Short answer: an iCloud Backup is a snapshot of iPhone information and settings that are not already being synchronized to iCloud. If a category is handled by an iCloud sync service—such as iCloud Photos, Messages in iCloud, or iCloud Drive—it is normally restored through synchronization rather than copied into the daily device backup. A restore can therefore be successful even when some content is not visible immediately.
The exact result depends on the sync services enabled when the snapshot was made, the app’s storage design, and whether Apple or a third-party service must download content again.
iCloud Backup and iCloud sync are different systems
Apple describes iCloud Backup as a copy of information on an iPhone that is not already synced to iCloud. Think of the two systems as complementary:

- Backup captures device information that would otherwise remain only on the iPhone. It gives you a point-in-time source for restoring settings, local data, and app state.
Turning on a sync service can move a category out of the daily backup payload. That is why two iPhones with the same apps can produce very different backup sizes and restore experiences.

What an iCloud Backup includes
Device settings and the Home Screen
The backup includes device settings, the Home Screen layout, and app organization. After a restore, folders, page arrangement, and other backed-up preferences can return without you rebuilding the layout manually.
App data stored on the iPhone
Data created or downloaded by an app is generally included when it is stored locally on the device. This can include progress and saves in games, downloaded information, and data from third-party social-media, messaging, or productivity apps. Apple apps whose data does not sync through iCloud can also contribute local data to the backup.
There is an important boundary: if an app keeps its data in iCloud Drive, that data belongs to iCloud Drive and is not embedded in the iPhone backup. After restoring, the app obtains it from iCloud Drive instead.

Messages when Messages in iCloud is off
iMessage, SMS, and MMS conversations are included in the device backup only when Messages in iCloud is not enabled. With that service enabled, messages synchronize to iCloud and are excluded from the daily backup snapshot.
Photos and videos when iCloud Photos is off
Photos and videos stored on the iPhone can be included when iCloud Photos is disabled. Apple says the associated People & Pets face information can be included as well. When iCloud Photos is enabled, the media and that related information synchronize to iCloud instead of being copied into the daily device backup.

Locally stored Notes
Notes that exist only on the iPhone can be included. Notes already stored in iCloud are delivered by synchronization after the restore, not by the backup payload.
Purchased ringtones and Visual Voicemail credentials
Purchased ringtones are included. The Visual Voicemail password is also included, but using it after restoration requires the SIM card or eSIM that was used when the backup was created.

The backup for the Apple Watch paired with the iPhone is included in the iPhone backup. Restoring the iPhone can therefore provide the Watch data needed to set up the paired Watch again.
What is included, synced, redownloaded, or excluded?
This table shows where common categories come from during a restore. “Embedded” means the information is part of the iPhone backup snapshot; “sync” means it is kept in iCloud separately; “redownload” means the restore retrieves it from a store or service.

What an iCloud Backup does not contain
Cloud-synchronized data is not duplicated
Data already synchronized to iCloud is not copied a second time into the device backup. That includes iCloud Photos media, messages managed by Messages in iCloud, files in iCloud Drive, and messages hosted by iCloud Mail. The separate iCloud service remains the source after restoration.

Mail messages from any provider
Mail hosted by iCloud, Gmail, Exchange, or another provider stays on that provider’s servers. The backup preserves account settings, not the mailbox contents. Once the account is added or restored and the phone has a connection, the mail app retrieves the messages again.
Apple Pay and biometric settings
Apple Pay information and settings are excluded. Face ID and Touch ID settings are also excluded for security reasons. You must enroll biometric authentication again and re-add payment cards after restoring the phone.
iCloud Music Library and offline maps
iCloud Music Library is not part of the backup. Offline map downloads are excluded too, so saved map areas need to be downloaded again in the relevant map app.
The purchased content itself
Apple backs up records showing which music, films, TV programmes, apps, books, and other store items were purchased or present on the device. It does not place the purchased files themselves inside the backup. During restoration, eligible items are normally downloaded again from Apple services.
Redownload is not guaranteed in every circumstance. Apple notes that availability can vary by country or region, and an item that was refunded or removed may no longer be available. A restored purchase record therefore does not promise that the original file can be obtained again.

Why photos or messages may be missing after a restore
iCloud Photos or Messages in iCloud was enabled
The most common explanation is that the content was never in the backup. If iCloud Photos was on, photos and videos are expected to arrive through Photos synchronization. If Messages in iCloud was on, conversations are expected to synchronize through Messages. Sign in with the same Apple Account, connect to Wi‑Fi, and allow time for the services to finish downloading.
The backup predates the content
A backup is a snapshot, not a live mirror. Anything created after the snapshot was made cannot appear in that snapshot. Check the backup date before assuming that a restore failed.
The app stores data outside the backup
An app may keep its records in its own cloud service or in iCloud Drive. In that case, the app must authenticate and retrieve the data after installation. A successful iCloud Backup does not force every app to use the same storage method.
The item can no longer be redownloaded
Purchased content may be unavailable because of a country or region change, a refund, removal from the store, or a service policy change. The backup can retain the purchase record while the original download remains unavailable.
The restore is still processing
Apps, photos, messages, and store purchases can continue arriving after the initial setup screen finishes. Keep the iPhone connected to power and Wi‑Fi, use the same Apple Account, and check the relevant app or service rather than judging the result immediately after setup.

How automatic and manual iCloud backups work
Automatic daily backup requirements
iPhone makes an automatic iCloud Backup daily when all three conditions are met:
- The iPhone is connected to power.
- The screen is locked.
- The iPhone is connected to Wi‑Fi.
If any condition is missing, the expected daily snapshot may not be created.
Start a backup manually
- Open Settings.
- Tap [your name].
- Tap iCloud.
- Tap iCloud Backup.
- Tap Back Up Now.
Leave the phone connected until the process completes. A manual backup is useful immediately before replacing an iPhone, erasing it, or making a major change, because it creates a newer point-in-time copy than the last automatic run.
Retention after turning backup off
Apple says stored backups are kept for 180 days after iCloud Backup is turned off for a device before deletion. This is a retention limit, not a guarantee that a backup remains indefinitely; turn backup back on or preserve another copy if you still need the data.
Security of the backup
Apple documents encryption for iCloud Backup. When Advanced Data Protection for iCloud is enabled, the iCloud Backup service key is protected with end-to-end encryption and is available only to the user’s trusted devices. This stronger protection changes who can decrypt the backup, so losing access to trusted devices or recovery methods can make recovery more difficult.

- Check the date and size of the newest backup in Settings > [your name] > iCloud > iCloud Backup.
- Record whether iCloud Photos and Messages in iCloud are enabled; those settings determine whether photos and messages are in the snapshot or in sync.
- Confirm that you know the Apple Account credentials used by the phone.
- Expect to re-enroll Face ID or Touch ID and set up Apple Pay cards again.
- Expect hosted mail, iCloud Drive files, synced Notes, and cloud-managed app data to arrive through their services.
- Keep the restored iPhone on power and Wi‑Fi while apps, media, photos, and messages finish downloading.
