For an Indian GST appeal in FORM GST APL-01, gather the complete order you are challenging, a precise statement of admitted and disputed amounts, records supporting every proposed ground, payment and pre-deposit evidence, authorization details, and a filing-ready copy of the order. The exact evidence depends on the order and grounds; GSTN does not publish one universal supporting-document list for every appeal.
This checklist is for a taxpayer or unregistered person appealing an adjudicating authority’s decision to the Appellate Authority. It explains what to prepare, what the GST Portal confirms, and where the live portal or case-specific law must control.
Start with the order, the appellant and the deadline
The appeal discussed here is the taxpayer appeal in FORM GST APL-01. GSTN describes an eligible appellant as a person “aggrieved” by a decision or order of an adjudicating authority. Before collecting attachments, establish exactly which decision is being challenged and when it was communicated.

Identify the decision under challenge
- Save the complete order, including annexures, computation sheets, demand summaries and any digitally signed pages.
- Record the order number, order date, communication date, issuing authority, tax period and the order category shown on the portal.
- Separate the issues you accept from the issues you dispute. An appeal may concern classification, valuation, input tax credit, taxability, interest, penalty, refund, or another issue, but your evidence must match the grounds actually pleaded.
- Keep the notice, statement of demand, reply, hearing submissions and any written response that preceded the order. These documents show what was argued and whether the authority addressed it.
Track the statutory window
The GST Portal FAQ says an appeal may be presented within three months from communication of the decision or order. It also says the Appellate Authority may allow a delay of up to one additional month when satisfied that sufficient cause prevented timely presentation. Treat the communication date—not merely the date printed on the order—as the starting point, and preserve proof of when the order became available or was served.

| Appeal form | FORM GST APL-01 is the taxpayer’s appeal to the Appellate Authority. | Draft data entered in the portal and a PDF or printout of the completed application. |
| Time to appeal | Three months from communication of the decision or order. | Portal download, email, service record or other evidence showing communication. |
| Condonation | Up to one further month may be allowed for sufficient cause. | A dated explanation and documents supporting the reason for delay, if applicable. |
| Pre-deposit | At least 10% of disputed tax is to be paid before filing, subject to the FAQ’s qualification that a lower percentage may be declared after approval by competent authorities. | Challan, electronic liability ledger entry, bank confirmation and a reconciliation to the disputed tax figure. |
| Order copy not uploaded | A self-certified copy must be submitted within seven days after filing APL-01. | The self-certified copy, submission proof and the resulting acknowledgment. |
These procedural statements come from GSTN’s GST Portal FAQ on filing an appeal against a demand order, accessed 13 October 2026. Confirm the current law and portal behavior for your case before relying on a date or payment calculation.
Build an evidence file around each proposed ground
There is no single GSTN-published attachment list that makes every type of appeal complete. A practical file is organized by ground: each ground should have a short factual explanation, the legal point, and the records that prove the facts. Label files so the Appellate Authority can move from a ground to its evidence without guessing.
Returns and reconciliation records
- Relevant GSTR-1, GSTR-3B, annual return and reconciliation statements, with the tax periods clearly marked.
- Electronic liability, cash and credit ledgers showing tax payment, credit utilization, reversals or re-credit.
- Internal reconciliations tying books, sales registers, purchase registers and returns to the disputed figure.
- Workings that isolate the amount admitted and the amount disputed by tax head and period.
Invoices and transaction proof
- Tax invoices, debit notes, credit notes, e-invoice or e-way-bill records where relevant to the transaction.
- Purchase orders, contracts, delivery records, goods-receipt notes, service completion evidence and payment trails.
- Ledger extracts and bank statements that connect the transaction to the declared supply or credit claim.
- For input-tax-credit disputes, supplier details, receipt and use evidence, payment records and any reversal or reclaim calculation that supports the statutory conditions in issue.
Correspondence and prior submissions
- The show-cause notice, audit communication, summons or investigation correspondence that led to the order.
- Your replies, written submissions, adjournment requests, hearing notes and proof of documents supplied earlier.
- Clarifications or correspondence with the department that explain a classification, place-of-supply, refund or procedural issue.
- Any relied-upon prior order, ruling or judicial decision, with a note explaining why it applies to your facts. Do not attach authorities without connecting them to a specific ground.
These examples are preparation aids, not a statement that every item is legally mandatory in every appeal. Include only records that are relevant, authentic and legible, and explain gaps rather than uploading unrelated bulk files.

Prepare the disputed amount and payment records
Separate admitted and disputed tax
APL-01 requires the appeal data to distinguish what is admitted from what is disputed. Prepare a schedule by tax head—CGST, SGST or UTGST, IGST, and any applicable interest or penalty fields—showing the order amount, admitted amount, disputed amount, payments already made and the balance used for the pre-deposit calculation.
If an admitted amount relates to IGST, the GSTN FAQ says place-of-supply details are required. Keep the invoices, contract terms, movement evidence and other records that support the place-of-supply entry you make in the form.
Document the pre-deposit
GSTN states: “Minimum of 10% of the disputed tax needs to be paid as pre-deposit (as per law) before filing an appeal.” Preserve the payment reference, date, amount, tax head and the ledger entry. Reconcile the payment to the disputed-tax schedule; a mismatch between the amount entered in APL-01 and the amount actually credited can delay processing or create a defect.

Decide who will submit the appeal and test that person’s access before the deadline. The FAQ states: “You can file the appeal either through DSC or EVC. DSC is mandatory for companies and LLPs.” Keep the following ready:
- Active GST portal credentials for the taxpayer or authorized signatory.
- A valid, registered digital signature certificate for a company or LLP, including the signing utility and token if required by the current portal.
- The mobile number and email address needed for electronic verification, where EVC is permitted.
- Authorization or board resolution records, power of attorney or other authority documents where a representative files on behalf of the appellant.
- Contact details that will remain monitored after filing, because notices, defect communications and hearing information may be delivered electronically.
GSTN’s forms reference identifies APL-01 as the appeal application and APL-02 as the acknowledgment. Keep the final acknowledgment with its appeal number; a saved draft or a payment receipt alone is not the filing confirmation described by the portal.

Handle an order that is missing from the portal
The normal workflow expects the order details or order copy to be available. If the order is not uploaded, the GSTN FAQ says to submit a self-certified copy within seven days after filing APL-01. “Self-certified” should mean signed or otherwise certified by the appellant or authorized signatory in the manner accepted for the case; use the live portal’s instructions if they specify a particular method.
Keep proof of the later submission. GSTN says that when the copy is submitted after the stated period, the submission date becomes the filing date. It also says the appeal is considered filed when the final APL-02 acknowledgment with an appeal number is issued. Monitor the portal until that acknowledgment is generated and download it immediately.

| Order or issue | Records that commonly establish the relevant facts | Check before upload |
|---|---|---|
| Demand or assessment | Order, notice, returns, ledgers, invoices, reconciliations, payment proof and prior replies. | Can each disputed line in the demand be traced to a return, transaction or calculation? |
| Input-tax-credit reversal | Tax invoices, receipt and use evidence, supplier and payment records, credit-register extracts, reversal workings and correspondence. | Are the documents tied to the exact tax period and credit amount under dispute? |
| Classification or rate dispute | Contracts, product or service descriptions, technical specifications, catalogues, sample invoices and explanatory statements. | Does the evidence address the legal characteristics of the supply rather than only its accounting code? |
| Place-of-supply or IGST issue | Customer location, contract terms, shipping or delivery records, registration details and the transaction-level tax calculation. | Is the place-of-supply information consistent across the form, invoices and reconciliation? |
| Refund order | Refund application, statements, invoices, export or payment evidence, deficiency memo, replies and sanctioned or rejected amount calculation. | Can the requested refund be reconciled to the application and the order’s reasons? |
| Penalty or enforcement action | Inspection or summons records, notices, statements, transport or stock documents, explanations and proof of cooperation. | Have you separated facts relevant to the tax from those relevant only to penalty or mens rea? |
File the appeal in a controlled sequence
- Freeze the record. Download the order, notices, portal ledgers and returns. Use a read-only folder or versioned archive so later edits do not overwrite the evidence used in the appeal.
- Draft the grounds. Number each ground and place the supporting document names beside it. Remove arguments that cannot be supported by the records you possess.
- Prepare the amount schedule. Reconcile order figures, admitted tax, disputed tax, prior payments and the applicable pre-deposit. Resolve rounding and tax-head differences before entering the form.
- Check the portal prompts. GSTN training material lists a segment covering uploading documents and filling appeal details, confirming that the workflow includes supporting-document uploads. The training index does not establish current file-type or size limits, so follow the live portal’s prompts rather than an old checklist.
- Enter APL-01. Select the order and appeal category shown, enter communication and amount details, provide IGST place-of-supply information where required, and upload the order or explain its absence as the portal permits.
- Attach targeted evidence. Use descriptive filenames such as “Ground-2_ITC-reconciliation_FY2024-25.pdf”. Combine pages logically, ensure scans are readable and avoid duplicate or irrelevant material.
- Authenticate and submit. Use DSC or EVC as permitted; companies and LLPs must use DSC according to the FAQ. Save the submission reference and the completed application.
- Close the loop. If the order was not uploaded, submit the self-certified copy within the required period. Then download APL-02 and its appeal number and store all receipts together.
What the official material does—and does not—settle
The GSTN appeal FAQ establishes the APL-01 route, eligibility language, timing, pre-deposit statement, authentication options, IGST place-of-supply detail, treatment of a missing order copy and several appealable order categories. The GSTN forms reference identifies APL-01 and APL-02. GSTN’s 2020 training index lists instruction on uploading documents and filling appeal details.
Those sources do not provide a single evidence list for every ground, current technical upload formats or size limits, or a ruling on which evidence is legally sufficient for your facts. The order, pleaded grounds, applicable GST provisions and the live portal prompts determine what belongs in the submission. Where the dispute is substantial or the limitation position is uncertain, obtain case-specific professional advice rather than treating this checklist as legal advice.
