A launch services provider helps a satellite mission get from launch planning to a safe deployment in space. Depending on the contract, it may select and procure a launch vehicle, analyze the mission, verify spacecraft compatibility, coordinate physical integration and payload processing, manage launch operations, and support post-launch work.
The label covers different business models. A broker primarily coordinates the customer and rocket provider; an integrator performs the technical analyses and hands-on work needed to make the spacecraft and launch vehicle operate as one system. The only reliable way to know what a particular provider does is to read its statement of work and responsibility matrix.
What a launch services provider is responsible for
A satellite customer is rarely buying only a seat on a rocket. The mission must reach the right orbit or trajectory, fit the launch vehicle mechanically and electrically, survive launch environments, pass required tests, arrive at the launch site in the correct condition, and be released at the planned time. A launch services provider can organize these activities so the spacecraft team does not have to manage every relationship and technical interface separately.
NASA describes its Launch Services Program (LSP) as a broker that matches spacecraft with suitable rockets, manages the launch process, and supports missions from pre-mission planning through post-launch activities. NASA’s published scope includes mission analysis, spacecraft integration, payload processing, launch procurement, rocket certification, spacecraft design support, standalone spacecraft testing, countdown participation, and post-launch data analysis. Those are examples of services that may be included in a program, not a universal checklist for every commercial contract.

NASA’s LSP was established in 1998. Its role illustrates an important point: “launch services” can include procurement, engineering, logistics, operations, and follow-through, with the exact boundary set by the agreement between the mission owner and the provider.
Services a provider may deliver, phase by phase
| Mission phase | Possible provider activities | What the customer should confirm |
|---|---|---|
| Planning and selection | Translate orbit, trajectory, payload, timing, and environmental needs into a launch approach; identify a suitable vehicle; procure launch capacity. | Which requirements are included in the vehicle-selection analysis, and who signs the launch contract? |
| Mission and systems analysis | Assess performance, trajectories, interfaces, environments, safety constraints, and certification evidence. | Which analyses are performed by the provider, the rocket company, or the spacecraft team? |
| Integration | Coordinate mechanical, electrical, software, separation, and ground interfaces; perform compatibility analyses and physical integration. | Who owns the interface-control documents, nonconformance decisions, and final acceptance? |
| Payload processing | Arrange facilities, transportation, handling, fueling or other processing activities where applicable, and manifesting. | What site services are included, and what equipment, personnel, and procedures must the customer supply? |
| Verification and readiness | Review spacecraft test data, including environmental-test results; confirm that required documentation and waivers are complete. | Which test reports and deadlines are contractual launch-readiness gates? |
| Launch campaign | Coordinate countdown participation, mission-specific procedures, range and safety interfaces, and launch-day communications. | Who has authority to stop the countdown, approve a recycle, or accept a late technical change? |
| After liftoff | Provide launch-vehicle data, deployment confirmation, anomaly coordination, and other post-launch support specified in the contract. | What data products, reports, and support period are included after separation? |
GSA’s description of integrated space-launch services gives manifesting and verification of environmental-test results as examples of the work that can be bundled. A provider may therefore be both a commercial purchaser of launch capacity and the mission’s technical coordinator.
Broker versus launch integrator
These terms describe the work performed, not necessarily a fixed legal category. NASA’s SmallSat Institute states: “Typically, a launch broker does not provide any additional launch integration services beyond coordinating the relationship between the spacecraft manufacturer or customer and the launch service provider.” In contrast, “Launch integrators work with the satellite customer and the launch vehicle provider to ensure that the customer’s spacecraft is compatible with the launch vehicle by performing analyses and physical integration services.”

| Role | Primary function | Questions to ask |
|---|---|---|
| Broker | Finds or procures launch capacity and manages the commercial relationship among the mission owner, rocket provider, and other parties. | Does the broker perform any engineering review, or only coordinate the parties? Who supplies integration personnel? |
| Integrator | Performs or manages technical compatibility analyses and physical integration of the spacecraft with the launch system. | Which interfaces and tests are covered, and who is accountable for resolving incompatibilities? |
| Combined provider | Offers procurement plus some or all analysis, processing, launch-campaign, and post-launch services. | Is the scope in one contract, or are rocket, integration, and site services separate subcontracts? |
A company can broker one mission and integrate another. Read the actual scope, exclusions, assumptions, and flow-down requirements rather than inferring responsibility from a marketing label.

Why compatibility and integration engineering matter
A launch vehicle and payload must function as a compatible system. NASA identifies vibration, contamination, electromagnetic effects, extreme temperatures, and structural loads among the conditions that hardware may encounter. The provider’s engineering work determines how those conditions are analyzed, tested, monitored, and accepted for the specific spacecraft and vehicle.
Mechanical and structural interfaces
Engineers verify the attachment or dispenser interface, mass properties, center of gravity, load paths, separation hardware, and allowable dynamic responses. The actual limits are vehicle- and spacecraft-specific; a generic vibration number cannot substitute for the mission’s interface-control documentation.
Electrical and data interfaces
Integration can include power, telemetry, command, grounding, electromagnetic compatibility, inhibit logic, and separation signals. The provider should identify the approved connectors, pin assignments, communication protocols, and test procedures, along with the configuration baseline used for launch.

Environmental verification
Spacecraft teams normally have to demonstrate that the flight unit and its launch configuration can withstand the required acoustic, vibration, thermal, contamination, and electromagnetic environments. A provider may review or verify those results, but the contract should identify whether it supplies test facilities, witnesses testing, or only checks documentation.

Safety and certification
Launch campaigns require hazard analyses, controlled procedures, approved ordnance or separation operations where relevant, and evidence that the vehicle and payload meet certification rules. The provider may coordinate these products among the launch company, range, regulators, and customer.
When a dedicated launch may make sense
NASA’s SmallSat Institute identifies several mission conditions that can favor a dedicated launch rather than sharing a vehicle with other payloads. These conditions are decision criteria, not a promise that dedicated launch is cheaper, faster, or more reliable in every case.
| Mission condition | Why it matters | Proposal question |
|---|---|---|
| Specific orbit or destination | The mission may need an exact orbital altitude, inclination, trajectory, or interplanetary departure that a shared manifest cannot provide. | What orbit or trajectory is guaranteed, and what dispersions or correction requirements remain? |
| High use of vehicle performance | A payload that uses nearly all available capacity may need the vehicle configured around it rather than fitted into a rideshare slot. | Which performance margins and reserves are contractual? |
| Interplanetary trajectory | Escape or planetary-transfer missions have destination and departure requirements unlike ordinary Earth orbits. | Which injection conditions and navigation products are included? |
| Precisely timed rendezvous | Meeting another spacecraft or surface target can require a narrow launch and deployment window. | How are launch-window constraints, delays, and recycling handled? |
| Special environmental requirements | A payload may have contamination, thermal, vibration, electromagnetic, or handling sensitivities that constrain companions and processing. | What environment is guaranteed, measured, and reported? |
For a rideshare or dedicated proposal, compare the actual orbit, schedule assumptions, integration scope, separation conditions, and responsibilities. Do not assume a universal price or schedule advantage from the launch format alone.
Do these 3 things before closing this tab:

- Define mission requirements. Document the target orbit or trajectory, payload mass and dimensions, deployment concept, launch window, spacecraft test status, environmental limits, licensing needs, and required post-launch data.
- Request launch solutions. Ask the provider to show candidate vehicles, performance margins, orbit options, schedule assumptions, payload accommodations, and any constraints that could change the offer.
- Freeze the interface baseline. Approve mechanical, electrical, software, separation, safety, and ground-interface documents. Record who owns each interface and how changes are controlled.
- Complete analysis and testing. Perform the mission-specific compatibility analyses and required environmental tests. Track findings, waivers, corrective actions, and retest requirements.
- Ship and process the spacecraft. Follow the provider’s packaging, transport, security, contamination-control, receiving-inspection, and facility procedures. Confirm which processing equipment and staff are included.
- Integrate with the launch system. The integrator or launch provider installs the spacecraft or dispenser, completes fit checks and electrical tests, and records the final configuration.
- Pass readiness reviews. Close documentation, safety, licensing, test, and nonconformance items before the contractual launch-readiness decision.
- Support the countdown. Participate in rehearsals, status meetings, poll procedures, and launch-day communications. Establish in advance how holds, scrubs, weather, or technical anomalies are handled.
- Receive post-launch products. Obtain deployment confirmation, launch-vehicle or separation data, anomaly reports when applicable, and any agreed analysis or support after liftoff.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare provider proposals
Compare proposals by responsibility and deliverables, not by the phrase “launch included.” A useful review checklist includes:
- Orbit and performance: the promised deployment orbit or trajectory, injection conditions, payload limits, and stated margins.
- Integration ownership: named teams for analysis, interface control, physical integration, testing, and nonconformance resolution.
- Processing scope: facilities, staffing, equipment, transportation, storage, fueling, manifesting, and contamination controls.
- Schedule basis: target launch date, major milestones, customer-furnished information dates, review gates, and delay or recycle rules.
- Change control: how spacecraft changes, launch-vehicle changes, waivers, and substitutions are approved and priced.
- Risk allocation: responsibilities for damage, late delivery, test failure, launch delay, deployment anomaly, and force-majeure events.
- Data and support: countdown access, launch-day communications, deployment confirmation, telemetry or separation data, and post-launch technical assistance.
- Regulatory and safety duties: which party obtains licenses, approvals, range documentation, insurance, and hazardous-operations clearances.
Ask for a responsibility-assignment matrix and a list of customer-furnished items. Those documents expose gaps that a high-level service description can hide.

The proposed orbit does not meet the mission
Recheck whether the offer specifies the insertion orbit, deployment dispersions, and any customer propulsion needed for final orbit raising. If the orbit is not guaranteed, treat the difference as a mission-design risk rather than a minor specification.

Interface data arrive late
Establish an interface freeze and a formal change process. A late connector, software, mass-property, or separation change can require analysis or retesting and may affect the launch slot.
Environmental evidence is incomplete
Map every required test and report to the launch vehicle’s acceptance criteria. Ask whether the provider will witness, repeat, or merely review a test, and record who pays for additional work.
The provider is only a broker
If the mission needs hands-on integration, make sure a qualified integrator is named and contracted. Do not assume that arranging a rocket reservation includes physical installation, compatibility analysis, or test support.
A launch delay changes the mission
Review the contract’s recycle, storage, retest, and re-manifest provisions. Confirm how long the spacecraft can remain in a processing configuration and which events trigger a new readiness review.
Costs, schedule, and contract boundaries
No single average price or timeline applies to launch services. The total depends on the launch vehicle, orbit, payload characteristics, integration complexity, processing location, testing, regulatory work, insurance, and the amount of post-launch support. A rideshare and a dedicated launch also have different manifest and timing constraints, but the sources do not establish a universal cost or schedule advantage for either approach.
Separate recurring launch capacity from mission-specific work in the proposal. Procurement, engineering analyses, facility use, transportation, testing, launch-campaign labor, and post-launch support may appear as separate line items or bundled services. The contract should state what happens when requirements change, a test fails, a launch is delayed, or the spacecraft misses a delivery milestone.
Bottom line
A launch services provider is the mission’s bridge to the launch system. It may be a broker that procures a ride and coordinates parties, an integrator that performs the technical and physical compatibility work, or a combined provider covering planning, analysis, processing, countdown, and post-launch support. Judge the service by the written responsibilities, interfaces, acceptance criteria, and deliverables—not by the title alone.
