Device-level context is information about a device’s capabilities and current state—for example, battery level, processor load, screen size and available connectivity. A personal AI can use those facts to decide what work is practical and when to act, but they are only one layer of context. They are not the same as your preferences, activities, surroundings or network conditions, and “on-device” does not automatically mean that no data leaves the device.

The distinction matters because modern personal-AI designs may build a context record locally, then share selected parts with agents running on the device, in the cloud or across both. Privacy therefore depends on the signals collected, the data boundary, the receiving agent and the controls you have—not on a marketing label alone.

Device-level context: the precise meaning

In the terminology used by ITU-R Report M.2320-0, device-level context describes characteristics and operating conditions supplied by the device itself. Examples include battery state, CPU load, display size and multi-communication capability. These signals tell an AI what the hardware can do right now and which interaction is feasible.

A low battery reading, for instance, may justify delaying a computationally expensive task. A high processor load may favor a smaller model or a later execution time. A small display may call for a shorter response, while an available cellular or Wi-Fi connection may make a remote service technically possible. None of those facts, by themselves, says what the person wants.

Four context layers that are easy to confuse

Context layer Typical examples What it tells a personal AI What it does not establish
Device Battery state, CPU load, display size, multi-communication capability Current capability, resource pressure and interaction constraints The user’s intent, preferences or surroundings
User Preferences, activity, location and distraction What may matter to the person and how they are behaving Whether the hardware or network can support a task
Environmental Motion, lighting and nearby devices Conditions around the person and device The device’s internal resource state
Network Congestion and available throughput Whether communication with another service is practical Permission to share personal information

These layers can be combined, but they are not interchangeable. “The phone is nearly out of battery” is a device fact. “The owner is walking to work” is user or environmental information, depending on how it is inferred. “The connection has low throughput” is network context. A system that treats all of those as one undifferentiated data pool makes it harder to understand both its decisions and its privacy exposure.

How a context-aware personal AI uses the layers

A context-aware system generally turns raw signals into a decision rather than simply displaying every signal to a model. The exact implementation varies, but the logic can be understood as a sequence:

  1. Collect signals. The operating system, sensors, applications and network stack provide permitted readings such as battery percentage, motion state or connection quality.
  2. Interpret the readings. Software converts raw values into useful states, such as “low battery,” “in a meeting” or “limited bandwidth.” Inferences can be more sensitive than the raw device value that produced them.
  3. Combine context layers. A system may consider hardware capability together with a user preference, environmental condition or network state. For example, it might prefer a concise local response when the screen is small and the connection is poor.
  4. Select an action or agent. The system chooses whether to answer locally, ask another service, wait, notify the user or hand a task to a different authorized agent.
  5. Apply permissions. Only the context allowed for that agent should be made available. A device condition may be sufficient for one decision, while a calendar detail or location may require separate authorization.

Context can also coordinate several devices and cloud services. A phone may sense an activity, a watch may contribute motion data and a remote agent may perform a task. That coordination does not turn device-level context into a synonym for all personal information; it shows why the boundaries between layers and services need to be explicit.

What the Liquid Context announcement actually proposes

On September 23, 2026, Liquid AI announced that its Liquid Context layer had been optimized for Snapdragon processors using the Qualcomm Hexagon NPU. The company describes an on-device layer that learns from device signals with user permission, builds an understanding of routines, preferences and needs, and maintains that context locally.

The announcement then makes an important distinction: relevant context can be made available to the user’s selected agents according to permissions. Those agents may run on the device, in the cloud or in a hybrid arrangement. In other words, the place where context is built is not necessarily the place where every task is executed.

Examples in the announcement

Liquid AI describes possible experiences such as rescheduling a calendar event, drafting a social post and carrying context from a run into a car. These are examples of the direction the company is illustrating, not evidence that each integration is shipping, universally supported or independently measured.

Liquid AI CEO and co-founder Ramin Hasani framed the product direction this way: “Personal AI starts with understanding how you live and what you need, when you need it.” That is the company’s product positioning, not an independent finding about accuracy, usefulness or privacy.

What the announcement does not establish

  • It does not provide a supported-device list or show that every Snapdragon device supports Liquid Context.
  • It does not announce broad consumer availability or a launch date for a particular phone, computer, watch or accessory.
  • It does not publish an independent figure for accuracy, latency, battery consumption, privacy outcomes or adoption.
  • It does not give a complete inventory of signals, a retention schedule, a deletion procedure or a security audit.

The stated manufacturer route is an OEM path: device makers can evaluate Liquid Agent and potentially build experiences into products. That remains a prospective platform opportunity until a specific manufacturer, product and software release are identified.

Does on-device AI mean your data never leaves your phone?

No. “On-device” usually describes where a particular computation or context-maintenance component runs. It does not by itself describe every input, output or downstream service.

Question to ask Why it matters
Which signals are read? A battery reading has a different sensitivity from location, messages, health data or inferred routines.
Where is each operation performed? Local processing can reduce transmission of raw signals, while a cloud agent may still receive selected context or task content.
Which agents receive the result? A permissioned hand-off determines whether information stays on the device or reaches a remote provider.
What controls exist? Users need understandable permission settings and a way to see or change what an agent can access.
How long is information kept? Retention, correction and deletion determine the data lifecycle after a decision is made.
What evidence supports the claims? An announced architecture, a developer preview and a shipping consumer feature are different levels of proof.

Liquid AI’s announcement supports the distinction between local context maintenance and permissioned access by selected agents. It does not answer all of those implementation questions. A responsible product description should therefore avoid promising that personal context can never leave the device.

ITU-R emphasizes the same principle from a user-acceptance perspective: “Privacy means for sensitive context information, ‘especially user context information, need to be present to guarantee services acceptability by users.’” The report’s point is practical: sensitive context requires privacy safeguards, especially when the system uses information about the person rather than only information about the hardware.

What information can an AI use from a device?

The answer depends on the operating system, application permissions and product design. Device-level inputs can include:

  • Power and performance: battery state, charging status, CPU load, available processing capacity and thermal or resource limits.
  • Hardware characteristics: display dimensions, input methods, camera or microphone availability and communication capabilities.
  • Connectivity: whether Wi-Fi or cellular service is available and how much throughput the connection can provide.
  • Interaction state: whether the screen is active, the device is being used or another device is connected.

An AI may also be offered user, environmental or network signals, but those require separate consideration. Preferences, location, activity and distraction can reveal much more about a person than a screen size. Motion, lighting and nearby devices can disclose surroundings. Congestion and throughput describe the network rather than the user’s intent.

An app-level example

ContextSDK’s Context Guide describes an iOS SDK that processes sensor and device signals, including motion, activity and device state, locally to help determine when an application should show a prompt. The guide reports more than 200 real-world signals and says its product can return a context state in under two seconds. Those are vendor-published figures about that SDK, not independent measurements of personal AI generally and not evidence that every context system has the same signal range or speed.

How to evaluate a personal-AI context feature

Before enabling a context-aware assistant, use a concrete checklist rather than relying on labels such as “private” or “on-device.”

1. Identify the signal inventory

Look for a plain-language list of device, user, environmental and network inputs. Check whether the product distinguishes raw readings from inferences such as routines, mood, intent or “availability.” If the documentation only says “device data,” you cannot tell what the permission covers.

2. Trace the processing path

Find out which operations remain local and which are sent to a cloud service. A system may keep a local profile while forwarding a selected summary to an agent. Ask whether raw sensor data, derived context or both cross the network.

3. Inspect agent permissions

Determine which agents can receive context and whether permissions are granular. A calendar agent may need schedule information but not motion history. Prefer controls that allow access to be revoked without disabling unrelated device functions.

4. Check lifecycle controls

Look for ways to inspect stored context, correct an incorrect inference and delete history. Also check retention periods, account separation and what happens when a device is sold, reset or replaced. A local database still needs a lifecycle policy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Separate availability from announcement

Confirm the exact product model, operating-system version, region and software release. A platform announcement or developer offering is not proof that a feature is installed on a consumer device. For the Liquid Context example, no public announcement cited here supplies a consumer compatibility list.

6. Treat performance claims in scope

Ask who measured battery use, latency and accuracy, under what conditions and on which hardware. Do not transfer figures from an app SDK or a general on-device-AI study to another product without evidence.

Why device-level context can be useful

Hardware state gives an AI a way to adapt without guessing. It can choose a smaller computation when the processor is busy, defer a non-urgent task when power is low, format information for a small display or avoid an unnecessary network request when throughput is limited. These adaptations can improve responsiveness and reduce wasted work.

Device context can also make multi-device experiences more coherent. A system may know that a user has moved from a phone to a car display or that a connected accessory is available. The benefit comes from coordinating the right capability at the right time, not from collecting every possible personal signal.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Trade-offs and failure modes

  • Misclassification: A low-battery state may be temporary, and an inferred routine may be wrong. An AI should make consequential actions reviewable rather than treating context as certainty.
  • Permission creep: An assistant that starts with battery and connectivity may later request location, activity or communications access. Review each new permission instead of accepting a broad bundle.
  • Hidden inference: Several harmless-looking signals can reveal sensitive routines when combined. The risk concerns the derived profile as well as each individual input.
  • Connectivity assumptions: A hybrid system may behave differently offline, on congested networks or when a cloud agent is unavailable. Products should explain the fallback behavior.
  • Vendor dependence: An announced platform can change before a device ships. Do not buy or configure hardware on the assumption that an unverified context feature will arrive.

The practical bottom line

Device-level context is the hardware-and-state layer of personal AI: battery, processing load, display and communication capability are the clearest examples. It becomes more useful when combined with user, environmental and network context, but those categories carry different meanings and privacy risks. A local context layer may reduce raw-data transmission while still sharing selected information with authorized cloud agents. Evaluate the signals, processing locations, permissions, lifecycle controls and evidence of availability before deciding whether a context-aware feature deserves access to your device.
