Artificial general intelligence (AGI) usually means an AI system with broad competence across many cognitive tasks, often at roughly a human-level standard. Superintelligence generally means capability that exceeds the strongest human performance, including experts who may themselves use AI. In that sense, AGI is mainly about breadth plus a competence threshold; superintelligence is about surpassing the best human baseline.
Neither term has a universally accepted technical definition or an official certification test. The organization making the claim, the tasks tested, the comparison group, and the system’s autonomy all matter.
What artificial general intelligence means
Artificial intelligence is the broad field of systems that perform tasks associated with intelligence. Most deployed AI is narrower: it may generate text, classify images, recommend content, translate languages, write code, or play a particular game. A system can be extraordinarily good at one of those jobs without being general.

- Generality: one system can work across many domains rather than only one specialty.
- Competence: its performance reaches a specified standard, often comparable to human performance.
The National AI Advisory Committee’s 2023 FAQ states: “While there is no agreed-upon definition of Artificial General Intelligence (AGI), many definitions combine some notion of generality (i.e., a single AI system that is competent at performing a broad range of tasks) and level of competency (i.e., performance across a broad range of tasks that meets or exceeds some standard of human-level performance).”
That wording is useful because it prevents two common errors. Generality is not the same as being good at one difficult task, and “human-level” is not a complete specification until someone explains which humans, which tasks, and what level of reliability.
Why there is no single AGI definition
AGI is a contested label, not a globally administered status. Different organizations choose different scopes and thresholds.
OpenAI’s definition
OpenAI’s Charter defines AGI as “highly autonomous systems that outperform humans at most economically valuable work.” This definition adds two conditions that are not present in every formulation: substantial autonomy and performance across economically valuable work. The Charter also says, “The timeline to AGI remains uncertain.” Treat this as OpenAI’s organizational definition, not a settled industry standard.
Google DeepMind’s definition
In its April 2, 2025 article Taking a responsible path to AGI, Google DeepMind describes AGI as “AI that’s at least as capable as humans at most cognitive tasks, [which] could be here within the coming years.” This emphasizes cognitive tasks and a human comparison, but it does not by itself specify an exact test suite or autonomy requirement.

What the definitions have in common
Both examples require broad capability and a high performance threshold. They differ in what they foreground: OpenAI stresses autonomy and economically valuable work, while DeepMind stresses capability at cognitive tasks. A claim that a system is “AGI” is therefore incomplete unless it identifies the definition being used.
What superintelligence means
Superintelligence usually refers to a system that performs beyond the best human capability, rather than merely reaching ordinary human competence. It is commonly discussed as a further performance threshold after human-level general intelligence, although the terms do not form a formally standardized ladder.
OpenAI’s 2026 policy document Industrial Policy for the Intelligence Age describes the transition this way: “Now, we’re beginning a transition toward superintelligence: AI systems capable of outperforming the smartest humans even when they are assisted by AI.” The comparison is deliberately demanding: it is not “better than an average person,” but better than the smartest people with access to AI assistance.
Google DeepMind’s June 12, 2026 report From AGI to ASI offers an intuitive description of artificial general superintelligence: a system “more intelligent and cognitively capable than large organisations of humans.” The report presents this as an endpoint on a continuum, not as a universally ratified measurement standard.
These descriptions support a practical distinction:

A system could be broad but uneven, or extremely capable in a narrow domain without being general. It could also be broadly capable while requiring constant human direction. Those combinations show why generality, performance depth, and autonomy should not be collapsed into one label.
The four dimensions to examine in any “AGI” or “superintelligence” claim
1. Breadth and generality
Ask how many genuinely different tasks and domains the system can handle. Writing an essay, proving a theorem, diagnosing a fault, planning a project, interpreting an image, and controlling a physical device test different abilities. A specialist can outperform people on one of these while having little competence in the others.
2. Performance depth
Measure how well the system performs on each task, not just whether it can produce an answer. “Human-level” could mean comparable to a novice, a typical worker, or a leading expert. A credible claim should state the baseline, scoring method, error tolerance, and whether performance is consistent.
3. Reliability and transfer
Capability on familiar benchmark items does not automatically transfer to novel situations. Test whether the system can solve new problems, cope with changed instructions, detect when it lacks information, and maintain performance outside the data or examples used for evaluation. Google DeepMind’s 2024 framework highlights the need for benchmarks that quantify behavior and capabilities rather than relying on a single headline score.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
4. Autonomy
Autonomy concerns whether a system can set subgoals, plan, use tools, and act over time without continual human intervention. It is related to deployment and risk, but it is not identical to general intelligence. A broadly capable assistant that waits for approval at every step differs materially from a system that independently executes a long project.
5. The human comparison threshold
Clarify whether a statement means better than most people, at least as capable as humans on most cognitive tasks, or better than the strongest experts assisted by AI. Those are different claims. Without the comparison group, “superhuman” is too vague to establish a meaningful threshold.
Why a single impressive benchmark cannot prove AGI
Benchmarks are evidence about the conditions they test. They do not, by themselves, establish universal competence. A model may score highly because a task resembles its training data, because the evaluation rewards short answers, or because the benchmark omits planning, physical interaction, long-horizon reliability, or social judgment.
The National AI Advisory Committee has cautioned against treating foundation models as automatically meeting an AGI threshold. Its FAQ pointed to limitations discussed at the time, including planning and acting in the physical world and inconsistent mathematical calculation and reasoning. That is a 2023 committee assessment, not an exhaustive judgment about every later system.
A stronger evaluation program would combine many task families and examine:

- Record the date and version. Model behavior changes through updates, tools, and deployment settings.
- Write down the definition. Identify whether the speaker means broad cognitive competence, economically valuable work, autonomy, or another criterion.
- List the task scope. Separate the domains actually tested from domains merely mentioned in marketing or commentary.
- Identify the baseline. Ask whether results are compared with average people, trained professionals, leading experts, or AI-assisted experts.
- Check the evaluation design. Look for held-out or novel tasks, contamination controls, repeated trials, reliability data, and meaningful failure analysis.
- Separate capability from deployment. A system may be able to perform a task in a laboratory but lack the permissions, interfaces, memory, or physical access needed to perform it independently in the real world.
- State uncertainty explicitly. Report what the evidence demonstrates and what it does not establish instead of treating a label as self-authenticating.
Is superintelligence simply “more AGI”?
It is better understood as a higher capability threshold than as a separate kind of generality. AGI and superintelligence can both refer to systems able to work across many domains; the difference is the level of performance relative to humans.
However, the relationship is not a guaranteed sequence. A system might become more autonomous without becoming better than top experts, or become extraordinarily strong in selected scientific or engineering tasks without demonstrating broad generality. “More capable” can mean deeper performance, wider coverage, greater speed, greater reliability, or greater independence, and those dimensions can advance at different rates.

Google DeepMind’s 2026 report discusses several possible pathways, presented as possibilities rather than predictions:
- Scaling AGI: improving an already general system through more computation, data, or engineering.
- AI paradigm shifts: developing new methods that remove important limitations of existing systems.
- Recursive improvement: systems contributing to improvements in the technology that produces them.
- Large-scale multi-agent collectives: coordinating many capable agents so that the combined system performs beyond an individual system.
The existence of these proposed pathways does not establish that any one will work, how quickly it might work, or what safety conditions would be required. The same report treats the transition from human-level AGI to artificial general superintelligence as uncertain.
What these terms mean for current AI users
For practical decisions, do not ask only whether a product is advertised as “general.” Ask which jobs it can perform, at what reliability, with what supervision, and under whose accountability. A system that drafts code, summarizes documents, or analyzes images can be valuable without meeting any universal AGI definition. Conversely, a broad demo does not prove that it can safely run an unsupervised business process.
Use task-specific testing, human review for consequential decisions, access controls, and clear escalation procedures. Treat the labels as shorthand for a claim that must be unpacked, not as a guarantee of capability.

AGI generally means broad, often human-level competence across many cognitive tasks. Superintelligence generally means exceeding the strongest human performance, potentially including humans who use AI. The distinction is useful, but neither term has a universally accepted definition, benchmark, or certifying authority. Whenever you encounter either label, ask what tasks were tested, what baseline was used, how reliable the results were, and how much autonomy the system had.
