Use a business capability map as the stable anchor, then link it to strategy, value streams, capability gaps, applications, data, technology components, initiatives, transition architectures and the implementation roadmap. That chain gives executives and delivery teams a traceable line from business intent to a specific technical change.
Start with a capability map, not an application inventory
A business capability describes what an enterprise must be able to do, such as price a product, onboard a customer, fulfill an order or manage regulatory reporting. It is deliberately different from a department, process or software product. Departments and applications change; the capability usually remains recognizable even when ownership, technology and operating models change.
The map should give every capability a stable identity and a definition that is independent of the current organization chart. Record its level in the hierarchy, scope, accountable business owner and desired maturity. Include the baseline maturity, target maturity, target date, confidence in the assessment and known dependencies. A glossary prevents two teams from using different names for the same capability or treating one name as several unrelated things.
Keep the map at a level that supports investment decisions. A top-level capability may be useful for strategy but too broad for delivery planning; a very detailed decomposition becomes expensive to maintain. Use levels consistently, and let a lower-level capability inherit context from its parent without duplicating definitions.

The documentation chain from intent to delivery
The following artifacts should be related records, not isolated diagrams. Each relationship needs a stable identifier so that a change in one view can be traced through the others.
1. Strategy and outcome statements
Record the strategic priority, business outcome, measure, baseline, target and time horizon. State whose outcome is being improved and how success will be observed. A strategy statement such as “reduce avoidable service effort” is more useful when it has a measure, an owner and a review date. These statements become the starting points for prioritizing capabilities rather than allowing a technology preference to define the portfolio.
2. Business capability map and glossary
For each capability, store its ID, name, definition, hierarchy level, scope, owner, current maturity, target maturity and target date. Keep the definition stable while recording organizational or system changes elsewhere. The glossary should identify synonyms, excluded activities and relationships to parent and child capabilities.
3. Value-stream-to-capability matrix
Map each stage of a value stream to the capabilities that enable it, and record the stakeholder outcome served. This reveals where a capability contributes to several value streams and where a value-stream stage depends on an underdeveloped capability. TOGAF identifies this matrix as a core Business Architecture artifact. It is also a useful test of scope: a capability that cannot be related to a meaningful outcome may be too vague, duplicated or incorrectly named.
4. Strategy-to-capability matrix
Link every strategic statement to the capabilities it requires. Mark the relationship as primary or supporting when that distinction matters, and record the measure that proves the capability is contributing. This matrix prevents a roadmap item from being justified only by a technical objective; each major investment should point back to an outcome and the capability change needed to achieve it.
5. Capability heat map and gap assessment
Assess current and target maturity for each capability, along with business importance, risk, investment need, confidence and dependencies. A heat map can show both the severity of the gap and the capability increments needed to reach the target. Keep the assessment date and evidence with the rating: a red cell without a source or owner is a discussion prompt, not a prioritization decision.

6. Capability-to-organization and ownership view
Identify the business units, partners and accountable owners that possess or use each capability. Separate accountability from participation: a unit may consume a capability without owning its performance. Include an architecture owner, delivery owner and decision forum where those responsibilities differ. This view exposes gaps such as a critical capability with no accountable sponsor or conflicting owners across domains.

7. Capability-to-application, data and technology traceability matrix
This is the bridge to a technical roadmap. For each capability, list the supporting information systems and applications, the data products or information objects used, technology components, integration points and relevant architectural building blocks. Identify whether each item is strategic, tolerated, transitional or a candidate for retirement. Record the capability level supported, the quality or service constraint, and the owner of the technical asset.
Traceability should work in both directions. Starting from a capability, a planner should find the applications, data and technology that enable it. Starting from a proposed platform replacement, an architect should see which capabilities, outcomes and roadmap increments would be affected. A many-to-many relationship is normal; forcing one application to one capability hides shared dependencies.
8. Initiative and work-package register
Translate each material capability gap into one or more initiatives, products or epics. Maintain outcome, scope, accountable delivery owner, dependencies, cost, risk, assumptions, decision gates and planned measures. Link an initiative to the exact capability increment it funds rather than to a broad program name. Portfolio governance can then see whether several projects are addressing the same gap or whether an important gap has no funded work.
9. Target and transition architectures
The target architecture describes the intended future arrangement of business, application, data and technology elements. Transition architectures describe viable intermediate states when the target cannot be reached in one release. TOGAF describes transition architectures as structures for project increments. Each transition state should specify the capability maturity it enables, the systems that remain temporarily, the components introduced or retired, and the exit conditions for moving to the next state.

10. Implementation and migration roadmap
Sequence work packages by capability outcome, dependency, risk and decision gate. Every roadmap item should retain links to its capability gap and strategy statement, while the technical work breakdown links to applications, data and technology components. Show the time horizon and confidence of dates, distinguish a committed increment from a conditional one, and note the dependency owner. Roadmap views can be organized by quarter, release or transition state, but the underlying relationships should remain stable when dates move.

11. Governance and measurement record
Maintain decision rights, review cadence, architecture-conformance checks, outcome measures, assumptions, evidence, decisions and change history. A record of the last review date is essential: an apparently precise matrix that has not been reviewed since a reorganization or platform change is misleading. Governance should define who may change a capability definition, who approves a target state and how conflicts between domain roadmaps are resolved.
How a heat map becomes a delivery roadmap
A heat map is descriptive until it is connected to increments, owners and decisions. Use this sequence to turn it into delivery work:
- Validate the baseline. Confirm the current maturity rating with the capability owner, supporting evidence and date. Record uncertainty instead of presenting an estimate as fact.
- Define the target state. Describe the observable capability behavior and maturity required by the strategy, including the target date and measure.
- Describe the gap. State what is missing or constrained: a decision rule, service level, data quality, process control, integration or technology component. Avoid writing the gap as a preferred product.
- Decompose the target into increments. Identify the smallest capability improvements that produce a meaningful outcome. Each increment gets an owner, measure, dependency and acceptance condition.
- Map enabling changes. For every increment, identify affected applications, data products, interfaces, platforms, security controls and architectural building blocks. Include changes needed to retire or decommission obsolete components.
- Form work packages. Group related changes into initiatives or epics with scope, cost, risk, dependencies and accountable delivery ownership. Keep one-to-many links where a single initiative improves several capabilities.
- Insert transition states. Choose intermediate architectures that reduce risk and allow value to be measured before the final state. Make temporary coexistence and migration constraints explicit.
- Sequence and gate. Order work by prerequisites, capacity, risk and value-stream timing. Add decision gates for architecture approval, funding, data readiness, security and outcome review.
- Publish linked views. Provide an executive view by outcome and capability, a portfolio view by initiative and dependency, and a delivery view by release or transition state. All views should use the same IDs.
Mapping capabilities to applications, data and technology
Begin with the capability and ask what information and behavior it requires. Then identify the applications that provide that behavior, the data products they create or consume, and the technology components on which they run. Capture quality attributes such as availability, latency, retention, privacy classification and regulatory constraints when they influence the roadmap.

A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11For each relationship, record its direction and strength. An application may fully support a capability, partially support it, or provide a shared service. A data product may be authoritative, replicated or merely analytical. A technology component may be a current dependency, a target platform or a temporary bridge. These distinctions let planners see why a seemingly simple application change may require data migration, integration work or a transition architecture.
Use a traceability matrix with filters for capability, value stream, owner, state and roadmap increment. The matrix should expose unsupported capabilities, duplicated applications, single points of failure and technology components that enable high-priority outcomes but have no modernization plan.
Information every record should carry
- Identity: stable ID, name, definition, level and scope.
- Accountability: business owner, architecture owner, delivery owner and decision forum.
- Traceability: links among strategy, capability, value stream, gap, initiative, application, data, technology change and roadmap increment.
- State: baseline, target, transition state, effective date, confidence and dependencies.
- Evidence: measure, assumption, source, decision and last review date.
Put these fields in the repository rather than relying on labels inside a diagram. A diagram is a view; the records and relationships are the system of accountability.

Choosing a documentation approach
Documentation should be proportionate to portfolio complexity, but “lightweight” must not mean untraceable. A spreadsheet can be effective for a small portfolio when one owner controls definitions, IDs and review dates. As domains, dependencies and architecture views multiply, a governed repository and modeling tool reduce synchronization errors.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Decision criterion | Lightweight spreadsheet | Governed repository or modeling tool |
|---|---|---|
| Portfolio size | Small number of capabilities and initiatives managed by one team | Many domains, owners, dependencies and concurrent roadmaps |
| Traceability | Explicit IDs, controlled links and review discipline | Relationship navigation, impact analysis and reusable views |
| Update effort | Low initial effort; manual synchronization grows quickly | Higher setup effort; shared records reduce duplicate maintenance |
| Governance ownership | Named architecture or portfolio custodian | Role-based stewardship, change history and approval workflow |
| Dependency representation | Separate columns or linked sheets | Modeled relationships, impact views and dependency queries |
| Tool interoperability | Common export formats and simple sharing | Model exchange, API integration and standardized notation |
| Business-to-technology views | Curated tables and diagrams | Multiple synchronized views from one repository |
ArchiMate is useful when teams need a common notation across business, application, data and technology concerns. The Open Group describes it as an open, independent enterprise-architecture modeling language supported by multiple tool vendors, enabling architects to describe, analyze and visualize relationships among business domains in an unambiguous way. The notation does not replace ownership, evidence or roadmap governance; it makes the relationships easier to communicate and analyze.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Governance that keeps links usable
Assign stewardship at two levels: a business steward maintains capability meaning, outcome and maturity; an architecture or portfolio steward maintains cross-domain relationships and roadmap consistency. Delivery owners update initiative status, dependencies and measures. A decision forum approves changes to target architecture, capability definitions and investment priorities.
Set a review cadence that matches the rate of change. Review high-risk capabilities and active transition states each planning cycle; review stable definitions less often. Trigger an off-cycle review after a major strategy change, acquisition, regulatory decision, platform failure or organizational redesign.
At each review, check whether every priority capability has a current baseline, target, owner, measure and funded or explicitly unfunded gap. Check whether every roadmap increment links to a capability outcome and whether every proposed technical change has an affected capability and dependency assessment. Archive superseded states rather than overwriting them so that decisions remain explainable.
Common failure modes and fixes
Technology-first roadmaps
A platform upgrade is presented as the objective, with no stated capability or outcome. Require a strategy-to-capability link and document which capability increment the change enables.

Capabilities named after departments or products
Names such as “CRM team” or a product brand become obsolete after a reorganization. Rewrite them as stable abilities, move organizational details to the ownership view and preserve the capability ID.
Heat maps without evidence
Color ratings create false precision. Add the assessment source, date, confidence, measure and owner; use a review action when evidence is weak.
One giant architecture diagram
A single picture cannot show every relationship clearly. Keep a governed data set and publish focused views for strategy, value streams, applications, data, technology and delivery.

Roadmap dates detached from dependencies
Dates move while prerequisite work remains hidden. Link each work package to dependency owners, transition states and decision gates, and mark conditional commitments explicitly.
Stale matrices
Assign a steward, display the last review date and define change triggers. A smaller current model is more useful than a comprehensive model no one maintains.
A practical minimum set
If you are establishing this practice, create the capability map and glossary first, then add the strategy-to-capability and value-stream-to-capability matrices. Assess current and target states, build the capability-to-application/data/technology matrix, and register the initiatives that close the highest-priority gaps. Add transition architectures and roadmap sequencing as soon as work crosses more than one release. Finally, formalize owners, measures, decision rights and review history so the documentation remains a living management system rather than a one-time architecture presentation.
TOGAF summarizes the purpose of this approach by stating that capability-based planning focuses on the “planning, engineering, and delivery of strategic business capabilities” and frames architecture development in the context of business outcomes. The documentation chain makes that principle operational: strategy explains why, capabilities define what, architecture shows how, and the roadmap states when and in what sequence.
