crude-steel production, 302 kilograms of finished-steel consumption per person and 45 MT of steel exports. These are draft policy projections and objectives, not guarantees that companies will finance, build or continuously operate that capacity. The Ministry of Steel’s consultation page said comments were invited through 30 October 2026; that status and deadline should be checked because the document can change.
The headline numbers—and what each one measures
The most important distinction is between capacity, production and demand. They describe different points in the steel chain and cannot be treated as interchangeable.

On the draft’s own figures, 604 MT of capacity is about 2.7 times the stated 220 MTPA FY 2025-26 baseline (604 divided by 220). That arithmetic describes the scale of the expansion objective; it does not mean all 604 MT will be needed every year or that the sector will run at full utilization. Capacity can produce crude steel, while demand is reported for finished products that may require conversion, processing, inventory and trade.

The Ministry presents Vision 2047 as a long-term framework for a globally competitive, technologically advanced, environmentally sustainable and resource-efficient steel industry aligned with Viksit Bharat@2047. The emphasis therefore goes beyond adding furnaces. The draft links expansion with productivity, higher-value products, reliable raw materials, domestic technology, digital systems, skills and lower emissions.

India’s steel sector is deregulated. In a written Rajya Sabha answer dated 6 February 2026, the Minister of State for Steel said the government acts as a facilitator and that company decisions on investment, capacity, production and technology are based on techno-commercial analysis. The 604 MT objective is consequently a national policy direction, not a government construction schedule or a funded project list.
How the 2047 ambition compares with the earlier policy
The 2017 National Steel Policy set 2030-31 goals of 300 MT of crude-steel capacity, 255 MT of crude-steel production and 158 kg of per-capita finished-steel consumption. A Ministry response in February 2026 reported the following actual 2024-25 values:

The years and definitions matter: the 2024-25 figures are a reported status snapshot, not a 2026-27 result, and “demand/production” in the parliamentary table should not be silently converted into capacity. The comparison shows that Vision 2047 raises the time horizon and the scale of the ambition while the earlier 2030-31 targets remained ahead of the 2024-25 values reported by the Ministry.

Why the draft expects steel demand to grow
Construction and infrastructure remain the base
The executive summary says construction and infrastructure together account for about 67% of current steel consumption. The detailed draft separates building and construction at about 37% and infrastructure at about 30%. These uses include housing, commercial buildings, roads, bridges, railways, ports, airports, power networks, water systems and industrial facilities. Large public and private projects can therefore lift demand for rebar, structural sections, plate and other products even when consumer spending is uneven.
Manufacturing and durable goods add volume
The Ministry attributes another 28% of current consumption to automobiles, engineering goods, appliances and packaging. Expansion in vehicle production, machinery, factory equipment and household durables increases demand for flat and long products, while packaging uses coated and lightweight steels. The policy also identifies specialty and high-value steel as a way to capture more value per tonne rather than relying only on bulk grades.
Urbanization and population create a long runway
For its structural demand case, the draft projects India’s population to rise from about 1.42 billion in 2025 to 1.67 billion in 2047, and the urban population from about 0.54 billion to 0.84 billion. The Ministry uses these projections to connect urban growth with housing, commercial space, industrial parks, metro and rail systems, airports, water and sanitation, and electricity transmission. They are policy assumptions, not independent population forecasts verified here, so they should be read as the draft’s planning basis.

Newer demand centers
Renewable-energy equipment, clean mobility, digital infrastructure and emerging technologies are additional demand channels named in the policy. Solar and wind structures, transmission hardware, electric-vehicle supply chains, data facilities and advanced manufacturing can change the product mix as well as the total tonnage. Some applications require stringent grades and surface quality, which is why the draft pairs demand growth with specialty-steel capability and stronger standards.

A capacity target is an annualized capability to make crude steel; a demand target counts finished steel consumed. Between those points are basic-oxygen or electric-furnace conversion, casting, rolling, coating, fabrication, inventories, imports and exports. Yield losses and product mix also matter. A mill can have nominal capacity that is unavailable because of maintenance, raw-material shortages, power limits or weak margins. Conversely, a country can import a product it does not make economically while exporting another grade.
The draft’s 45 MT export objective further separates domestic demand from total output. If achieved, exports would represent steel shipped abroad rather than finished steel consumed in India. The figures should therefore be used as separate planning indicators, not added or subtracted to claim a precise surplus.

Raw materials and the cost of making steel
The executive summary attributes around 65–70% of steelmaking costs to raw materials (Ministry of Steel, 2026). It also says India imports nearly 92% of its coking-coal requirement. That exposure can affect margins, investment timing and the competitiveness of both integrated and electric-furnace producers.
Vision 2047 proposes a combination of domestic mining, more coal washeries, acquisition of mineral assets, long-term supply arrangements and AI-based coal-blend optimization. These measures aim to improve quality consistency and reduce the cost and disruption associated with imported inputs. They do not eliminate geological, permitting, logistics or price risks; they are instruments for making the expansion objective more achievable.
The secondary-steel segment is central to delivery
The Ministry describes roughly 2,550 secondary-steel units and says they represented nearly 47% of crude-steel production capacity in FY 2025-26. Smaller induction-furnace and electric-furnace operators can expand regional supply and use scrap, but they often face constraints in raw-material access, technology, testing, worker training and safety.

The draft calls for support aimed at those constraints: better access to raw materials, technology upgrades, skills development and stronger occupational safety. Any assessment of the 604 MT objective that looks only at large integrated plants would miss almost half of the capacity base identified by the Ministry.

The steel sector accounts for about 10–12% of India’s CO₂ emissions, according to the Ministry’s 2026 executive summary. Average emissions intensity is given as 2.54 tonnes of CO₂ per tonne of crude steel, compared with a global average of 1.92 tonnes. Adding furnaces without changing the energy and process mix would make the volume objective harder to reconcile with India’s climate pathway.
The draft calls for a phased transition toward net zero by 2070 through energy efficiency, renewable electricity, greater scrap use and hydrogen. It states a 2047 emissions-intensity objective of 1.54 tonnes of CO₂ per tonne of crude steel. Achieving that while output grows requires investment in efficient equipment, low-carbon power, scrap collection and sorting, transport, measurement systems and technologies that may not yet be commercial at every scale.
Other policy pillars that determine whether growth is usable
- Technology and capital goods: domestic engineering capability and modern equipment can reduce dependence on imported know-how and improve reliability.
- Quality and standards: testing, certification and enforcement are needed for infrastructure, vehicles, pressure equipment and other safety-critical uses.
- High-value and specialty steel: producing advanced grades can reduce import dependence and improve the value of each tonne.
- Digital systems and artificial intelligence: process control, predictive maintenance, energy management and coal-blend optimization are identified as applications.
- Research and innovation: new processes, materials and low-carbon routes are necessary as the emissions target tightens.
- Skills and industrial safety: expansion requires trained operators, engineers and contractors, with safety systems capable of covering both large plants and the secondary segment.
What would have to happen for the targets to be credible?
- Demand must materialize: housing, infrastructure, manufacturing, mobility and energy projects need sustained execution rather than only announced spending.
- Projects must clear commercial tests: companies will decide whether to add capacity based on returns, financing, technology, logistics and expected product prices.
- Raw-material supply must expand: domestic ore, coal preparation, scrap collection and stable contracts have to keep pace with furnaces and rolling lines.
- Products must match the market: crude-steel tonnes are not enough if India lacks the rolling, coating, alloying and quality capability required for specialty applications.
- Infrastructure must keep up: ports, rail freight, power, water and industrial land affect both utilization and delivered cost.
- Emissions performance must improve: energy efficiency, renewable power, scrap and hydrogen pathways need to scale while output rises.
- Workforce and safety capacity must grow: operators, maintenance specialists, inspectors and supervisors are essential to reliable production.
How to read the policy without overstating it
- Call 604 MT and 505 MT “draft projections” or “policy objectives,” not guaranteed outcomes.
- Keep the year and unit attached: 220 MTPA capacity in FY 2025-26 is not 220 MT of production.
- Use “finished-steel demand” for the 505 MT figure and “crude-steel capacity” for 604 MT.
- Do not infer full utilization from a capacity number or a capacity shortfall from the difference between capacity and demand.
- Separate domestic demand from the 45 MT export ambition.
- Identify the Ministry of Steel as the source and note that no independent demand forecast is established in the policy materials.
What readers should watch next
The immediate checkpoint is the consultation process. The Ministry’s policy page was updated on 12 October 2026 and the consultation notice invited comments through 30 October 2026. Final wording, targets or implementation measures may change after that process. Subsequent evidence will come from company announcements, permits, financing, new operating capacity, actual production and consumption data, raw-material contracts and measured emissions intensity—not from the target table alone.
For businesses, the practical question is product and location: which grades, energy sources, logistics corridors and customer industries can support profitable utilization? For policymakers, it is whether raw materials, infrastructure, technology, skills and decarbonization advance fast enough together. For readers, the safest conclusion is that Vision 2047 sets a very large direction of travel, while delivery remains contingent on investment and execution across the entire value chain.
