A “blacklist of internet advertisers” usually means a policy-based list used to block or exclude specified advertising-related items. It is not the name of one universally defined industry list: the entries might be advertisers, domains, URLs, or other signals, and what their inclusion means depends on the operator’s policy and where filtering is enforced.

What is a blacklist of internet advertisers?

In general, it is a list of specified items that a system excludes under a policy. NIST defines a blocklist as “a documented list of specific elements that are blocked, per policy decision” and notes that the concept has historically been called a blacklist. NIST CSRC Glossary

The phrase does not identify a single authoritative list or standard for online advertising. Without a named operator or policy, it is unclear exactly what is being blocked, why it was selected, or what effect the listing has.

What might be on the list?

The word “advertiser” can be misleading: a filtering system does not necessarily list an advertiser as a company or person. It could instead target a domain, URL, IP address, or another specific item. Access-control lists can contain various kinds of entries, including email addresses, users, passwords, URLs, IP addresses, and domain names. IAB UK’s definition of blacklist

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5)
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

DNS-based filtering lists, for example, can distribute IP addresses or domains for systems to filter. That describes a general internet mechanism, not an advertising-specific standard. RFC 5782

How does a blacklist differ from an allowlist?

In a blacklist model, communications are allowed by default and a selected subset is blocked. In an allowlist (also called a whitelist) model, the default is to block and only selected items are permitted. This is a distinction between policy approaches; it does not tell you what criteria a particular advertising system uses. RFC 7754, an informational RFC published in March 2016, describes these models and discusses possible unintended consequences and limits to the effectiveness of blocking.

Is “blacklist” the right term?

“Blacklist” remains in some technical references, but terminology guidance increasingly favors more precise alternatives. Google’s developer style guide suggests considering “denylist,” “excludelist,” or “blocklist” as replacements, and advises choosing wording that accurately describes the system. Use “blocklist” when the system blocks listed items, “denylist” when it denies them, or “exclusion list” when that best describes an advertising workflow. If a product or source calls its feature a “blacklist,” explain its meaning in that specific context rather than assuming it matches another system.

What does being listed prove?

By itself, an entry shows that a particular system applies its policy to that item. It does not prove that an advertiser has acted wrongly, establish that the item is risky everywhere, or mean other systems will block it. NIST’s glossary also includes security-specific blacklist definitions tied to entities previously determined to be associated with malicious activity; that meaning should not automatically be applied to advertising. NIST CSRC Glossary entry for blacklist

Blocking can also have unintended consequences and may not work perfectly, as RFC 7754 notes. The practical effect depends on the policy and enforcement point.

How to understand a specific advertiser list

When a platform, publisher, or service refers to an advertiser blacklist, check the details that give the label meaning:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Listed item: Is the entry an advertiser, domain, URL, IP address, creative, or another signal?
  • Operator and policy: Who maintains the list, and what rule triggers exclusion?
  • Enforcement: Where is the block applied, and what does it prevent?
  • Review and correction: How often are entries reviewed, and can an affected party appeal or correct one?
  • Scope: Does the decision apply only within that system, or is there evidence it is shared more broadly?

Unless those details are given, treat “blacklist of internet advertisers” as a descriptive phrase—not proof of a universal industry category, shared criteria, or a single central list.
