For a Taiwan Strategic High-Tech Commodities (SHTC) export permit, the general application file includes an end-use assurance, a red-flag or abnormal-transaction checklist affidavit, relevant transaction documents, a product catalog or specification description, information about the end user’s business and address, and any additional documents required for the case. The application goes through Taiwan’s Electronic Licensing System for Export/Import of Commodities. Semiconductor fabrication equipment may have extra, conditional paperwork, so classify the exact item and check its rule for the destination before assembling a final shipment file.
First determine whether the item or transaction needs an SHTC permit
“Semiconductor” is not a sufficient classification. The filing requirements depend on what is being exported and on the transaction. The item could be a chip, semiconductor manufacturing equipment, related software or technology, or another product. Each may raise different control-list questions or additional requirements.
Start with the product’s exact model, function, technical parameters, components, and any related software or technology. Taiwan’s International Trade Administration (ITA) says control-list coverage is determined by technical specifications, not by an HS code alone. An HS code can help describe a product for customs purposes, but it does not by itself establish whether SHTC controls apply. When the classification is unclear
Prepare product specifications and other materials that let the authority identify and assess the item, then request a goods assessment if needed. Do not infer that a product is outside control merely because its name, commercial category, or HS code does not obviously match a control entry. The technical details are central to the assessment, and the current control lists and applicable rules should be checked for the exact product.
In practical terms, resolve two separate questions before you settle the paperwork: whether the item’s specifications put it within a control-list entry, and whether the parties or stated end use create a transaction-based concern. A result on one question does not automatically answer the other. A classification request is particularly useful when the product description is broad or a control entry depends on technical characteristics that are not apparent from the HS code.
General documents for an SHTC export-permit application
The ITA’s SHTC export-permit application procedure lists the following supporting materials. This is the general application checklist; the authority may require additional material under the applicable rules or for the particular case.

Complete the assurance with information about the intended use. It should address the use for which the item is being exported, rather than merely restating its product description.
- Red-flag or abnormal-transaction checklist affidavit (紅色警戒清單(異常交易)檢核切結書). Submit the required affidavit addressing the transaction checks. The official procedure names this document but does not set out a universal list of transaction records to attach to it.
- Relevant transaction documents. Provide documents relevant to the particular transaction. The procedure does not enumerate a single set that applies to every export, so the necessary supporting records depend on the case and any additional requirements from the authority.
- Product catalog or specification description. Include enough product information to identify and assess the item. For semiconductor products or equipment, use the model and technical details needed to distinguish the specific item from other products with similar commercial names.
- End-user business profile and address. Provide information describing the end user’s business and its address (最終使用人之營業項目介紹資料，含公司地址). This is distinct from simply naming the buyer or consignee: the application calls for information about the end user.
- Other required documents. Include any further material required by the applicable rules or requested by the authority for the application.
Keep the file internally consistent. The item description, end-use assurance, transaction material, and end-user details should all refer to the same proposed export and intended use. The ITA procedure does not prescribe one universal transaction-document bundle, so do not assume that a particular invoice, contract, or other record is an officially fixed requirement in every case. Instead, prepare the transaction documents relevant to the actual application and be ready to provide further material if the rules or reviewing authority require it.

Extra documents may apply to semiconductor fabrication equipment
Some semiconductor wafer-fabrication equipment entries have additional, conditional supporting-document requirements. Taiwan’s commodity classification and regulations system describes requirements that vary by equipment and destination. These provisions should not be treated as a universal add-on checklist for every semiconductor export.
Depending on the specific equipment entry and destination, the system describes a non-investment affidavit for exports to destinations other than mainland China, and a non-SHTC assessment report for specified equipment or equipment outside enumerated categories. If the goods are controlled SHTC items, an SHTC export permit is also required. Check the exact equipment category, technical characteristics, destination, and control status against the current entry to determine which documents apply.
That distinction matters in practice: a chip shipment, an export of fabrication equipment, and an export involving related software or technology should not be assumed to share one identical paperwork set. First identify the item and applicable rule; then add any equipment-specific or other case-specific documents to the general permit file.
For equipment, compare the actual entry against the precise category and technical specification, then check the destination condition. The non-investment affidavit and non-SHTC assessment report are not interchangeable universal requirements; their relevance depends on the equipment rule. Likewise, the fact that a product is used in semiconductor manufacturing does not establish that a particular equipment-specific document applies. The classification system’s current entry is the source for that determination.

Assemble and submit the file in a practical sequence
- Identify the complete export item. Record its model, function, technical specifications, components, and relevant software or technology. For equipment, identify the precise type and configuration rather than using a broad label such as “fab tool.”
- Record the transaction parties and facts. Gather the destination, buyer, consignee, end user, and stated end use. Keep the end user distinct from the buyer or consignee where they differ, since the application calls for the end user’s business information and address.
- Check current controls and the parties. Compare the item’s specifications with the current SHTC lists, and check the current controlled-entity list. Consider end user and end use as well as the item. The ITA’s permit-determination steps explain why HS classification alone is not the control test.
- Check any commodity-specific rule. If the item is semiconductor wafer-fabrication equipment, look up its exact entry in the commodity classification system and verify any destination-dependent documents. Do not automatically apply a requirement found for one equipment category to another.
- Prepare the general supporting materials. Complete the end-use assurance and red-flag affidavit, collect transaction-relevant documents, prepare the catalog or specification description, and assemble the end user’s business profile and address information. Add any conditional or authority-requested documents.
- Apply through the official electronic system. The ITA’s procedure directs applicants to the Electronic Licensing System for Export/Import of Commodities for SHTC export-permit applications. The procedure estimates review at about 3–7 working days; this is general guidance, not a guaranteed deadline.
- Use the approved permit in the export declaration. After approval, enter the SHTC permit number on the export declaration for customs clearance. Check the permit’s validity before shipment; the ITA’s FAQ says an SHTC export permit is valid for six months.
The official page describes the online system as providing services for SHTC export-permit applications. The 3–7-working-day estimate is a review-time indication, not a promise that every application will be decided in that period. A request for more information or case-specific documents may affect timing, so allow time for review before the intended shipment date. Once approved, confirm the six-month validity against the shipment schedule and enter the permit number on the export declaration; approval alone does not complete that customs-clearance step.
Screen controlled entities using the current list
Entity screening is part of deciding whether a transaction needs authorization, not merely a form-filling step. The ITA reported on June 9, 2026, that it had added 265 entities and removed 13, and that the overall controlled entity list contained more than 11,480 entities and individuals at that time. Those are dated figures, not a substitute for checking the current list when preparing a shipment. The announcement is on the ITA’s controlled entity list update page.
Check the relevant parties using the names and identifying details available to you, and document the end user and end use used in the permit assessment. If a party or use raises a concern, do not treat a clean product classification as resolving it: the ITA’s SHTC framework also considers transaction circumstances.
The scale and movement of the list are reasons to recheck it close to filing rather than rely on a prior shipment review. The June 9, 2026 figures describe the list at that date only: 265 additions and 13 removals, with more than 11,480 entities and individuals overall. The list can change, and the cited announcement is not a substitute for checking the current entry for the parties in the shipment under review.

Common filing mistakes and how to avoid them
- Using an HS code as the sole control decision. Match the product’s technical specifications against the control criteria; seek a goods assessment if the result is unclear.
- Providing only buyer information. The application checklist asks for the end user’s business profile and address. Identify the end user separately when it is not the buyer or consignee.
- Using a generic product description. A catalog or specification description must identify and support assessment of the actual item. Gather the model and relevant technical details rather than relying only on a broad commercial label.
- Assuming the six general documents are always enough. The procedure allows for other required documents, and some equipment entries carry conditional requirements. Check the specific rule and destination before filing.
- Treating the review estimate as a shipment deadline. The 3–7-working-day estimate is not guaranteed. Allow time for review and possible requests for additional material, and verify permit validity before shipping.
- Omitting the permit number from customs paperwork. The approved permit number must be entered on the export declaration for customs clearance.
What can and cannot be determined without shipment details
The final document list cannot be settled from the word “semiconductors” alone. It depends on the item’s specifications and category, destination, parties, end use, current control-list status, and any applicable equipment-specific rule. The general SHTC checklist is a useful starting point when a permit is required, but it does not decide whether a particular shipment is controlled or whether a conditional extra document applies.
Before filing, verify current list entries and requirements with Taiwan’s International Trade Administration or qualified export-control counsel. The administration’s published process allows additional documents to be required, and control lists and destination rules can change.
