Keep one reconciled transaction file for every overseas software subscription or consulting engagement: the foreign supplier’s invoice or billing record, contract or subscription terms, proof of the service and business purpose, payment evidence, and all GST records created in India. Where reverse charge applies, add the required self-invoice, payment voucher, tax-payment evidence and return working.
These records establish what you bought, from whom, when, for how much, how it was paid, why Indian GST applied, and how the transaction reached your accounts and return. They do not by themselves prove that tax is due or that input tax credit is available; those conclusions depend on the actual supplier, service, place-of-supply and recipient facts.
Build a complete transaction file, not just a card statement
For GST record purposes, an overseas purchase should be traceable from the supplier’s charge through your accounting entry, tax payment and return. CBIC’s accounts-and-records rules require a true and correct account of imported services and supplies covered by reverse charge, together with relevant supporting documents. The practical standard is a file that another person can understand and reconcile without relying on an employee’s memory.
| Record category | What to retain | What it proves |
|---|---|---|
| Supplier document | Invoice, receipt or account billing statement showing the supplier, service, billing period, amount and currency | The charge raised and the identity of the overseas supplier |
| Commercial terms | Contract, order form, statement of work, engagement letter, subscription terms, renewal notice and amendments | What was purchased, the agreed scope, period and pricing |
| Service evidence | Activation or subscription confirmation, deliverables, service reports, tickets, correspondence or other delivery records | That the service was actually supplied and who used or received it |
| Payment evidence | Bank advice, card statement, payment-platform confirmation and foreign-exchange details linked to the supplier charge | When and how the supplier was paid |
| Recipient-created GST documents | Self-invoice, payment voucher and any debit or credit note required for the transaction | Compliance with recipient-side invoicing and adjustment requirements |
| Tax and return working | GST calculation, tax-payment record, ledger posting and return entry or reconciliation | How tax payable, input tax and any claimed credit were accounted for |
| Audit-trail data | Electronic source files, document links, version history and retrieval information | A reliable path from source document to accounting and filing records |
Keep related records together by supplier, invoice or billing period. If a subscription renews monthly, preserve each billing record and the corresponding payment and tax entry rather than relying on a single annual contract.

Decide first whether the purchase is an import of service
Do not assume that every payment to a foreign website or consultant is taxable under reverse charge. CBIC’s three-part description of an import of service requires all of these facts:
- The supplier is located outside India.
- The recipient is located in India.
- The place of supply is in India.
The currency used for payment does not change that test. CBIC’s foreign-software FAQ puts it plainly: “The factum of which currency was used to pay the consideration is immaterial.” A dollar, euro or rupee charge must therefore be assessed using the supplier, recipient and place-of-supply facts, not the payment currency.
Check the place-of-supply rule
Under the general cross-border services rule in the IGST Act, the place of supply is the recipient’s location when the service is not covered by a specified exception. The Act contains special treatment for categories such as services related to goods or immovable property, intermediary services, and online information and database access or retrieval services.
CBIC’s FAQ says IT and IT-enabled services are generally supplied at the recipient’s location. It also notes a qualification for an unregistered recipient where the supplier does not have the recipient’s address in its records. Document the rule you applied and the facts supporting it; a generic “foreign software” label is not enough for every arrangement.
Confirm the recipient and supplier status
Record your GST registration details and the supplier’s legal name, address and country. Note whether the supplier is unregistered for Indian GST, charges Indian GST, or supplies through an arrangement that requires a different analysis. Reverse-charge documentation, including a self-invoice and payment voucher, depends on the liability that applies to the particular supply.

Supplier and contract documents to preserve
Invoice, receipt or billing statement
Save the original electronic invoice or downloadable billing statement in an unaltered format, along with a readable copy for accounting. It should identify the supplier, describe the software or consulting service, show the billing or service period, state the amount and currency, and identify any credit or debit adjustment. If the supplier issues only a receipt or account statement, retain that record and document how it relates to the contractual charge.
Agreement and subscription terms
Keep the signed agreement, order form, statement of work, engagement letter or click-through subscription terms that governed the purchase. For software, preserve the plan name, user or seat count, renewal period, cancellation terms and any upgrade confirmation. For consulting, retain the scope, milestones, deliverables, rates and acceptance terms. Save revised terms when a renewal or change alters the amount or service.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCredit notes and debit notes
File every supplier credit or debit note with the original invoice and explain the reason for the adjustment, such as a refund, cancellation, additional usage or price correction. Update the related tax and return working so the adjustment can be traced to the original supply.
Evidence that the service was received and used
CBIC’s rules require a true and correct account and relevant documents; they do not prescribe one universal form of “proof of service.” Use records that fit the purchase and show what your business received.
- For software subscriptions, retain the subscription confirmation, activation email, renewal notice, administrator console record, user allocation or support correspondence.
- For consulting, retain the statement of work, engagement correspondence, reports, deliverables, meeting records, timesheets or acceptance emails.
- For either type, identify the Indian business unit or users that received the service and the period in which it was used.
- Where a service is bundled, preserve the supplier’s description or allocation showing which component was software, consulting, support, hosting or another service.
These records support the business purpose and service period; they do not automatically establish input-tax-credit eligibility. Apply the separate credit conditions to the actual use and your GST records.

Payment evidence and the payment voucher requirement
Link the supplier’s invoice to the exact payment that settled it. Retain bank advice, card records or payment-platform confirmations showing the date, amount, currency, exchange conversion where available, beneficiary and transaction reference. If a single payment settles several invoices, keep the remittance advice or allocation schedule that maps each amount to its invoice.

Section 31(3)(g) of the CGST Act is cited in that FAQ as the basis for issuing the voucher at the time of payment. Keep the voucher with the payment confirmation and supplier bill.
When to issue and retain a self-invoice
For a registered recipient liable under reverse charge for services received from an unregistered person located outside India, CBIC’s FAQ says the recipient must issue a self-invoice on receipt of the service. Preserve the self-invoice together with the original foreign supplier documentation; the self-invoice is a recipient-created GST record, not a replacement for the supplier’s bill.
The same FAQ says the applicable invoice or adjustment document is reported in the return for the month in which the supply takes place. Your working papers should therefore identify the supply date or service period used for reporting, the date the self-invoice was issued, and the return in which the transaction was included.
What the self-invoice file should connect
- Original supplier invoice or billing statement
- Contract or subscription terms defining the service
- Evidence of receipt or use
- Self-invoice number and date
- Payment voucher number and payment date, where required
- Tax calculation, payment reference and return entry
Tax payment, ledger and return reconciliation
CBIC’s accounts-and-records requirements include accounts of tax payable and paid, input tax and input tax credit claimed, as applicable. Retain the calculation that shows the taxable value, exchange-rate method used by your accounting process, GST amount, payment reference and ledger posting.

Reconcile the transaction through these points:
- Supplier invoice or billing record agrees to the contract and service period.
- Payment evidence agrees to the invoice amount, currency and beneficiary.
- Self-invoice and payment voucher, when required, agree to the receipt and payment dates.
- GST calculation agrees to the accounting entry and tax-payment record.
- Return working identifies the relevant month and ties to the filed return or electronic ledger.
- Any input-tax-credit amount is separately tested against the applicable credit conditions rather than assumed from the existence of a self-invoice.
Keep adjustment calculations with the original transaction. A later refund, cancellation or additional charge should be traceable to the original invoice, the revised tax amount and the return in which the adjustment was reported.
Electronic records and audit-trail readiness
CBIC permits records in paper or electronic form. Electronic storage is useful only if the files remain readable, retrievable and linked to the accounting records. Use a consistent naming convention containing the supplier, invoice or subscription reference, service period and document type. Preserve the original file format where practical, and restrict edits to controlled versions.
Your system should let you retrieve the source invoice, contract, service evidence, payment, self-invoice, voucher, tax calculation and return entry from one reference. Keep an index or cross-reference when documents sit in different systems. CBIC’s rules require audit-trail information to be provided on demand, so a screenshot that cannot be connected to the underlying record is a weak substitute for a linked source file.
A practical month-end procedure
- Collect supplier charges. Download every overseas invoice, receipt or billing statement received during the month and record the supplier country, service description, period, amount and currency.
- Classify the supply. Decide whether it is software, consulting, support, intermediary work, an online information service or another category that may have a specific place-of-supply rule.
- Document the three locations. Record supplier location, recipient location and the place-of-supply rule and facts used.
- Check reverse charge. Determine whether the recipient is liable and whether the foreign supplier is unregistered for the purpose of the applicable rule.
- Create recipient documents. Issue the self-invoice on receipt and the payment voucher at payment when the stated CBIC conditions apply.
- Pay and reconcile. Match the bank, card or payment-platform confirmation to the invoice and voucher.
- Post tax and return entries. Record tax payable and paid, any eligible input tax and the return month tied to the supply.
- Close the file. Store the complete document set and test that an auditor can open each source and follow its links to the ledger and return.
Use the same checklist for software and consulting, but test the differences
| Review point | Overseas software subscription | Overseas consulting engagement |
|---|---|---|
| Primary service evidence | Plan confirmation, activation, renewal and usage or administrator records | Statement of work, deliverables, reports and acceptance correspondence |
| Commercial document | Subscription terms, order form and pricing or seat schedule | Engagement letter, milestones, rates and scope amendments |
| Potential classification issue | Online information and database access or retrieval services may have specific place-of-supply treatment | Intermediary or services connected with goods or immovable property may have specific treatment |
| Payment pattern | Recurring card or automated bank charge matched to each billing statement | Milestone, retainer or final payment matched to invoices and deliverables |
| Adjustment evidence | Cancellation, seat reduction, refund or usage credit note | Change order, revised milestone, expense debit note or fee credit note |
The table identifies documents to look for; it does not decide taxability. Apply the actual place-of-supply and reverse-charge rules to each arrangement.
Common mistakes and how to correct them
Keeping only the payment record
A bank or card statement proves money moved but not what service was bought or why GST was accounted for. Retrieve the supplier bill, terms and service evidence, then link them to the payment reference.

Assuming foreign currency means no GST
Payment currency is immaterial to the import-of-service test. Reperform the supplier-location, recipient-location and place-of-supply analysis and retain the result.
Missing the self-invoice or payment voucher
For the specified registered-recipient case involving an unregistered foreign service provider, issue the self-invoice on receipt and the payment voucher when paying. Add both to the transaction file and reconcile them to the return month.
Using the wrong place-of-supply rule
Do not apply the general recipient-location rule without checking exceptions for the service category. Identify whether the arrangement involves goods, immovable property, intermediary activity, online information and database access or another specified category.

Confusing supplier invoices with self-invoices
CBIC’s invoice-rule guidance generally gives a supplier of taxable services 30 days to issue an invoice, subject to specified exceptions. That timing concerns the supplier-issued invoice and is different from the recipient’s self-invoice obligation in a reverse-charge transaction. Keep both records and label their roles clearly.
Claiming credit solely because documents exist
A complete file supports compliance but does not automatically make input tax credit available. Test credit eligibility, business use and other statutory conditions separately.
How long and in what form should you retain the file?
Use the retention period required by the GST rules and other laws applicable to your business, and preserve records for as long as an assessment, audit, refund or credit review can require them. A written retention schedule should cover invoices, contracts, service evidence, payment records, recipient-created documents, tax workings, returns and audit-trail data together.
Review the process whenever a supplier changes its billing model, a subscription adds new services, a consultant’s scope changes, or GST rules and notifications are amended. CBIC materials reviewed on 13 October 2026 describe the principles above, but tax rules can change; verify the current law before relying on a conclusion for a particular transaction.
When transaction-specific advice is warranted
Obtain an Indian GST professional’s review when the service has several components, the supplier acts as an intermediary, the recipient is not clearly located in India, the supplier charges Indian GST, or the arrangement involves refunds, exports, branches or related parties. Give the adviser the complete transaction file rather than only the invoice so the place-of-supply and reverse-charge analysis can be tested against the underlying facts.
