There is no universal bank checklist for a documentary credit (letter of credit). The credit itself, together with any amendments, states which documents the beneficiary must present. A commercial invoice and a transport document are common, but an insurance document, certificate of origin, packing list, inspection certificate, draft or other document is required only when the credit calls for it or a governing local requirement applies.
For a credit that expressly incorporates the International Chamber of Commerce’s Uniform Customs and Practice for Documentary Credits (UCP 600), banks examine the presentation on its face against the credit, UCP 600 and international standard banking practice. They do not inspect the cargo or decide whether the seller performed the underlying sales contract.
The credit controls the document list
Start with the operative credit, not a generic internet checklist. Find the field headed “documents required” (or equivalent), then read every amendment and any incorporated rules. The wording determines the document type, issuer, number of originals or copies, signatures, dates, authentication, legalization, shipment evidence and place of presentation.
Recommended Free Tools
ICC guidance encourages applicants to require only documents that are essential to the transaction. Where feasible, a credit should be limited to an invoice and a transport document. Every extra certificate creates another opportunity for inconsistent data or a late presentation, so an applicant should not add a document merely because it is customary in a particular trade.

Conditions that do not name a document
Under UCP 600, a condition that does not specify a document to evidence compliance is disregarded. Conversely, a document that the credit does not require is disregarded by the bank. A seller therefore cannot cure a missing stipulated document by supplying an unrelated report, and a buyer cannot expect a bank to check a contractual condition that has no documentary evidence attached to it.
When a non-standard document is requested
If the credit calls for a document other than an invoice, transport document or insurance document but does not state its issuer or content, UCP 600 applies a default function-and-consistency standard. The document must appear to fulfil the function implied by its name and must not conflict with the credit or the other stipulated documents. For reliable results, the applicant should state who issues it and exactly what it must certify.
Typical documents and when they apply
The following table describes common categories. “Common” does not mean automatically required; the individual credit always wins.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Document | When it is required | Points to verify |
|---|---|---|
| Commercial invoice | When listed; often the central document in the presentation | Issued by the beneficiary; goods description and currency correspond to the credit. Under ISBP 821 (2023 edition), it need not be signed or dated unless the credit says otherwise. |
| Transport document | When listed, using the transport mode and form named in the credit | Check the applicable UCP article, shipment date, consignee, endorsement, “on board” or receipt notation, number of originals and issuer or carrier signature. |
| Insurance policy, certificate or open-cover declaration | Only when the credit requires insurance evidence or its terms make it necessary | Confirm the acceptable form, insurer or underwriter, signature, date, amount, currency, risks and route. A cover note is not accepted under UCP 600. |
| Certificate of origin | When expressly required | It should be signed, relate to the invoiced goods and certify their origin. Follow any specified issuing authority or prescribed form. |
| Packing list, weight list, inspection, quality or health certificate, or beneficiary statement | Only when expressly required | Follow the named issuer and required wording. If those details are absent, the UCP 600 function-and-consistency standard applies. |
| Draft or bill of exchange | Only when the credit’s availability terms call for one | Check the drawee, tenor, amount and presentation instructions. Not every documentary credit requires a draft. |
How to prepare each major document
Commercial invoice
Use the beneficiary named in the credit as the issuer unless the credit permits another party. The invoice’s description must correspond to the credit. It does not have to repeat every word mechanically, but it must not introduce a conflicting model, quantity, packing description or other material detail. Match the required currency and price basis, and ensure totals, unit prices and any deductions reconcile arithmetically.

ISBP 821, the ICC’s 2023 edition of the International Standard Banking Practice, is the current practitioner guide for examining documents under UCP 600. It states that an invoice need not be signed or dated unless the credit stipulates those features. If the credit does stipulate a signature, date, tax number or legalization, treat that stipulation as mandatory.
Transport document
The document must fit both the shipment and the credit. UCP 600 has separate provisions for multimodal transport documents, bills of lading, sea waybills, charter-party bills, air transport documents, road or rail or inland-waterway documents, and courier or postal evidence. These forms are not interchangeable.
Check whether the credit demands an original negotiable bill, a non-negotiable sea waybill, a full set, a named consignee, an “order” notation, an endorsement, an on-board date or a particular carrier signature. Confirm that the ports, place of receipt, place of delivery, vessel or flight details and shipment date are consistent with the credit. A document issued for the wrong transport mode can be discrepant even when the goods actually moved.

When insurance is stipulated, UCP 600 recognizes an insurance policy, certificate or declaration under an open cover. The evidence must be issued and signed by an appropriate insurer, underwriter or authorized agent, and must meet the credit’s requirements for coverage, route, risks, date, currency and amount. A cover note is not an acceptable substitute under UCP 600.

If the credit does not state an insurance amount and the CIF or CIP value can be determined, UCP 600 Article 28(f) generally requires cover of at least 110% of that value. This is a default rule, not permission to ignore a different amount or risk wording expressly stated in the credit.
Certificate of origin
A certificate of origin is required only when the credit asks for it. Under ISBP 821, it should be a signed document that appears to relate to the invoiced goods and certifies their origin. If the credit names a chamber of commerce, government body, manufacturer or other issuer, or prescribes a form, use that issuer and form exactly. The origin statement should not conflict with the invoice, packing list or transport data.
Packing, weight, inspection and other certificates
These documents become part of the bank presentation only when listed. Read the credit for the required issuer, inspection period, testing standard, quantity or wording. A “clean” inspection certificate, for example, may have a different meaning from a certificate that merely reports test results. If the credit is silent about issuer and content, make sure the document visibly performs its intended function and does not conflict with the other documents.
Draft or bill of exchange
A draft is a payment instrument, not an automatic component of every credit. The credit’s availability—by sight payment, deferred payment, acceptance or negotiation—determines whether a draft is needed. Where one is required, follow the stated drawee, tenor, currency, amount and signing instructions. Supplying a draft when the credit does not call for it does not replace a required document.

What banks examine under UCP 600
UCP 600 applies only when the credit expressly says it is subject to those rules. Its central principle is in Article 5: “Banks deal with documents and not with goods, services or performance to which the documents may relate.” The bank assesses the presentation and the apparent compliance of the documents; it does not open packages, verify weight, test quality or adjudicate a buyer’s claim that the seller breached the sales contract.
Article 14(d) states: “Data in a document, when read in context with the credit, the document itself and international standard banking practice, need not be identical to, but must not conflict with, data in that document, any other stipulated document or the credit.” This is why a harmless difference in phrasing can be acceptable while a conflicting quantity, date, origin or consignee can create a discrepancy.
Originals, copies and consistency
Unless the credit says copies are acceptable, UCP 600 generally requires at least one original of each stipulated document. Record the required number for every item before preparing the presentation. Compare the documents in context: data need not be word-for-word identical, but it must not conflict with the credit, another stipulated document or international standard banking practice.

A bank disregards an unsolicited document. Extra paperwork can still create operational confusion if it contradicts a required document, so do not attach certificates simply to make the file look complete. Prepare the smallest package that proves every stated requirement.

Deadlines, presentation period and bank examination
The expiry date and place of presentation in the credit are absolute boundaries. For a presentation that includes the specified original transport document or documents, UCP 600 Article 14(c) provides a general latest presentation period of 21 calendar days after shipment, and in all cases the presentation must be made no later than the credit’s expiry date. The credit may set a shorter period or different terms, and particular transport rules can affect the calculation.
Under UCP 600 Article 14(b), the relevant bank has a maximum of five banking days following the day of presentation to determine whether the presentation complies. That examination period is not an extension of the expiry date or the presentation period; the documents must arrive on time first.
Step-by-step document preparation checklist
- Read the complete credit and amendments. Capture the document list, shipment terms, presentation period, expiry date, place of presentation, governing rules and availability.
- Create a requirement matrix. For each document, note the issuer, original or copy count, exact data, signatures, dates, authentication, legalization and delivery route.
- Confirm the transport form. Identify the applicable UCP article and verify consignee, endorsement, carrier or agent signature, shipment notation and permitted ports or locations.
- Prepare the invoice first. Reconcile the goods description, quantity, price, currency and totals with the credit before asking other parties to issue their documents.
- Order third-party certificates early. Give the insurer, carrier, chamber of commerce, inspection company or laboratory the credit’s exact wording and issuer requirements.
- Check originals and signatures. Separate originals from copies and verify that every stipulated original is present and signed where required.
- Run a cross-document comparison. Check names, addresses, quantities, marks, dates, origin, ports, vessel or flight details, currency and reference numbers for conflicts.
- Check timing twice. Confirm shipment occurred within the credit’s window and that the complete presentation will reach the stated place before the applicable deadline and expiry.
- Submit through the instructed bank or channel. Keep proof of delivery and a complete copy of what was presented.
Transport documents: compare the credit’s specified option
Do not choose a transport document solely because it is familiar. The credit’s transport mode and named instrument determine what the bank can accept.
| Transport situation | What to check | Why substitution is risky |
|---|---|---|
| Multimodal movement | Whether the document covers the entire carriage, the place of receipt and final destination, and the required carrier signature | A document covering only the sea leg may not evidence the multimodal movement requested. |
| Ocean shipment | Bill of lading or sea waybill type, on-board notation, ports, consignee and endorsement | A sea waybill and a negotiable bill of lading have different title and presentation characteristics. |
| Charter-party movement | Whether a charter-party bill is expressly permitted and which signature and clauses are required | An ordinary bill may not satisfy a credit written for charter-party carriage. |
| Air, road, rail or inland waterway | Correct carrier document, receipt or dispatch date, signature and routing data | Using a document from another mode can fail even if the shipment itself is genuine. |
| Courier or postal dispatch | Receipt or certificate from the named service and the required dispatch date | A commercial carrier document may not prove the postal or courier dispatch required by the credit. |
Frequent discrepancies and practical fixes
- Missing stipulated original: Recheck the credit’s original and copy count before submission; ask the issuing or nominated bank whether a permitted replacement or amendment is possible.
- Conflicting data: Compare the invoice, transport document, insurance and certificates side by side. Correct the issuing party’s document rather than adding an explanation letter that the credit does not request.
- Late presentation: Build time for carrier release, legalization and bank delivery. A document completed after the deadline may be unusable even if its issue date looks acceptable.
- Wrong issuer: Follow the named chamber, insurer, carrier, laboratory or government authority. If the credit is ambiguous, obtain clarification or an amendment before shipment.
- Unacceptable insurance form: Replace a cover note with the policy, certificate or open-cover declaration permitted by the credit and verify the amount and risks.
- Unrequested extras: Remove documents that are not required unless they are needed for another legal or customs process and will not conflict with the presentation.
What a documentary credit does not decide
Documentary-credit compliance and commercial performance are separate questions. A bank may honor a complying presentation even when the buyer later alleges defective goods, delay or breach of the sales contract. Conversely, excellent goods do not make a presentation complying if a required document is missing or conflicts with the credit. Resolve quality, warranty and contract disputes through the sales contract and applicable law, not by assuming the bank will inspect the shipment.
Using ISBP 821 and later electronic requirements
ICC identifies ISBP 821 (2023 edition) as the most up-to-date guide for examining documents under UCP 600. It explains practical treatment of invoices, transport documents, insurance evidence, certificates of origin and other documents, and should be read together with UCP 600 rather than as a replacement for it.
If a credit permits electronic records, follow its specified platform, format, authentication and presentation method exactly. Electronic acceptance is not automatic merely because a document can be produced digitally; the credit must make the permitted record and delivery method clear. The ICC’s 2024 Banking Commission guidance also stresses simple requirements and precise issuer and content instructions when drafting credits.
When to ask the bank for clarification
Ask the issuing or nominated bank for written clarification, or request an amendment, before shipment when the credit leaves a material point uncertain: the required transport form, issuer of a certificate, insurance risks or amount, original count, legalization, electronic-record method, presentation location or deadline. A bank can explain how it reads its own credit, but it cannot waive a requirement unless the parties amend or otherwise act under the credit’s stated rules. Keep the clarification with the credit and amendments used to prepare the final presentation.
