A modern development team is organized around a shared product outcome, not a fixed list of job titles. A cross-functional group decides how to deliver a usable increment, while product, design, quality, security, platform, and reliability capabilities connect through clear interfaces. Scrum provides one useful reference model: a Product Owner, Scrum Master, and Developers form one self-managing Scrum Team. Real organizations may embed specialists, share them across teams, or provide their capabilities through internal platforms.
There is no universal modern-team org chart
The right structure depends on the product, customer risk, regulatory obligations, technical complexity, reliability target, and number of teams. A small product may include a product manager, designer, and several engineers who collectively handle testing, deployment, security checks, and support. A large service may need dedicated design research, quality engineering, security engineering, platform engineering, and site reliability engineering (SRE).
The important question is not whether every title appears. It is whether someone is accountable for each capability and whether the handoffs are fast enough to protect the product goal. Look for explicit ownership of:
Recommended Free Tools
- What customer or business problem the product should solve.
- Which work is most valuable now.
- How a usable, maintainable increment will be built.
- How quality, security, privacy, and accessibility are verified.
- How the service is deployed, observed, operated, and improved.
- How evidence from customers and production changes the next decision.
Titles vary; these responsibilities cannot simply disappear. They can be performed by one person, shared by several people, or delivered as an internal service.

Scrum’s formal model: three accountabilities, one team
The November 2020 Scrum Guide defines the Scrum Team as a cohesive, cross-functional, self-managing unit. It has three accountabilities: Product Owner, Scrum Master, and Developers. These are accountabilities rather than a mandatory set of employment titles or reporting lines.
“The entire Scrum Team is accountable for creating a valuable, useful Increment every Sprint.”
That statement prevents a common mistake: treating testing, operations, or security as someone else’s problem after programmers finish coding. The team owns the increment’s usability and quality, even when particular skills come from specialists outside the immediate group.

The Product Owner is accountable for maximizing product value and for effective Product Backlog management. The Scrum Guide describes communicating the Product Goal, creating and explaining backlog items, ordering them, and keeping the backlog transparent. The Product Owner may delegate this work, but remains accountable for the result.
Many companies employ a Product Manager, but that title is not automatically identical to Scrum’s Product Owner accountability. A Product Manager may own market discovery, pricing, positioning, or a portfolio; an organization can assign the Scrum accountability to that person, another product leader, or a small product group. What matters is that the team has one clear decision-maker for ordering work toward a product goal.
Developers: the build-and-learn capability
“Developers” in Scrum is an inclusive name, not a synonym for programmers only. Developers plan the Sprint work, create aspects of a usable increment, build quality in accordance with the Definition of Done, adapt their plan toward the Sprint Goal, and hold one another professionally accountable.
Depending on the domain, this accountability can include software engineering, data engineering, test automation, infrastructure changes, technical writing, modeling, or other skills required to produce the increment. The team decides how to do the work; a Product Owner does not assign every implementation task.

Scrum Master: effectiveness, not command and control
The Scrum Master is accountable for establishing Scrum and improving the team’s effectiveness. The role includes coaching self-management and cross-functionality, helping remove impediments, and ensuring Scrum events are productive and focused on their purpose.
The Scrum Guide does not define the Scrum Master as an automatic people manager or project manager. One person may hold either of those jobs as well, but the accountability is about enabling a useful way of working, exposing obstacles, and helping the team improve rather than directing each technical decision.
How product, design, and engineering decisions connect
Start with a product goal and usable options
Product work begins by clarifying the outcome and the evidence that would show progress. Product and design partners bring customer research, usage data, business constraints, and interaction models. Engineers contribute feasibility, architecture, operational cost, and risk information before a solution is committed.
Discovery is not a one-time phase that ends before delivery. Prototypes, technical spikes, experiments, and early releases can all reduce uncertainty. The Product Owner orders the resulting options; the cross-functional team chooses an implementation that can meet the Sprint Goal and Definition of Done.
Define interfaces instead of relying on hallway conversations
Healthy teams make decisions visible. A backlog item should explain the user or business outcome, acceptance conditions, relevant constraints, and unresolved questions. Design artifacts should identify states such as loading, empty, error, permission, and accessibility behavior. Engineering notes should record important trade-offs and operational assumptions.
These artifacts are lightweight interfaces, not bureaucracy. They let a designer, engineer, tester, security specialist, or support partner contribute without waiting for a private meeting. They also make disagreement concrete: people can debate the goal, evidence, risk, or implementation rather than arguing from job titles.
Quality, security, and operations belong in delivery
Quality and verification
Verification is part of the Scrum Team’s product-related responsibility. A QA specialist or quality engineer can provide deep expertise in test design, automation, exploratory testing, performance, accessibility, and risk-based coverage. In a cross-functional team, that specialist works while the increment is being designed and built, not only at a release gate.

The Definition of Done should make the required quality visible. Depending on the product, it may include automated checks, peer review, migration safety, documentation, accessibility verification, threat-model actions, and evidence that the change works in a realistic environment. A separate test department can still exist, but a queue in which completed development waits for another department conflicts with the goal of a usable increment every Sprint.

Security and privacy
Security work includes threat modeling, dependency and secret management, identity and access controls, secure defaults, vulnerability response, and incident learning. DORA’s capability guidance also treats security as part of the software lifecycle rather than a final inspection.
A security specialist may be embedded in a high-risk product, shared across several teams, or consulted through a security platform and standards group. The arrangement should provide timely advice and automation while leaving product teams responsible for applying the controls to their changes. A central security function that only rejects work at the end creates delay without creating shared understanding.
Operations, monitoring, and feedback
The Scrum Guide lists operation and maintenance alongside verification, experimentation, and research and development as product-related work. Teams therefore need a way to deploy safely, observe behavior, respond to failures, and feed operational evidence back into the backlog.
Monitoring and observability should answer questions users and operators actually have: Is the service available? Are important journeys slow or failing? Did a release change error rates? Can an on-call person identify the likely cause and mitigate harm? DORA’s capabilities include monitoring, customer feedback, visibility into work, and proactive failure notification. Those capabilities can be supplied by team-owned tooling, a platform group, or an SRE function, but they still affect the product team’s decisions.

Platform engineering as an internal product
DORA describes a platform as an internal product for developer customers. That means platform engineers should understand developer journeys, measure whether the platform removes friction, and build with users rather than dictate standards from a distance.
Google Cloud’s description of “golden paths” uses the same idea: self-service workflows created in close partnership with developers. A golden path might provide a secure service template, continuous-delivery workflow, approved observability, or a documented way to request infrastructure. It should be an easy default with an escape route for legitimate exceptions, not a mandatory ticket queue for every change.

Platform teams are most useful when they reduce repeated cognitive load and make the safe path convenient. They become a bottleneck when they own every deployment decision, expose opaque abstractions, or optimize platform internals without checking whether product teams can deliver and operate their services.
SRE arrangements and their trade-offs
Google’s SRE guidance describes several patterns: shared infrastructure teams, tools teams that build reliability tooling, product or application SRE teams aligned with critical services, and embedded SRE arrangements. None is universally correct.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches| Arrangement | Strength | Risk to manage | Useful when |
|---|---|---|---|
| Shared infrastructure SRE | Consistent standards and less duplicated infrastructure work | Distance from end users and product priorities | Many teams need common foundations and controls |
| Tools or platform SRE | Reusable reliability automation and self-service workflows | Tools can become disconnected from real service operations | Common deployment, observability, or incident needs repeat across teams |
| Product-aligned SRE | Reliability effort is tied closely to a service’s business importance | Duplicated infrastructure or divergent practices | A service has demanding availability, latency, or compliance requirements |
| Embedded SRE | Reliability expertise is taught in the team’s actual context | Isolation from SRE peers and inconsistent methods | A team is learning operational ownership or handling exceptional risk |
Choose among these patterns by comparing customer proximity, required specialization, reuse and consistency, coordination cost, and the danger that a central group becomes a detached gatekeeper. Teams can also combine patterns: a shared platform for common capabilities, product-aligned SRE for critical services, and temporary embedded support during major changes.
The collaboration loop from idea to operation
A modern team works as a feedback loop rather than a relay race between departments:
- Set direction. Product leadership explains the Product Goal and orders the backlog using customer evidence, strategy, risk, and constraints.
- Shape the work together. Product, design, engineering, quality, security, and operations clarify the smallest valuable slice and its acceptance and operational conditions.
- Plan and build an increment. Developers decide how to meet the Sprint Goal, integrate changes, and keep quality inside the Definition of Done.
- Inspect results. Stakeholder feedback, usability evidence, automated checks, monitoring, support reports, and incident signals show what happened in the product and in production.
- Adapt the next work. The Product Owner reorders the backlog; Developers adjust technical plans; the Scrum Master helps remove systemic impediments and improve the way the team works.
This loop explains why “handoff” diagrams are often misleading. A specialist can join at several points, and operational evidence can change product priorities. The team remains accountable for the outcome even when a capability is supplied by another group.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing an arrangement for a particular organization
Use the following questions before adding or centralizing a role:
- How close must the capability be to customers? Frequent product trade-offs favor embedded expertise; broadly reusable infrastructure may favor a platform.
- What depth is required? Rare, high-risk security, reliability, or regulatory work may justify a specialist shared across teams.
- What can be standardized safely? Repeated setup and compliance checks are good platform candidates; novel domain decisions usually are not.
- Where will coordination happen? Count review queues, tickets, meetings, and dependency waits, not just headcount.
- Who owns the final decision? A consultant can advise, but the product team and Product Owner need a clear route to decide and act.
- How will effectiveness be observed? Look at delivery flow, defect and incident learning, customer outcomes, reliability signals, and developer experience instead of assuming a title proves value.
DORA’s 2024 report landing page says its findings draw on more than 39,000 professionals from organizations of different sizes and industries worldwide. That describes the respondent population, not a team-size recommendation or proof that one organizational design wins everywhere.

Common failure modes and practical corrections
“The Product Owner writes tickets; the team just implements them”
Correction: involve Developers and design in discovery and refinement. The Product Owner remains accountable for value and ordering, while the team supplies feasibility, risk, and learning.
“QA, security, or operations approve work at the end”
Correction: define quality and operational conditions before implementation, automate repeatable checks, and invite specialists into shaping and review.
“The platform team owns every deployment”
Correction: treat the platform as an internal product with self-service golden paths, documented exceptions, user feedback, and product teams that retain appropriate operational ownership.
“SRE is either a central gatekeeper or absent”
Correction: choose a shared, product-aligned, tools, embedded, or hybrid arrangement based on service criticality and reuse. Make escalation, on-call responsibilities, and learning from incidents explicit.
“Scrum Master means project manager”
Correction: evaluate the role by improvements in Scrum effectiveness, self-management, impediment removal, and inspect-and-adapt behavior, not by task assignment or status collection.
A compact mental model
Think of the modern dev team as a network of accountabilities and interfaces. Product direction establishes why and what matters. A cross-functional delivery group determines how to produce a usable increment. Quality, security, design, and operations shape the work rather than waiting downstream. Platforms provide reusable internal products. SRE arrangements supply reliability depth where the service warrants it. Stakeholders and production signals close the loop.
The best roster is therefore the smallest arrangement that gives the product timely access to every capability it needs, keeps decisions close to the relevant evidence, and avoids unnecessary queues. As the product, risk profile, or number of teams changes, the structure should change with it.

Frequently Asked Questions
Does every Scrum Team need a dedicated QA engineer, designer, security specialist, platform engineer, and SRE?
No. Scrum requires the team to be cross-functional and accountable for a usable increment, but it does not prescribe those job titles. A capability can be provided by a team member, a shared specialist, or an internal platform; the choice should reflect product risk, specialization, reuse, and coordination cost.
Is a Product Manager the same as a Scrum Product Owner?
Not automatically. The Scrum Product Owner accountability covers maximizing product value and managing the Product Backlog. A company’s Product Manager may also own market, portfolio, pricing, or strategy work. One person can hold both sets of responsibilities, or the organization can assign them separately.
Who is responsible when a platform or SRE team supports a product team?
The supporting group owns its service or platform commitments, while the product team remains responsible for applying those capabilities to its product and meeting its operational obligations. Clear interfaces, self-service workflows, escalation paths, and feedback prevent support from becoming a hidden handoff.
